MAJOR FINAL OUTPUTS FOR RESEARCH DIVISION
The accomplishments of research services for the past years are anchored on the following six (6)
majorfinaloutputs.Theseare1)numberofresearchoutputs published 2) number of research outputs disseminated and presented 3) number of researchers with track records 4) number of inventions patented5) number of copyrights registered and 6) number of externally-funded projects in progress.
For CY 2013, the Research Division exceeded the targetwith three (3)outof thesix (6)majorfinaloutputs. These are on the number of externally funded projects with 119% of accomplishment, number of inventions patented/commercialized (100%) andnumberofresearcherswithtrackrecords(104%)(Table1). Mostof the researchprojects/studiesare fundedby the Department of Agriculture-Bureau of Agricultural Research (DA-BAR), Commission on Higher Education (CHED), Department of Agriculture-Regional Field Unit 5 (DA-RFU 5), Department of Science of Technology (DOST), Foundation for Philippine Environment (FPE), and the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD).

Likewise,inaccordancewithCHEDMemorandumCircular No. 29 series of 2013 regarding Supplemental Implementing Guidelines on Cascading Performance Targets of State Universities and Colleges (SUCs) which provide additional specific guidelines on thecascading of the SUC to the second level or pertinent delivery unit targets, the research services selected andprioritizedthree(3)majorfinaloutputsunderthefollowing performance indicators:
1. Timeliness – number of research studies completed for the last three (3) years
2. Quantity-%ofresearchoutputspublishedinrefereedjournalsand/orsubmittedforpatenting
3. Quality-%ofresearchprojectsconductedand completed on schedule
On the three selected performance indicators for research services, the accomplishment far exceeded the targets. Table 2 presents the target and accomplishment and percentage accomplishment on timeliness, quality and quantity which are 134%, 183% and 115% respectively.

TheResearchDivisionhaspackagedproposalscoming from the various Colleges and
Campuses both for institutional and external funding. The Division, through the assistance of the ResearchTechnicalWorkingGroup(TWG)consistsof Dr. Rowena Bayrante, Dr. Georgina J. Bordado, Dr. Ramona Isabel S. Ramirez, Prof. Arthur B. Estrella, Engr. Rolando De Asis, Prof. Hanilyn A. Hidalgo, Dr. Emma G. Jarcia, Dr. Celerino B. Llesol, Jr., and Dr. Jose S. Sabater, conducted a review of proposals. For CY 2013, it has received a total of two hundred fourteen (214) research proposals of which eighty-one (81)
were approved. Figure 1 shows that the College of Agriculture and Natural Resources (CANR) has the highest number of approved proposals with the total number of twenty four (24); next is the College of Arts and Sciences (CAS) with a total number of twenty (20) followed by fourteen (14) came from the Graduate School (GS); eight (8) from the College of Engineering and Food Science (CEFS); seven (7) from the College of Economics and Management (CEM). While the College of Development Education (CDE), College of Veterinary Medicine and Pasacao Campus have two each and lastly, both Sipocot Campus and Extension Division, has one (1) each.
Approved proposals are classifiedaccording to the different categories of the R&D Agenda of the University (Figure 2). The figure shows that EnhancingPolicy Studies and Improving Agricultural & Fishery Productivity has the highest total number of approved proposals submitted with twenty eight percent (28%); second is twenty five percent (25%) onProtecting the Environment; third, eleven percent (11%) on Engineering & Industrial Technology; and last is eight percent (8%) on Nurturing Knowledge Systems.

R & D PROJECTS/STUDIES IMPLEMENTED
A total of 120 research studies were implemented for CY 2013. Of these, 23 projects or 24% were completed on schedule. Figure 3 shows the projects by priority thrusts, with 47% on improving agricultural andfisheriesproductivity,27%on protecting the environment, 4% on nurturing knowledgesystem, 19% on enhancing policy studies and 3% on engineering and industrial technology.
There are 122 researches for CY 2013. Figure 4 shows the number of research projects by funding source. A total of 33 researches was funded by CBSUA coming from the GAA. DA-BAR funded 24 research studies while CHED financed 11 projects with atotal of 50 studies. DA-RFU V supported 9 researches on organic farming, adlai and breadfruit. Intervida-DA has 2. SEI-DOST, FPE, PCIEERD and PCAARRD-PCA has one each.

Field Monitoring and assessment of on-going R&D projects was conducted on May 9-10, 2013. This
activity aimed to evaluate the progress of the projects and provide recommendations to improve project implementation. It also served as a preliminary review to identify projects for inclusion in the 2013 R & D Project Review and Information Dissemination.
A total of eighteen (18) projects were monitored at the main campus. Seven of which were completed and eleven (11) are on-going. The team of evaluators was composed of Dr. Emma G. Jarcia, Prof. Arthur B. Estrella, Dr. Rowena M. Bayrante, Prof. Ma. Teresa B. Lirag, Prof. Josephine F. Cruz and Prof. Russell Rosalinda F. Rastrullo (PME Coordinator).
The team evaluated on the first day theexperimental projects at the different sites of the University: OADP, RAC and Animal Science project
area.Onthesecondday,social/developmentprojectswere presented at the Research Conference Room. On the third day, Calabanga and Pasacao, Camarines Sur were visited as the site for the study, “Adaptability Trials of Pigeon Pea.”

26th ANNUAL RESEARCH AND DEVELOPMENT PROJECT REVIEW AND INFORMATION DISSEMINATION
The Research, Extension, Production and Entrepreneurial Development (REPED) Central Bicol State University
of Agriculture (CBSUA) held its 26th Research and Development Project Review and Information Dissemination (RDPRID) on August 1-2, 2013 at the Ciriaco N. Divinagracia Hall, CBSUA. The review featured a best paper and best poster presentation for completed studies and a paper presentation for on-going researches with two categories, researchandsocial/development.
For the year under review, a total of 15 on-going and 27 completed papers were presented. The panel of evaluators
for the Research Category were Dr. Manuel C. Mendoza of CHED V, Ms. Ma. Teresa D. Alcantara of DOST V, Dr. Luz R. Marcelino and Ms. Corazon A. Orbon of DA-RFU 5. It also included retired CBSUA professors, Dr. Martin A. Alamo and Dr. Roman N. Bucad. The University also invited Dr. Mariben D. Berja of DepEd Camarines Sur, Dr. Rosemarie A. Tabardillo of Partido State University and Mr. Elvie T. Gayosa of TRIAS Organization to evaluate the extension and production projects. Winners for the different categories are shown on the tables below.

25th BCAARRD REGIONAL SYMPOSIUM ON RESEARCH AND DEVELOPMENT HIGHLIGHTS (RSRDH)
The Bicol University (BU), Legazpi City hosted the 25th Regional Symposium on Research and
Development Highlights (RSRDH) sponsored by the Bicol Consortium for Agriculture, Aquatic Resource Research and Development (BCARRD), Bicol Consortium for Industry and Energy Research and Development (BCIERD) and Philippine Association of Tertiary Level Educational Institutions in Environmental Protection and Management (PATLEPAM) held at BU College of Nursing Amphitheater on October 24, 2013.
The Central Bicol State University of Agriculture garnered a number of awards. Dr. Maria Dulce J. MostolesreapedthefirstplacefortheDevelopmentCategory-Forestry and Natural Resources for her research, “Utilization and Commercialization Production of Stingless Bees and its by-Products in Bicol Region” while Dr. Gilda S. De Asis placed second for the Research Category-Agriculture for her study, “Coconut Water in Grafting Pili”. On the other hand, both Engr. Joel P. Sadol (represented by Dr. Nila B. Oñate) and Dr. Gloria B. Osea won second place for their papers, “Development of Water Hyacinth Chopper Harvester” (Research Category-Technology) and “Improving Community Teachers’ Competencies
in Region V” (Research Category-Education). For the Student Poster Category, Joy P. Hallare with her adviser, Dr. Jose S. Sabater garnered second and Francis Euste with his adviser, Dr. Maria Francia D. Nuñez placed third.

RESEARCHES PRESENTED
One of the incentives given to faculty researchers is attendance to various international, national
and regional/local fora and conferences to presenttheir research results. While most of the researches were presented at the regional and local levels, the accomplishment for research services exceeded the target in terms of research presentation at the international level (105%) (Table 13). Most of these international conferences were conducted and organized in the Philippines.
Attendance to international conferences of some researchers had been partly funded by PCAARRD and the DA-BAR Non-Degree Assistance Program.

KNOWLEDGE MANAGEMENT
Information management is an essential component to strengthen the research services of the
University. The Management Information Service (MIS) Unit serves the information needs of various partner agencies and institutions for statistical data of researchers for inclusion in their reports. It maintains and updates its existing databases to provide a completeandcomprehensiveinventoryofproposed/new,ongoingandcompletedresearchesundertakenin agriculture, forestry and natural resources and a profile of competent and hardworking researchers.Likewise,datacontentbuildupandmaintenanceisanongoing activity being done for the various information systems initiated by PCAARRD and BCAARRD which are being utilized by the Division for the effective management of its information resources. These systems are the R & D Management Information System (RDMIS) and the Human Resource Information System (HRIS). It continues to provide and exchange information with different research and development institutions and partner agencies to promote
information sharing and facilitate dissemination of R &DactivitiesoftheUniversity.TheUniversityworksin collaboration with various international agencies such as Food and Agriculture Organization (FAO), United Nations Educational, Scientific and CulturalOrganization (UNESCO) and USAID agencies, national government agencies such as the Philippine Council for Agriculture, Aquatic Resources, Forestry and Natural Resources Research and Development (PCAARRD), Department of Agriculture-Bureau of Agricultural Research (DA-BAR), Bureau of Soil and Water Management (BSWM), Department of Science and Technology (DOST), Commission on Higher Education (CHED), CHED-Zonal Research Center (CHED-ZRC), National Economic and Development Authority (NEDA), Department of Budget and Management (DBM), Bicol Consortium for Agriculture, Aquatic Resources Research and Development (BCAARRD) and local government units (LGUs) within the region.

Knowledge Management Center. The Center servesas an avenue to effectively access information on the latest R&D knowledge and technology produced bythe University. Aside from the information generated from the R&D projects, it also provides data from other government agencies, NGOs and POs through its “Tambubong” program, an exchange of publications with other institutions. For the year under review, 87 reading materials were acquired (Table 14). The publications were mostly acquired from PCAARRD, DA-BAR, CvSU, DA-RFU 5, SEARCA, NFRDI, MMSU, WASWAC, DENR, PhilRice and USAID-FPE.

For the oral presentation, the winners weregivencertificatesofrecognitionandcashprizesofPhp5,000,4,000and3,000forthefirst,secondandthird place winners, respectively. A total of seven (7) R & D awards were garnered by faculty-researchers for paper presentation at
the international and regional level (Table 22). These were conferred by the International Association of Multidisciplinary Research (IAMURE) and the Bicol Consortium for Agriculture, Aquatic Resources Research and Development (BCAARRD). Likewise,the University recognized the exemplary performance of faculty-researchers by awarding Best Papers and Posters during the Research, Development and Extension Project Review and Information Dissemination (RDPRID) held on August 1, 2013 at the CND Hall.

Soil and Water Laboratory
Tissue Culture Laboratory
As a development oriented facility which aims to develop plant propagation, the Tissue
Culture Laboratory continued to provide services to students, faculty and clients from the private sector and other academic and research institutions. It has maintained the culture of macapuno, orchids and banana and has started the trials on micropropagation of malunggay and breadfruit. For 2013, the laboratory has assisted a total of 332 clients.
The Soil and Water Research Laboratory continued to serve students, researchers, extension agents,
farmer-clients and other academic institutions to provide technical assistance on proper soil and water management.Itsmajortaskistoconductsoilandwateranalyses for appropriate recommendation, undertakebasic research and to provide technical assistance on proper soil and water management. The laboratory has conducted the following analyses: 30 STK (soil), 3 moisture content and 12organic matter content (Table 27).
Also, it had been utilized by different laboratory classes of different colleges namely: College of Arts and Science, College of Agriculture and Natural Resources, College of Engineering and Food Science and College of Veterinary Medicine (Table 28).

CBSUA-PAGASA-PCAARRD Weather Complex
The CBSUA-PAGASA-PCAARRD Weather Complex, with the construction of the Flood
Forecasting Center funded by PAGASA-DOST, strengthened its capacity to provide accurate and reliable weather and drought advisory data to its clients. It has conducted the following activities: observation, transcription and dissemination of agromet weather data to the different radio stations and other end-users; entertained live radio and TV interviews in Naga, Iriga and Camarines Sur on different weather and astronomical events; oriented 8 educational tours with a total of 955 students and 1 visit from 35 participants from Regions 4A, 4B and 5 of the Agricultural Training Institute (ATI) and Bureau of Soil and Water Management’s activity; and provided rainfall and temperature data to other institutions such as Ateneo de Naga University and DA-BIARC, as well as gave weather data to CBSUA students.
Mr. Alfredo B. Consulta, the Chief Meteorological Officer of the weather complexalsoservedasresourcespeakeronvarioustopicssuchasmeteorologicalhazards,typhoonteaching/plotting; climate change and weather instruments to the following schools/institutions NCF, MDRRMC,Baao Elementary School, Philippine Red Cross-NC, San Rafael Elementary School and NIA-NC, with a total of 2,753 participants.
