The results are in from the CATT Board of Directors election. CATT is happy to welcome Rich Loverde,

Loverde Builders, Ken Foster, K.B. Foster Civil Engineering, and Josh Root, Root of Design Electric, back to the Board. As well, we welcome a new face to the board. Ryan Swenson with Simpson Strong-Tie

is the newest addition to the Board of Directors. Ryan is no stranger to CATT; he sits on most sub committees and helps with every event CATT hosts. Ryan will be a great addition to the board and we are excited to welcome him.

The Christmas Holiday Party is shaping up to be one of the best ever. I hope everyone has their tickets already because seats are filling up fast. Thank you to BMD and Marvin for sponsoring the event.

At the CATT office there are many day to day operations. One of the biggest jobs is lobbying for contractors at the various agencies around Lake Tahoe and Truckee. From time to time there is a need to hire an attorney or a consultant to help in our efforts of lobbying for contractors. This year we are setting up a legal defense fund to pay for the attorneys or consultants that we hire. If you would like to help by giving money, please contact the CATT office or look for the information that is with your renewal notice.

CATT Bylaws require that a meeting of the general membership shall be held each year, usually in January or a month selected by the Board. (Article 5, Section 1). This is called the annual meeting. At the annual meeting, each committee chair will give a report on his/her committee’s activities for the past year and goals for the coming year. Members are welcome to attend this meeting. Rubicon Granite Co. is hosting a product unveiling of “Neolith Sintered Porcelain Slab” at The Blue Coyote Bar & Grill, located at 10015 Palisades Drive, Suite D, in Truckee. The event will be held on Wednesday, January 15, from 5:00 to 8:00 PM. CATT members are welcome to attend this product unveiling. The Truckee Donner Chamber of Commerce recently announced winners of their 2013 Awards. Melody Rebbeck (Hampton Inn & Suites Tahoe-Truck-ee) won the Ambassador of the Year award. Numerous CATT members were nominated for various awards: Hospitality - Shelly Wright (Plumas Bank), Melody Rebbeck; New Business – Linchpin Structural Engineering; Small Business – The Law Offices of Molsby & Bordner, Spirit Tahoe Interior Design; Large Business – Mountain Hardware & Sports; and Volunteer – Tally Brand (Wells Fargo of CA Insurance Services). CATT was nominated for the Non-Profit of the Year but did not win this time.

PPG color expert Fawn Chang gave a presentation titled “Global Design and Color Trends 2014 for Residential Interiors” at Precision Flooring Solu-tions on November 14. The informative program was attended by about 15 people, many of whom were designers or realtors.

Seth Kielas of Loverde Builders has a new title – Truckee Planning Com-missioner. Seth was appointed by Truckee Mayor Carolyn Wallace Dee and took his seat at the November 19 Commission meeting.

As the Town Chief Building Official, I received a request from Truckee Tahoe Lumber Company (TTLC) to allow the use of an alternate handrail design provided in the Kelleher Molding

Book. Specifically, the alternate de-sign request is for product “F506 1 3/8” x 2 1/4” Mushroom Handrail. As the TTLC request states, this is not an uncommon handrail design and in fact is allowed in other jurisdictions across the State of California.

Per the 2010 California Building Code (CBC), the Building Official is authorized to grant modifications provided it meets the intent of the code. Specifically, chapter 1, section 104.11, of the 2010 CBC addresses “Alternative materials, design, and methods of construction and equipment,” and allows these provided such approval has been granted. Moreover, the section in part reads “…An alternative material, design, or method of construction shall be approved where the Building Official finds that the proposed design is

satisfactory and complies with the intent of the provisions of this code, and that the material, method or work offered is, for the purposes in-tended, at least the equivalent of that prescribed in this code in quality, strength, effectiveness, fire resistance, durability, and safety.”

Based on the above code section and the sample provided, I ap-prove the use of product “F506 1 3/8” x 2 1/4” Mushroom Handrail” as a type 1 handrail for Single Family Residences (SFR) only. Please see attached sketch of the proposed handrail for reference only (not to scale or to be copied) as a guideline for the alternate design. This is not approved for multi-family or commercial use in any situation that may arise, without prior approval from the Building Official.

This policy change is effective as of November 4, 2013, and shall remain in effect unless repealed by the Building Official. The Building Official reserves the right to revoke this alternate if determined that any of the above requirements have diminished or are not being followed at any time.

Notice Inviting Qualified Contractors for the California Uniform Pub-lic Construction Cost Accounting Act – Informal Bidding Process

The Tahoe Truckee Unified School District (“District”) invites all interested contractors to be included on the District’s List of Qualified Contractors for the 2014 calendar year. Contractors on the List will receive a “Notice Invit-

ing Bids” for public projects between $30,000 and $175,000 in their qualified work category. Only qualified contractors will be notified. For more information about this process, please refer to California Public Contract Code Section 22034.

All contractors interested in being added to the District’s Qualified Contractors List should complete the Informal Bidding-Contractor Application form, available through the District or your local trade journal. The application is also available for download at http://www.ttusd.org (on the main webpage, click on the Facilities link at the right side of the page and select the Contractor Informal Bid Application link). Completed applications should be mailed, emailed, or faxed it to:

Placement on the qualified contractors list will be valid for two (2) years from the date of application. After that time, the contractor will be responsible for re-submitting an updated application to the District.

sewer Lateral inspections

The Truckee Sanitary District (TSD) is the public agency responsible for the collection and conveyance of wastewater in the greater Truckee area. Formed in 1906, the TSD owns, operates, and maintains the sewer mains in

the street and laterals up to the property line. TSD also inspects laterals installed on private property to ensure compliance with TSD Code. To make sure your sewer lateral installation goes efficiently, familiarize yourself with the TSD Code, available online at www.truckeesan.org.

Here are 8 tips to avoid common problems:1. Contact TSD’s inspection department (587-3804) early in the design/

construction process to get a copy of the as-built map showing the location of the lateral stub for your parcel. 2. Always field verify the depth of your lateral to ensure you have adequate cover and slope. Not all lots designated for pump systems will require pumps. 3. Open a Preliminary Sewer Lateral Inspection Agreement if you want to install the sewer lateral before you acquire a building permit. 4. Pay special attention to getting adequate compaction beneath the lateral near cleanouts. 5. Schedule your 2nd pressure test and tv inspections before the snow falls. These inspections can occur as soon as site grading is complete. 6. Don’t remove seal caps without TSD approval ($500 fine). Seal cap removal can occur as soon as the local building department has passed the drywall nailing inspection. If conflicts make removal of the seal cap necessary before drywall nailing, call TSD to schedule an inspection to reset the seal cap. 7. If you are installing a pump system, contact TSD for a field meet to discuss pump system options. 8. Contact TSD early on commercial projects or remodels to verify sewer facilities and fee requirements.

Some things in life and contractor’s licensing require more time, money or explanation, some less and some can’t be ‘satisfied’ no matter how long you wait, explain or would be willing to spend. But, first there’s more…

We always appreciate the sharp eyes of readers, some of whom got in touch about the way company names and contractor license numbers must be displayed on vehicles. The key is how the vehicle is registered with the DMV.

While space limits our answers at times, this one does need further clarification, as the real practice by many may be out of synch with the actual letter of the law which spells out how and when names and license numbers are required:

“C-36” Plumbing, “C-45” Sign, and “C-57” Well-Drilling contractors must display the following information on each side of every business vehicle with commercial registration in letters at least 1-1/2 inches high (B&P Section 7029.5): Business name, permanent business address and contractor’s license number. All other licensed contractors must display their business names and contractor license numbers on every one of their commercially registered vehicles. The name and number must be in a clearly visible location in letters at least 3/4 inch high and wide (B&P Section 7029.6). Q: I had a judgment on my previous Sole Owner license but it is over 8 years old. I recently applied for a new contractor’s license in the name of my corporation. The application was denied based on the 8-year old judgment that is still “unsatisfied”. It was my understanding that judgments go away after a period of

7 years. Is that not true?A: It is our understanding that the CSLB has no statute of limitations for a

judgment on a license. The Superior Court of California does have a 10-year statute of limitations. After 10 years, if the Superior Court does not renew the judgment, you can provide proof of non-renewal to the CSLB in order to have the judgment forgiven.

Q: I currently have a Sole Proprietorship contractor’s license and I am in the process of incorporating.

I will submit a “Licensed Sole Owner Applying for Corporate License” form. The current license is in good standing; and the corporation is formed by the individual licensee; and the Sole Owner licensee has at least 51% ownership of the new corporation. I am aware that once the number is transferred, it belongs to the corporation and cannot be reissued to an individual at a later date.

My question is: How are my contracts in progress affected by the change in business structure? For example, if the license is transferred to the corporation in January, and work covered under a contract signed with the Sole Proprietor entity is still in progress when the transfer occurs, are we still in compliance with being licensed at all times? I appreciate any information, as I am not able to find it anywhere.

A: If you will still have work in progress under the Sole Owner/Proprietorship license when the conversion takes place, while you will still be in compliance, you will want to also inform each of your customers that have work in progress that the change has taken place. You should do this in writing and you can inform them that the license number, ownership, bonding company, Worker’s Comp, etc. remains the same, but that you have converted from a Sole Proprietorship to a Corporation.

Also just FYI, beyond the Sole Owner to Corporation form you will also need to complete and submit a waiver application.
