Pre-counseling for NEET UG 2019 qualified candidates willing to participate in WB State Quota and Private

Management Quota Counseling 2019 (purely indicative)

The NEET UG 2019 qualified candidates willing to participate in WB State Quota and Pvt. Management Quota counseling 2019, have

to participate in pre counseling first by logging in to the website www.wbmcc.nic.in in UG counseling section:-

The following web page will be displayed:-

The candidate has to click on to the menu “Application for participation in Pre-counseling” then the following web page will

appear:-

The candidate has to provide personal information as per NEET UG 2019 filled up proforma/admit card and enter the security pin

then click on to the button of “Submit”



Then the candidate has to provide his/her valid mobile number (10 digit), email ID, district name (if the candidate belongs to West

Bengal), complete mailing address along with PIN code and then click on to the button “Continue”



Click “Continue”.



The details of the candidate will be displayed as per filled information in NEET UG 2019:-

The candidate has to click the button “Continue to confirm” if all the information shown are correct.



Then the following question on class 12 or equivalent qualifying examination appears:-

If the candidate has passed 10+2 EXAM THAT IS Class 12 or equivalent exam as per MCI criteria as placed above then the candidate

has to click “Yes” button else has to click “No” button and the candidate will not be able to proceed further.



After clicking “Yes” button and then clicking Continue button the following page will appear where the candidate has to respond to

the question on domicile status of West Bengal:-

If the response is “Yes” then the candidate can pursue as Domicile candidate for State Quota seats. Such candidates are allowed to

fill choice for Private Management Quota seats also if wished for. But if the candidate selects the button “No” for domicile status

then the candidate is only eligible to fill choice for the Private college Management Quota seats only.



If the candidate selects domicile status as “Yes” then:-

The webpage requesting whether the candidate belongs to any reserved category will be asked and if the response is YES then in

next page the candidate can select the reservation category if appropriate certificate issued in the State of WB is available with

him/her. The OBC candidates must possess income certificate to state that they do not belong to the creamy layer.



Select appropriate Category.



If all the above information is correct then the candidate has to confirm submission.



Then the candidate will be directed to the payment pages where the candidate can pay the pre counseling and counseling fees

online through credit card or debit card or net banking method as shown in the following screen shots:-



You have to note down the payment transaction ID for future references. You make take a printout of the transaction slip by clicking

the “Print” link.



Once the payment is made, click on the “Generate Acknowledgement Slip for Document Verification”. You will be directed to the

following page. Enter your Roll No., Date of Birth and Transaction ID to generate and print the ‘Acknowledgement Slip’ which carries

the details of Venue and Date/Time of the Document Verification Centre. You are required to carry this ‘Acknowledgement Slip’ to

the Document Verification Venue on stipulated date and time as mentioned in the Acknowledgement Slip.



The candidate has to take the print out and carry this ‘Acknowledgement Slip’ to the Verification Venue and appear for verification

of the original documents on the prescribed place, date and time.



Candidate may also generate and print the ‘Transaction Slip’ and ‘Acknowledgement Slip’ from the Counseling Homepage by clicking

the links ‘View Your Transaction ID’ and ‘Acknowledgement Slip Generation’.



Now for SC or ST or OBC candidates like as an example below if the certificate is not issued in the State of WB then the candidate is

considered as UR for allotment but in order to participate in counseling he/she must get the 50 percentile or above marks in NEET-

UG 2019 as the UR cut off for eligibility, else the candidate will be out of the counseling process:-



Candidates with 50 or more percentile but without the domicile of West Bengal may participate in the West Bengal UG-Medical

and Dental Counseling 2019, but will only be considered for Management Quota Seats in Private Medical and Dental Colleges of

West Bengal.



For Candidates with OBC status as per NEET-UG 2019 data, if the caste certificate is issued in the State of WB then for OBC

candidates the additional question will be asked whether the sub caste is OBC A [Non-Creamy Layer] or OBC B [Non-Creamy Layer]

as per WB status:-



For Candidates with SC or ST status as per NEET-UG 2019 data, the following question will be asked:



For Candidates with Physically Handicapped (PWD/PH/PC) status as per NEET-UG 2019 data, following declaration is required

whether the PC Certificate is issued from IPGMER Kolkata or not :-

Below is an example where an UR PC candidate having percentile below 50 but 45 or above, if now unable to gather PC certificate,

may become out of counseling process as shown below:-



For NRI/OCI/PIO Candidates the following screen will appear. Candidates with percentile 50 or more will only be eligible for

NRI/OCI/PIO quota seats in private medical and dental colleges of West Bengal.



If a candidate with NRI/OCI/PIO status as in NEET-UG 2019 data does not hold >=50 percentile will not be eligible for said quota and

the following message will appear.

Note:

1. If a candidate has got UR percentile of cut off or above and if he/she does not belong to West Bengal domicile, then the candidate is eligible only for

the Management Quota Seats in Private Medical and Dental Colleges. Such candidate does not require any document verification at pre-counseling

stage. After seat allotment he/she will have to verify the documents at the respective colleges’ admission desk.

2. NRI – Non-Resident Indian, OCI – Overseas Citizen of India, PIO – Person of Indian Origin

3. SC – Schedules Caste, SC – Scheduled Tribe, OBC – Other Backward Classes, PC – Physically Challenged
