Why do we do QA?
Each State Highway Agency shall develop a QA program that will assure materials and workmanship on
FederalAid construction projects

• Per CoOperative Agreement, QA Role will be assigned to Local Agency or to Caltrans
• When Local Agency performs QA they must develop a SIQMP

CoOperative Agreement
• [LOCAL AGENCY] will prepare a Quality Management Plan (QMP) which will include a description of how source inspection will be performed and will submit the QMP to CALTRANS for review and approval by the State Materials Engineer.
• CALTRANS will issue the parent permit to [LOCAL AGENCY]
• CALTRANS will issue the double permit to the contractor upon submittal of a complete encroachment permit application and all conditions cited in the parent permit have been met.
• [LOCAL AGENCY] will provide, or cause to provide, source inspection services.
[LOCAL AGENCY] will prepare a Quality Management Plan (QMP) which will include a description of how source inspection will be
performed and will submit the QMP to CALTRANS for review and approval by the State Materials Engineer.
