Rule 7.08(c & j)“THE BATTER-RUNNER MUST TURN TO HIS RIGHT AFTER OVER RUNNING FIRST BASE”

The batter-runner may turn left or right, provided that if he turns left he does not make an attempt to advance. An attempt is a judgment made by the umpire. The requirement is that the runner

must immediately return to first after over running or over sliding the base.

There are no exceptions as to how the BR obtained first base

(hit, walk, error, or dropped third strike).

by an infielder before all runners have advanced or from where each runner was physically positioned at the time the ball left the throwers hand on all other plays.

VOLUNTEER vs. PAID

YOUR LEAGUE PRESIDENTS and board of directors have made the decision to pay certain

individuals in their Leagues, including umpires, for their services

against the advice of this District and Little League International.

ALL District 72 TOC & ALL-STAR Tournaments

will have umpires on strictly a volunteer and Little League trained basis only.

FORE WARNED IS FORE TOLD

If any individual is being paid, or any league is paying ANYONE for ANY SERVICES, that all parties within are responsible for knowing all Local, County,

State, and Federal Labor Laws, including all Child Labor Laws, Workers Comp, Unemployment, County, State and Federal Taxes including income taxes, Disability, and any other types of laws and regulations that are associated with paying of an individual or any individual receiving

such payment.

District 72 respects the choices that Leagues have the authority to make,

as set forth within Little League International, but instructs all Leagues that

such choices and their consequences are entirely their own, as well as any individual(s) who are paid for their services.

It is permissible to peel off any applied stickers

on the helmets, and we good to go, right?

2.00 FAIR/FOUL“IF A DEFENSIVE PLAYERS FEET ARE IN FAIR TERRITORYWHEN A FLY BALL IS TOUCHED, IT IS A FAIR BALL.”

HMMMM…

The position of a players feet or any other part of the body is irrelevant. A ball is judged fair or foul based on

the relationship between the ball and the ground at the time the ball

is touched.

BOARD MEMBERS and LEAGUE OFFICIALS it is the job of every umpire to

check equipment of both teams prior to each game officiated.

If they are not doing so, you must hold them accountable. If they are paid umpires, why are you paying them for an incomplete job that risks the safety of

your players?

Rule 2.00 CATCH, 6.05 (a) & 7.04 (c)“IF THE FIELDER CATCHES A FLY BALL AND

THEN FALLS OVER THE FENCE, IS IT A HOMERUN?”

As long as the fielder is not touching the ground in dead ball territory

when he catches the ball, it is a legal catch if he holds onto the ball and

meets the definition of a catch.

If an umpire is hit by a batted ball before it passes a fielder, the ball is

dead. On any other batted or thrown ball, the ball is alive when the

umpire is hit with the ball.
