Goals ~ Success criteria for quality participation

NSA with a stake in CAADP should:

• Be aware of the CAADP process, and understand it

• Have clear and timely channels for input that successfully influences decisions

• Provide representation for the interests of key constituencies during decision-making.This includes women and men, the grassroots, and across the four pillars.

• Ensure decisions and reporting are evidence-based

• Receive clear communication on progress

• Understand their role in implementation and align behind the strategy

• Have the capacity to participate as needed

• Generate adequate resources to fulfil their role

• Feel a joint sense of ownership for CAADP along with their government partners

Who? ~ The CAADP country team is key

• The CAADP country team provides the core coalition for change and should drivethe transformation of the sector.

• It is not a permanent structure. Instead it exists to strengthen existing structures andprocesses for managing the sector. It should transcend the traditional silos.

• The country team is government led but not government owned.

• At least 50% of the country team should be representatives of Non-State Actors.

• The Non-State Actor representatives on the country team are the key focus forefforts to boost the participation on NSA constituencies

• The country team should ensure equal and equitable participation by women and

How? ~ 1. Choosing NSA representative organisations

Step 1: Inventory key NSA organisations with a stake in CAADP• Include all NSA that are: broadly engaged in agriculture or food security; legally registered; independent of

government; have an annual budget of over [$50,000?]

• Organisations on the inventory to review the list for completeness

Step 2: Define the seats on the country team available to NSA

• Include at minimum seats for representative organisations for farmers/ producers, private sector, CSO/ NGO,women and knowledge institutions

• Consider further seats for additional constituencies e.g. media, INGOs.

• NSA seats should make up approximately 50% of the country teamStep 3: Each constituency chooses representative orgs for their seat

• Briefing on CAADP and role of NSA.

• ToR for NSA rep orgs that sets expectation that when combined they should cover all constituencies; be ablerepresent interests of women and grassroots; and have expertise across all pillars.

• NSA to self-manage choice of representative organisations.

• Where constituency struggling then external people come in to facilitate process e.g. RECs, regional rep orgs,resource group. Not the government.

• Where two organisations cut across a constituency consider creating two seats e.g. peasant farmers org, and acommercial farmers union. If multiple organisations exist, consider facilitating formation of umbrella body.

Step 4: Ensure gender equity on country team

• Each representative organisation proposes a woman and a man to sit on the team on their behalf

• The country team then agrees actual representatives to ensure an equal number of men and women are on theteam.

How? ~ 2. Working in partnership

The CAADP country team should:

• Create an annual plan for implementation of the CAADP process with clear priorities,timeline, and roles and responsibilities for each member.

• Ensure the plan allows adequate time for representative organisations to inform andconsult with their constituencies throughout the process.

• Individual representative organisations create their own action plans for delivery of their responsibilities

• Meet regularly (monthly) to review progress and address emerging issues

Step 1: Each representative organisation prepares a budget

• Based on action plan for delivery of their responsibilities within the CAADP CountryTeam plan

• To include staff costs, travel expenses, communication and consultation work, policyresearch etc.

4. Establish co-ordination functions

PurposeTo ensure NSA participation is championed and co-ordinated for CAADP

How?

1. Hire dedicated NSA liaison officer at NPCA and possibly at RECs (by March 2011).Their role is to:

• Create inventory of regional and continental NSA that meet key criteria for relevance and legitimacy

• Co-ordinate interventions to boost participation

• Monitor quality of participation against guideline standards

• Collaborate closely with work on Mutual Accountability and capacity building

5. Expand communication

PurposeTo increase the awareness and understanding of CAADP with Non-State Actors

How?

1. Review the CAADP communication strategy to ensure it serves the interests of Non-State Actors. Consider:

• expanding the mailing list

• targetted communications

• extending planning horizon e.g. fix date of PP 6 months in advance

2. Develop standard communication resource to help country teams explain CAADPto NSA constituencies

3. Engage media (national, regional and continental) through:

1. General training on CAADP, NPCA and African governance and development

6. Energise parliamentarians

Purpose• To energise parliamentarians as a source of accountability between government and

citizens

How?

1. Guidelines “roadshow” should kick start improvements at country and regional-levels

2. NPCA to present to Pan-African Parliament whenever possible including sharingcontinental-level MAF report

3. Work through regional agencies to communicate with parliamentarians on CAADP

4. Include parliamentarians in capacity building and awareness-raising efforts

5. Promote field visits for parliamentarians to witness impact of improved policies,programmes and investments. NSA could proactively organise these.
