Due to Coronavirus, COVID- 19 the meeting was conducted in a combination of in person and virtual attendance through audio/ video access using a virtual meeting platform to maintain social distancing during the duration of the Gubernatorial Disaster Proclamation and Public Act 101- 0640. 1.... THE REGULAR MEETING of the City Council of the City of Danville was called to order at 6: 04p. m. by Mayor Rickey Williams, Jr. via teleconference.

Mayor Williams stated Chief McMasters asked him to share that Turtle Run Golf Club has

applied for their Firework' s permit so they will have fireworks on July 3rd at 9: 30pm from TurtleRun so we are excited for them.

Mayor Williams stated he wants to take a minute and thank each person that has reached outwith their condolences in regards to my Uncle that passed away. He was one of the bestpeople I knew and gave his all for the community, he coached for over 40 years, and hetreated everyone with dignity and respect and went out of his way to show love. I know that anumber of you have asked and this morning my Aunt and my cousins finalized the servicesand there will be a visitation at Sunset Funeral Home on North Vermilion Street on Friday from4: OOpm to 7: 30pm. The funeral will also be at Sunset on Saturday at 1: OOpm. They are actuallydoing a special on him on Channel 3 as we speak so I' m hoping someone will have recorded itso that I can watch it later.

Mayor Williams stated he has heard a lot of rumors that we are closing Harrison Park GolfCourse and that is absolutely not the truth. Our long time Superintendent Brock Burton hasaccepted a position with the Danville Country Club and his last day with us will be June 26t"and we wish him the best. What Director Carpenter and I have been doing is working toestablish a course moving forward so that you won' t see any difference accept for a fewdifferent faces. There may be a few old faces that return to help us out with some things aswell as a few new things. None of the tournaments are cancelled or anything like that. So I justwanted to put to bed any rumors or false notions that anyone might have about that.

7.... PETITIONS, COMMUNICATIONS, AUDIENCE COMMENTS

Public input was received by e- mail and submitted to the City Clerk' s Office prior to the meeting.Mayor Williams read the public comments per Council rules and time limits.]Gaurang Patel of Danville comments were in concern of Video Gaming licensing. He is the owner oflocal business Stroud Liquors and has been actively working towards renovating his store in order tooffer Video Gaming. The renovating includes money spent on a re- design and multiple inspectionsfrom the City Inspector. Mr. Patel stated he was only recently made aware of changes to the CityVideo Gaming Ordinance that limits the number of VGT licenses and that number has met it' scapacity before he could be issued a City VGT license. He went on to say that he would not havespent so much time and money on building the gaming room at his store had he known. Mr. Patel iswanting to know if anything can be done to amend the ordinance to allow for his local gaming license,especially since he has now been officially licensed by the State.

Mayor Williams stated that every individual that reaches out to us requesting a gaming license isprovided the same information. They are told number one that we have a limited number of gaminglicenses available, number two how many licenses we currently have issued, and number three thesteps that they will need to take in order to receive a license. They are also informed that once wereach the maximum number of 30 licenses that they will be place on a waiting list. So Mr. Patel wasinformed of this, I' m unsure now why he' s indicating that he was not because all of them have beennotified. They have all been told that after being placed on the waiting list any license that becomesavailable would be issued to those who are eligible at that time in the order that they were received.Further questions and discussion ensued.

Chairman Puhr presented RESOLUTION NO. 2021- 57 approving Five- Year Contract forWestLaw Electronic Legal Research Data, WestLaw has offered the option of entering into a five-yearcontract with minimal built- in increases of two percent ( 2%) per year for the second, third, fourth, andfifth years of the contract. WestLaw' s pricing for providing access to its legal data basis is comparableto or less than Lexis/ Nexis' legal data base. Executing a contract with WestLaw will also provide anadditional non- attorney user access to the WestLaw database, at no additional charge, moved todispense with the reading and asked for approval as recommended by Committee, seconded byAlderman Brown. The improvements will be paid for from Fund 103 ( Motor FuelTax) budget line item 103- 103- 00- 600GM ( General Maintenance) through a line item transfer for the

amount of the contract from 55000 ( All Projects), moved to dispense with the reading and asked forapproval as recommended by Committee, seconded by Alderman Pertell. ORDINANCE NO. 9324 approving the Acceptance of Permanent Easement for StormSewers at 600 Dearborn Street, the stormwater construction project of needed drainageimprovements within a private property on Dearborn Street and within Douglas Park, completedconstruction of the improvements requires a Permanent Easement to maintain the storm sewer and

structures; and

11- D... RESOLUTION NO. 2021- 59 awarding the Contract for Bid 675 for Construction of DearbornStreet Drainage Improvements to the lowest responsible bidder, Owens Excavating & Trucking LLC inthe amount of $ 170, 665. 00 for Construction of Dearborn Street Drainage Improvements, as Douglas

Director Carpenter announced the following information:

Public Works has started on demolitions again this week, one on South Griffin in the 200 block

which is south of Cleveland is actually completed. We have two more in the unit block of SouthGriffin that are actually underway right now. Probably within two weeks you will see the oldArnholt bakery come down, and then within two to three weeks the bank on the corner ofVermilion and Fairchild will probably be started on or done as well. If you' re out driving aroundyou' re going to start noticing a lot more empty lots real soon.

Chairman Puhr stated he received a call from City Inspector Rick Brown and he has new fullsize code enforcement maps available to anyone that wants one. I believe they have hired anew full time City Inspector as well that started a couple days ago.Chairman Puhr asked about the Danville Township building, I saw they have taken the fireescape off and today IL Power was there dropping down power lines, is that moving alongquicker than we thought. Mayor Williams replied we are just doing our portion of preparing it forin- house demolition, we have to put it out to bid first before we would be able to take it downourselves. We are just doing the parts that we can do to try to save the City a little bit ofmoney.

Alderman Brown wanted to thank Director Carpenter for always be so helpful and pleasantwhen she calls, and to the entire department for their hard work on all the demolitions.

Alderman Teague stated she wanted to echo what Alderman Brown said because for Serve

Together I submitted a project for cleanup around the City and some of the places that I hadidentified to clean up the wonderful people in our Public Works department had actuallyalready cleaned. So I also wanted to publicly acknowledge you for one providing assistance oncleanup day in the form of dumpsters but also for the work you already did. Director Carpenterstated he would pass her thanks along.

The next Public Works Committee meeting is scheduled for Tuesday, July 13, 2021 at 6: 00 p.m.]

12- A... Vice Chairman Pickering presented the City Treasurer' s Report for February 2021, Statementof Receipts and Disbursements for February 2021 ( unaudited) showing a Beginning Balance onFebruary 1, 2020, of $ 25, 877, 379. 75, Receipts of $ 4, 417, 639. 23, Disbursements of $ 5, 054, 582. 25,

Vice Chairman Pickering announced the next Public Services Committee meeting will take place byvideoconference on Tuesday, June 22, 2021 at 6: 00 p. m.

13... ITEMS OF INFORMATION

13- A) Removed

13- B) Discussion Regarding Return to In- Person MeetingsMayor Williams stated as you all know the Governor had issued an emergency declaration that allowsus to have electronic meetings. That emergency declaration is set to expire on June 26th of this monthand I do not know at this time whether or not he will extend it, however my summation to you is thatit' s time for us to return to in person meetings next month. Everyone that wishes to have the vaccineand that is medically able to do so has done so on the council and with our staff so I believe its timefor us to return back to meeting in person. We can still social distance in the council chambers foranother couple of months if need be. Does anyone have any major objections to us returning to in-person meetings next month starting on July 6th. Aldermen O' Kane, Puhr, Teague announced theiragreement in returning to in- person meetings.

The following information was also reported on:Alderman O' Kane asked about accessing the agenda information electronically and using theiPads for future meetings. Mayor Williams replied that when we return to in- person meetingson July 6th all of the aldermen will arrive 20 minutes early prior to the meeting, so that we cando a quick tutorial on using your iPad. It will literally be pushing two buttons and then movingthe arrow up and down on the iPad in order for you to view documents and etc. CorporationCounsel Simon reminded staff that the tutorial meeting will need to be posted as part of themeeting notice for open meetings act because it would be considered a public meeting. ViceMayor Iverson asked if they would have access to their email as well as agenda and minutes.Mayor Williams replied yes that is correct.Alderman Pertell announced she will not be at the July 6th City Council meeting as she will beout of town.

Alderman Brown stated to Chairman Puhr and Alderman Ludwig that they had inquired aboutthe Center City Neighborhood Association meeting. I did speak with Patsy Jones and she hastalked with the Church leaders as far as getting a date yet because they are still trying to comeback get a few things organized so she said it will probably be August or September. It' sgenerally the first Thursday at Central Christian Church on North Vermilion Street at 7: OOpm,but I' ll be sure to let you both know.Alderman Pickering stated she received an email from a constituent asking if the City, County,or the State is having any kind of incentive to get the vaccination. Mayor Williams replied wedo not have any type of incentive and I am unaware if the County or State might be offering butthe City does not have one at this time.Alderman Wands announced her thanks to Chief Yates for allowing her to do a ride- along withan Officer. I did a ride- along on Tuesday for about 3 hours and then I rode Saturday night from11: OOpm to 5: OOam and it was quite an eye opening experience. I would like to encourageeveryone to do a ride- along if you haven' t done one in a number of years because policing haschanged a great deal. I have a new appreciation for them and it gives you a whole new respectfor them and I just wanted to say thank you to Chief Yates and all of our Officers for all thatthey do for our community. I really would encourage any of the Aldermen that haven' t rode withone of our officers to please call Chief Yates and make arrangements to do that. Chief Yatesreplied thank you I appreciate those comments and I' ll make sure to relay it to the officers.

They are doing the work and they have kept a very good moral. With the City standing behindus and supporting us and also keeping us in check when we need to be and making usaccountable it means a lot and it definitely shows it with the officers. The moral is very highand just have to keep at it.Corporation Counsel Simon stated just a reminder for all of the aldermen about the use of thetablet and for that matter cell phones, I would strongly encourage you to refrain from texting oremailing one another during meetings, in fact there' s a case involving Champaign whereCouncil members were doing that with their own personal devices and the PAC held that wasall subject to FOIA and violation of Open Meetings Act. So be careful about that, also when

you' re out of meetings just a reminder that you should not be texting or emailing each otherback and forth unless it involves less than a majority of a quorum because even thatconstitutes a public meeting. So you need to be careful because it' s very easy to do and a lotof communities fall into it even during meetings and I strongly recommend against it. MayorWilliams thanked Counsel Simon for his reminder and added as another reminder that

whenever you receive an email lets say from me or one of the other Aldermen or Agnel abouttechnology please do not reply all. Technically that is a violation of the Open Meetings Act andwe could also be cited for that. If I send you something and you have a comment to make backplease just send it only to me. Further discussion ensued.Mayor Williams stated he wanted to thank Molly and Terry Goodwin from Second Church ofChrist, the Aldermen, and every church or individual who participated in Serve TogetherVermilion County this weekend. We had over 300 individuals out all throughout Danville andVermilion County doing things like cleaning up the litter around the blocks of Laura Lee andgetting their landscaping ready, we had people at the rescue mission painting. I just want tosay thank you for all the good people that came together to show that we care about ourneighbors that really meant a lot to the community so I appreciate that.Mayor Williams announced this Thursday will be the ribbon cutting at Carle at the Riverfront.We will leave from the parking lot in a City bus at 9: 30am promptly. So be here at City Hallbefore 9: 30am to board the bus and then we will ride over for the ribbon cutting so pleasemake sure you' re ready for that.Mayor Williams announced this Friday we will of course be having Summer Sounds againdowntown, the band starts at 6: OOpm at Temple Plaza. That's every Friday through the Fridaybefore Labor Day so hope you' ll come out and enjoy some of those concerts.Mayor Williams announced this Sunday is Jackie Robinson day at Danville Dans Stadium at2: OOpm. I think it' s going to be a great crowd so I hope you can come out and catch a game.Mayor Williams announced the Municipal Band will be playing every Sunday night at 7: OOpmthrough July 11t" and they do an incredible job. After that Doc Ashton & The Root Canals will

play every Sunday through Labor Day.
