Forest operations a goAt Monday night’s meet-

ing of Greenwood city council, Councillor Lee Cudworth, the city’s representative to the West Boundary Community Forest, reported that they moved the start date for operations from January 2015 to January 2014, which means they can log this year instead of waiting until next year.

He said that they are planning to hire Dan McMaster of Vaagen Brothers to manage the forest.

***Councillor Darla Ashton re-

ported on her attendance at the West Kootenay Boundary Re-gional Hospital District (WK-BRHD) meeting. She said there was “spirited debate” over the Interior Health Authority choice of renovating the existing Trail hospital as opposed to build-ing on a new site. The estimated costs for renovation is $40 mil-lion, and $400 million for a new facility.

When contacted later for comment, WKBRHD chair

Marguerite Rotvold said that the renovations could be done with-in 18 months; while a new facil-ity would be completed no soon-er than 10 years. “If we don’t do the upgrades we risk having to send people outside of the area for some services,” Rotvold said.

***Administrator Robin Dalziel

told council that FortisBC had contacted the city to remind them that the hydro poles within the City of Greenwood belong to Fortis. “They have a “No sign policy” which is required to ensure safety of hydro workers should they have to climb a pole during an emergency,” Dalziel said in his report to council.

continues on having the health clinic evaluated for modifica-

tions required to move the doc-tor’s office upstairs.

***Dalziel said the city has re-

ceived a copy of the new fire de-partment training standards. “A copy has been forwarded to our fire chief and his comments will be forwarded to council when received,” he said.

***Council gave three readings

to Revitalization Tax Exemp-tion Bylaw #882. A meeting was set for 3:30 p.m. on Thursday, Oct. 30 for final reading. Kettle and Councillor Barry Noll both declared a perceived conflict of interest and stepped out of the room during the discussion and vote.

The bylaw will exempt (on a diminishing scale over ten years) commercial property owners along the Hwy 3 corridor from paying tax on increases to prop-erty assessment increases if they register improvements or new construction under the bylaw.

The Boundary District Curl-ing Club, built in Midway in 1956, has had a large impact on the lives of many Midway, Rock Creek, Christian Valley and Greenwood residents through-out the years. During this time, the club has been open to all, and is now completely run by volunteers.

Over the years the club has been able to run youth curling, men’s, women’s and mixed curl-ing, as well as running several bonspiels every year. To start the season off the club runs a one-day Fun Spiel, originally known as the George Bubar Spiel before Christmas.

In early March the club hosts a very successful three-day men’s bonspiel which at-tracts teams form Kelowna, Princeton, Osoyoos, Grand Forks, Rossland, Castlegar and more, as well as bringing in many curling fans to watch and join in the festivities! The club also likes to make time for the

schools to introduce Curling to the youth through their physi-cal education programs.

While in the curling rink, visitors will notice the adver-tising display of many local business that proudly support the curling club. Through the local and regional support over the years, the club has been for-tunate enough to maintain a strong club and membership. Unforunately some people leave or move away, but new people move in and join the club, and as a result we continue to oper-ate our two sheet rink with ap-proximately 50 members.

At this time the club has an afternoon fun league on Wednesdays at 1 p.m. open to anyone wish-ing to learn or just have an afternoon of socializ-ing and curl-

ing. For team curling there is a mixed league on Thursday and/or Friday nights at 7 p.m., and the club is always open to new teams and curlers.

Due to the installation of a new brine pump by volunteer workers, the season is starting a little late. The club will be com-mencing its 2014 -2015 season on Nov. 13 through to March 11.

Letters Policy

It’s time to change our clocks! In the right direction this time too. This ranks right up there with Santa Claus and the Easter Bunny in my book. I get an extra hour of sleep on Saturday night.

And extra hour of shut-eye is what I will be doing anyway. When I was younger I might have used the time change as an excuse to stay up later, but those days are gone.

You know how the water spirals around clock-wise on one side of the equator and counter-clockwise on the other side of the equator? Ap-parently this is called the Coriolis effect. This is why the wind in tropical storms spins in differ-ent directions too.

I don’t think that’s why they have opposite weather to us, though. Like how the people who live Down Under lay on the beach and fight for-est fires in December and January while we are shovelling snow and counting our air miles plan to see if we qualify for a flight out of town.

But what I wonder—with all the opposites vis-à-vis north and south is if people south of the equator turn their clocks forward in November and back-wards in March or April?

Anyhow make sure you change your clocks this week-end so you get some benefit. If perhaps you do forget and wind up at church an hour early—all is not lost—you can spend the extra time praying for me. You probably need the practice and I definitely need the prayer.

A really good read relative to the upcoming municipal election was posted to Facebook last week.

It was written by Danielle Klooster and originally pub-lished in the Red Deer Advocate in Sept. 2013. At the time Klooster was a town councillor in Penhold, Alberta; and, notably, she had already announced her decision not to seek re-election.

Her article was titled: “Five terrible reasons to run for

municipal office.”She suggests that voters be wary of candidates who make

any of the following statements or promises :“People are ready for change!”“I’m going to clean house!”“I’m going to fix the [insert pet peeve] situation!”“We have to get rid of the current corrupt/secretive/self-

serving/incompetent bunch!”“I’m going to make fiscal responsibility my

No. 1 priority!”She gives good reasons to back her list up

Election time is a period of uncertainty for both candidates and the voting public.

One big disadvantage of running for a seat as a rural director or mayor is that only one person is going to be chosen.

Under the current first-past-the-post elec-tion system, if there are four seats for council-lor and one for mayor it’s a lot easier to win or

hold onto your position as a councillor than as the mayor.But for all of the incumbents there is always the danger

they might find themselves out of a job.Fortunately there are plenty of opportunities to serve

your community outside of the council chamber. There is one common practice in union politics that

would serve us well if it were adopted in the local govern-ment arena as well. After an election is held the candidate who was defeated will often rise to put forward a motion that the election be declared unanimous.

It might go a long way toward healing the wounds that are so easily opened during an election campaign. After all, everyone is still going to be living in the same town or elec-toral area and we all ought to have the best interests of the community top of mind.

The tragic events in Ottawa and Quebec last week have shocked the nation.

A few lines from across the newswires—“Our thoughts and prayers are with the deceased

and we offer our heartfelt condolences to the fam-ily and friends of the soldier who gave his life in last weeks’ attacks in Ottawa as well as the soldier who was killed earlier in the week in St-Jean-sur-Richelieu, Quebec.”

“As Canadians, we pray that God Almighty protect all Canadians from harm and that these terrorists are brought to justice.”

“The Islamic community ‘must ask with one voice if it is doing enough to stop those elements of the community who radicalise’ young Muslims.”

“I’m shocked and strongly denounce these heinous attacks on the lives of those who dedicate themselves to protect our great nation.”

The statements above share a common source. All came from the Ahmadiyya Muslim Community (an international Islamic organization, with branches in over 200 countries).

In making such statements they risk bringing vio-lence down on themselves. Indeed, according to on-line news sources only two weeks ago another soldier was gunned down —this one an ex-serviceman of Pakistan Air Force who was an Ahmadiyya Muslim.

Canadians are to be commended for the manner in which they have come together following these tragic killings. They ought be proud of the national display of both enduring resolve and restraint, at a time when it would have been too easy to call for attacks upon the wider Muslim community.

“Love for All, Hatred for None” is the title of a pam-phlet produced by the Ahmadiyya Muslin Commu-nity – International.

It has much the same ring to it as the words of Mar-tin Luther King, Jr.: “Love is the only force capable of transforming an enemy into a friend.”

My name is Nipper Kettle; I have been involved in Municipal politics since 1993. We retired and invested in Greenwood in 2010. In my first year as a Greenwood resi-dent I attended most of the regular meetings of council because I was anxious to learn more about the community we chose to call our home and the challenges we face and decided to run for Mayor and was elected in 2011. I am a doer, a positive person and fully com-mitted to the city and once I start something I see it through to the

end, follow up is the key to prog-ress. I have been an active mem-ber of this community serving as YOUR mayor, regional district director, Health board, BOT liai-son, BCRCC liaison, Greenwood Economic Development Commit-tee, and the Heritage Committee boards and many other committees of council. I am a proud supporter of our volunteers, seniors and local merchants. I have the time, the en-ergy, the persistence and the com-mitment required to do the job. I am a person who is big on follow-

ing up and finishing what I have started as was evident in the suc-cessful recruitment of a new doctor to meet our health care needs. This past three years has been challeng-ing at times but there were many positive results accomplished and there is still much to do with your endorsement and support.

Challenges are what I thrive on and solutions are the results of those challenges. I take the posi-tion of YOUR mayor very seri-ously and will work hard for you the people, who have entrusted me

with the office of mayor. I feel 20 years of connections is a huge as-set to bring to the table especially when applying for much needed grant funding.

My wife Jan, and I, moved to Greenwood in April 2008 to build our retirement home, sit back and relax, and enjoy the beauty. We love the area and the people we have met. We are here to stay.

The decision to run for the office as mayor was not taken lightly and was not done or made for any one particular reason. It was done for a number of reasons.

We were surprised to find, that as beautiful as Greenwood is, it was being run without any real leader-ship or business system—the local

government lacked openness and transparency and appeared to feel no need for accountability.

I have worked in upper manage-ment on mega projects around the world and I have sat on the board of directors for many volunteer organizations including the Lions and the Foster Parents Associa-tion. Currently I am a director of the West Boundary Community Forest Inc. representing the City of Greenwood.

What I want to see is the City of Greenwood run as a business. I

want to see council work as a team and become productive. I have the experience and the knowledge to run effective meetings and to get things done.

I believe that I am on side with every voter when I say that what we here in Greenwood really want is a safe, clean and vibrant city run as a business for the benefit of all the citizens.

I couldn’t help but notice in the article about the new teachers to our district that only three out of 18 are male. I’ve been aware of this fact in our district for quite a few years. I’ve nothing against women as fellow teachers since perhaps the very best teacher’s I ever got to work with were women. However, with so many single parents out there and most of them women, there needs to be male role models in their children’s lives on a daily basis. This is especially true for young boys and young men.

If you check over the number of men teaching in the west end, including administrators, the percentage is very low.

Maybe a small regard of this fact might be considered in the future. I’m quite sure that if the ratio of women to men was equally as low the BCTF would be screaming about the injustice of it all.

It’s hard to believe its elec-tion time again. It’s a stressful time for all those who have let their name stand for office. Good luck to all. I’ve been do-ing this for over 20 years. I ob-viously enjoy doing the job or I wouldn’t subject myself to an election every three years.

For those of you who don’t know me I have lived here for 30 years with my wife Sue. We have three children and six grandchildren. I was chair of the RDKB and have been chair of all of the RDKBs committees at one time or another as well as serving four years with BC

Assessment Authority acting as vice chair and chair. I was also fortunate enough to be elected onto the Association of Koote-nay Boundary Local Govern-ment and served as president.

Some of my goals for this term—work with our commu-nities and governments to im-plement our recommendations coming from the Kettle River Water Shed study. Continue to look for grants supporting various community projects. I will continue to work with the Boundary Economic Devel-opment Committee to bring a Visitors centre to Rock Creek

and Beaverdell.Tourism is great but we need

more non-seasonal jobs in our area and to this end I will con-tinue to work with anyone who wants to bring jobs to our area. The Midway mill, once again, is an example of what can be done if we all pull together. After being involved with lo-cal government for as long as I have I have made many friends in the provincial government and I use this to my advantage. I have worked hard for my con-stituents and if elected again I will continue to serve you to the best of my ability.

My name is Bill Bosovich, and I have lived in the Boundary area for 62 years.

I am seeking your support in the upcoming election for regional di-rector of Area E. I have been a self-employed logging contractor and businessman in the Boundary area since 1972 and have seen many changes in the forest industry and the subsequent loss of employment opportunity in our area. I have sur-vived two major economic down-turns in my career and credit my survival to being a small and di-versified company (not having all my eggs in one basket). I am a firm

believer in small and medium size sustainable industry, and believe there are many opportunities in our area—be it forestry, tourism, value added, farming, ranching, manufacturing, etc.

I firmly believe that we live in the best area of the province with many natural resources, and if we work together with motivated leadership, we can have a vibrant economy, providing jobs for our local people and funding for our schools and recreational facilities.

With your support, if I am elected, I will do my utmost to be that motivated leader.

My vision for our area is to look at issues from a regional basis, to cross the lines between our institu-tions, our businesses, our or-ganizations and our borders. We have many small com-munities spread over a large area with diverse issues. There is no single answer to

satisfy all of our needs. We need to collaborate, pool resources and focus on issues of common benefit.

My commitments: making my-self available by phone, email and in person; supporting the initia-tives of our many agricultural, busi-ness, service, recreation, school, church and community organiza-tions; ensuring we live in a healthy and safe community by working with and supporting our medical, emergency services and citizen-run safety organizations; I’ll hold two public meetings each year in each community; I’ll work hard to connect people and ideas, sharing information and looking for fund-ing opportunities; I’ll advocate at the regional, provincial and federal levels for changes where needed; I’ll encourage public participation in regional district issues.

Projects/goals: food security,

sustainable economic development that is community friendly, afford-able housing, poverty reduction, access to health services, attracting young families.

I have the skills to fill this role: I’ve been a self-employed business-person for over 25 years. I’ve been a school trustee for six years. I’m a director and active volunteer in three non-profits that touch most of our communities. I’m good at managing large amounts of com-plex information. I’m a good com-municator. I’ll connect with people and organizations both in and out-side our area. The role of regional director will be one that I treat as a full-time job. I have thick skin, I stand up to challenges, and I don’t give up.

away peacefully at home with family by his side on October 22, 2014. Jack

was predeceased by his loving wife of 56 years

Katherine Ludwar (Zwick). He is survived by his children

Evy (Allen) Uphill, Darlene (Ernie) Rexin, Terry (Terry) Ludwar, Ken (Linda) Ludwar. 10 grandchildren, 4 great grandchildren, numerous niec-es and nephews. Brothers Wilf (Eileen), Ron (Donna), Sisters Vicki, Edith, Isabel (Les) Laverne(Norman). Sister in-laws Helen and Minnie and Brother in-law Andy. Jack was born in Grayson Sask. July 31,1929. He was the third of 10 children born to Joe and Mary Ludwar. Jack grew up on a farm in Sask. then moved to B.C. in 1950 where he was employed by P.F. Law Construction until 1954 when he started his long career at Boundary Sawmills. Jack and Kathy resided in Midway where they raised their 4 children. Jack always enjoyed visits with family and friends. He liked traveling, fi shing, hunting, cards, golf and curl-ing. He was instrumental in organizing the Midway Fire Department, also Barrel Derby and Car Rally. All who knew Jack will have many fond memories and stories to share. A Celebration of Jack’s Life was held Tuesday, October 28, 2014 at Midway Community Center Midway, B.C. In lieu of fl owers donations may be made to Midway Curling Club or the Kettle Valley Golf Course. Arrangements entrusted to Ever-ett Baker of Grand Forks Funeral Home.

Artists takes ‘Best Landscape’Boundary resident Heather Hol-

lingsworth has scored another triumph in the art world. Her piece “A Break in the Clouds” won Best Landscape at the Annual International Representational Show (AIRS) exhibition held at Gran-ville Island in Vancouver.

The juried show had 63 pieces this year; the number each year depends on the calibre of the entries. She was also juried into the show last year, one of 50 pieces selected from amoung the 350 pieces entered.

Not only was her painting recognized with a $250 cash award and certificate, it was also selected for display as the Artist of the Month at Vancity for the month of November.

Artist of the Month is a collaborative project between Vancity and the Federa-tion of Canadian Artists that highlights one artist per month by displaying a work, their business cards and a poster with short statement about themselves.

Hollingsworth said she was intro-duced to watercolour when she was in Grade 11. “My art teacher was very won-derful. She had a lot of patience with me because I was really slow and that re-ally hasn’t changed yet,” she said with a

smile. “She treated my nicely.” After college her art was interrupted

by parenthood. Eventually she began doing watercolours again. “I just kept teaching myself. I bought a book and played around and started doing it. You can only do so much by the book —you

try this technique, try that technique, and there you go.”

Eventually her own technique came through and is now gaining the recogni-tion it deserves.

pointing out the dentist, the drug store and the many other amenities attract people into the community.

Former councillor Martin Fromme said he would like to see an aggressive market-ing campaign to promote the village. “Ev-ery piece of land available should be on our website and we should make a plan for unused ALR land.”

Resident Rebecca Relkov suggested that more rental housing is needed to keep young families from moving to Green-wood and Grand Forks.

Candidate Earl Lehmann said when he moved to the village there were few houses for sale. “Today there are 26 homes for sale. A decrease in population because it is too expensive. We have to open up and allow people to come in here. Show them what we have—that takes a while.”

Fromme said council should look at al-lowing basement suites as a form of low-

rental housing and plan housing into de-velopment of the airport property.

Doug McMynn said the failure to put a larger kitchen in the arena during the upgrade was an opportunity lost; that it would be an asset that would draw groups like the Good Sams and bluegrass to the village.

Rotvold said she had supported the idea but it didn’t fit the budget. “On the advice of the administrator we didn’t put it in. Maybe we should have pushed the issue and covered the extra cost of putting the kitchen in.” She said that Riverfront Park expansion would be a higher priority for her though.

Schierbeck also said he’d argued for the kitchen in the area of the old dressing rooms. “Hopefully soon,” he said.

McMynn then asked if the candidates would be willing to take another look at development of a racetrack as a form of economic development and tourism.

Incumbent Darrin Metcalf said he would consider it. “It does bring in mon-ey—brings people. It is tourism. Anything that brings people in is huge.” Schierbeck agreed, saying he “would love to see a race-track in Midway.”

Rotvold said she would consider it, “if we could find adequate and appropriate land that we can locate it on. I would pre-fer to see it on rural properties outside the village across the river, not at the end of the airport.”

Lehmann spoke against putting a race-track in the village saying the noise would bounce. “It would be overwhelming. Out-side of town, yes—in town, no.”

Vicki Gee was the only Area E candi-date who attended the Midway meeting and she was given a few moments to ad-dress the crowd. “Issues don’t stop at mu-nicipal boundaries,” Gee said.

She quoted the recently released Vital Signs report as saying the poverty rate in West Boundary is virtually double the na-tional average.

This will encourage the development, renovation, and presentation of commercial properties located along Highway #3 and in the Downtown Revitalization Area. “How did that get in there?” asked the Times reporter during question period. “It wasn’t in the original motion.”

Mayor Nipper Kettle first responded that it was a request from council, then immediately said, “I don’t know how it ended up there, but it was talked about at the table.”

Councillors Darla Ashton and Lee Cud-worth both disagreed with Kettle that the choice of moderator had been discussed at the council table.

Kettle then said that council had a con-versation afterwards.

“I am completely unfamiliar with the document that you are talking about and

the paragraph in particular,” Ashton said. “We did not discuss that at the table at all.”

“I am not sure what happened there,” Kettle reiterated.

“I know there was some discussion out-side after the meeting,” Ashton said.

“It wasn’t me that brought it up,” Kettle insisted. “I don’t know how it ended up in there—it wasn’t me that brought it up.”

Kettle did agree that he had signed the letter.

“We discussed it outside,” said Coun-cillor Colleen Lang. “It was because of the letters that Terry Keough had writ-ten to the paper. As long as he follows the rules of a moderator, we are fine with him.”

The public gallery wasn’t done talking about the all candidates meeting though.

Bob Smith said the way the agenda for the all candidates meeting was written, “You’d think you were going to nominate somebody for the presidency of the Unit-ed States. What is all this BS? You’ve got to have red cards and green cards and all that crap. We always ran good [forums] in Greenwood before without all that stuff. Nobody got up and stabbed each other or anything.

“We might have argued a bit; but all this business you’d think it was some kind of CIA investigation.”

“I don’t know who drew it up, but they’re talking New York City or Toronto or something—not Greenwood.”

Kettle told him the agenda was a stan-dard format that was used in the previous 2011 election.

“Yeah another thing—the moderator,” interjected Smith. “I notice a while back in the Greenwood paper he didn’t have any-thing too good to say about Greenwood over a doctor. So why did they pick him for a moderator?”

When contacted for comment by the Boundary Creek Times, BOT president Jim Nathorst said, “The BOT was happy to accommodate the meeting change re-quest on short notice; however, we have every confidence that Mr. Keough will do a good job as moderator and we are not about to change. We are very upset that the letter does not reflect the motion made at the council table and we will be discussing this further at our meeting on Nov. 12.”
