The results of the 2014 local government elec-tions are in and they bring a new director for Area E, a new mayor for Greenwood and the sta-tus quo in Midway.

Vicki Gee has taken the Area E regional direc-tor seat from Bill Baird, a seat he has held for the past 22 years. “I am so honoured to be elected and I am looking forward to working with our communities on our vision,” she said.

She told the Times she spent Saturday night at home waiting for the phone call, which came

in around 9:30. The official count released on Wednesday morn-ing showed Gee beat Baird 232 to 185. Rock Creek businessman Bill Bosovich finished third with 164 votes. Turnout was 39.5 per cent of eligible voters.

These numbers dif-fer from the unofficial results released on Sat-urday night because of

a reporting error from the Greenwood polling station, where the total vote from both the ad-

vance and election day polls was reported as the count for the advance poll alone.

Gee says her short-term plans are to spend the next month familiarizing herself as much as possible ahead of time and meeting with people and organizations. “I am going to try to meet with all of the local officials as soon as I can to look at common areas of interest,” Gee said.

“One of the things that I am looking at right away is not only what regional directors in RDKB but in other regional districts around the province about how they are making decisions about their grant-in-aid. I think we need a for-mal criteria and I am just really concerned about making the best use of those dollars.”

Are you a long-standing donor to a favourite charity? Do you want to leave a legacy of lasting benefit to a charity which is important in your life? This Christmas, why not consider a different type of gift giving that can leave a lasting legacy.

Using life insurance is an excellent way of ensuring continuing support for your favourite charity after your death. It also provides significant income tax relief during your lifetime, or on death, depending on how you choose to structure the arrangement.

If you buy a policy of life insurance on your life, and assign it to a registered charity as owner and beneficiary, premiums you pay toward the policy from that point on may, with the consent of the charity, qualify as a charitable donation. The charity can issue a charitable receipt for the premiums you pay each year.

If you give an existing life insurance policy to a registered charity, that charity can give you a receipt for a charitable donation equal to the policy’s cash surrender value. If the policy has an accrued policy gain, this will result in some taxable income to you in the year, so check with your advisor first.

The charity may also issue you a receipt for a charitable contribution equal to the amount of premiums you pay after the time of transfer.

If you prefer, you can own the life insurance policy yourself and either name the charity as beneficiary or make your estate the beneficiary and designate the proceeds as a bequest to the charity under your will.

If you do this, you will not receive any receipt for a charitable donation in respect of the premiums you pay. But upon your death, your estate receives a receipt from the charity for a charitable donation equal to the total bequest paid to the charity.

This charitable contribution may help lower your tax liability in the year of your death. Such amounts as capital gains and RRSP proceeds

are usually taxable on your final tax return, unless the taxable assets pass to your surviving spouse. The availability of a large charitable tax credit can reduce the income tax your estate may otherwise face.

One of the other advantages of this arrangement is that you can change the beneficiary designation or amend your will to change the charity which you wish is to benefit, at any time, if your goals change.

What tax benefits are available if you choose to donate an insurance policy to a charity? Let’s look at the after-tax cost of making a $600 contribution to a charity to pay the premium on a life insurance policy. Provincial income tax rates vary across the country. The figures below assume a combined federal and provincial tax rate of 22% at the lowest tax bracket and 40% in the highest tax bracket:

Federal and provincial tax credits on the first $200 = $44Federal and provincial tax credits on the next $400 = $160Total Federal and provincial tax credits = $204The net effect of the tax credit, in this example, is to lower the after-

tax premium cost from $600 to only $396.There’s more good news! The federal and provincial governments

allow the charitable donation tax credit to be claimed on qualifying gifts of up to 75% of your net income in the year. This limit increases to 100% of net income in the year of death and the preceding tax year.

The gift of a life insurance policy can allow a charity to expand its horizon and ensures your support of its work will not end with your death.

polls was Richard Duns-don with 167 votes, fol-lowed by Darrin Metcalf 148, Gary Schierbeck 139, and Marguerite Rot-vold 126. Martin Fromme received 114 votes and Earl Lehmann 71. Voter turnout in Midway was pegged at 42 per cent.

“This council has worked very well together in the past,” Kappes told the Times following the election. “I look forward to another four years working with them making some more progress and working toward a brighter future.”Greenwood sees 80 per cent turnout

Greenwood Mayor Nipper Kettle was re-placed by first-time candidate Ed Smith and rookie candidate Nola Tutti took the most votes in the five-candidate race to fill the four seats at the table. With 290 votes, Tutti finished far ahead of the three incumbents on the ballot who were all re-elected: Lee Cudworth 239, Colleen Lang 214 and Darla Ashton 213. First-time candidate Christopher Yates came in very close with 210 votes.

Councillor Barry Noll took a run at the may-or’s chair but, with only 75 votes, came in well back of Smith at 159 and Kettle at 142.

In a post-election interview with the Times, Kettle said it was too bad that the vote was split. “Had there not been the third person there, it could have gone either way.

“I am really concerned about moving forward with this water bottling company,” Kettle said. “I would really hate to see us lose that golden op-portunity. We as a coun-cil have been working on that and I really hope that moves forward in a more quick way rather than seeing delays and that kind of thing. That’s an opportunity that for Greenwood is going to be a once-in-a-lifetime offer.”

For his part, Smith says he has a lot to offer to

the city. “I am looking forward to working with the people.”

The polls closed at 8 p.m. on Saturday night, but Smith said it was almost another three hours before the count was completed. He said votes were counted in lots of 50, and when about 250 of the 376 mayoralty ballots had been counted, he and Kettle were neck and neck.

When asked what he is looking forward to most in the next four years, Smith said, “Just

the basics. Getting the city back on track and getting accountable for dollars. It seemed like everyone had their own agenda for the last two years. Leadership is a big thing to me.”

Smith said he’d cam-paigned hard and can-vassed the whole city. He said one main theme that the voters wanted to talk about was what

was happening with the proposed water bottling plant.

“What are we doing with our water?” Smith asked. “Who’s selling? What are we doing? They [the voters] just don’t feel it was right to have that kind of thing sitting on the plate in camera and nobody knowing what to do. After all it is their water you know. We’ll see if we get that all out in the open and move forward.”Student Vote results

Grade 4-7 students at West Boundary and Greenwood elementary schools held their own mock election. They hosted an all candidates fo-rum the week before the election and had their own ballot boxes for the City of Greenwood mayor and council elections.The results of their in-school poll were:

Mayor Nipper Kettle elected with 22 votes, Ed Smith 11 and Barry Noll 9. For council they chose Christopher Yates, Colleen Lang, Darla Ashton and Nola Tutti.

Letters Policy

That was quite an election. Upsets in the regional dis-trict and the City of Greenwood. It’s not an easy task to run for office.

I spent Saturday night waiting anxiously for the results to be posted. Greenwood took forever to get it all counted. I finally got tired of sitting there and decided to clean the house. The dishwasher got loaded, the floored vacuumed. There’s only so much a fellow can do in one day though. As important as I feel it is that I set standards for myself; I also feel it is important that I consistently come close to meeting them.

But the time it was taking for the count to come in from Greenwood was leaving me few options. If I continued to try to pass the time by cleaning the house then I was very definitely going to go way beyond my usual standards— and that wouldn’t be too good.

So I put the dust mop away and decided that the dirtiest thing left in the house was probably me. And since it was Saturday night anyhow it seemed like a good time to jump in the shower.

Wouldn’t you know it! The results came in while I was under the faucet. That’s one way to speed up the political process – make sure it is an inconvenience to the taxpayer and results start to happen.

I was almost kicking myself for not having gone down to Greenwood city hall for the count. The atmosphere in the room was probably so filled with drama and tension that you could have cut blocks of it out of the air and sold them as mementos of the great election of ’14.

Only time will tell if much got changed though. Three of the five who sat at the Greenwood council table last term are still there. Five for five in Midway. Vicki Gee is

going to be interesting to watch as she settles into her new position as rural director in Area E. She used Facebook quite a bit (one of the few candidates who did participate in the pages that were established by Christopher Steven-son—a former member of Greenwood council himself and unsuccessful candidate against Bill Baird in Area E three years ago).

But Vicki Gee used Facebook to explain and expand on her platform throughout the campaign. In the end she pulled in almost 40 per cent of the ballots that were cast—over eight points ahead of incumbent Bill Baird.

So maybe the social media thing does have some use in local elections. Even out in the rural areas where connection to the In-ternet doesn’t come easy.

Congratulations to all who put their names forward in the election; and a special thank you for services rendered to those in-cumbents who were defeated. None of those who were running for re-election to the same

seat they’d held last term were so hard done by on Satur-day night that you could say they had been turfed from office. They can leave with their heads high.

Now it is time to do what can be done to help the new-ly-elected councils and director settle in.

With the election over we now have an opportunity to show the senior levels of government that one reason politics at the local rural level works well is because we can move forward together without the hindrance of a party line to get in our way.

Hopefully moving onward and upward for the good of the community and region, together.

Onward and upward

The only people who really like to see change happen are panhandlers.

For years those on the front line of the struggle to reduce the amount of waste going to the landfill have been fighting to get those who produce the packaging to take responsibility for it.

Lo and behold—they have won! But it is maybe a case of careful what you ask for, because the outfits that sell us all this well-packaged merchandise have seen it coming for years too. So they hired lawyers and consultants to help them sort it out.

Even though they probably liked the old-fash-ioned way of dealing with waste—passing the re-sponsibility on to the next guy.

But now their lawyers argue, often quite con-vincingly, that they shouldn’t be responsible for all the sins of the world.

Under the old system the regional district would collect everything in blue bags at the curb. It would be taken off to a sorting facility and then sold on the market that had developed for things like tin cans and #4 plastic and such.

But now we have the producers responsible for packaging arguing that a Glad bag that you buy in the box at the grocery to put your sandwich in isn’t packaging. It’s only packaging if you buy something in it. So the Glad bag CAN be put in their recycling stream if you used it at the health food store to put some organic nuts in.

The old system seemed way, way better—recy-clables were collected according to the market that existed for them. Simple, yet elegant. Now we have packaging industry insisting that the system needs to be more complicated.

What a waste!

Children’s safety remains top priority

RE: “A very important issue locally”The Nov. 16 article “A very important

issue locally” has a couple inaccuracies that I would like to clarify for your read-ers.

The Ministry of Children and Family Development is not only looking at re-positioning about 70 current temporary employees to full-time, permanent po-sitions, but we have also committed, by 2016, to hire additional staff. Ultimate-ly, there will be a total of approximately 200 front-line, administra-tive and support staff added to key areas of the ministry.

Additionally, we are changing a number

of business processes to ensure our front-line staff spend less time answer-ing phones and filling out paperwork, so they can focus on face-to-face work with the children and families they serve.

It is also important for your readers to understand that between 2008 and 2013 the ministry’s base budget has increased by $47.7 million. In that same period, government restructuring resulted in some non-front line ministry functions, and their budgets, being transferred to other ministries. To be clear, the budgets for these and other functions were not reduced, but simply transferred out of

MCFD’s overall budget. Our focus is targeting our budget to

serving children and families in British Columbia.

There is no question that this gov-ernment is trying to manage growing demands for service while balancing our budget. But I can assure you, the safety and protection of vulnerable children, youth and families in B.C. has always been, and will remain, a top priority for this ministry.

The CBC interviews (Interview provides some insights – Page 4, Nov. 13 issue of the Times) about volunteerism were quite misleading and shallow, probably designed for the five minute shocking sound byte.

They compared one group’s efforts to attract people to its executive to another group’s success at putting volunteers on the ground, effectively comparing apples with oranges. The interviews implied that one group’s recruiting efforts were somehow inadequate, while the other’s efforts were so successful they quadrupled their mem-bership in just three years.

I suspect most community groups in the

Boundary (and elsewhere) would agree that the CBC did not try to address what is at the root of the two different results. People can be relatively easily recruited to do the work on the ground for a few hours, then go home, put their volunteer hat on a shelf, put up their feet and watch televi-sion or whatever, until the next call comes in for bodies on the ground.

But for presidents, secretaries, treasurers, di-rectors, who handle the nuts and bolts of volun-teer organizations week in and week out, there are very few people stepping forward.

So the presidents, secretaries, treasurers and directors are (despairingly) in their 60s, 70s, 80s and 90s! Come on, people, step up! You’ll miss us when we’re gone!

Council meets for ‘last’ timeVillage of Midway council met for

their final regular meeting as politicians serving a three year term on Nov. 17. When next they meet on Dec. 1, they will be sworn in to office for four years.

Councillor Richard Dunsdon told council he sees the results of the munici-pal election as an opportunity to “estab-lish real and continuing dialogue with Area E and Greenwood on matters such as the library, arena and fire services.”

Councillor Gary Schierbeck said he’d campaigned under the banner of eco-nomic development and he promised to continue to push the issue for the next four years at the council table.

Councillor Darrin Metcalf agreed with Schierbeck about the importance of economic development, saying he sees upgrades to Riverfront Park as “huge in the whole tourism thing.”

from the Old Country-Western Blue-grass Festival to review the rates charged for the group to rent facilities for the 2015 event. After hearing organizers Vic and Brenda Lepinski and Dave and Birdie Lyle, council voted to leave the rate unchanged for the coming year.

***Council received a request from the

Midway Community Association to cover their insurance costs for the up-coming two-day run of All that Glisters in the Midway Community Hall. After much discussion it was agreed by coun-cil to cover the costs as a loan to the

group, which is just starting out.***

Councillor Marguerite Rotvold gave council an update on the work on the Regional District of Kootenay Bound-ary’s solid waste management plan.

“There was discussion of unstaffed recycling trailers and options for people affected and options for small business-es because those unstaffed trailers may end up getting removed under our new waste management plan,” she reported. “That would affect some businesses in Midway because some businesses do use the unmanned trailers and some rural residents don’t have roadside pickup.”

She explained that staffed depots are the only place that accepts glass, Styro-foam and film packaging.

“We also talked about the reuse cen-tres at three regional district landfills will continue or not,” she said, adding that the plan has identified the need for much more and better information to the residents pertaining to recycling ma-terials, locations, etc.

“Here’s an example,” she explained. “Glad sandwich bags are not classified as packaging. But if you go into a bulk food store and you use a Glad sandwich bag to put the contents in, it is packag-ing. But this is what Multi-Materials Re-

cycling BC is saying. So there is lots of stuff that has to be explained clearly to thew residents.”

She said the board believes that user fees drive recycling. “They say the high-er the user fees the more recycling gets done because people don’t want to pay for garbage so they are recycling. The board has in the past passed a motion to move more to user pay and less to taxa-tion. People who produce the garbage should be paying not the taxpayer. That is something that will be in the new plan also.”

In regards to illegal roadside dump-ing, she said the RCMP can enforce the Environment Act for illegal dumping, along with Conservation Officers. “So if we know who is dumping contact RCMP or conservation officer to act on it,” she advised.

meeting of the Village of Midway council will be on Mon-day, Dec. 1 at 6:30 p.m. if there is a delegation on the agenda, or at 7 p.m. if there is none.

Heritage donates to kitchenThe West Boundary Branch of the Heritage Credit Union

has made a generous donation of $2,500 to the Greenwood Community Association for their kitchen renovation project at McArthur Centre.

The renovations bring the kitchen up to the requirements set by the health inspector and the building itself up to code on electrical and plumbing.

Greenwood Community Association President Colleen Lang said that before the upgrades whenever there was a large event using the kitchen the fuses would blow or an element would go in the oven. “Something would always happen. We had a cooler go on us, and then a fridge so we decided to re-place them. Then we decided to go to gas. She says they are hoping to see savings in the operating costs with the new appliances in the kitchen.

The first time the new kitchen was put into use was after the crew finished last Friday night when one of the association members cooked

some hamburgers. “I think it was 11 o’clock,” said Lang. “The plumber worked until about 3 a.m. to get everything ready in time for the annual Greenwood library Arts and Crafts show on Saturday morning.

Lang said they have 16 members in the Community As-sociation—“all very dedicated volunteers. Thank you to our bingo players who patronize our Friday night bingo.”

“We are just hoping that the community makes a lot of use of it, because it is the taxpayer’s building and it will be used for many years to come.”

Lots on table for last SD51 meetingAlthough it was the last meeting for this

particular group of trustees, there were still a lot of topics covered at the Nov. 4 meeting in Grand Forks, with delegations starting the meeting.

Joan Holmes, aboriginal advisory com-mittee liaison, asked the board to consider saying a prayer for their ancestors before each meeting. After a brief discussion, the board agreed to have an acknowledgement at the beginning of each meeting. “We would begin a practice of acknowledging the ancestral lands,” said Teresa Rezansoff, trustee and board chair. “We don’t exactly know what the wording is. We’re not going to open a bylaw to do it but we will begin a practice. It’s not going to be a prayer —it’s going to be acknowledgement.”

Nick Bond, a French teacher at Bound-ary Central Secondary in Midway, showed a video and asked the board for support for an exchange trip to Quebec for his class through SEVEC, an organization which sponsors and organizes such trips. The trip would take place from March 13-20. The twin group would then come to the Bound-ary from April 10-17. The board approved the trip in principle, which allows the class to continue planning for the trip.Class sizes

Jeannette Hanlon, secretary/treasurer for school district 51, gave a report detail-ing the enrolment numbers for the region. Across all of SD51, the number of fulltime equivalent (FTE) students dropped from 1,263.25 to 1,247.25.

Across the Boundary, the number of students (head count) dropped from 1,284 (Sept. 30, 2013) to 1,271 (Oct. 17, 2014).

Class size averages across the district are: kindergarten 18.4, grades 1-3 18.7, grades 4-7 22.4 and grades 8-12 19.7.

At GFSS, the average class size is 21.1, while at BCSS the average is 17.3.

Hanlon also noted that the district’s request for a new bus was turned down. “While we do not meet the specifics of the criteria, we anticipate meeting kilometre replacement requirements by the end of the school year,” she said in her report.Gateway project

Doug Lacey, SD51 director of learning, gave a briefing on the Gateway project. The project would see the creation of a basalt sculpted talking/story circle erected in the en-twined tree park in Midway. Lacey noted that the park is located in a residential area be-tween BCSS and Midway Elementary School.

The Gateway would be a legacy monu-ment with the potential to be a new place of

learning and storytelling for the communi-ties of the Boundary and our students, said the report.

Lacey said he had spoken to the Village of Midway, which had passed a motion on Oct. 20 to support the installation of the Gateway.

Lacey asked the board for a total of $35,000 for the project which includes $15,000 for the purchase and transport of the required basalt and $20,000 for the commis-sion of Aboriginal artist David Seven Deers for the sculpting and leading of the erection of the Gateway in the entwined tree park.

Trustee Dave Reid wanted to add an amendment to ensure that the board had a “licence of occupation” or similar for the property to provide insurance in case Midway wanted to do something else with the land down the road. Reid was urged to make a second motion, which passed as well as the original.

The Bridge is holding a silent auction through Monday, Dec. 15 to raise funds to pay their property tax bill. Drop in at the white church on Seventh Avenue in Midway from 10 a.m. to 2 p.m. on the first and third Monday of each month to look at the many items on offer.

Play set to take stageAll That Glisters is an original play by the Mid-

way and Beyond Little Theatre based on the infa-mous Camp McKinney gold robbery. Theft leads to murder in this dramatization of the 1896 rob-bery and ensuing trial.

“I have always been fascinated by this story,” writer/director John Hibberson told the Times earlier this week. “Gordy Jones gave me a copy of the testimony of Joe Keene at his trial for the murder of Mathew Roderick.

“I got all of these voices—even though it is the formal law and legal proceedings you can really pick up the character of the people and what they are really like.”

Hibberson said his research took him to the newspaper archives in Spokane where he found an address by George McCauley that further helped inform writing of the script.

Hibberson said he’s read many stories of Camp McKinney and the robbery of the three gold bars. “If anybody could find the gold bars, it would be me,” he said with a laugh. “I have some pretty in-teresting theories about what actually happened after. It is a live radio play—while we are using scripts I am hoping that it is dramatized enough that the audience will enjoy it.

“My cast is terrific,” Hibberson said. “They are

really doing a good job. John Siewert is brilliant. Mark Danyluk is really taking it seriously; and there are 30 people helping on the crew.”

This will be the inaugural production for the new theatre group. They will stage two shows: Friday, Nov. 28 and Saturday Nov. 29 at 7:30 p.m. in the Midway Community Hall.

During intermission there will be musical en-tertainment by Denise Herdman and Mike Tom-linson; and a cash bar will be available.

“Come out for a good evening,” Hibberson in-vited. “You are going to be surprised at this little hall—it is going to be a good theatre.”
