Minister for National Health Services, Regulations and Coordination (Mrs. Saira Afzal Tarar): (a) (1) The reply received from CADD reveals that “in the year 1986, Mr. Zaheer Ahmed MD for Shifa International submitted an application addressed to the then Prime Minister of Pakistan and Chairman, CDA. In this application he intimated that because of inalienable connection with the motherland and realizing the poor conditions of community health needs, he decided to come back to homeland and serve in best possible ways. It was further requested that any amenity plot in Islamabad be allotted, so that work could start on the project. After considering the application CDA allotted plot measuring 8 acres to M/s Shifa International on 19-07 1988 and additional land measuring 2.98 acres was allotted on 14- [email protected]/-Sq.yards.” (Annexure-I).

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) whether it is a fact that Shifa International Hospital wasconstructed on a charity land and was supposed to function asa charity Hospital;

(b) if so, the details of medical treatment provided by the saidHospital under the charity cases since June, 2013; and

(c) whether there is any regulatory body to oversee these charitycases; if so, the details thereof?

Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar): (a) (1) The reply received fromCADD reveals that “in the year 1986, Mr. Zaheer Ahmed MD for ShifaInternational submitted an application addressed to the then Prime Minister ofPakistan and Chairman, CDA. (2) Shifa International Hospital Limited was incorporated as a PrivateLimited Company in the year 1987 and thereafter converted into PublicLimited Company and presently is enlisted with Pakistan Stock Exchange. Inthe year when application of plot was made, like whole of Islamabad sectorH-8 which is meant for institutions was least developed, to the extent evenproper roads were not constructed but still the full amount of the then prevailingpremium on the plot was deposited with CDA. Through letters dated17-07-1988 and 14-06-1989 allotment of a plot measuring approximately 11Acre for construction of hospital in sector H-8/4 was made. Shifa InternationalHospital at the time of filing application for allotment or thereafter at no timeclaimed its status to be of a Trust or claimed any benefit as such.

(3) In the light of above it is reiterated that Shifa International HospitalsLimited was never constructed on Charity Land nor is registered as a charitableHospital. (Annexure-II).

(b) As mentioned above no answer regarding charity cases has beenreceived, Shifa International Hospital being a public limited company.

(c) No, there is no regulatory body to oversee the charity cases.However, the PM&DC as per Section 17(6) of Medical & Dental Institutions(Recognition, Eligibility Criteria for Enhancement in Annual Admissions andAccreditation Standards) Regulations, 2012, “in each teaching hospital fiftypercent of the beds shall operate free for accommodation and consultation,while treatment expenses including laboratory services, medicines and supplies,if any, shall be charged from the patients on a non-profits basis”.(Annexure-III).

Will the Minister for Water Resources be pleased to state thelocation where the Munda Mohmand Dam is being constructed atpresent?

Minister for Water Resources (Syed Javed Ali Shah): MohmandDam is planned to be constructed across the Swat River about 5 km upstreamof Munda Head Works in Mohmand Agency (FATA).

Will the Minister for Housing and Works be pleased to state:

(a) whether it is a fact that less number of applications havebeen received for allotment of plots of Category-I, SectorF-14, F-15 and Park Enclave Housing Scheme (PEHS),Islamabad than the plots available therein;

(b) if so, the detail of each Sector/Scheme and Constitutionalquota thereof;

(c) the time by which applications to be invited for availableplots in the said Sectors/Scheme;

(d) the prescribed criteria for those officers who have appliedfor allotment of plots of Category-II in said Housing Schemeand now became eligible for allotment of plots of Category-Iin same Housing Scheme; and

(e) the number of applications received on plain papers forallotment of plots in the PEHS alongwith the name and dateof birth of each applicant and the time by which the sameapplications will be finalized?

Minister for Housing and Works (Mr. Akram Khan Durrani):(a) The plots of housing scheme in sector F-14/15 and Park Road have beenoffered to those who were already registered with FGE Housing Foundationunder Membership Drive (Phase-II). The Membership Drive (Phase-II) ofthe Housing Foundation was started in April, 2015 which remained open fromtime to time till April, 2017. Furthermore, the second Phase of the MembershipDrive (Phase-II) was also launched in June 2017 which remained open tillJuly, 2017. The total number of registered member of Cat-I is more than theavailable plots in sector F-14/15 and Park Road housing scheme.

(b) NIL.

(d) The matter is being taken up by the Executive Committee of theFGE Housing Foundation which will examine the issue and decide the matter.

(e) Only those, who are registered themselves in Membership Drive,Phase-II will be considered for allotment of plot in PEHS.

61. *Mrs. Shahida Rehmani:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state whether it is a fact that the Umrah and Hajjflights operations have been handed over to some foreignairlines; if so, the justification alongwith the impacts on Pakistanand particularly on the Pakistan International Airlines thereof?

Minister for Religious Affairs and Inter-faith Harmony(Sardar Muhammad Yousaf): The flight allocation for Umrah pilgrims isnot under the supervision of the Ministry of Religious Affairs and Inter­faithHarmony and flight arrangements are made by the tour operator at theirown directly. However, for Hajj flights only one foreign airline i.e. SaudiAirline is given load of Hujjaj every year as per Memorandum of Understanding.

62. *Sheikh Salahuddin:

Will the Minister for National Food Security and Research bepleased to state whether it is a fact that ban has been imposed bythe Government on the export of livestock/animals; if so, thereasons and the present status of implementation thereof?

Minister for National Food Security and Research (Mr. SikandarHayat Khan Bosan): Yes it is a fact that, the ECC of the Cabinet imposedban on commercial export of live animals with effect from 01st October, 2013to encourage export of value added / processed livestock products and utilizeremaining animal by products in the country. This ban is still in place.

In order to stabilize the demand and supply situation of meat in thecountry, the Ministry of National Food Security & Research in 2013 reviewedand analyzed the situation regarding commercial export of live animals. It wasobserved that, it was important to encourage the export of processed meatand meat products rather than live animals. The advantage in export ofprocessed meat and meat products is that not only it fetches better price in

international market, but also provides precious livestock by-products suchas hides, skins, casings, bones, blood, tallow etc. to many downstreamindustries in the country. While in case of export of live animals, the localmarket remains deprived of these valuable by-products. Resultantly, the exportof meat, meat products and livestock by-products rose to US$ 243.221 Millionin 2016-17 from US$ 214.5 million in 2012-13, as compared to a meagerUS$ 20 million earned from the export of live animals in 2012-13.

63. *Ms. Tahira Aurangzeb:

Will the Minister for Water Resources be pleased to state:

(a) the name of proposed site for the construction of Akhori Dam;and

(b) whether construction work of said Dam has been started?

Minister for Water Resources (Syed Javed Ali Shah): (a) AkhoriDam site (600 MW and 6.0 MAF) is proposed to be constructed on a smalltributary of Haro River, near Akhori Village cross Nandna Kas, in AttockDistrict of Punjab.

(b) Construction of Akhori Dam Project has not been started yet.The Project status is as follows:—

Feasibility study of Akhori Dam Project was completed in January2006.

PC-II for Detailed Engineering Design and Tender Documents ofthe Project amounting to Rs. 818.00 Million submitted to Ministryof Water & Power on June 23, 2006 for approval.

Detailed Engineering Design and Construction of the Project ispending on the want of consensus among provinces.

64. *Ms. Naseema Hafeez Panezai:

Will the Minister for Housing and Works be pleased to state thename and location-wise residential projects launched andcompleted in Balochistan by the Ministry since June, 2013?

Minister for Housing and Works (Mr. Akram Khan Durrani): Itis inform that a residential project in Kuchlak, Quetta is in its inspection stageand will be launched very soon after completing the basic requirements.

65. *Ms. Tahira Aurangzeb:

Will the Minister for National Food Security and Research bepleased to state the steps being taken by the Government topromote ostrich farming in the country?

Minister for National Food Security and Research (Mr. SikandarHayat Khan Bosan): Ministry of National Food Security & Research withits redefined role under 18th Constitutional amendment has been following thepolicy of private sector led development of poultry sector which includes ostrichfarming. Following measures have been taken to encourage provincial livestockdepartments and private sector to promote ostrich farming in the country:

Allowed import of ostrich in the country.

Ostrich bird was shifted from wild bird to poultry category inorder to facilitate its import and simplify procedural requirements.Under wild bird category, licensing was required from NationalCouncil for Conservation of Wildlife ( NCCW), M/O ClimateChange for import of ostrich in the country.

Allowed import of high quality feed stuff/micro ingredients forimproving the nutritional quality of poultry ( ostrich) feed.

Livestock disease diagnostic laboratories (Provincial / Federal)were strengthened under various projects to improve theirdiagnostic facilities & services for poultry including ostrichdiseases.

Livestock & Dairy Development, Punjab initiated a Project titled“Development of Ostrich Farming in Punjab”. It has registered54 ostrich farms during year 2016-17 and 80 Ostrich farms during2017-18 in Punjab. Punjab Livestock Department has providedsubsidy of Rs. 14.5 million in 2016-17 and Rs. 83 lakh 73thousand in 2017-18, to Punjab government ostrich registered .farms, under the said project. The subsidy to the tune ofRs.10,000/- per bird has been provided.

Pakistan Ostrich Company (POC) has been established in theprivate sector. POC imports, produces, distributes, maintains andsupplies ostrich chicks and grown up birds. POC is also offeringprofessional advice and services in terms of technical assistance,medication for setting up of ostrich farming across Pakistan.

66. *Ms. Shakila Luqman:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) the prices of essential life saving medicines in the country atpresent; and

(b) the comparison of prices of said medicines with India,Bangladesh, Srilanka and Afghanistan at present?

Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar): (a) Maximum Retail Prices (MRPs)of essential lifesaving medicines in the country at present are placed atAnnex “A”.

(b) The comparison of prices of said medicines with the prices ofsame medicines as available on official websites of the regulatory authoritiesof India & Bangladesh is placed at Annex “B”. Prices of drugs in Srilankaand Afghanistan are not regulated, therefore, their price comparison could notbe made.

67. *Shaikh Rohale Asghar:

Will the Minister for Water Resources be pleased to state:

(a) as to when the plan for constructing the Chiniot Dam on theRiver Chenab was made; and

(b) as to why the said Dam has not been constructed till date?

Minister for Water Resources (Syed Javed Ali Shah): (a) PC-11 For Feasibility study was approved by CDWP in its meeting held onMarch 04, 2015 at a cost of Rs. 146.330 million.

Feasibility study was started in February 2016 after the releaseof funds and the same is under finalization stage.

(b) Chiniot Dam Project is currently in the study phase. The projectimplementation will be

, started after the approval of PC-1 and allocation/ release

of funds.

68. *Ms. Belum Hasnain:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) the total number of child psychiatrists qualified by the Collegeof Physicians and Surgeons Pakistan during the last fiveyears; and

(b) whether said number meets the ratio of one psychiatrist forevery 10,000 children; if not, the details of actual ratiothereof in the country at present?

Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar): (a) The College of Physician andSurgeons Pakistan has a sub-specialty on Child Psychiatry. However dedicatedspecialization course on Child Psychiatry has not been started yet.

(b) Cases of child psychiatry are currently dealt by the psychiatrists.Current density of psychiatrists in the country is 0.3 per 100,000 population.

69. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Housing and Works be pleased to state:

(a) whether the Federal Government Employees HousingFoundation (FGEHF) has made agreements with somecompanies for the provision of land and development ofHousing Schemes; if so, the names thereof;

(b) the date of announcement of each of said Scheme;

(c) whether the FGEHF has signed said agreements even withthose companies that are engaged in litigation with thefoundation in different Housing Schemes; if so, thejustification to sign said agreements;

(d) whether the FGEHF has failed to execute its schemes asplanned; if so, whether this is tantamount to failure offoundation particularly with reference to its poor planning,execution and lack of accountability; and

(e) the steps being taken by the Government to make suchagreements on fair basis, engage only those companies whichhave repute in housing sector and ensure accountability ofthe foundation?

Minister for Housing and Works (Mr. Akram Khan Durrani):(a) So far, the FGE Housing Foundation has undergone agreement withfollowing companies for provision of land and development of Housing Scheme:

i. Green Tree (Pvt.) Ltd.(For Bara kahu, Housing Scheme)

ii. K.S Developers and Builders (Pvt.) Ltd.(For Thallian Housing Scheme)

(b) Date of announcement of Bara Kahu housing scheme is 28 August,2009 and Park Road 20-08­2016.

(c) No, prior to concluding an agreement, The FGE HousingFoundation procures solemn affidavit (on stamp Paper) and also requiresNOCs / clearance report from developmental agencies and other Govt.departments like CDA etc.

(d) The FGE Housing Foundation has not failed in executing HousingSchemes. However, it is pertinent to mentioned here that firstly, developmentof housing scheme is a complex an, exhaustive process. Secondly, theintervention of different Government agencies is another factor responsiblefor delay of Projects/ schemes.

(e) FGE Housing Foundation has always strived for transparencyand accountability. However, the following measures have been taken to makesuch agreements on fair basis:

a. To make Joint Venture agreement according to the approved JVpolicy by the Federal Cabinet.

b. Procurement of NOCs clearance report from developmentagencies and all related department are obtained is the firstcondition to undergo such agreement.

c. PPRA rules are followed.

70. *Ms. Saman Sultana Jaffri:

Will the Minister for Housing and Works be pleased to refer to theStarred Question No.153 replied on 22-01-2018 and to state:

(a) the chronological order alongwith the prescribed time frameupon which to sign an agreement with a company, hire aconsultant for suitability of the land and get an approval fromthe Capital Development Authority;

(b) whether it is a fact that the Federal Government EmployeesHousing Foundation has not followed the said order to doaforesaid tasks in letter and spirit for Housing Scheme whichwas started in Bhara Kahu, Islamabad during the year 2009;if so, the justification thereof;

(c) the time by which the settlement with land provider for thesaid Housing Scheme will be finalized; and

(d) the justification to not initiate development works of the saidHousing Scheme particularly with reference to non existenceof any stay order from the Court of Law?

Minister for Housing and Works (Mr. Akram Khan Durrani):(a) (1) The following order has been followed to sign an agreement with acompany:

a. Advertisement for EO1 as per PPRA Rules.

b. The evaluation of the companies with respect to Technical as well asFinancial basis.

c. Acceptance of a company by the evaluation committee.

d. Approval of Executive Committee.

(2) No consultant was hired for suitability of land in Bara Kahu, GreenEnclave-I.

(3) The following order has been followed to get an approval from theCapital Development

a. Housing Foundation shall submit the lay out plan to the CDA as perrules.

b. The CDA shall grant approval as per rules.

(b) Housing Foundation followed all prescribed procedure.

(c) An addendum to main agreement is being placed for approval beforethe Executive Committee meeting which is scheduled to be held in the month ofFebruary, 2018. It is, therefore, expected that settlement with land provider forthe said Housing Scheme will be finalized soon.

(d) Payment of land has not yet been completery paid. Hence, thedevelopment work is not yet started.

71. *Ms. Suraiya Jatoi:

Will the Minister for National Food Security and Research bepleased to state:

(a) the year-wise demand and supply of wheat and sugarcanesince 2012; and

(b) the steps taken by the Government in case of excess supplyof the above said crops during the said period?

Minister for National Food Security and Research (Mr. SikandarHayat Khan Bosan): (a) The per annum domestic requirement/ consumptionfor wheat is 25.8 million tons; for sugar it is 5.3 million tons. Thus, we havesurplus of both food items. The details of quantity of wheat and sugarcaneproduced during the period from the year 2012-13 to 2016-17 are givenbelow:——————————————————————————————

(b) As the local prices of both wheat and sugar are higher ascompared to the international market therefore, Federal Government (inconsultation with the Provincial Governments) has been providing freight rebatefor export of these commodities since 2015, in order to maintain price stabilityin the domestic market.

72. *Ms. Shamas Un Nisa:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state the steps taken by theGovernment to control the spread of spurious and illegal medicinesin the country since June, 2013?

Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar): Steps taken by DRAP/Government

The Federal Government has notified Bar Coding System(Serialization) for prompt identification of spurious/ counterfeit drugsat every level. It would be easily detectable whether product is genuineor spurious by the use of smart phone application by the patient/retailer/wholesale/regulator. This 2D Data Matrix system on thepharmaceutical products will serve as a tool for the eradication ofspurious, illegal and unregistered drugs.

The Drug Regulatory Authority of Pakistan has initiated the processof WHO prequalification of Central Drugs Laboratory (CDL),Karachi to strengthen the quality control of drugs used in the country.The two phases of Quality Management System (QMS) have beencompleted. Proficiency test has also been conducted and resultssubmitted in June, 2017 to WHO. WHO audit is expected in firstquarter of 2018.

Drug Regulatory Authority of Pakistan (DRAP) has conducted the02 campaigns each of 3 months duration (March-2017 to May-2017 & Aug 2017-Nov 2017) against spurious drugs in the countryin collaboration with provinces and FIA.

Legal action taken to control substandard, spurious and fake drugsand violations of the Drugs Act, 1976, and DRAP Act, 2012 are asunder:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state whether any mechanism has beendevised by the Pakistan Medical and Dental Council in order tocheck, control and fix the fees charged by private medical collegesall over the country; if so, the details thereof?

Minister for National Health Services, Regulations and Coordination(Mrs. Saira Afzal Tarar): Fee charged by Medical and Dental Colleges isgoverned by “MBBS and BDS (Admissions, House Job and Internship Regulations2016” Following detail will provide required clarification:——————————————————————————————

Complaints received via e-mail and post are scrutinized by Legal Sectionand comments are sought on the matter. Personal Hearing is given to both aggrievedand respondent if so required.

Furthermore, PM&DC has decided to establish cash flow mechanism forPrivate Medical and Dental colleges in consultation with Law Division and AuditorGeneral of Pakistan.

However, Ministry of National Food Securityand Research, PARC in collaboration with Australia Pakistan Agriculture SectorLinkages Program (ASLP) introduced following improved mango productiontechnologies in Pakistan.

1. Introduced pruning for height reduction, light and air passage anddeadwood removal.

2. Standardized the timing of different operations and theirmethodologies.

3. Introduced orchard floor management.

4. Introduced pre and post harvest management practices incollaboration with ASLP Supply Chain Project.

(b) The total quantity of mangoes produced in the country, provisionalfigure for 2016-17 was 1,785,000 tonnes.

  Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) Yes. As per Hajj Policy-2018 duly approved by theFederal Cabinet and as per requirements nominations of Moavineen are soughtfrom Federal & Provincial Governments for performing several duties i.e inductionof Hujjaj in the buildings in Makkah and Madina, to supervise transportation facilityand food quality/distribution, to render welfare services i.e. guidance to lost Hujjaj,to assist in coordination with the moassassah South Asia for resolving any powersrelated to welfare of Hujjaj and crowd management etc, officers / officials ofBS-7 to 17 only are selected and deputed as Moaivneen-e-Hujjaj for HajjOperation in KSA. These duties require government employees having appropriateeducational qualification and experience, skills to perform duties as Moavineen,therefore, Government employees of BS-01 to 06 are not included in theMoavineen contingent.

(b) No proposal is under consideration for inclusion of BS-01 to BS-06officials as member Moavineen-e-Hujjaj due to the reasons explained above.

Minister for National Health Services, Regulations andCoordination (Mrs. Saira Afzal Tarar): The Government of Pakistan is fullycommitted to the cause of eradicating polio not only from its soil, but also from theregion and the world. The efforts for the purpose have been underway in Pakistansince 1994 and through concerted efforts so far an estimated 600,000 cases ofPolio related paralysis and death have been prevented in the country.

Since 2011, the polio eradication is being tackled as a national publichealth emergency and, a National Emergency Action Plan for Polio Eradication(NEAP) is being developed and implemented across Pakistan under the directguidance of the National Task Force led by the Honorable Prime Minister andhaving on board provincial Chief Ministers, Governor KP, Prime Minister of AJKand Chief Minister Gilgit-Baltistan. The yearly updated NEAP document definesa clear-cut action plan, milestones and priorities based on the epidemiology,remaining programmatic gaps and lessons learnt from the previous year. The TaskForces led respectively by the Chief Secretaries and Commissioners are also in

place at the provincial and divisional levels to oversee and provide support to theprogramme activities implemented at district level by District Polio EradicationCommittees under Deputy Commissioners.

Since early 2015, the Government of Pakistan established a dynamicnetwork of Emergency Operations Centres (EOC) at each provincial headquarterand FATA providing joint coordination platform to all stakeholders including differentGovernment departments as well as the national and international partners. Thesenational efforts being undertaken by almost 250,000 valiant frontline workersnationally are efficiently supported by Law Enforcement Agencies and ArmedForces. The data driven programme implementation being vigilantly monitored atall levels by the programme staff as well as independent third party led to aturnaround in Polio situation in the country as evident from below:

i. Two out of the three types of polio virus (2&3) have been halted.

ii. Number of Polio cases have steadily declined from highs of 306 in2014, to 54 in 2015, 20 in 2016 and only 8 in 2017.

iii. No Polio case has so far been reported in 2018

Closest ever to the goal of virus interruption, we need to continue our effortsat the same pace throughout 2018 aiming to vaccinate every child in special campaignsas well as through routine immunization. The personal leadership and support of therespected members of this august forum will be imperative in their constituencies;especially during the planned monthly campaigns from now till May 2018.

(b) In Housing Scheme at Sector F-14/F-15, 1119 plots of category-Ihave been provisionally allotted to FG employees. Whereas, in Park Road HousingScheme, consent letters of 405 plots of Category-I have been issued.

(c) There is no plots available in the said schemes for allotment beyondmerit dates as applications received in Membership Drive, Phase-II are more thanplots available for allotment in said schemes.

(d) The basic criteria of these schemes are age wise seniority. However,the criteria varies for some specified quota.

i. Number of Federal Inspector of Drugs increased from 13 to 22.

ii. SOP for issuance of cGMP Certificate has been revised andforwarded to all field offices for its strict implementation.

iii. Performa under schedule B-II of the Drugs (Licensing Registeringand Advertising) Rules, 1976 is implemented throughout the countryto conduct the inspections of pharmaceutical companies.

iv. Draft Guidelines to conduct the inspection of the pharmaceuticalcompanies in accordance with international standards has beendesigned and in process of approval.

v. In order to harmonize the inspection criteria as per internationalstandards, the Drug Regulatory Authority (DRAP) has applied forthe pre-qualification and accreditation by the PICS (PharmaceuticalInspection Cooperation Scheme).

vi. DRAP is also in process of getting the status of NRA (NationalRegulatory Authority) from the WHO.

vii. The DRAP has conducted various trainings on Good ManufacturingPractices and on Common Technical Document for the submissionof Registration Dossier of Pharmaceutical Products at Lahore,Karachi, Bhurban and Islamabad for the inspectors and technicalpersonnel’s from the Pharmaceutical industries as well.

viii. A software namely TEAM (Tracking, evaluation and monitoring)has been designed and implemented in the field offices of DRAP toexpedite the timelines for conducting inspection of pharmaceuticalcompanies and stringent regulation of import and export of the rawmaterials and finished goods.

• Mr. Sher Ayub Khan, Additional Secretary (retired) was appointedon the post of CEO, SMEDA by Mol&P for a period of three years.Prior to his appointment, matter was referred to EstablishmentDivision for their advice as to whether Mr. Sher Ayub Khan can beconsidered for the appointment as CEO on contract basis withoutthe condition of open advertisement or otherwise. EstablishmentDivision had advised that the case of Mr. Sher Ayub Khan may beprocessed in the light of Establishment Division’s O.M No. 6/2-2000-R.3, dated 06th May, 2000 (Annex-I). According to para-I(IV) of the said O.M in the case of contract appointment / re-employment of retried Civil Servants, retired Armed Forces Officersand retired Judges of the Superior Courts, the condition of openadvertisement shall not be applicable provided that such appointmentsshall be made with the approval of the prescribed authorities in theFederal Government. The contract appointment shall be made for amaximum period of two 2 years.

According to Section 12(2) of the SMEDA’s Ordinance, 2002(Annex-II), the CEO shall be appointed for a period of three (3)years instead of two (2) years. Therefore the subject appointmentwas made for a period of three (3) years in terms of SMEDA’sOrdinance.

• Mr. Inam Ullah Tirmizi retired employee of Mol&P has beenappointed as Liaison Officer on contract basis in Industry FacilitationCentre new Building Project with the approval of its Board ofDirectors.

• Mr. Sanaullah Shah granted extension in service as Managing Director(D-II), ENAR Petrotech Services (Pvt) Limited for a period of sixmonths w.e.f. 6th January, 2018, on standard terms and conditions,as per Rules/Policy.

• One retired employee namely Mr. Safdar Hussain Shah, Ex-Managerhad been appointed in State Engineering Corporation (SEC) on dailywage basis. It is important to mention here that Mr. Safdar HussainShah was dealing with Legal/Litigation matters and no officer wasreadily available to deal with court cases, therefore, he was hired,however no civil servant is working in SEC

• In order to meet enhanced production targets Pakistan Machine ToolFactory (PMTF) engaged its retired employees including Mr.Muhammad lqbal, Senior Private Secretary as Consultants on purelytemporary basis as their unique expertise coupled with vast institutionalmemory as a new hand should have taken a long time forfamiliarization with the process and S.O.Ps of PMTF. Theengagement of highly skilled professionals has been extremelybeneficial in production and supply of critical defence items to ourdefence organizations which could not have been possible withouttheir input. Their contribution has also resulted in achievement ofhighest ever sales in the history of PMTF amounting to Rs.1200.712million. List of re-appointed employees is at Annex-III.

(d) Yes, the propsal is under consideration which will be placed beforethe USC Board of Directors for deciding the case as per policy & law.

Onlyminor funds are allocated / released just for maintenance that are too far forlesser than actual requirements e.g. agaisnt demands of Rs.15,00,000/- onlyRs. 600,000/- allocated for the year 2017-18. Moreover the allottee of House No. 21, Cat-II, Street No. 52,G-10/3, Islamabad has not made complaint for maintenance of his house asper record.

(b) There is no proposal under consideration of the Government torenovate / white wash the said houses at present. However, in case complaintsare lodged by the allottees for the purpose, the separate estimate will beprepared and will be submitted to Ministry of Finance for arrangement offunds.

(c) No funds to control the leakage from roof of said houses havebeen released by the Ministry. The allocated funds are always utilized on needbasis. As stated above, the estimate will be sumitted for arrangments of funds,if leakage is found.

(d) No contracts for said works have been awarded to thecontractors. However if the allottee made request in writing Pak PWD willprepare estimate and will submit to the Finance Ministry for allocation of fundsspecific for these houses.
