1 AWARDS FOR INNOVATION Category – 1: Awards for Innovative Ideas Category – 2: Awards for Successful Innovative Proven Concepts / Projects / Prototypes INTRODUCTION Eradication of poverty, improving quality of life, achieving the Millennium Development Goals (MDGs), enhancement of employment opportunities and higher growth are priority objectives for the State. Among others, innovation and technology have an important role in overcoming limitations of resources, optimal utilization of resources, and in enhancing the efficiency and effectiveness of implementation of programmes. Innovation is not only about developing new technology or product but also includes a business model, service, process, structure or system which has value for the business, industry and society. Hence, innovation can be applied to any sector, discipline, or technology or any process, structure and business model in any organisation to bring about change for adding value to mankind. Keeping in view the myriad problems and high potential of adding value in various socio-economic sectors in the State to address the development concerns of large population, there is a need for innovation and technology application for inclusive development and growth. Innovation plays an important role in national development & socio-economic growth. It is a powerful engine for development and for addressing socio-economic challenges. And it holds the key, both in advanced & emerging economies, to employment generation and enhanced productivity growth through knowledge creation and its subsequent application and diffusion. There is a need to recognize the importance of building knowledge based, innovating and more economically diversified societies. The Innovation Policy 2013 aims to produce and nurture talent in science, to stimulate research in our universities, to develop young leaders in science, to reward performance, to create a policy environment for greater private sector participation in research and innovation and to forge international alliances and collaborations to meet national agenda. Innovation is needed in areas like agriculture, telecommunications, energy, water management, health and drug discovery, materials, environment and climate variability and change. It requires inter-disciplinary research, including traditional knowledge. India has a long tradition of innovation and a significant pool of qualified people, both within country as well as the diaspora, presently engaged in innovative activities. This talent pool has to be leveraged to drive the innovation agenda. Further, there is also a need to capture the multiple innovations happening in various domains such as Government, R&D labs, Universities, and across sectors, to give an impetus to the innovation process in the country. Science and Technology has made rapid progress in providing solutions for various problems facing the mankind. There have been numerous innovative applications of technology in various spheres, still there are many areas that are unexplored, or, are the results of human activities like degradation of environment resulting into health problems where science & technology can play important role. To be specific, with never ending quest, technology can be applied for finding innovative solutions for various problems in agriculture, developing new methods of manufacturing products, developing new materials for various applications in equipments, appliances and so on. Similarly, technologies can help in finding ways to handle household and industrial wastes. The new Science and Technology policy emphasizes innovation. In the 100 th Indian Science Congress, Hon’ble Prime Minister of India unveiled the Science, Technology and Innovation Policy (STI 2013). This is the launching pad for development. Country hopes to shape its future. We are presently passing this’ the ‘Decade of Innovation’ (2010-20). The Government has stressed the need to enunciate a policy to synergize science, technology and innovation and has also established the National Innovation Council (NInC). The STI Policy 2013 is in furtherance of these pronouncements.
