Welcome to ATEC’s 2017 Annual Conference. On behalf of the board of directors, I’m thrilled to greet you at this important event. In a few days, you will not only return home enriched both professionally and personally, you will have helped make aviation maintenance education better.

The theme of this year’s conference is “building career pathways.” To meet increased talent demands, institutions and industry must work in tandem to build a strong pipeline of qualified personnel. The board of directors and executive director have worked tirelessly to increase industry participation at this year’s event in hopes that new relationships will engender innovative ideas and partnerships.

first learning management system and e-learning content used in recurrent pilot training. He received his CL-65 type rating while at Air Wisconsin and holds a commercial SEL/MEL, instrument and CFI.

Goertzen was elected president of ATEC in 2014. He holds a B.S. in aviation and a masters in public administration from the University of Nebraska at Omaha. Goertzen is married to the love of his life Jenny and has three sons Jacob, Joshua and Jack.

John GokcenSenior Structures Instructor, Maintenance Training, The Boeing Company

Mr. Gokcen has over 36 years of diversified aviation experience. In his current position, he works as a structures engineering instructor with Boeing Flight Services.

Gokcen received his Bachelor of Science degree in mechanical engineering with specialization in aerospace engineering from Istanbul Technical University, the oldest technical school in Turkey established in 1773. He also interned at the National Aerospace Laboratory in Amsterdam, Holland.

In 1984, he received his Master of Science degree from Istanbul Technical University and was awarded a French government scholarship to pursue post-graduate specialization program on aircraft structures and systems at Ecole Nationale Superieure de l’Aeronautique et de l’Espace (ENSAE-Supaero) in Toulouse, France.

Since 1980, he has been working in various aviation industries with different engineering responsibilities. Starting with Turkish Airlines Engineering Department, he worked his way to manager of aircraft maintenance. In 1990, he took a position as a senior design engineer position at Boeing Canada in Toronto. He then went on to a position as principal structural repair engineer position at Boeing Commercial Aviation Services in Seattle. His specialization is in fatigue, damage tolerance, corrosion and metal and composites repair engineering.

Gokcen is a member of the commercial aviation composites repair committee (CACRC). He is an instructor of composite repair methods at the FAA-endorsed Advanced Materials in Transport Aircraft Structures (AMTAS) Institute at University of Washington and Boeing Ed Wells- University of Washington Joint Institute. He is also a professional engineer registered in Ontario, Canada; founding member of the Boeing Diversity Council; and earned numerous Boeing achievement and outstanding performance awards.

Mike HaglerDuty Manager of Technical Operations, Delta Air Lines, Inc.

Mr. Hagler graduated from the aviation maintenance technology program at South Seattle College in 1990 after previously attending the University of Maryland, Texas State University, and dabbling in commercial art school. Hagler decided to make this career shift after researching the field and shadowing an airline mechanic at American Airlines. He gained employment at Kenmore Air prior to graduating and worked in the engine shop on radial engines before landing a part-time job at American Airlines as a ramp agent.

Over the next 22 years, Hagler worked in a variety of cities as a mechanic, crew chief, production supervisor, and eventually as the manager of the station where he initially shadowed the mechanic many years prior.

After retiring from American Airlines, Hagler joined Delta Air Lines as a duty manager. He is excited that Delta has given him the tools to give back to the school where it all began and committed to expanding the internship program to nurture the next generation of line mechanics.

Cindy HasselbringSenior Director, High School Aviation Initiative, Aircraft Owners and Pilots Association

Before joining Aircraft Owners and Pilots Association (AOPA), Ms. Hasselbring served as special assistant to the state superintendent at the Maryland State Department of Education (MSDE) and led STEM initiatives. Prior to working at MSDE, she completed two years as an Albert Einstein Distinguished Educator Fellow at the National Science Foundation in Arlington, Virginia.

Hasselbring is a 16-year veteran mathematics teacher at Milan High School (MI), is Nationally Board Certified, and was awarded the Presidential Award for Excellence in Mathematics and Science Teaching. In her free time, she enjoys flying, has her seaplane rating and is now working on her instrument rating.

CONFERENCE SPEAKERS CONFERENCE SPEAKERS

Peter BoeskovDirector, Simulator Services and Maintenance Training, The Boeing Company

Mr. Boeskov leads the teams responsible for development of simulator data packages, project management and engineering support for all simulators in the Flight Services Global Network, and for the development and delivery of commercial aviation maintenance training worldwide.

He has over 28 years of experience in the aviation industry. Previous roles include director of analytics & delivery solutions for Boeing’s digital aviation team, senior manager, Boeing flight operations engineering, flight services program manager for the KC-46A program and leadership positions within crew information services and operational performance software teams. As a flight operations engineer, he taught performance engineering courses to airline customers around the world.

Boeskov has served as the Boeing representative to the International Air Transport Association Standard Computerized Airplane Performance Working Group as well as on the Commercial Aviation Services Technical Fellowship selection panel.

He received a Bachelor of Science in aeronautical engineering from the University of Washington in 1989 with a focus on airplane performance and related software tools.

David BowenDirector, Training, Aviation Technical Services

A U.S. Marine for 20 years, Mr. Bowen has 30 years’ experience leading and supervising personnel. While in the military, he worked as a CH53 A/D/E and VH60-N naval air crewman, NATOPS instructor, QA inspector, and flight line mechanic. He was a Presidential Helicopter Crewman at HMX-1 from 1990-1994 and a Survival Evasion Resistance and Escape (SERE) Instructor from 1987-1990.

Bowen joined ATS in 1997 as an aircraft mechanic, QC inspector, QC supervisor, and assumed the role of a manager of technical training in 2005. In 2012, he served as a maintenance education specialist on the Aerospace Joint Apprenticeship Committee. He then accepted

a role as director of aviation at Everett Community College, leading and managing the College’s FAA part 147 aviation maintenance technician school. Before returning to ATS in 2015, Bowen also served as a director of quality for the Allflight Corporation.

Bowen’s hobbies include golf and mountaineering. He also has a knack for US military history.

Jeff GilesCustomer Training Specialist, Maintenance Training, The Boeing Company

Mr. Giles’ current position is in customer training as a practical maintenance training instructor on the 737MAX and 787. Before that he spent time as deputy chief mechanic for the 737NG fleet.

Prior to his 11-year career with Boeing, Giles spent 17 years with Delta Airlines working as an A&P technician in base maintenance, line maintenance, and maintenance coordination and as a maintenance instructor on MD 88/90 and 737NG.

Giles’ military experience was with the United States Air Force working on EC 135, F 15 and T 39 aircraft stationed at Langley AFB.

He attended Colorado Aero Tech in Broomfield, Colorado and received his FAA A&P license in 1989.

Ryan GoertzenPresident/Chief Aviation Officer, Spartan College of Aeronautics and Technology & ATEC President

Mr. Goertzen started with Spartan in 2011, holding the positions of vice president of education and president. In his current capacity he has a dual responsibility as a corporate officer and president of Spartan’s flight campus.

Goertzen previously spent three years as the manager of training and ASAP manager at AAR Corp. in Oklahoma City. Goertzen started his career as a pilot instructor teaching both initial and recurrent classes for Air Wisconsin Airlines Corporation in Appleton, Wisconsin. Goertzen was responsible for the development of Air Wisconsin’s

Sunny LiaoMarketing Manager, Flight Services, The Boeing Company

Ms. Liao is a marketing manager in Boeing Flight Services, a division of Boeing Commercial Aviation Services (CAS) that provides simulator services and training for pilots, technicians, and cabin crew. Liao is responsible for leading the development of the annual Boeing Pilot & Technician Outlook, a 20-year forecast of commercial airline personnel demand. She is also responsible for the analysis of industry trends and market challenges for the aviation training sector.

Prior to the position in CAS, Liao was a supply chain strategy specialist for Boeing Commercial Airplanes. In this role, she was responsible for using advanced data analytics to develop strategies around procurement, supply chain financing, and risk management. Liao’s efforts helped drive decisions to re-evaluate contract language and optimize freight transportation processes, leading to improved cash flow and cost savings. Her strategy experience extended to a previous role as the lead financial analyst for multi-million dollar procurements, taking the prime responsibility for developing the negotiation plan and strategy for key Boeing suppliers.

Liao was awarded Boeing’s Supplier Management Excellence Award in 2013 and is currently an emerging leader in Boeing’s Leadership Development Excellence program. She holds a master’s degree in business administration from Seattle University, as well as a bachelor’s degree in economics from University of Washington.

Crystal MaguireExecutive Director, ATEC

Ms. Maguire manages the Aviation Technician Education Council (ATEC), under the direction of council’s board of directors.

Maguire is also a contributing writer to Aviation Week’s Inside MRO and provides operational management for the Aerospace Maintenance Council, a non-profit group that raises awareness about aviation maintenance technician careers through its annual Aerospace Maintenance Competition.

Maguire spent twelve years at Obadal, Filler, MacLeod, & Klein, P.L.C. where she counseled companies on aviation maintenance regulatory

compliance. There she also held various positions with association client organizations including vice president of operations for the Aeronautical Repair Station Association (ARSA) and director of government affairs and Washington counsel for the Associated Equipment Distributors.

Maguire graduated with a B.A. in management from the University of Tulsa. She received a J.D. from American University, Washington College of Law and is a member of the Virginia State Bar. She is the recipient of AMT Magazine’s Next Gen 40 Under 40 award, and ARSA’s Leo Weston Award for Excellence in Government Service.

Collin McDonaldStudent, Middle Tennessee State University & James Rardon Student of the Year Award Recipient

Mr. McDonald is a senior maintenance management student at Middle Tennessee State University. In the summer of 2016, McDonald retraced the first transcontinental flight from New York to Los Angeles as his Undergraduate Thesis Project, utilizing the training he received as a maintenance technician while at MTSU to safely traverse the country. The project was a personal attempt to promote aviation in a positive light to youth as a feasible career path.

Kevin MorganManager, General Aviation Branch, FAA

Mr. Morgan manages the branch responsible for developing, implementing and evaluating the regulatory requirements of Title 14 Code of Federal Regulations parts 43, 65, 91, 105, 133, 137, 147, 183 and their associated policies and guidance.

He has over 24 years of experience in various aspects of aviation. Prior to his FAA career he spent several years working in the test environment conducting research and development on aircraft such as the V-22 Osprey (tilt rotor) and later the Marine One Presidential helicopter program. Morgan is an Army Veteran with an extensive helicopter background.

Murray D. HulingDeputy Assistant Division Manager, Aircraft Maintenance Division, FAA

Mr. Huling serves in the FAA division responsible for regulations and national policy governing certification, inspection, and surveillance of maintenance-related activities in general aviation, commercial operators, aviation maintenance technician schools and repair stations.

Previously he served six years as manager of the flight standards quality assurance division at FAA headquarters in Washington, D.C. Past positions with the FAA include acting regional administrator, western pacific region, manager, general aviation maintenance branch, international air carrier aviation safety inspector, principal maintenance inspector Singapore International Field Office, and aviation safety inspector Tampa Flight Standards District Office.

Prior to joining the FAA, Huling spent 8 years in the civil aviation sector working as a general aviation A&P and a quality assurance inspector in a part 145 repair station performing work for several part 121 air carriers. He is a disabled veteran with 10 years of active duty US Army and US Air Force military service. Huling entered service with the FAA in 2001 and holds an FAA certificate for private pilot - single engine land, private pilot – rotorcraft, airframe and powerplant and senior parachute rigger.

Huling holds a B. S. in aviation management from Park University, and an MBA from Webster University. He is a graduate of the Federal Executive Institute in Charlottesville, VA.

Tim HurstFlight and Maintenance Training Expert, Boeing Learning Solutions, The Boeing Company

In September 2016, Mr. Hurst joined Boeing Flight Services in Cologne, Germany as part of a high caliber, multi-skilled team developing courseware and training content for Boeing’s Ab-Initio Maintenance Training project.

Hurst is a military service veteran of the United States Air Force

At Air Berlin, Hurst filled the role of line maintenance certifying staff and spent the last six years as an aircraft maintenance training instructor. Prior to joining Air Berlin, he worked with Delta Airlines Technical Operations in Atlanta where he worked as a line maintenance technician including avionics.

Hurst holds an FAA A&P certificate and a European Aviation Safety Agency (EASA) category B1 certifying staff license. Doug LarsonEducation Strategist, Flight Services, The Boeing Company

Mr. Larson is an educational strategist for Boeing Flight Services. Larson advises on initiatives including pilot and technician training, especially ab initio efforts and the effective use of new technologies in aviation education.

Previous to joining Flight Services, Larson worked for Boeing subsidiary, Jeppesen, with roles in business development & sales and training product design & development. He wrote Boeing’s winning proposal to support Emirates Airline’s new flight training academy with an integrated learning curriculum and digital infrastructure to support all learning and operational activities.

Before Jeppesen, Larson worked for Cirrus Aircraft as the manager of technical training for its global service network and internal consultant for pilot training projects. He has a commercial pilot license and an aircraft maintenance technician certificate with airframe and powerplant privileges. He previously held inspection authorization from the FAA.

Larson earned a doctorate in education from the University of Colorado with research on the assessment of professional competence during ab initio flight training. Schmidt is a graduate of Michigan State University with a degree in political science and east European studies. She received her Master’s degree in history from Creighton University. Ricardo (Rick) NavarroDirector of Operations, Flight Services, The Boeing Company

Mr. Navarro leads the global training operations at 18 locations on 6 continents that deliver commercial flight, maintenance and cabin-crew training programs for the company. He is also responsible for courseware and new program development; the implementation of all new training operation acquisitions; and the Simulator Services business.

Previously Navarro was director of manufacturing, assembly and operations for Boeing Space Exploration; heading the team at NASA Michoud Assembly Facility (MAF). He was responsible for all Boeing MAF operations, including production of the core stages for the Space Launch System, NASA’s new heavy lift rocket. He was also responsible for definition, development and deployment of production teams and production systems supporting NASA’s next generation, beyond Earth, human space exploration vehicle.

Navarro joined Boeing in 1986 holding positions in engineering and operations subsequently increasing to leadership roles. In 2003, he became the director of Launch Operations for Boeing Delta Launch Vehicle Programs. In this position, Navarro and his team were responsible for launch processing of all Delta II and Delta IV DoD, civil and commercial launch vehicles at Cape Canaveral Air Force Station and at Vandenberg Air Force Base.

Upon the formation of the United Launch Alliance joint venture between Boeing and Lockheed Martin, Navarro became co-director of launch operations and led the combination of Boeing’s Delta and Lockheed Martin’s Atlas launch teams into a single organization.

He holds a bachelor’s degree in aerospace engineering from Georgia Tech and a master’s degree in space technology from Florida Tech.

Nuka NurzhanovDean of Students, Raisbeck Aviation High School

Ms. Nurzhanov is a passionate and enthusiastic educator with 17 years of experience (four years outside of the United States) in serving public schools as a teacher and administrator. She was born, grew up, and received her Masters’ degree in education in the former

Soviet Union. After immigrating to the United States, Nurzhanov pursued her professional career as a teacher in Washington State, then earned her principal credential through the University of Washington.

In 2014, she became the Dean of Students at Raisbeck Aviation High School (RAHS) in Seattle, Washington, which she describes as immediately taking her back to her childhood inspiration where she, and every other Soviet kid, dreamed of going to space like Yuri Gagarin. The opportunity to be immersed in an aviation-themed school in which students solve complex, authentic problems in the aviation industry and defend their learning to industry experts is one that Nurzhanov takes seriously, believing that the RAHS model is one in which every child would thrive. She frequently hosts visitors from across the country as well as internationally who are interesting in creating similar models in their own communities.

Susan ParsonSpecial Assistant, Flight Standards Service & Editor, Safety Briefing Magazine, FAA

Ms. Parson has been with the FAA since May 2004. She worked in the General Aviation and Commercial Division of the FAA Flight Standards Service from May 2004 until June 2009, when she became special technical assistant to the director of the FAA Flight Standards Service (AFS). In this capacity, she manages the AFS director’s internal and external communications, continues as editor of FAA Safety Briefing magazine and serves as the lead FAA representative for the airman certification standards (ACS) project to improve airman testing and training.

Parson has authored over 90 GA safety articles and several online training documents and courses. These include Conducting an Effective Flight Review, Instrument Proficiency Check Guidance, and Best Practices for Mentoring in Flight Instruction. She has created a number of advanced avionics training courses and modules, and she is the primary author of the Civil Air Patrol’s National Check Pilot Standardization Course.

Parson holds an ATP certificate, as well as ground and flight instructor certificates with instrument, single engine, and multi-engine land ratings. An active general aviation pilot, she instructs on weekends for her Leesburg-based flying club and the Civil Air Patrol, in which she holds the National Stan/Eval Advisor position.

Jackie SpanitzCurriculum Director, Aviation Supplies & Academics, Inc.

Ms. Spanitz oversees maintenance and development of the more than 750 titles in the ASA product line and integration of these products into new and existing curricula. These materials are used in all aspects of the aviation training environment, including 14 CFR part 61, 121, 135, 141, 142 and 147 curriculums, ranging from textbooks and flight computers to software products, and digital and mobile solutions.

Spanitz has worked with the training and testing associated with airman certification for more than 20 years, and has participated in a number of FAA/Industry Aviation Rulemaking and Advisory Committees (ARC and ARAC), including the Airman Testing Standards and Training Working Group and the Airman Certification Standards Working Group.

Spanitz holds a Bachelor of Science in aviation technology from Western Michigan University, a Masters in aeronautics science from Embry Riddle Aeronautical University, and instructor and commercial pilot certificate. She is the author of Guide to the Flight Review, and the technical editor for ASA’s Test Prep and FAR/AIM series, and has written for numerous aviation publications.

Ms. Stewart is responsible for overseeing workforce development, employer relations and workforce training solutions. She has served at the college for five years, previously in the role of instructional designer specializing in the design of technical programs and most recently in the role of director of assessment and new program development.

Stewart is a 2006 graduate of Kansas State University with a degree in English literature and a 2008 graduate of Newman University with a degree in secondary education. She obtained a Master’s Degree from Pittsburg State University in 2012 in educational technology and is a certified library media specialist. Monica is currently pursuing a Doctorate degree in interdisciplinary leadership from Creighton

University with a planned completion of May 2017.

Stewart has developed a keen interest and expertise in work focused on developing and implementing programs aiming to foster work ethic through the development of soft skills that aid students as they transition from education to workforce. She uses her position at WATC to gain insight from business and industry to assists students in better meeting employer’s expectations in the workplace.

Stewart currently serves on the Leadership Team at WATC. She previously served as the HLC Education and Public Relations Chair during WATC’s 2014 accreditation visit and on the President’s Advisory Council.

Stewart has a passion for teaching and learning with a particular interest in promoting training opportunities that meet workforce needs. Her supplementary interests at the college include contributing to events that promote women in STEM careers and educating young people in the Wichita community on the many opportunities available through careers in aviation and manufacturing.

Mr. Walker came to the Boeing Company in 2001, in his current position he is responsible for developing new maintenance training related products and services to support Boeing Commercial Airplanes.

Prior to working in business development, Walker was the manager of maintenance training quality, regulatory affairs and standards office. In this capacity he was responsible for maintaining and ensuring compliance as a part 147 training organization with multiple regulatory bodies around the world, including EASA, CASA, TCCA and CAAC.

Walker has also taught 737, 777 and 787 airplanes to customers from all over the globe at the Seattle Campus and at many customer locations throughout the world.

Prior to coming to Boeing, Walker worked for several airlines as an A&P mechanic and as a flight dispatcher. All of this experience plus his 20 years in the USAF amounts to almost 40 years of aviation experience in many capacities.
