Authority of Director of 1Central Intelligence Clarified

The following letter is considered to be of fundamentalimportance to the CIA's responsibility in collecting UFOIntelligence and redefines the authority of the DCI. Thisletter was written in 1962, signed by President Kennedy, anddirected to John A. McCone, who succeeded Allen W. Dulles asDirector in late 1961. Prior to this letter, uncertainty hadprevailed among the various units in the UFO intelligencecommunity as to whether the DCI was simply head of anotheragency or chief of the entire system. The letter reaffirmsthat the Director is both the President's personalrepresentative and the government's chief intelligence officer.

In carrying out your newly assigned duties as Director ofCentral Intelligence it is my wish that you serve as theGovernment's principal foreign intelligence officer, and assuch that you undertake, as an integral part of yourresponsibility, the coordination and effective guidance of thetotal United States foreign intelligence effort. As theGovernment's principal intelligence officer, you will assurethe proper coordination, correlation, and evaluation ofintelligence from all sources and its prompt dissemination tome and to other recipients as appropriate. In fulfillment ofthese tasks I shall expect you to work closely with the headsof all departments and agencies having responsibilities in theforeign intelligence field.In coordinating and guiding the total intelligence effort, youwill serve as Chairman of the United States Intelligence Board,with a view to assuring the efficient and effective operationof the Board and its associated bodies. In this connection Inote with approval that you have designated your deputy toserve as a member of the Board, thereby bringing to the Board'sdeliberations the relevant facts and judgements of the CentralIntelligence Agency.

With the heads of the Departments and Agencies concerned youwill maintain a continuing review of the programs and activitiesof all U.S. agencies engaged in foreign intelligence activitieswith a view to assuring efficiency and effectiveness and toavoiding undesirable duplication.As head of the Central Intelligence Agency, while you willcontinue to have over-all responsibility for the Agency, I shallexpect you to delegate to your principal deputy, as you may deemnecessary, so much of the direction of the detailed operation ofthe Agency as may be required to permit you to carry out yourprimary task as Director of Central Intelligence.It is my wish that you keep me advised from time to time as toyour progress in the implementation of this directive and as toany recommendations you may have which would facilitate theaccomplishment of these objectives.
