This paper concerns the subject of how World Exchange Group (WEG) is using the concept of Barely

Repeatable Business Processes (BRP) to align itself with the UN Global Compact Ten Principles as well

as the UN Millennium Development Goals. The WEG platform called UNWEB therefore intents to

provide the necessary information technology infrastructure to enable it’s partnership with the UN

Global Compact and the entire UN to much more efficiently apply its principles and goals to resolve

the world’s needs in all categories through human collaboration in the BRP framework.

Preamble: Barely Repeatable Business Processes (BRP) versus ERP

Any kind of work in any kind of organisation can be seen as processes: “Sequence of interdependent

and linked procedures which, at every stage, consume one or more resources (employee time, energy,

machines, money) to convert inputs (data, material, parts, etc.) into outputs. These outputs then serve

as inputs for the next stage until a known goal or end result is reached.”1

Such processes, usually named workflows when people are involved, can be split into two types:

ERP (Easily Repeatable Processes) are predictable, structured processes, production, linear processes.

This is a type of process where only about 30%2 of the world’s GDP happens.3

BRP (Barely Repeatable Processes) are unpredictable, knowledge worker, unstructured processes,

practices, ad-hoc BRP is the type of process where about 60% of Worldwide value creation (GDP)

happens.4

A process, being a sequence of activities, requires a “framework”, like water requires a riverbed, a

pipeline or at least a line of people passing buckets to be useful.

ERP Frameworks often take a physical form; production lines are typical, where the work order, the

information and the actual work interface is delivered at the right time, such as a car without doors on

an assembly line. Non-physical frameworks are well covered by mature IT solutions like ERP, HRM,

SCM, BPM and so forth, handling a predictable workflow such as paying salaries at end of month or

insurance claims with the help of a set of predictable business rules.

BRP Frameworks on the other hand are much less developed and consists almost exclusively of tools

to support manual processes. Examples are spreadsheets used to update project progress, wikis to

share documents for collaboration, CRM and issue/bug handling systems used in creative ways for

Case Management, etc.

The commonality is that none have proper process automation. In addition the cornerstone of the

current BRP framework is the organisational hierarchy with its components such as meetings, budgets,

deadlines and business rules.

The result of the following situation is very interesting:

All research reviewed shows that between 55% and 75% of resource use (time) in BRPs is spent on

process work to make the process happen at all, leaving on average only about 1/3rd of resource use

spent on actual value creation for the customer.

on top of 92.5% core ERP (or BRP). Thus worldwide ERP GDP share would be: 32% x 0.95 + 64% x 0.025 ≈ 32 % and worldwide BRP GDP could be: 32% x 0.05 + 64% x 0.975 ≈ 64 %. 3 From Gartner quoting McKinsey saying "60% of all work is unstructured" (GDP in its simplest fashion is the sum of all

salaries so "work" works here, and "unstructured work" is the definition of BRP.) From Oracle stating that "20% of worldwide GDP happens in projects". Projects are usually defined as the part that happens after research, discussion and decisions and does not include those which never reaches the implementation level. 4 WEG estimates 64%, McKinsey & Company says 60% as referenced by internal sources.

In other words, taking the 64% and 65% together, about 40% of the world’s resources are spent on

making the workflow happen and not on value creation. Turned the other way it means there is about

a 70% increase in worldwide GDP to be found, if the process part of BRPs could be automated.

In fact, when Ford automated the process part of the ERP with his first assembly line in 1913, without

changing the way the actual work happened (same doors to screw on, using same tools and same

movements), he found that he could increase production 7.8 times5 within one year without increasing

manpower.

BRP can therefore be defined as follows:

A temporary activity or sequence of activities initiated by an issue, an idea or a request, with multiple

participants where the sequence of activities are directed by human knowledge to act according to the

current situation and related circumstances.

We experience a situation such as the following every day: An MD studying the x ray cannot choose the

next step before he has done his “study x ray” task. An office worker cannot decide what next phase of

research has to be undertaken until the first round results are in. No decision can be made until all

research and discussion results are in.

Current Enterprise Software solutions are based on an architecture and principle where they have

modelled the existing frameworks and as cannot move beyond the current manual BRP approach as a

result.

Collaboration

Current IT efforts concentrated towards relieving the BRP issues are all focused on the current popular

term of “Collaboration”.

In general, these are based on making documents and information available to all participants, then

tagging or otherwise marking specific documents as “tasks” and with “assignees” - all in a non-process

way, more like a common desktop to make collaboration easier.

The new BRP solution from WEG and the architecture behind it is based on using an underlying process

engine to deliver task instructions, including all pertinent information and the tools required to process

all work, automatically directed to the relevant task assignee at the right time.

Only this approach enables true hand-off and proper accountability as well as correct contextual

capture of the on-going processes.

In other words, WEG’s BRP engine delivers proper sequential collaboration while still allowing human

intelligence and creativity full freedom.

This way global trade between individuals and organizations alike can be made possible, without those

parties knowing each other, or having done business before, prior to engaging in structuring the

particular trade situation. This applies to all types of trade, such as products, services, monetary

instruments, for profit, non-profit, humanitarian aid, exchange of education and knowledge, and so

forth.

WEG has a radical and unconventional different approach modelling reality directly to allow a proper

process engine to handle and run BRPs. This is currently the only approach that works in practice and

can be used now.

In short:

Current solutions for BRPs focus on individual efficiency,

WEG’s solution focuses on organisational effectiveness.

A tripling of effective value-creation using the same amount of personnel resources,

Yielding total transparency, accountability and untouchable historical records to all of the UN’s

activities,

Alignment with all of the UN’s goals and principles, including the UN Millennium Development

Goals and the UN Global Compact Ten Principles:

As ERPs are well structured, the results are also well documented and therefore any required

compliance will be relatively easy to ensure.

The real problems arise from the current methods used to register and document BRP activities and

results, almost exclusively by reporting in areas, the results are consequently only as good (or bad) as

the reporter chooses to be without any path to deeper insight by any outside body.

Rules and regulations are only as good (or bad) as the underlying systems that will capture the on-

going business and transactions. WEG’s BRP system captures all on-going business and transactions in

the process itself. When a task has been assigned and the task has been completed who, what and

when are registered in an unalterable way, and the full context is also captured. It is not possible to

alter data once it has been registered, hence, by definition all processes and data are stored infinitely

“as is” and therefore, the person creating the data is accountable for his or her actions.

Ethics are self-evident, if complete transparency combined with rules and guidelines exists. When the

chance of getting caught is 100%, ethics become evident. This mechanism is built into the WEG BRP

architecture while the guidelines are given by the Ten Principles of the Global Compact.

As a core base these are the three features such a system must deliver:

True records: Historical, unchangeable and versioned,

Real time transparency: Anything can be shown, role based access,

Full accountability: Who was assigned the task, when, who completed the task, when, what

exactly did the person do, in what context was the task done and what information was

available.

As the UN cannot impose any specific information capture or documentation method on third parties

unless they work directly with the UN, the UN must show the way. This can be twofold:

Lead the way by showing how it can be done by ensuring full transparency, accountability and

untouchable historical records in all their own activities, and

Ensure that all dealings with third parties are following the same procedures. i.e. using the

same system and processes.

In other words: the UN could set the standard.

WEG’s BRP architecture fulfills all of the above requirements and is built to include any outside parties

allowing the UN throughout its vast organizational hierarchy to ensure full compliance for all internal

and external dealings.

Very specifically, WEG’s BRP approach applies directly to each of the Ten Principles of Global

Compact as follows:

Human Rights

Principle 1: Businesses should support and respect the protection of internationally proclaimed human

rights; and

Principle 2: Make sure that they are not complicit in human rights abuses.

WEG’s alignment:

Full compliance can only be assured by real-time in-process capture of all activities and its context. This

is precisely what WEG’s BRP solution offers. The inherent accountability and transparency greatly

promotes users to act with a high level of ethics and therefore also with respect and in support of the

protection of human rights.

Labour

Principle 3: Businesses should uphold the freedom of association and the effective recognition of the

right to collective bargaining;

Principle 4: The elimination of all forms of forced and compulsory labour;

Principle 5: The effective abolition of child labour; and

Principle 6: The elimination of discrimination in respect of employment and occupation.

WEG’s alignment:

The ability for businesses to essentially organise as they find suitable to do business, associate

themselves with other businesses and people around the world in order to establish efficient trades

and bargain within a “safe harbour” is all key to WEG’s BRP based solution. The inherent trust,

transparency and accountability forces the users to behave within acceptable ethical guidelines,

including not using forced and compulsory labour as well as child labour, with respect for human

rights, including non-discriminative relationships with employees and their occupation. Only within

such a framework will it be possible to eliminate all of those unwanted behaviours, and therefore allow

businesses and individuals to safely do business with anyone around the world, simply since it is by

definition a “safe harbour” to do so.

Environment

Principle 7: Businesses should support a precautionary approach to environmental challenges;

Principle 8: Undertake initiatives to promote greater environmental responsibility; and

Principle 9: Encourage the development and diffusion of environmentally friendly technologies.

WEG’s alignment:

Businesses support a precautionary approach to environmental challenges and more importantly,

putting strategies into action, falls well within the inherent high level of ethical standards, which WEG’s

BRP approach provides as discussed previously in this document. Acting in a responsible manner in

general, and regarding the environment specifically, is a matter of ethics and therefore it is possible to

do business on WEG’s BRP platform with business partners and individuals, who actually do business

while promoting greater environmental responsibility. As such, the necessary tool to develop and

diffuse environmentally friendly technologies is readily available from WEG. Full environmental

compliance therefore can only be assured by real-time in-process capture of all activities and its

context. This is precisely what WEG’s BRP solution offers.

Anti-Corruption

Principle 10: Businesses should work against corruption in all its forms, including extortion and

bribery.

WEG’s alignment:

Corruption is most likely to happen when there is no process in place, which captures everything within

the process itself, stores it forever and holds everyone accountable for everything that is happening in

the process itself. Lack of transparency and accountability, in fact, promotes wrongful behaviour,

including corruption, or reflected in modern economic theory, greatly increases the risk of moral

hazard and the costs associated herewith.

In other words: Full capture of all on-going processes and transactions and the inability to alter the

facts captured in-process will in effect eliminate corruption. This would, of course, require that all

activities are handled by a process based system like WEG’s BRP solution.

Summary:

Most of the UN’s activities are BRPs, in particular handling of unforeseen situations like any crisis or

disaster.

WEG’s BRP approach provides the necessary full transparency, accountability and untouchable

historical records. Given a set of rules combined with a practical implementation of these three

concepts, ethics will be a natural result.

WEG and BRP as they relate to the United Nations Millennium Development Goals

End Poverty and Hunger

The unbalanced world in which the majority of the world’s resources and assets are owned by a very

small percentage of the world’s population is one of the major contributors to poverty and hunger.

Typically, market errors exist in those countries, since there is an obvious consumer demand for

products (food, clean water, basic consumer goods, education, etc) but a grotesque undersupply to

fulfill the demand.

In this case, WEG supplies its BRP based platform, which provides direct and immediate insight in

needs related to poverty and hunger and those needs can be fulfilled through the WEG platform by

individuals, organisations such as corporations and NGO’s, governments, and the UN organization as

such. The “direct line of communication” and BRP process with those in need or the organisations

working directly related to ending poverty and hunger therefore will significantly decrease

inefficiencies and greatly increase the ability to provide instant help where it is most needed, since

WEG’s platform provides the necessary transparency and accountability throughout the collaboration

process.

Universal Education

The lack of sharing of knowledge and lack of education in poorer countries results in a significant

disadvantage in individual, organisational and country specific participation in the global economy and

opportunities to increase the wealth.

Education is necessary to accelerate a country’s ability to grasp those opportunities and become a real

player in the global economy, thereby utilizing natural resources, production capabilities, innovation,

trade, etc. to increase the wealth.

WEG’s BRP based platform also provides the ability to post a need for knowledge/education and those

needs can then be fulfilled by individuals, organisations, governments, the UN, etc. in order to help the

undereducated to become more educated and better their lives. The inherent transparency of WEG’s

platform thereby enables anyone around the world to provide the knowledge and education directly to

those in need.

Gender Equality

WEG’s BRP platform does not discriminate gender, sexuality, religious belief, race, or anything else. In

fact, the EEG fundamental philosophy is that each individual on planet Earth by him or herself is a

tremendous resource, which deserves to have opportunities to provide a good life for herself or

himself, the family, the local community, the country and ultimately, the world.

WEG’s BRP based platform is therefore completely “neutral” and available to anyone, anywhere in the

world, for free, and with equal rights and opportunity, regardless of gender.

Child Health

It is WEG’s opinion that in a world as rich and developed as is the case today, at least humanity should

be able to come together and solve all problems related to child health. A child is innocent and only

deserves the best possible care and opportunity in life. Fundamentally, child health is crucial to a

child’s ability to have a chance in life. WEG is a contributor to the promotion of child health and will

work diligently to unite the world and use the WEG BRP platform to fulfill needs related to child health

issues.

Maternal Health

As is the case with child health, maternal health should be a natural right for women, so that all issues

related to maternity shall be eradicated and sufficiently taken care of.

The WEG BRP platform enables the world to unite and participate in the contributions to fulfill all

needs related to maternal health. It is possible through WEG’s platform to directly help women having

specific needs, organisations who work and contribute in this particular focus area, etc.

Combat HIV/AIDS

Although WEG itself cannot claim to combat HIV and AIDS, the WEG BRP methodology still is a

platform, which shall enable the world to come together and fulfill needs related to combatting HIV

and AIDS. As with education in general, HIV and AIDS is about information, but also about fulfilling

medical needs as well as education in areas of the world, where the market economy itself fails. It is

obvious that there is an unfortunate huge market demand for HIV/AIDS medicine in certain countries,

yet there is a tremendous undersupply of those medicines, simply because those countries and

individuals are too poor to pay the market price (in the western world) for the medicine.

WEG will make it a goal by itself to provide fulfillment of needs related to combatting HIV and AIDS

through the WEG BRP platform, thereby enabling individuals and organizations alike around the globe

to directly collaborate and fulfill needs related to combating HIV and AIDS.

Environmental Sustainability

Economic development and growth is paramount to a developing country’s ability to increase the

wealth for their nation and people, however, this shall not be at the cost of the environment. Many

opportunities exist for developing countries to not make the same mistakes as the developed world

has done throughout the industrialization and beyond, but rather base their economic growth on

smarter thinking and care for the environment, while enabling them to provide products and services

which are competitive in the global economy.

WEG and its BRP based platform shall also be an enabling factor for the development of

environmentally sustainable economic growth, which is all about transparency, accountability and

trust in relationships and the ability to share knowledge and build new economic opportunities in a

smarter and more sophisticated manner.

Global Partnership

The WEG BRP platform is all about creating global partnerships between individuals of any background,

heritage, religion, race, gender, etc., between organizations, corporations, NGO’s, non-profits,

governments, the UN, and across all of these groupings of relationships.

WEG’s platform makes it possible to forge such partnerships and alliances based on inherent trust,

accountability, removing corruption from the equation and all based on a platform, which enables

anyone to participate in the global economy and thereby create new opportunities and ultimately

growth in wealth for everyone across the globe through more global trade, and through the

implementation of all of the UN Millennium Goals.

Practical applications and approach to the WEG BRP platform to the UN and UN Global

Compact

The UN calls for better solutions to handle international crisis situations and urges its member

countries to incorporate its Millennium Development Goals in its own policies and initiatives, thereby

contributing to the UN’s mission. The same applies to the members of the UN Global Compact, as they

have all pledged to apply the Ten Principles to their organisation and develop their own initiatives and

strategies to fulfill the UN Global Compact mission as such. WEG is aligned fully with both the

Millennium Development Goals as well as the UN Global Compact Ten Principles.

WEG has a working Proof of Concept ready and could, in cooperation with the UN, move that to a

testable beta incorporating current solutions (GDACS and other systems) early in 2011 and a possible

full implementation of a fully tested solution by the summer of 2011.

This could then, if found useful by the UN and the UN Global Compact, be expanded to handle any

other, or a combination of all other activities, in a fully holistic approach.

The World Exchange Group Incorporated (WEG) is a privately held corporation that founded the

United World Exchange Board (UNWEB), which will be offered to all 192-member countries

recognised by the United Nations.

WEG is an accredited business partner with the United Nations Global Compact.

On an executive level, WEG founder Jason Blair is an accredited NGO ECOSOC representative at the

highest recognised level of the United Nations. He can participate and intervene in all United Nations

New York, Geneva, and Vienna member state NGO departmental directives. He is also the Pa/Pa’s

New York representative to CoNGO.

WEG Co-founder Niels Skjoldager is a passionate entrepreneur having specialized in technologies,

Thingamy founder Sigurd Rinde has a lifetime of experience as an entrepreneur and most recently the
