1 Introduction The documentation presented herewith consolidates the presentations and results of the eleventh course of the “Joint Staff Training on Poverty Reduction Strategies” (JST-PRS) held in Cameroon in December 2007. This was a new single country variant course. The report is an internal document addressed to participants of the course. It is not to be misunderstood as a self-explanatory document for public consumption.

Module 4, 'From strategy to policy & budgets, making the PRS work' deserved to have more depth in the presentation and discussions.
N/a. The donor representatives (those present at the training) were not from a variety of agencies: only GTZ were present during all the discussions, from start to finish.

Le module 4 'D'une stratégie aux politiques et budgets, faire marcher la SRP' méritait d'être approfondi au niveau de la présentation et les discussions.
RAS. Les représentants des PTFs (ceux présents au séminaire de formation) n'étaient pas des agences diversifiés: seulement le GTZ a été présent pendant toutes les discussions, du début a la fin.
Appui a la communication entre les parties prenants du DSRP (administrations publiques - société civile - PTFs sorti Administrations publiques // Société civile et PTFs // Société civile).

4 Workshop outputs 4.1 Module 1 - Introduction et aperçu général The course objectives and structure were explained and the practical organisational arrangements outlined. Mixed teams of government, donor and civil society participants were formed and group ‘leaders’ were asked to present each of the members of their group, and to summarise common expectations within the group for what the course should achieve in relation to personal expectations.

4.2 Module 2 – Etat actuel du processus SRP This module provided an overview of the evolution of the PRS concept, first highlighting the results of recent evaluations internationally, followed by a summary of the PRS experience so far in Cameroon. Participants completed a quiz exercise through which they were able to share their own perceptions of progress and constraints during the first generation PRS process. A guided plenary discussion then took place in which participants discussed how far PRS processes within Cameroon have progressed and whether points of success or failure are broadly the same as those identified in recent evaluations.

4.3 Module 3 - Economie Politique de la SRP This module provided an overview of the political and institutional context of the PRS process. A simple conceptual framework was presented by which to characterise and understand the political economy of the PRS process in Cameroon. Mixed teams of donor, government and civil society participants then applied the conceptual framework to answer the following questions:
• How do you characterise the institutional framework for the PRS process in Cameroon?
• How do you characterise the organisational structures within which the PRS process operates in Cameroon?
• How do you characterise the range of agents engaged in the PRS process in Cameroon?
• Institutions are the shared expectations or ‘rules of the game’ that govern behaviour. An example of a political institution is the mix of formal rules (laws), conventions and expectations that determines the choice of a new government following an election.
• Organisations are groups of individuals bound by some common purpose. Examples include governments departments and agencies, firms and law-courts.
• Agents are individuals or organisations that engage in action with the intention of achieving a result of some kind. In the present context, the agents that most concern us are politicians, political factions, government officials and interest-representation organisations.
The analytical frameworks developed by the mixed groups are shown overleaf.

4.4 Module 4 – La place de la SRP dans la chaine Politiques-Budgets-Résultats This module focused on the decision-making structures into which the PRS process needs to be embedded if it is to be successful. The module provided an initial presentation of policy, constraints and good practice in poverty reduction. This was followed by an overview of the policy-budget-results chain, focusing on PRS entry points in the budget cycle, and emphasising the concept of the PRS as an ‘influencing tool’ over national policy and budgetary processes. Participants then undertook an exercise to analyse the budget cycle and identify entry points for PRS influencing.

4.5 Module 5 – Harmonisation et alignement à l’appui de SRP This module focused on the donor agency processes that influence the effectiveness of support to the PRS. Specifically it examined the record on harmonisation and alignment, taking as its starting point the Paris Declaration and the various OECD-DAC and SPA reports monitoring progress against Paris indicators. Participants were challenged to explore the underlying reasons for the disappointing levels of progress on harmonisation and alignment, considering both internal agency-level incentives and factors related to the country context. In the exercise, participants within their institutional groups sought to identify actions that might be taken by the Government and by the Development Partners, respectively, in order to accelerate progress towards harmonisation and alignment. 4.6 Module 6 – Suivi de la SRP et gestion axées sur les résultats This module focused on the experience of first generation PRS processes with monitoring and evaluation processes. It considered the specific problem presented by the issue of the ‘missing middle’ – the lack of data at the output and outcome level, which has tended to focus attention either on the monitoring of inputs (including levels of budget spending on ‘PRS sectors’) or on the assessment of final impacts on poverty, without assessing their link to PRS actions. The issue of how to integrate PRS monitoring with national performance measurement processes was also considered. Presentations were then made by the following actors: M Oelschläger of GTZ on the position of Cameroon with regard to indicators of progress and key targets from the Paris Declaration. M Grégoire Mebada, Secrétaire Permanent of MINEPAT on the monitoring mechanisms of the PRS in Cameroon M Leonard Eoussa, Chargé de Programmes, Dynamique Citoyenne on the role of civil society organisations in monitoring of the PRS in Cameroon.

4.7 Module 7 - Plan d’action pour le Cameroun The final module focused on reviewing and prioritising possible actions identified during earlier modules, in order to identify up to three priority actions that could be taken forward. The instructions for group work were as follows:
1. Identify (from the perspective of your group) the three priority challenges or actions to address – summarise onto flipcharts.
2. Combine the identified priorities into a consolidated list and vote individually for the actions you would like to see implemented.
