1. BACKGROUND

1.1. ContextMassive floodsand landslides triggeredby incessantand torrential rainshavekilled143people,and30havegonemissingsince13August2017asof20August2017,accordingtotheMinistryofHomeAffairsoftheGovernmentofNepal.Approximately6millionpeoplehavebeenaffectedbythecatastrophe.Aspertheinitialfindingstill15thofAugust,thenumberofdisplacedhouseholdshave reachedover 100,000 and is expected to risewhen a complete assessment is carriedout.NepalArmyalonehasrescued8,000individualsandputtheminsaferplaces.VariousI/NGOsandvoluntary groups have started to respond to the situation and help victims tomeet their basicneedswithvariousreliefworks.

Landinthesouthernplainsisheavilypopulatedandisknownasthe‘grainbasket’ofthecountry.Almostallofthestandingcropsandfarmlandshavebeenaffectedbythefloods.Poweroutageanddisruptionincommunicationwereobservedrightafterthefloodanditstillcontinuesinmanyplaces.Livestockhasalsobeenaffectedby the floodsandtherearenewsreportsonthe lossofdomestic animals. The loss of livestock is a loss to livelihood. Roads in various parts have beendamagedandfewbridgeshavecollapsedresultinginlackofmobility.

Sincevasttractsoflandsarestillsubmerged,landandairtransporthavealsobeenaffected.Theinundationis likelytoresult inepidemicsasa largenumberofdomesticanimalsandpoultryareestimatedtobedead.Thefloodhascreatedsuchaheart-rendingsituationthatadeadchildwasleftfloatingonthefloodbyhisuncleintheeasternTeraiofNepalashecouldnotfindanygroundtoburythedeadbody.Thisspeaksvolumeontheimpactsofthedevastatingfloods.

Localresponse,actormappingandgapsanalysisarepresentedinthecontextanalysisreport.

1.2. NeedsTheoverall findings fromtheproposedACT interventiondistrictsafter therapidassessmenthasrevealedthattheemphasisshouldbegiventourgentneedsrelatedtoWASH,shelter,protectionand livelihood options. There is a need for a coordinated efforts towards proper relief andrecovery in flood-affectedareas. It is important toensureprimaryneedsorgaps identified fromtherapidneedsassessment.Theassessmentshowsthatmorethan55,000householdshavebeenaffectedbythecurrentfloodandabovementionedidentifiedsectorsneedproperinterventionintheproposed6districts.

Thedetailedsector-wisegapsarebrieflyexplainedbelow:

● Shelter:Morethan55,000familieshavebeenaffected.22,000familieshavebeendisplaced,5,000permanenthouseshavebeencompletelydestroyedandapproximately22,000houseshave been partially damaged, resulting in 6 million individuals affected. They requireemergency/transitional shelter immediately and in the mid-term, where government isexpectedtoassisttoreconstructtheirhomes(permanentshelter)inthelonger-term.

● Water,SanitationandHygiene:There isanurgentneed tosecure reliable temporarywatersupply and sanitation facilities in the locations where displaced people are currently livingincluding community buildings, schools andopen spaces.At the same time, the assessment

undertakenbytherequestingmembersconductedbetween12thAugustto15thAugusthaveconfirmedthat1,220permanentwatersupplyschemessuchastubewells,handpumps,havebeendamagedthatrequirerehabilitationorreconstruction.Similarly,atleast8,000householdsanitation have been swept away. Sanitation and hygiene are particularly important in theareasthatdisplacedpeoplehavemovedto.Thoseareasaredenselypopulatedwhichareattheriskofepidemicoutbreaksalongwithchroniccommunicablediseases, includingcholera.Therewill beaneed forbathing space forwomenandgirls tomaintain their privacy in thelocationsthattheyhavebeentakingshelter;andwhentheyreturntheirhometheywillneedhygienekitsaswell.Detailedassessmentsindicatethatsanitationandhygienepromotionareofhigh-priorityneedforalltheaffectedhouseholdsintheflood-affectedareas.

● Protection:Asthereare6millionpeopleaffectedbytheflood,itisassumedthatabout20%ofthepeopleincludingwomen,pregnantandlactatingwomen,childrenandPWDs,theelderly,and people under medication have been psychologically impacted by the flood. The detailassessment will derivemore precise figures. The ongoing relief actions that are delayed inreliefdistributionandinadequatesuppliesidentifiedduringtheneedassessmentandhavenotprioritizedpsychosocialcomponentwhichhasresultedinfrustrationamongtheflood-affectedpopulation. The frustration couldescalate in the comingdays if not respondedwell, furtherleadingtoconflictsandviolence.

● Livelihood support: The main occupation of majority of people of the affected areas isagriculture, providing employment to 66% of the total population and contributing to 34.7percent to the GDP. The heavy sedimentation on farm land has caused massive cropdestruction.Thishasconvertedfarmlandintoabarrenland.TheMinistryofAgriculture(MoA)has estimated floodwaters has wiped out crops worth NPR 8.11 billion. It says 270,406hectaresof standing cropsofpaddy,maize, pulses, bananaand spiceshavebeendamaged.Likewise,fisheson2,224hectareswerelost.Thereisanacuteneedforalternatemethodsfortilling of farmlands and fertilizing fields due to loss of livestock used primarily for draughtpowerandcattledungratherthanformilkproduction.Thereisalsoacriticalneedtoprovideassistancetorebuildmarkets,shopsandsmallbusinessesintermsofphysicalinfrastructureaswell as lost stocks. Since current livelihood chainhasbeenaffected,provisionof alternativeand immediate income generation activities are required such as retail shop, tiffin shopincluding cash-for-work that will also be essential to restore the damaged socio-economicinfrastructuresuchasruralagriculturalroads,andirrigationcanals.Thelivelihoodinterventionwillalsoestablishthemarketlinkages.

Above needs have been identified by communities during assessments and they reflect bothongoing and emerging needs on the ground. Some other equally important issues identifiedincludenutritiousfoodparticularlyforchildren,andlactatingandpregnantwomen.

1.3. CapacitytorespondRequestingmembersCA,DCA,ICCO,LWFandLWRarethemembersofACTAllianceNepalForum.TheseorganizationshavebeenworkinginNepalintheareaofhumanitarianresponse,sustainabledevelopmentandadvocacy.Intherecentearthquakeresponse,theseorganizationsreachedto1.9million individuals in the area of emergency, transitional and permanent shelter construction,WASH,psychosocialsupport, livelihoodsandDRRmobilizingfinancialresourceofUS$16million.Requestingmembers of thisAppeal are present inNepal and theproposeddistricts. ACTNepalForummembersarewellrecognizedthroughtheirparticipationandcoordinationinIASCclusters,

UNsystemandgovernmentcoordinationmechanisms.ThemembershavetheirownEmergencyPreparednessandResponsePlan(EPRP)whichhasbeenfurtherconsolidatedbytheACTForum.ACT Alliance members have office setups with qualified and experienced humanitarian anddevelopment staff, logistical services and communication facilities in their country, regional anddistrictoffices.Mostoftherequestingmembershavetheirlonger-termpresenceintheproposeddistrictsforexampleDCAisaDistrictLeadSupportAgency(DLSA)forSaptaridistrict,andLWFforJhapawhichhasbeenworkinginJhapaandMorangformorethan30years.

Requesting members bring specific strengths. CA, DCA and LWF were HAP-certified and hasrecently has also beenCHS certified.All of their staff including their implementing partners aretrainedandhaveinternalizedCHSpractices.Themembershavealreadydemonstratedsuccessfulresponse and coordination during earthquake response through two previous appeals; NPL151andNPL161.ACTmembershavesuccessfullyrespondedtofloodsin2008and2014.

Through the ACT Forum the requesting members are active on strengthening implementingpartners’capacityinvarioushumanitarianresponseissues.TheimplementingpartnersaretrainedinSphereStandard,CHS,emergency logistic supplychainmanagement, safety, securityand firstaidamongothers.

2. PROJECTRATIONALE

2.2. ImpactThe response aims to contribute to saving lives and restoring livelihoods by addressing theimmediateneedsoftheflood-affectedpopulation.Themostmarginalizedandvulnerablepeoplewill be supported in restoring livelihoods throughmulti-sector and integrated approach such aswater,sanitationandhygiene(WASH),restoringcommunityinfrastructuresuchasreconstructionofdamagedroadsandconstructionofmitigationmeasures(culverts,gabionboxes,etc.),off-andon-farmactivities for incomegeneration for example restoringof farmlands throughagricultureinputsupport,pettybusiness,retailshops,teashops,haatbazaarsincludingestablishinglinkageswith the market. Disaster risk reduction and psychosocial support will be mainstreamed forensuringwellbeing,inclusionandprotectionoftheaffectedpeoplethatwillcontributetoincreasecommunityresiliencetofutureriskandhazards.

2.3. OutcomesTheresponsehastwoexpectedimpacts;

A.Flood-affectedpeoplehavereceivedlifesavingemergencysupportwhilemaintainingwellbeinganddignity

B.Flood-affectedhouseholdshaveaccesstobasicservices,haverestoredtheirlivelihoods,andarepreparedforfuturepossibledisasters

TheAppealwillbeabletosavelivesandlivelihoodsof42,219flood-affectedpeoplein6districts.Amongthese24,220peoplethatarepoor,vulnerableandmarginalizedwillbesupportedforearlyrecovery activities based on the targeted approach. The immediate response will consist of;distribution of emergency shelter kits, household non-food items, water and hygiene kits andhygiene promotion. The satisfaction of the response will be assessed through the satisfactionsurvey built into the Post-DistributionMonitoring (PDM) survey.One of themajor indicators ofthis response is that the number of flood-affected households displaced from their shelter oforiginwillbeabletoreturnandstarttheirshelterreconstructionandrehabilitationindependently,andbeabletomeettheirdailylivelihoodneeds.ActivitiesfocusedonDRRmeasureswillsupportonraisingawarenessandincreasedcapacityofthelocalgovernmentandcommunityinstitutionsfor better preparedness and emergency response. Similarly, household coping capacity andwellbeingwillbeincreasedthroughtheDRRandpsychosocialsupport.Thedelayontheresponsecouldescalate theemergencyand result intoepidemicsofvariouskinds (cholera, typhoid,etc.).The ACT members are currently on the ground in most of the planned response districts andworkingcloselywith theDistrictDisasterReliefCommittees (DDRCs) that isheadedby theChiefDistrictOfficer(CDO).ThroughtheproposedAppeal,ACTmemberswillsupportinaddressingthegaps,andexpecttoreach15%oftheaffectedpeoplebasedonitscapacity.

2.4. OutputsTheAppealexpectstoproducefouroutputs(twoperoutcome).Theformertwobeingfocusedonproviding shelter, WASH and support to other household needs. The two outputs for secondoutcomeisfocusedonprovidingsupporttorestorelivelihoodswithappropriateoff-andon-farmactivities and strengthenpreparedness and response capacityof the local authority, communityandtheaffectedhouseholds.

ThroughtheFirstOutput, theAppealwill reach5450 individuals (550households foremergencyshelterand540householdsfortransitionalshelter).Theshelterkitswillconsistofessentialitemssuchastarpaulins,bamboo,nailsandothersasperthestandardoftheshelterclusterthatisalsocompatiblewithSphereminimumstandards.Theemergencyshelterkitswillbedistributedtoallflood-affectedhouseholdsintheselectedlocationsthataredisplacedbythefloods.The4.5Sqmareaperpersonwillbemaintainedfortheemergencyshelter.Designsfortheemergencyshelterwill be developed following the local context and in consultation with the shelter cluster andDDRC. Transition shelter will only be provided to the most vulnerable and marginalizedcommunities that have limited capacity to rebuild their shelter. Differentmodels for transitionshelter will be developed considering the local context such as weather and socio-culture inconsultation with the communities. The shelter support will ensure the safety and protectionissues of children (girls and boys, children with special needs) and women, elderly people andothervulnerabilities.Thenon-fooditemswillconsistofessentialhouseholditemssuchasclothes,kitchenutensils,blankets, foam,etc. thathelp familiesmeet theirbasicneedsandprotect theirlivelihoodsbefore,duringandafteremergencytoundertakedailyactivities.TheselectioncriteriawillbedevelopedinconsultationwiththeDistrictDisasterReliefCommittee(DDRC) and the local institutions and agreed by the communities. The selection processwill bemadetransparenttoavoidthepossibleconflictsinthecommunities.Thehouseholdsthatwillbesupported for emergency shelter kits will receive the household items. Post-distributionmonitoringsurveywillbeundertakentoassessappropriateness,relevanceandutilization.ThetotalbudgetforOutput1isUSD449,980.TheSecondOutputoftheAppealisonincreasingaccesstoimprovedWASHservicesoftheflood-affected population. Through this output, the Appeal will reach 1,505 households with a totalbudget of USD 167,165. A detailed assessment will be undertaken to assess the status of theaffectedwaterpointsinthetargetlocations.ThefindingsofthestatuswillalsobemappedusingGISfordatavisualization.Themostofthecurrentwaterpointsinthetargetlocationsareshallowtube wells. These tube wells and other water points or sources will be disinfected. Similarly,sustainablewaterpointswill beestablishedduring theearly recovery. The responsewill ensurethat the flood-affectedpeoplewill have access to clean, safe and adequatedrinkingwater. Thewater point restoration work will be carried out through the water users committees. Waterqualitytestswillbeundertakentoassessthequalityandmitigationmeasureswillbeundertakento ensure thewater quality. The projectwill support construction of temporary latrines for thedisplacedpopulationastheimmediateresponsetocreatelasting,positivechangeforwomenandchildrenbymaintainingprivacyofwomenandgirls.ThecaseloadforeachlatrinewillbeaccordingtotheSpherestandards.Duringtheearlyrecovery,theprojectwillsupportforrobusthouseholdlatrines. Thedetails andmodalityof support such as cashormaterialswill be suggestedby theWASHcoordinationcommitteesateachdistrict.Hygienewillbeanessential component for theWASH intervention. Without a comprehensive approach to hygiene promotion, there will belimited benefits from the water and sanitation support. During the immediate response, thehygienewillfocusonmasscommunicationapproachthroughCommunityHygienePromotersandwillgraduallymovetohouseholdhygienepromotionactivities.ThehygienepromotiontoolsthatweredevelopedduringNPL161willbeutilizedduringthisresponse.Theresponsewillfocusonkeyhygiene messages such as hand washing at critical times, use and maintenance of latrines,consumptionofsafedrinkingwater,foodandmenstruationhygienemanagement(MHM).

ThirdOutputisfocusedonrestoringlivelihoodswillreach17,480individualswiththetotalbudgetofUSD486,650ThisAppealaimstosupportvulnerablefloodvictimstospringbackfromtheheavylosses endured from the torrential rain fromAugust 11onwards. The flood-affectedpeoplewillaccessseeds, feed,plastictunnels, fertilizer,extensionservices, fingerlings,poultrychicks,goats,buffalos,animalsheds,andveterinarycampstostarton-farmactivities.Further,microirrigation,agriculturalroad,haatbazaar,storagesandpondsrestoration,machineryandequipmentsupportsand technical supportwillbeextended through theAppeal.To revive localeconomyandcreateemployment, indigenoushandicraftmicroandsmallenterpriseswillbesupportedand ifneededaccesstorawmaterialswillbeeased.Themicrocreditsupportwillbeutilizedtostartsmall,quickandsmartimpactactivitiesliketostartretails,groceries,tea/coffeeshops,tailoringshops,barbershops, tiffin shops or any other activities relevant to the local context to make local economyfunctional. The buyer-seller meetings will restore the broken linkages between producers andmarketers. Insurancewill be introduced to flood-affected people tomitigate risk of investmentmadefromfuturelosses.TheFourthOutputunderOutcomesecond is focusedonDRRthatwillsupportcommunitiesandthe local government for coordinatedandeffective responseandpreparedness.TheAppealwillworkdirectlywiththeDDRCsandthecommunitieswithUSD139,189.Inaddition,thisoutputalsoaims for well being of flood-affected population through recreational and other psychosocial,protection and care support activities. The Appeal will directly reach 700 householdswith USD45,600.TheAppealwillreviewexistinginstitutionalstatusofdisastermanagementgroupsortaskforceinlocalbodies.Existinggroupswillbereviewedbasedonexistinglocalgovernancestructureand will further clarify their roles and responsibilities. Supporting agencies, development lineagenciesandtherepresentativesoflocaldisastermanagementcommitteeswillbeinvitedtotheworkshopthatwillbefocusedonadvocatingtomainstreamDRRintotheirprogramsandallocateresources accordingly. Based on the assessment, the Appealwill provide orientation sessions ifrequired foreffective functioningof thecommittees.TheAppealwillprovideevacuation,searchand rescue and first aid materials and equipment. This Output will organize capacity buildingtraining in psychosocial support in communities affected by flood. Mainstreaming psychosocialsupport intohumanitarian sectors providingbasic services and security is found tobe themostefficient way to address the psychosocial well-being needs of the majority of people after anemergency.Trainedcommunitymediatorsandcommunitymobilizerswillaccesspsychosocialandprotection issues and concernswith the community groups, school and youth groups. Theywillsupportwithrequiredtools,techniquesandmaterialssuchasrecreationmaterials,games,etc.

2.5. Rapid assessment of flood-affected area, on-site inspection and consultation with stakeholdersinformedACTpartnersoffollowingriskswhileimplementingtheactions.

Climatechange:TheweatherpatternsintheplainsofNepalischallenging.Theabruptcoldwaves,hailstorms and another heavy rainfall in the region may affect the early recovery action. TheAppeal will establish close cooperation with department of hydrology and meteorology to beinformedonsuddenchangeintheclimateandotherpartners,internationalredcrosssocietyandgovernmenttoidentifyandmitigaterisk.

Political unrest: During the last few years, ethnic and communal violence have surfaced morepronouncedly in the flood-affected areas. A close collaborationwith local political parties alongwithgovernmentinstitutionsandlocalauthoritieswillminimizetheinvestmentriskoftheefforts.

Local, provincial and state level elections: Therewill be local level, provincial and national levelelections during the project implementation period. The project will work closely with localauthoritiesandwillbeabidedwiththeelectioncommission’snotice.

Underrepresentationofwomen:Therecouldbeunderrepresentationofwomenasbeneficiaryintheearlyrecoveryproject.GESItoolsandclearactivitiestowardsremovingbarrierstomakewomenparticipationwillbeensuredbyrespectiverequestingmembers.

2.7. Sustainability/ExitstrategyTheproposedresponseisalignedwithgovernmentneedsandprioritiesandfieldfindingsduringonsite inspections.Theshelter,WASH, livelihoodsandDRRactionsarecloselyaligningwith localauthorities. The transitional/emergency shelter will be supported with reusable raw materials,WASH/hygiene activities will closely be carried out with community-based organizations, localauthoritiesandcloselycoordinateactionswithreconstructionauthority‘sguidelines.Thefacilitiesdevelopedwillbeofpermanentandsustainablematerial.Accesstowaterwillbesafealongwithimproved sanitation and hygiene behavior, which will be an integral component of WASHintervention. Livelihoods activities will bemore focused on the knowledge of communities andlinked with government priorities. The disaster preparedness activities are more on awarenessbuildingof communities to identify,manageandmitigate future risks. Itwillbe implemented inclose coordination with the local authorities. The Appeal will provide continuous Psychosocialsupport to the most needy and support them to get out of trauma. The Appeal will facilitate the linkages, coordination and streamlining betweendevelopmentandhumanitarianprogrammingthatwillensuremoreeffectivenessandefficiencyofthe assistance efforts. Through inclusiveness and partnership, a transition to more integratedresiliencebuildinginfloodhitareascanbeachieved.

2.8. BuildingcapacityofnationalmembersTherearenonationalACTmembers inNepal.Havingsaid that, theAppealwillbuildcapacityofthe implementing partners for better response and preparedness. This will also focus onorganizational development of the implementing partners such as financial management,procurementandlogisticsmanagementcapacityincludingresults-basedmonitoringandreportingthroughtheuseoftechnologiessuchasmobileapplicationanddatabasemanagement.Capacitybuilding of the CBOs is also amajor focus of this Appeal which will be done through differenttraining. The intervention will be implemented through committees such as Water Users’Committees,DisasterManagementCommittees (DMCs), LivelihoodCommittees,etc.Similarly, itwill work closely with the DDRC for ensuring effectiveness of inventory management andcoordinationmechanism.

3. PROJECTIMPLEMENTATION

hygiene promotion, emergency shelters and non-food items. The livelihood activities areimplemented to restore livelihoods of vulnerable flood-affected people in the flood-affecteddistricts. Many families in the affected areas are now living in a situation of a camp (but notorganized)oralongthehighway.Therefore,theimmediatesupportnowrequiredintheseareasarelifesavingintervention.Similarly,someofthepopulationwillremaininthesedisplacedareasas theyhave losteverything suchashouse,essentialdailyutilities, foodgrains, livestock, crops,etc.ThisAppealhasbeendesignedbasedonthepreliminaryassessmentreportundertakenbytheACT Nepal Forum Secretariat with support from requesting members and their implementingpartners includingmedia reports, consultations in the clusters including staff of the requestingmembersontheground.Beforetheactualresponse,adetailedassessmentwillbeundertakeninthe targeted affected locations to identify the most vulnerable communities. For effectiveresponse and planning process, the requestingmemberswill utilizemobile applications such asKOBO,AKVOFlowandMagpi.Therehasbeencleardemarcationamongtherequestingmembersonlocationandsector.Eachmemberwillbeassignedasectortomaintaintheuniformityacrossthe targeted districts. Thememberswill coordinate closelywith the local government includingthe DDRC. The responsewill be led by the implementing partners of the requestingmemberswhere they will provide technical support and backstopping, thereby ensuring the quality andeffectiveness of the response. The project will implement cash-for-work and voucher that willsupporttoincreasethepurchasingcapacityoftheaffectedcommunitiesaswellaswillcontributeto rebuild thecommunity infrastructure.Cash transferwillbe inplace to restoreand revive thesocio-economicinfrastructuretoengagevulnerableflood-affectedpeopletostartproductionandpromotionoftheirproduces.Amultipurposecashgrantsthroughgroupsandcooperativeswillbepromotedacrossflood-affectedregions.Thiscashgrantswillbeusedtorestoreorstartnewsmallenterprises like retail shops, tiffin shops,etc.Agroupwill be formedoranarrangementwill bemadewithcooperativestosupportthevulnerableflood-affectedpeople.Alltheabovedescribedmodels have already been implemented in Nepal Earthquake Response Programs (NPL151 andNPL161). The socio-economic infrastructure revival along with above stated livelihoods willsupport the flood-affected communities to recover from the damage and stress. However, thecash-for-workwillbestartedatleastafteronemonthfromtheimmediateresponse.

3.4. ProjectStakeholdersTherequestingmemberswillhaveclosecoordinationandlinkageswithrelevantministriessuchasMoHA,MoWCSW,MoFALDandUNclustersformappingofresourcesandjointactions.Withthecurrent state restructuring and local elected representatives in place, the Appeal will establishclose coordination and linkages with the local government, DDRC and the CDO office in therespective districts. Similarly the requestingmembers and their partnerswill have coordinationand linkages at local level for planning and implementation of the project activities. Localgovernmentbodies,othersupportingagenciesandcommunitygroupswereconsultedduringtheplanningandwillbeinvolvedthroughouttheimplementationofactivities.

3.5. FieldCoordinationThe requesting members will coordinate with all the relevant humanitarian actors at central,district,rural municipal and municipal levels through regular meeting, monitoring visits, andsharing workshops.The response will be implemented in close coordination with district-levelauthorities, including DDRC and sector clusters, VDC representative and local disaster

managementcommittees.Requestingmemberswillalsoparticipateinnationalclustermeeting-Shelter, Food, WASH, Logistics, Protection (includes psychosocial support) and cash transfersworkinggroups.Atthedistrictlevel,theAppealteamandtheirimplementingpartnerswillcloselyworkwithDDRC,localauthoritiesandothersupportingagencies.Localimplementingpartnerswillalsocoordinatewithdistrict,ruralmunicipalandmunicipalauthoritiestoavoidduplicationandforbettercoordination. Reviewandsharingmeetingwillbeconductedamongtheactorsatdistrictlevel toensurebettercoordinationand linkage.Project interventionswillbecarriedout inclosecoordinationwithaffectedcommunities,localdisastermanagementcommitteesandlocalbodies.TheProgramOfficers/Coordinatorswillberesponsibleforcoordinationandimplementationattheresponsesites.

3.6. ProjectManagementThemanagementteamofrespectiverequestingmemberwillmanagetheproject.Theywillputinplace regular monitoring processes including field visits, stakeholder engagement, beneficiaryconsultations, and government interface. At the same time, there will be regularmonthly/quarterly meetings and reporting back to the requesting member country office. ACTAllianceNepalForumSecretariatwillcoordinatetheACTpeermonitoringProjectTeamcomprisingsector specialists, procurement and support will be oversight by Senior Management Team ofrequestingmembers. Similarly, implementing partnerswillmanage field staff and volunteers torespond at the field levelwith technical support of requestingmembers. Requestingmembers’financepersonnelwillmonitorandcontrolthefinancialmanagementandmakeperiodicvisitstotheprojectlocations.Internalauditwillbecarriedoutatleastonceayearandtheexternalauditorwilldofinalauditattheendofproject.

3.7. ImplementingPartnersAlltherequestingmembershaveidentifiedtheirlocalpartnerswhomtheyhavebeeninterveningtheirprojectsfor lastcoupleofyears.Requestingmemberswillhavetheirrepresentativesinthedistrictsandatthecentrallevel.Incaseoftworequestingmembershavingsamedistrictandlocalpartner,thegeographicallocationandsectorwillbedifferent.ACT Alliance Nepal Forum members follow fundamental humanitarian principles of humanity,neutrality,impartialityandindependenceandhaveendorsedCoreHumanitarianStandards(CHS),Sphere Humanitarian Charter and Minimum Standards in Disaster ResponseandadheresprinciplesoftheCodeofConductfortheInternationalRedCrossandRedCrescentMovementandNGOs inDisasterRelief.ACTmembers incorporatesthespiritof thesame intheimplementation of the project. Also, it helps its partner organization and other agencies toincorporatethespiritintheirprogramandoperationmodalities.

3.8. ProjectAdvocacyACT Alliance Nepal Forum believes that advocacy is instrumental to raise voice of the disasteraffectedpeople,sharetheir issuesandplightandtomakethegovernmentrespondtheir issues.Overallaimofthehumanitarianadvocacyistoensurethatresponsesareappropriatetopeople’sneeds and rights and to make sure that humanitarian principles are adhered. Humanitarianadvocacyisaimedatmakingnecessarychangesinpolicyorpracticethatcanholdsduty-bearersto account for their responsibility to fulfil affected population and to ensure that the voices of

An instrumentinrelationtohumanitarianadvocacyistheestablishmentofamechanismwherevoicesandissuesofconflict affected communities are collected and addressed. Also, the project develops amechanismwhere issues of disaster affected communities are discussed in district andnationalleveltoaddresstheirissues.Someofthediscussionandconsultationwillbeaimedatinfluencinggovernmentpoliciesandprograms.

3.9. Private/Publicsectorco-operationThe Appeal will recognize private sector as an integral part of early recovery. The traders,industries, service providers, transporters and retailers will ensure the quality of products andservices offered to recover the economy. As a buyer of the produce produced from thecommunity, the private sector actors will ensure fair price and hassles-free transaction ofcommodities. All the activities engaging cash transfer will be utilizing the available serviceprovidersandpromotebranchlessbanking intheabsenceof financial institutions intheworkingareas. The project will harness the culture of risk transfer by promoting insurance of thehousehold assets such as livestock,water system, etc. In courseof activity implementation, theprivatesectorwillmaketheirpresenceandensuretimelyandqualityservices

Post-distribution monitoring survey, review and reflectionworkshopswillbecarriedoutduringandafterthecompletionofactivities.Thesesametechnicaltools will be used to collect qualitative information from beneficiaries and other stakeholdersregardingRequestingMembers’andtheir localpartners’performance.Anecdotalevidence,casestudies,andvisualevidencewillbeusedforqualitativeinformation.

4.2. SafetyandSecurityplansDuring the implementation phase, some of the potential safety and security risks envisaged tostaff are epidemic, extortion, crime and political and social disturbances. There is a risk ofspreadingcholera,typhoid,encephalitisandmalariaandthereisapotentialriskforanotherwaveof flash flood in the low land. Various arms groups are active in the Terai which could riskimplementingpartners.Thereisapotentialriskthatrequestingmemberstaffcouldbevictimizedfor ransom. This will be achieved by timely circulation of information (i.e. security assessment,updates,advisories)andwellcoordinateamongstimplementingagencies,staff,stakeholdersandpartners.Toreducetheexposureofthreatorreducingtheimpactifanincidentdoesoccur,ACTAllianceNepalForumhaveeffectiveplanforthesafetyandsecurityofallstaff. Staffandboardmembers of local implementing partners will be provided safety security and first aid trainingfocused on the current situation and developments. Adequate risk assessment, planning anddevelopingsmartworkplaniscriticaltosuccessfuldealingwithDRR.Buildahighdegreeoftrustand acceptance in the local community will help partner’s staff to avoid the highest riskenvironments. All member organizations have crisis management structure to manage anyincidenttoprotectlife,secureassets,securetheorganization-anditsreputation.

4.3. KnowledgeManagementKnowledge management being a process of capturing, distributing and effectively usingknowledge, requestingmembers plantoshareresourceseffectivelywhether it isexperthumanresource, sharing information, policiesandprocedures for theuniformity.Reviewand learningworkshops will be organized regularly as a platform for sharing learning, knowledge, andchallenges.Documentationofdatabase,casestories,andperiodicreportswillbeanessentialpartof the program. ACT Alliance Nepal Forum will be accountable for generating and maintaininguniform database across the requesting members. Similarly, the forum will be responsible fororganizingbaseline andendline surveys. The Forumwill coordinate impact evaluation, comeupwithlearning-sharingdocuments,andreports.

5. PROJECTACCOUNTABILITY

5.1. MainstreamingCross-CuttingIssuesSingle women, girls and Dalits and elderly people who have lost their homes and are mostvulnerable will be targeted for support in the Appeal under the principle of “Leave No oneBehind”. Women headed-households due to permanent or temporary migration of husbandsabroad are resource-stressed in normal conditions and therefore differentially affected in this

The condition of chronically ill, elderly and disabled people has not been assessed in theimmediatedaysafterthefloods,butinitialinformationpointtoarangeofspecificneedsthathavearisen as a result of the crisis (lost aids, emotional stress, anddisorientation, inability to accessservices).Requestingmemberswillmainstreamthecommunity-basedpsychosocialsupport(CBPS)principles adoptedby the Inter-Agency StandingCommittee forMentalHealth andPsychosocialSupport in Emergency Settings (IASCMPPSS) in all of the activities. All requestingmembers arecommitted to the Core Humanitarian Standards (CHS) principles, especially beneficiaryparticipationthroughfocusgroupdiscussionsandawarenessraising.Therequestingmemberswillwork closely with disaster management committees and local government structures duringresponse,recoveryandpreparedness.Localgroupsanddisastermanagementcommitteeswillbeoriented for renovating their shelter andWASH structures by keeping in mind the principle ofbuilding back better, reinforcing their resilience. Flood-affected communities will be supportedwitheconomicactivitiestorevivetheirlivelihoods.Itwillhelptostrengthencapacitiesandcopingmechanismofaffectedcommunities.

5.1.1. GenderMarker/GBVFor the development of this application, the requesting members have rapidly analyzed thesituationofmenandwomen,elderly, adolescentgirls,PwDsandotherethnicgroups, and theirvarious needs. The requestingmemberswill conduct target assessment survey andwill identifymale/female-headedhouseholds,highlyvulnerablegroupssuchassinglewomen,seniorcitizens,peoplewithdisability,pregnantandlactatingwomen,sociallyandeconomicallypoorhouseholdssuchasDalitsandJanajatigroups.Aparticipatoryapproachtomeaningfulinvolvementofwomen,girls,boysandmenof differentageswillbe involved inplanningprocessesandtheir issuesandconcernswilladdressed.Someofthesegroups,however,expressedtheirhesitationtoputintheirviewsinbiggerfora.Thiswillbespeciallydealtbystaffwhowillbepreparedforsuchdiscussionswell in advance. These groups were frequently consulted and will be involved throughout theAppealperiod.ThevulnerabilitycapacityassessmentexercisetobeconductedbythisAppealwillfurther identify the problems and needs of these specific groups; thatwill be addressed in theresponseplan.Theprojectteamwillalsoorientbeneficiariestogenderandprotectionissuesandmaintaingenderdisaggregateddata/information.Theprojectteamwillbeinclusive.

5.1.2. ResilienceMarkerThe proposed Appeal will contribute to making the flood-affected people resilient to futureshocksandstresses.TheAppealwillstrengthenthelocalcapacitiestoplan,prepareandcopewithshocks and stresses to reduce future risks. Intervention will support to meet their immediateneedsandtorecovertheirlivelihoods.Theinitialassessmentwasdoneincoordinationwithotheragenciesworkinginthedistricts.Thepreliminaryneedassessmentconsideredthevulnerabilityofdifferentpopulationgroupssuchasdisplacedpopulation,childrenandoldagepeople.Basedonthe assessment report, the response will be considered as per their need and concern. Theproposed response will capacitate the communities and local bodies to cope and mitigate thefuturehazards.

5.1.3. EnvironmentalMarkerFlood response is solely addressing the immediate relief and recovery activities such asdistribution of relief items, livelihood recovery and rehabilitation of WASH facilities. Local

resourceswillbemobilizedwhile renovatingof community infrastructure.Hence, suchactivitieswill not deteriorate environment. The Appeal will emphasize on resilient livelihoods promotionthroughadapting eco-friendly, cost-effectivemeasuresbypromoting indigenous knowledge andappropriate technologies and community-basedactionswith climate change-sensitive farm- andoff-farm technologies, etc. Farm- and off-farm-based micro-enterprises will be promoted byadopting environmental-friendly technologies and practices. The intervention will adoptenvironmentallyfriendlypracticesasfaraspossibleandenvironmentalassessmentwillbecarriedoutwherenecessary.

5.1.4. ParticipationACTresponsewilldevelopsystemtoensureactiveparticipationofaffectedpeopleandcommunityleaders during need assessment, targeting, distribution and review. Meeting minutes andverificationlist(asevidences)willbekeptinpartners’officeofrequestingmembers.

5.1.5. Socialinclusion/TargetgroupsTargetassessmentsurveywillbeconductedanditwillidentifymale-/female-headedhouseholds,highly vulnerable groups such as singlewomen, senior citizens, peoplewith disability, pregnantand lactating women, socially and economically poor households such as Dalits and Janajatigroups.Basedonthereportoftargetassessment,genderandprotectionneedsandinterestswillbeaddressed.

5.1.6. Anti-terrorism/CorruptionRequesting members ensure sound financial management, and managing fiduciary risk will befundamentaltothesuccessofanyhumanitarianresponse.Therequestingmemberswillthereforeorientpartners to theprocess andapproachandadopt transparent/ financialmanagement andauditprocedures.Ourapproachwillensuretheresponsebudgetsanditemswillbeusedfortheirintendedpurposeandcommunities.

5.2. Conflictsensitivity/donoharmThe requestingmembersare thememberofAINand theyareabidingwith theBasicOperatingGuidelines(BOG)andDoNoharmprinciplesdevelopedbyAINanddonors.TheresponseteamwillbeorientedonCHS and codeof conduct.Ourworking approachwill insure theparticipationofaffectedcommunityand localbodiesduringplanningandmonitoringofresponse.Targetinganddistributionwillbedonewithoutbiaspartiality.Distributionlistwillbedisplayedinpublicplacesand verified by local bodies before distribution of relief/recovery item, which will increaseownershipandreducethefiduciaryrisk

5.3. Complaintsmechanism+feedbackTherequestingmembershavealreadyestablishedcomplaintshandlingandresponsemechanismintheirrespectiveofficeatcentralandpartner levels.Samesystemwillbefollowedinnewareaand partners. Complaints handling and response committees will be formed by partnerorganization. Complaints/feedback collection mechanism will be set up at response site andproject level. A separate complaint registerwill bemaintained by the local partner andwill beaddressedoperational level complaints instantly.However, serious nature of complaints (sexualabuse,harassment,anddiscriminationofanykinds)willbehandledbyauthorizedcommittee.Thetimeframeforreceivingthecomplaintsandresponsewillbe30days.
