From the Superintendent2020! HAPPY NEW YEAR AND BEST WISHES AS YOU ATTEMPT TO KEEP ALL THOSE NEW YEAR RESOLUTIONS!

I hope everyone had a wonderful holiday/vacation and the opportunity to spend quality time with family and friends. Before moving onto a discussion of 2020 events I would like to extend a sincere thank you to all of the following for their support of our school, students and community. Your gen-erosity speaks volumes as to the strength, care and concern members of our community have for each other. • The LCS Key Club, Student Council, faculty and staff that

helped to sponsor families needing a little extra help for the holidays.

• The Oneonta Rotary for their annual gift of dictionaries and thesauruses to the 3rd and 6th grades.

• The Oneonta Rotary for sponsoring Operation Warm whereby several Laurens students, grades K-4, received brand new winter coats.

• The Village of Laurens for sponsoring Santa at the Ga-zebo for our students in grades K-3.

• To everyone involved in helping to organize and run our weekly food backpack program and monthly hygiene backpack program.

• The Mt. Vision Garden Center for providing all of the beautiful poinsettias for our holiday concert.

The month of January marks the middle of the school year. It is hard to believe but we have:• Completed the fall sports season, two concerts, and the

annual drama production;• Begun our winter sports season with high hopes for very

successful seasons;• Started to plan for next year’s course and class schedule

and the school calendar; and• Seniors are making plans and arrangements for their end-

of-year activities!We have also begun the process of preparing the budget

for the 2020-2021 school year. Over the next several months, the Board of Education and I will be working on the develop-ment of a budget that will provide the best possible educa-tion for our children—a budget that our community can and will support. Your input is a valuable part of this process. Please watch for Community Budget and the Public Hearing Meeting dates to be announced in future newsletters.

In addition to the 2020-2021 budget, we have started the process needed to propose a Capital Project to the voters this May 2020. Information on the proposal can be found on page 3 of this newsletter. Please review the information provided and look for future meeting dates that you can attend to find out more about the project; what is proposed to be included, the needs, and the costs. Please know also that the implementation of the proposed project depends on the guarantee of State Aid.

We are excited about the possibilities and programs this project could provide for our students and our community!

tion session. Students will receive registration information and notice of when and where this session will take place, 6th Period.

session in the HS Library, 10:00 a.m. 5 10th grade trip to OAOC (Milford BOCES) CTE

programs. 14 SAT registration deadline for the March 14 exam. 28 ACT registration deadline for the April 4 exam.

JANUARY REGENTS EXAMSRegents exams are scheduled for January 21-24. If you

are planning to retake a Regents exam, please see Mrs. Sider ASAP. Reminder letters will be given to students beforehand.

HERKIMER CCC COLLEGE NOW SPRING COURSE REGISTRATION

Students will be given spring course registration and pay-ment information on January 30, for second semester courses. All Herkimer CCC College Now courses are tuition free! All students must turn in their registration forms before or at the February 6 registration session. Students will receive specific information in the near future.

CLARK SCHOLARSHIPSSeniors were given the Clark Scholarship information

and instructions in December. The final application must be completed and submitted online by January 17. This award is primarily based on academic achievement, but other factors are considered. Students will receive response letters from the Clark Foundation sometime in March.

PROPOSED CAPITAL PROJECTThe Board of Education has given their approval to move

forward with a May 2020 Capital Project Vote. The proposed project will focus on: Student Program needs,

Building Needs, and Tax Payer needs.PROGRAM AND BUILDING NEEDS

Yes, parts of our building are beautiful; however, there are sections that need to be addressed:• Classroom Door/Security Hardware Upgrades• Main Side Entrance: Door Hardening/Secure Vestibule• Pre-K Program Space• Family and Consumer Science Room renovation (1990

build—pushing 30 years old)• Exterior Lawn Signage Upgrade (original

construction—1973)• Ceiling and Light removal and replacement in 1955

section (six classrooms)• Village Library: ADA Upgrades, Fire Alarm, Wireless

Internet access• Athletics: Situation with Athletic Fields and lack thereof.ATHLETICS

Our District presently uses multiple fields for our athletic teams that do not belong to the District. Those fields include the Mt. Vision Fireman’s Softball Field for our Modified and Varsity Softball teams for both practice and games. The Dis-trict also borrows field space from a local resident, Mr. Daniel Liddle, for Modified Soccer practices, Modified Baseball practices and Modified Softball practices. The Youth Soccer teams also use those fields for practice. (Mr. Liddle’s fields cannot be used for any games due to the condition of the fields. Also, as the District does not own the field, the State Education Department will not allow the use of District funds to improve those fields.)

As you may be aware, the Mt. Vision Fire Department is planning to build a new Fire Station on the property that they have been allowing the District to use for our Softball Field. We have been anticipating this for the past few years, but the reality is upon us. Without a softball field we are facing a Fed-eral Title IX violation, which basically means that we cannot have a baseball program (male sport) without also offering a softball program (female sport). And, why would we want to?

In addition, we have also been borrowing more field/practice space for our Track and Field programs from both Oneonta, SUNY Oneonta and Milford. All of that could end at any time as the districts allowing our school to use their land and/or facilities, could decide to use the land for other purposes. They could also continue to allow the use of the land but charge a fee. And, there are additional transportation costs associated with using these facilities.WHAT ARE WE PROPOSING?We are proposing a Two-Phase project.

Phase I will be voted on in May 2020.Phase II will be voted on in May 2024 or 2025.

Why a Two-Phase project? We are timing the projects to coincide with the final pay-

ments of previous projects. The goal of using a Two-Phase

timeline is to make sure the projects do not impact the tax levy in any given school year.Phase I of the prject will include the following:• All Security, classroom, and program needs as listed,

including the Village Library.• Athletic program needs including the purchase of land,

conversion of the present baseball field to a softball field, and constructing a new baseball field. The existing baseball field is a “short/small” field when considering field size regulations. It is however, the correct size for softball.

What will be the cost of the project?There will be NO impact on the tax levy as a result of this

project. Timed correctly, we will have:• A previously voted upon BOCES Building Project

payments coming to an end. • Use of the funds from our Capital Reserve which have

been set aside annually and that can only be used for Capital Projects.

• Approximately 87-90% of the project covered by State Aid. The District will not move forward with this project without the guarantee of State Aid.

Phase II of the ProjectPhase II of the project will include a new roof over the 1990

section of the building, a Track, including all field events, and a regulation Soccer field and any other building needs that arise. Planning and voting for Phase II of the project would occur during the 2023-2024 or 2024-2025 school years.Why propose this now?

Several Reasons: Student Programs, Increased Security, and Athletics—we need improvements in all. We have been fortunate to have had the use of the Mt. Vision Field for many years, but that is coming to an end. We cannot afford to rent space in Oneonta for practices and games on a continued basis, and we cannot just have all of our softball games away. Again, this would be a Title IX violation.

The property we would need is available for sale now and the land owner has agreed to hold the property off the market for a May vote. The purchase will include approximately 42 acres.

The new State Tax Cap regulations, in addition to NYS Building Aid regulations, have a direct impact on the timing of when individual projects should be proposed and voted on. For this project, the District is timing both phases to comply with all State regulations resulting in no impact to the tax levy (for either phase) as a result of the project and maximum State aid, allowing for smooth budget practices.Time Line for Phase IMay 2020: VoteFall—Early Winter 2020: Architectural Design Phase and

Submission to SEDWinter—Spring 2021: Obtain SED approval and put

project out to bidSpring—Summer 2021: Begin ConstructionSchool year 2021-2022: Completion of Phase I

Who’s New to Laurens!I would like to introduce myself

to the Laurens CS community. My name is Jason Stone and I will be the new Head of Transportation upon the retirement of Ken Clow at the end of December. I come to Laurens from the Cooperstown CS community, where for 11 years I was not only a full-time member of their transportation depart-ment, but I spent my time there as a

substitute teacher and CROP team leader also.I have a wonderful wife and two grown children, one who

works locally here in Laurens and one who is in Florida study-ing to be an aerospace engineer (yes a real rocket scientist!). I have been a part of 4-H since I was in high school and am still active with the Otsego Cooperative Extension program. I enjoy running, biking, hiking, and traveling to new places.

I’m looking forward to meeting everyone here at Laurens CS and being a member of this wonderful school.

CROP NewsThis will be an exciting month for us with outside guests

sharing their talents with our children in CROP.The 6-8th graders will continue their unit with Coopera-

tive Extension learning about good food, exercise, making choices, and learning to make healthy snacks. They will also be continuing with Hawk Circle, and an artist teaching about water color pastels.

Our 2nd-5th grade groups will enjoy a program with CANO called an Author’s Visit, while the K-3rd grade students will enjoy a program on the World of Music.

For the second year some of our students are teaming up to learn how to program a robot to follow a specific path. They will be entering the RoboRAVE competition held in March.

Several people stepped forward to help with the Girls on the Run program and they will be attending a training in January. I would like to thank them for their help. This program is for girls in grades 3-5 and starts in March. Watch for registration dates in February.

Please see the notice on Catch Me Cooking that starts February 25. This program is for any student/parent team. You do not have to be registered in CROP to participate. You can sign up for the program any time by calling the school at 432-2050 or the CROP Office 432-0958. Enrollment is limited so please sign up soon.

When To Keep A Child Home With Illness Sometimes it can be difficult for a parent to decide whether to send

children to school when they wake up with early symptoms of an illness or complaints that they do not feel well. In general, during cold and flu season, unless your child is significantly ill, the best place for them is in school where they have all already been exposed to the same germs and where they are less likely to expose other more vulnerable people, like the very young or very old, to their routine bouts of cold and flu. Remind and show your children how to discard used tissues promptly, not to share personal items, to cover their mouths when they cough or sneeze, to keep their hands away from their face, and to wash hands thoroughly and often with soap and warm water. Suggest that they silently sing the Happy Birthday song twice while washing their hands. There are some situations in which it is best to plan on keeping your child home for a day to rest or to arrange for an appointment with your health care provider.

WHAT TO WATCH FORThe following are a few such situations that warrant watching and pos-

sibly conferring with your health care provider:• Persistent fever greater than 100.0° F orally, including a fever that re-

quires control with medication, like Tylenol • Vomiting or diarrhea within the last 24 hours• Child is too sleepy or ill from an illness to profit from sitting in class all

day• Significant cough that makes a child feel uncomfortable or disrupts the

class• Sore throat that is severe, accompanied by fever and/or feeling ill, that

persists longer than 48 hours, OR after known exposure to a confirmed case of Streptococcal throat infection

• Honey-crusted sores around the nose or mouth or rash on other body parts that might be impetigo; or a rash in various stages including boils, sores and bumps that may be chicken pox; OR a significant rash accompanied by other symptoms of illness such as fever

• Red, runny eyes that distract the child from learning• Large amount of discolored nasal discharge, especially if accompanied by

facial pain or headache• Severe ear pain or drainage from the ear• Severe headache, especially if accompanied by fever• Any condition that you think may be serious or contagious to others.

If you send your child to school even though you suspect there may be illness as described above, please call the school nurse to provide her/him with phone numbers where you can be reached that day should your child become more ill and require early dismissal.

Finally, if you know your child is still running a fever, it is not a good idea simply to give them Tylenol and send them onto school because as soon as the medicine wears off, you are apt to get the dreaded call from the school nurse to leave work and come to pick up your feverish child. It is better to let them stay home in bed with a fever and take their medications at home until they are off all medicines and ready to learn for a full day in a classroom. If you find a pattern of your child’s asking to stay home from school, especially if they are falling behind or appear anxious by the thought of attending school, or if there does not appear to be any obvious physical symptoms, it may be a good idea to contact your school nurse and your health care provider to discuss your concerns. Remember, whenever you keep your child home from school, please call the school nurse or attendance office in advance of the start of the school day and leave a message that your child will be absent.

21st Annual Holiday ParadeOn Saturday, December 7, the LCS Marching Band and

Colorguard marched in the 21st Annual O’Connor Hospital Holiday Parade in Delhi. The band performed the Leroy Anderson classic Sleigh Ride, to which the Colorguard per-formed a prepared routine.

Despite temperatures in the mid-twenties with snow show-ers, the groups showed up and braved the elements to earn 2nd place in the Battle of the Bands competition.

High School Students Exhibit at Hartwick College Personal

Expression Art ExhibitionThe following students will have artwork in an exhibit

hosted by Hartwick College titled Personal Expression. Kiernan Dunham, Kendra Dunham, Charlette Sprenkle, Athena Saggese and Faith Gaglia will be displaying figurative paintings. Kassidy Qua, Sukesitha Kesavadev and Faith Gaglia will have ceramic pieces on display.

The show runs from January 3-24 in the Forman Gallery at Anderson Center for the Arts on the Hartwick College campus in Oneonta. A closing reception will be held on Friday January 24 from Noon-1:00 p.m. Gallery hours are Monday to Friday from Noon-8:00 p.m., but may vary depending on faculty availability.

Classroom Character Education Award Winners

The focus of this month’s character trait will be on Responsibility. Students can be responsible by doing what is expected, not making excuses, and holding themselves accountable for their own actions. Throughout the month of January and the rest of the school year teachers in K-6 will be teaching students the importance of acting responsibly.

On January 31, at 1:45 p.m. in the MPR the 3rd grade will be sharing information about how to be responsible. You will receive a notice if your child will be receiving an award. However, all are welcome to attend! Parking in the bus loop is not advised as buses arrive after 2:30 p.m. and you will be unable to leave while the buses are in the loop.
