1am pleased to present the 2 0 0 4 PNRI Annual Report. It embodies the collective
accomplishments of the staff in research and innovation, nuclear services, training and
information dissemination, and nuclear regulatory activities. Notwithstanding its limited
resources in funds and facilities, PNRI has once again used its avowed reservoir of creativity,
resourcefulness and commitment to public service, and generated results we all can be proud of, which
have benefited our clients and target end-users, enhanced public safety and security, and provided the
necessary scientific basis for environmental protection and sustainability.
The year past ushered in a new administration with a renewed commi tment to up l i f t the quality of life of
Filipinos. With nuclear science and technology (S & T) as an integral part of the National S & T Plan, the
PNRI fine-tuned its Medium-Term Nuclear S & T Plan ( 2 0 0 5 - 2 0 1 0 ) to be in the mainstream o f t h e
current development agenda. This Plan will serve as our road map to enable every staff to undertake
his/her role and contribute to the attainment o f t h e Institute's mission and vision.

Rice. The PNRI Agricultural Research Group (ARG) submit ted seed samples of PNRI-developed rice mutant lines to the Phil ippine Rice Research Institute (PhilRice) in Munoz, Nueva Ecija for mult ipl icat ion and general performance tr ials. The improved mutant variet ies submit ted to PhilRice were the Phil ippine Atomic Rice Cult ivar-1 (PARC-1), PARC-2, PARC-3, Bengawan mutant , Malagkit Sungsong, PNBB mutant , Denorado mutant I, and Azucena varieties. Samples of these mutant rice variet ies will be stored at the gene bank at PhilRice. At the PNRI experimental f ield, the ARG cont inued to evaluate data on yield performance and agronomic trai ts of four mutant lines previously obtained from crosses between Japanese rice and Bengawan mutant , Azmil and Bengawan mutant , IR-8 and Denorado mutant 1, and Azucena and Denorado mutant 2.
Mungbean and Peanuts. The PNRI pursued its study on determin ing the general performance and adaptabi l i ty to Phil ippine condit ions of 18 high-yielding mungbean mutant varieties and ten peanut mutant variet ies obtained from eight Southeast Asian countr ies part ic ipat ing in an International Atomic Energy Agency coordinated research project. This study is in col laborat ion with Bulacan Agricultural State College in San l ldefonso, Bulacan. In 2003 , the high-yielding mungbean variet ies identi f ied were KPS 2 variety f rom Thailand (1.27 tons per hectare); 2917A f rom China (1.23 tons per hectare); PSB Mg-1 and PAEC 3 from the Phil ippines (1.15 tons per hectare). In 2004 , the high yielding mungbean variet ies selected were Psj-B-11-17-6 (0 .888 tons/hectare) and Psj-8-31
(0 .838 tons/hectare) both f rom Indonesia; and CN 72 (0.827 tons/hectare) f rom Thailand. In 2005 , an addit ional tr ial will be conducted to select the most promising and high yielding mungbean mutant variet ies that can be recommended for plant ing in the Phil ippines.
In peanuts, high yielding varieties identi f ied were B / 3 0 / 1 2 / 1 0 f rom Indonesia (3.15 tons/hectare) ; V-97 f rom Vietnam (3.12 tons/hectare) ; and Binachina badam I f rom Bangladesh (2.88 tons/hectare) . Another tr ial will be conducted in 2 0 0 5 to evaluate fur ther the performance of the peanut mutant varieties.
Cashew and Mangosteen. Radiation technologyj. coupled with in-vitro culture and molecular marker technology, is being used by PNRI to develop high-yielding and early-matur ing dwarf and non-seasonal mutant variet ies of cashew and mangosteen which are important and high value crops. PNRI cooperators for this project include the

Ramon Magsaysay Technological University in San Marcelino, Zambales for the supply of cashew plant ing materials; the Municipal Agriculturist of Lucban, Quezon and five farmers f rom Lucban for the supply of mangosteen propagules. Project activit ies for the year focused on (1) the collection and propagation of d i f ferent variet ies for mutat ion induction and t issue culture studies, (2) the determinat ion of the radiosensit ivity of these crops to gamma radiat ion, and (3) growingof the M l generation.
Soybean. The PNRI, in col laborat ion with the Bulacan National Agricultural State College, cont inued its studies on select ing mutants with good agronomic characterist ics f rom five variet ies of irradiated soybean from the Phil ippines and Vietnam. This year, the third and fourth generat ions of the five soybean variet ies were grown at the PNRI experimental f ield to select plants that have drought tolerance, short stature, early maturity, and high yield. Preliminary results showed insignif icant di f ferences among the variet ies in terms of the number of days to flower. Gradual reduction in height resulted as the dose was increased.

This project is being carried out as part of the Mult i lateral Research Program (MRP-1) of the Forum for Nuclear Cooperation in Asia (FNCA). It is being funded by PNRI through its Grants-in-Aid Program.
Ornamentals. The PNRI-developed ornamental mutants (Murraya 'Ibarra Santos' and Dracaena 'Marea') that were registered at the National Seed Industry Council (NSIC) of the Department of Agriculture in November 2 0 0 1 were mult ipl ied for commercial izat ion.
The chlorophyll mutant Cordyllne 'Medina' was submitted to the NSIC for registration. Cordyllne 'Medina' has glossygreen leaves with irregular creamy white, purple and red-violet stripes. A chlorophyll mutant with green leaves that have whitish and reddish stripes was also induced in Cordyllne terminalis.
In Freycinetia multlflora Merr, a mutant with reduced leaf area and reduced thorns along the leaf margin was induced. In chrysanthemum, most number of plantlet format ion was obtained in plants irradiated with 20 Gy dose. A total of 164 plantlets that were developed from the Cattleya protocorm are presently being maintained in the PNRI greenhouse.
Molecular Techniques in Aid of Mutation Breeding Program
A molecular technique based on AFLP polymerase chain reaction (PCR) technology was used by PNRI to isolate genomic DNA markers in leaves of four irradiated cashew plants and in one unirradiated cashew plant. Information on the AFLP-PCR DNA markers/ f ingerpr ints obtained f rom the crops were encoded and included in the PNRI-developed computer database for crop mutants. This database serves as a resource material for commercial plant growers and provides information for easy selection of plant var iants intended for mass propagation.

demonstrat ion of the molecular technique was conducted by PNRI and experts f rom the International Atomic Energy Agency (IAEA). Part icipants to the course were mostly col laborators in the IAEA-funded technical cooperat ion project ent i t led "Enhancing Agricultural Productivity in Mindanao Through Radiation Technology (Component I - Fruit Crops and Component II - Rice Improvement)".
Food Irradiation
In col laborat ion with PNRI, the Bureau of Food and Drugs of the Department of Health (DOH) drafted the Administrat ive Order (AO) No. 152 "Prescribing Regulations on Irradiated Food". The draf t AO was f inal ized with the part ic ipat ion of the Bureau of Plant Industry, Bureau of Fisheries and Aquatic Resources, Bureau of Health Devices and Technology, and the National Meat Inspection Services. This AO was issued to ensure safe supply of irradiated food and prevent undue risk to safety and public health in the appl icat ion of ionizing radiation to reduce wastage caused by insects, microorganisms, physiological processes and to control pests of quarant ine signif icance in food. AO No. 152 was approved by the DOH Secretary in May 2004 .
Assessment of Bio-N Fertilizer for Corn Production
The PNRI conducted a f ield experiment at San Antonio, l lagan, Isabela to test the eff icacy of Bio-N bioferti l izer as seed inoculant on growth and yield of corn using nitrogen-15 isotopic technique. Bio-N contains nitrogen-fixing bacteria of Azospirillium spp isolated from the local grass " ta lahib". This study is in col laborat ion with the National Institute of Molecular Biology and Biotechnology (Biotech) and the Department of Agriculture - Cagayan Valley Integrated Agricultural Researches Center - Soil and Water Management Stat ion (CVIARC-SWMS).

Results of the study showed that Bio-N can fix approximately four to six ki lograms of nitrogen per hectare (kg N/ha) f rom the atmosphere. In terms of income, Bio-N appl icat ion per hectare gave a gross income of Php 14 ,341 .50 while the appl icat ion of 8 0 ki lograms per hectare of inorganic fert i l izer gave a gross income of only Php 8 ,148 .00 . The appl icat ion of one-half the recommended inorganic nitrogen fert i l izer at 40 ki lograms per hectare gave a gross income of Php 17 ,699 .80 and its combinat ion with Bio-N resulted in a gross income of Php 16 ,299 .80 . These results indicate that the use of Bio-N can offer better or at least equal monetary returns than inorganic nitrogen fert i l izer appl icat ion. Further experiments, however, need to be conducted for veri f icat ion.

Fertilizer-N Use Efficiency in Lowland Rice-Based Cropping System
The PNRI has been usingthe nitrogen-15 isotopic technique to determine the best combination of inorganic (commercial) and organic nitrogen fertilizer for rice-based croppingsystem. PNRI conducted a field exper iment for two croppingseasons in Talisay, Camarines Norte to complement the findings from two previous experiments in San lldefonso, Bulacan and Bucal, Calamba City.
Research f indings indicated that organic fert i l izer (compost) can reduce the use of inorganic commercial ferti l izer. The f indings supplement studies conducted by other organizations on integrated use of organic and inorganic fert i l izer sources and rice crop management. Fruit Fly Control
The steri le Insect technique (SIT), a nuclear technology, has been a major component in the island-wide integrated management program on the control of Oriental f ru i t f l ies in Guimaras province. Oriental f rui t f l ies (Bactrocera phlllpplnensls) is a major pest of mangoes that

damage at least 10 percent of the country 's mango production. In connection with the frui t fly control program, the PNRI cont inued to carry out the fol lowing SIT activit ies: (1) rearing of f ru i t f l ies at the PNRI entomology laboratory to maintain the stock culture and to use the f l ies for various laboratory and quality control tests; (2) improving the art i f ic ial diet of the frui t f l ies using sugarcane bagasse; and (3) conduct ing tests for the improvement of steri le male performance of the Oriental f rui t fly.
Improving Dairy Cattle Production
The PNRI, in collaboration with the National Dairy AuthoritySouth Luzon Island Office, has helped dairy cattle farmers improve the breeding and nutritional management of dairy cattle through the use of radioimmunoassay, a nucleartechnique, and urea molasses mineral block (UMMB) feed supplementation.
The urea m o l a s s e s minera l b lock f o rmu la ted by PNRI is used as feed s u p p l e m e n t f o r da i ry catt le.
Through the RIAtechnique, PNRI obtained knowledge on the reproductive status of dairy cattle. This is helpful in increasing the reproduction ofcows through propert imingofar t i f ic ia l insemination.
The PNRI and the National Dairy Authority conducted t ra in ing and information disseminat ion to smal l holder dairy catt le farmers in northern and southern Luzon on the commercial production and benefits of the UMMB supplement . These ef for ts resulted in the uti l ization of the supplement by 90 farmers f rom three dairy cooperatives in southern Luzon and 35 farmers f rom three dairy cooperatives in northern Luzon. The UMMB is a cheaper feed supplement for dairy catt le which consists of urea, molasses, rice bran, salt, mineral premix and cement as binder.
HEALTH AND MEDICINE
Radiation-Sterilized Amniotic Membranes as Biological Dressing
A total of 775 pieces of radiation-steri l ized amniot ic membranes obtained from human placentas were produced by the PNRI. The membranes were collected from the Capitol Medical Center and then processed and packaged in polyethylene pouch pr io r to steri l ization by gamma radiation at the PNRI gamma irradiation facility. The radiation-steri l ized membranes were clinically util ized as biological dressing for bedsores, clubfoot surgery, open wound and second degree burns of 78 patients f rom various hospitals.

Radiation Studies of Carrageenan
Hvdrogels as Dressing for Bedsores. Clinical studies were conducted on the use of the PVP-carrageenan hydrogel as an alternative to the tradi t ional wet dressing (saline dressing) in the t reatment of decubi tus ulcers or bedsores. The hydrogel was developed by PNRI through radiation crossl inking technology. At the Veterans Memorial Medical Center, cl inical tests were done on 6 1 patients with grades two to four decubi tus ulcers^ The effect ivi ty of the PVP-carrageenan hydrogel dressing in the t reatment of decubitus ulcers was compared to the wet dressing.
Results indicated that there was a decrease in the size of the ulcers for both the sal ine dressing and PVP-carrageenan hydrogel. However, decrease in ulcer size for the hydrogel dressing was signif icant ly higher than the tradi t ional dressing. This indicates that gamma-irradiated PVP-carrageenan hydrogel is superior to sal ine gauze in t reat ing decubi tus ulcers. In addit ion, the convenience of having to change the hydrogel dressing only every four days can ease the pain of the patient and may turn out to be more economical than the daily change requirement of the tradi t ional wet dressing.
Gamma-irradiated PVP-carrageenan hydrogel is superior to saline gauze in treating decubitus ulcers or bedsores.

Development of Carrageenan Foam as Hemostat. The PNRI, th rough its Chemist ry Research Group, has developed a new spongy foam type of hemosta t ic mater ia l f rom gamma- i r rad ia ted car rageenan. A hemosta t ic mater ia l is one tha t shor tens the c lo t t ing t ime of blood. The gamma-i r radiated hemosta t f oam is s imi lar to the impor ted hemosta t commerc ia l l y avai lable in the fo rm of gelat in foam (Gelfoam™). A t e a m of surgeons f rom Otolaryngology-Head & Neck Surgery of the Medical City hospi ta l conduc ted exper imenta l an ima l s tud ies on the ef fect iv i ty of t he PNRI-developed car rageenan ge l foam as a top ica l hemosta t ic agent versus Gelfoam™ and d i rect pressure us ing gauze alone. The resul ts indicate tha t car rageenan gel foam is comparab le , if not super ior to Gelfoam™ in ar res t ing bleeding. The invest igators suggest t ha t the PNRI-developed ge l foam may have app l ica t ions in procedures such as thyro idec tomies and ear surger ies. They recommended the conduc t of extensive s tud ies , inc lud ing c l in ical t r ia ls , to explore the o ther potent ia ls of t he car rageenan ge l foam.

Technetium-99m Generator Production
Technet ium-99 ( mTc) in sa l ine so lu t ion and its compounds are widely used in d iagnost ic medica l procedures. The commerc ia l source of "mTc is the so-cal led "Mo- " m Tc generator . In th is generator , "mTc is e lu ted as decay daughter of " M o tha t is adsorbed on a lumina co lumn. For the commerc ia l generators now in use, the " M o tha t is adsorbed on the co lumn is high speci f ic act iv i ty f iss ion mo lybdenum.
To produce a generator us ing low speci f ic act iv i ty reactor-produced " M o , a co lumn mater ia l t ha t wil l
absorb good quant i t i es of mo lybdenum is needed. In th is study, polyz i rconium mater ia l (PZC) produced by Japan is be ing evaluated as a co lumn mater ia l for the " M o - " m T c generator . Results of tes ts conduc ted by the par t i c ipa t ing count r ies ( the Phi l ippines inc luded) under the FNCA program on Reactor Research Uti l izat ion showed tha t PZC holds promise as a co lumn mater ia l for the reactor-produced " M o generator .
Mutational Screening for Workers Exposed to Mutagenic Agents
The PNRI and the University of t he Phi l ippines -Phi l ippine General Hospi tal (UP-PGH) used the PNRI-adapted HGPRT Muta t ion Index Assay protocol and Autorad iographic (AR) Assay to measure muta t ion f requency in 5 0 per iphera l blood samp les ob ta ined f rom medical workers exposed to mutagen ic agents at UP-PGH.
Result of AR analysis of workers f rom the Oncology Depar tmen t of UP-PGH showed 3 6 percent of workers (n=50) have greater than l V f (muta t ion f requency) va lue relat ive to 6 4 percent wi th less than 1 Vf. This indicates the possibi l i ty of workers wi th HGPRT gene locus muta t ion . However, fu r the r s ta t is t ica l analysis is needed for mean ing fu l in terpreta t ion of resul ts.

This year, ITRG analyzed the data ob ta ined f rom the month ly tests and evaluated the resul ts of the isotopic compos i t ion analyses done at PINSTECH. Results of the analyses ind icated tha t the re is hydraul ic connect ion between the reservoir and most of the spr ings downs t ream and t ha t the height of leakage in the d a m ranges f rom elevat ion 1 8 2 to 187 meters whi le tha t in the main d a m ranges f rom elevat ion 1 7 1 to 177 meters.
Urban Waste Management . The Isotope Techniques Research Group (ITRG) con t inued to s tudy the possible migrat ion of garbage leachate f rom the San Mateo landf i l l into groundwater wi th the aid of a radioact ive t racer. Nine years a f te r the in ject ion of the radioact ive t racer into the landf i l l , t he groundwater samp les were analyzed and were found negat ive of the t racer. This resul t is an ind icat ion of the integr i ty of t he barr iers against leach ing at the bed of the landf i l l .
High Technology Materials Development
Preparation of Rare Earth-Based Ferrimagnetic Materials. The Appl ied Physics Research Group con t inued the preparat ion and character izat ion of two types of fe r r imagnet ic mater ia ls t ha t have potent ia l app l ica t ions in the e lect ronics and commun ica t i ons industry. ENVIRONMENT
Harmful Algal Bloom (Red Tide) Studies
The PNRI, through its Chemistry Research Group, has been under tak ings tud ies on the use of nuclear techniques to assist in the management of red t ide or toxic harmful algal bloom in some important aqua culture areas in the country.
Receptor Binding Assay. This assay is a useful tool for measur ing the toxicity of shel l f ish dur ing the occurrence of harmful algal bloom (red t ide). It is also appl icable for regular monitor ing of shel l f ish to prevent paralytic shel l f ish poisoning (PSP) cases. The receptor binding assay can also be specially useful for the management of shel l f ish farms because of the sensit ivi ty of this assay technique.
As an IAEA regional resource uni t for receptor binding assay in the East Asia and the Pacific region, the PNRI hosted two visitors from Vietnam and Pakistan in 2004. The scientists observed the protocol for doing receptor binding assay of PSP toxins, primarily, the saxitoxins. Their visit included a tour o f a mussel farm in Cavite, which had been affected by Pyrodlnlum bahamense var. compressum bloom.
PSP Toxicity Assessment. The PNRI is under tak ing a study on the rate of uptake and rate of release of saxitoxins in mussels under laboratory and f ield condit ions. The source of saxitoxin is Pyrodlnlum bahamense var. compressum, an organism that causes paralytic shel l f ish poisoning.
The transfer o f t h e toxin f rom the algal cells to mussels and its release from the shel l f ish are important information in assessing risks due to toxic harmful algal bloom (HAB) or red t ide. It will also provide a foundat ion for risk management strategies that will benefit the f ish and shel l f ish industry.
In the init ial phase of the study, PNRI establ ished the protocols for conduct ing the laboratory and field uptake studies of saxitoxins in mussels. Field uptake studies were done on-site in Juag Lagoon which is located of f the coast of Matnog, Sorsogon in the direction of Samar island. The lagoon, about 20 hectares, has been experiencing recurrent blooms of Pyrodlnlum bahamanse var. compressum. Analysis revealed increasing level of saxitoxin in t issues within hours of exposure of uncontaminated mussels in seawater of Juag Lagoon.
The receptor binding assay is a useful tool for measuring the toxicity of shellfish during the
occurence of harmful algal bloom (red tide).
Sedimentation / Siltation Studies in Marine Coastal Areas, Dams and Lakes
PNRI is using lead-210 dating, a nuclear technique, to measure levels and changes ofsedimentat ion and siltation rates in water bodies. The lead-210 measurements, together with the other measurements, may be useful for resource managers in developing measures to maintain and even enhance the designated use o f the water body.
In previous years, the lead-210 dating methodology had been used byPNRI tos tudythesedimentat ion rates in Manlia Bayand MalampayaSound in Palawan. For 2004, the methodology has been extended to study the the following areas/sites: (1) Laguna Lake, (2) Bolinao, Pangasinan, and (3) Sual, Pangasinan.

Based on the lead-210 profile o f a Laguna Lake core, the sedimentation rate of 2.4 cm per year may be estimated. This initial estimate of the sedimentation rate of Laguna Lake is higher than that of Manila Bay. Analysis of additional samples on this core will be done to increase the level of confidence on the estimated rates derived from lead-210. For Sual, the estimated sedimentation rate for a core is 0.4 cm/yearwhich i s s im i l a r t o thees t ima teso f t he lower layers of Manila Baycores. In Bolinao, Pangasinan (site o f f ish kill in the past), core samples have been obtained and sample processing is in progress.

Air Pollution Source Apportionment by Nuclear and Related Analytical Techniques
The PNRI applies nuclear analytical techniques in the analysis of air particulate matter and characterization of pollutant sources. Air particulate samples are collected at four air monitoring stations, three of which are co-located with the Environmental Management Bureau (EMB) air monitoringstation.
In 2004, comparative coarse and fine PM10 data were generated for three stations. The PM10 and PM 2.5 levels obtained forValenzuela were higher than for Poveda and NAMRIA. The range ofvalues demonstrates compliance with the short-term 24-hour national standard of 150ug/cu.m. for PM10 and the long-term standard of 65 ug/cu.m. The PM2.5 levels indicate compliance with the 24-hour standard of 65 ug/cubic meter o f t he United States Environmental Protection Agency(USEPA). However, the mean values are higher than the long-term standard of 15 ug/cu.m. This indicates the need for further investigation of possible health impacts of PM2.5 levels and for policies to set local PM2.5 levels.
Pollutant source apportionment for the Ateneo de Manila Universitycampus indicated thefol lowing major sources o f t he fine fraction: vehicular emission (53%); oil burning (21%); and aged salt (17%). The major sources of the coarse fraction are the following: soil (48%); aged salt (33%); and vehicular emission (17%).
Isotope Techniques in Water Resource Management
Davao City. PNRI researchers focused their studies on better characterizat ion of the surface water sources using isotopic and chemical techniques since previous study indicated signif icant contr ibut ion of surface water to the groundwater. The determinat ion of present levels of possible anthropogenic contaminat ion tracers such as trace metals, nitrates, and sulfates was also carried out. This is to better assess the extent of contr ibut ion of surface water to the groundwater and the extent of contaminat ion if it is present. If there is no contaminat ion, baseline data will be obtained so it could be used as basis for assessing fu ture contaminat ion.
Forthis study, PNRI researcherscollected water samples from the Talomo, Lipadas, and Davao rivers at varying elevations, and from selected wells, particularlythose proximate to the rivers and those found in an ear l ierstudyto contain mixed waters. Sediment samples from selected river stations were also collected. From these samples, major ions, trace metals and other physico-chemical characteristics, 180, and 2H were determined. Results of isotopic characterization strengthened the conclusion that Talomo and Davao rivers were contributing signif icantlyto the groundwater. The results o f t race metal determination in the groundwaterand surface water generally showed no significant contamination. Except for one well, Pb and Cd levels were below the minimum limits of detection of 0.005 ppm for lead and 0.002 ppm for cadmium. Arsenic and mercury
were not detected i nanyo f the samples. The elements Cr, Cu, Zn and Fe were detected in some samples but had concentrations belowthe maximum allowable limits for these metals.
Metro Manila. Using isotopic and chemical techniques, the PNRI conducted a study on the possible threat of contaminat ion from the Montalban sanitary landfi l l to the water resources in the area. The study focused on (1) obtain ing benchmark isotopic and hydrochemical data for the groundwater and surface water sources in the area, (2) determin ing baseline levels of possible contaminants such as trace metals and nitrates.
The study involved collection of water samples f rom selected areas and stat ions and analyses o f t h e samples at PNRI. The fol lowing data were obtained from the analyses of water samples collected from selected project areas and stat ions: major ions Ca, Mg, Na, K, HCO3, Cl and S04 , minor ions Fe and Mn, and trace metals Cr, Cu, Zn, Ni and Pb; and init ial 180 and 2H. Trace metal analysis of water samples generally showed no signi f icant contaminat ion. Aside from major crustal e lements, the results of e lemental determinat ion in the sediment samples f rom rivers showed the presence of Zn, Cu and Ni in signif icant amounts.

Establishment of CTBTO International Monitoring Stations
The PNRI, being the National Focal Authority for the Comprehensive Test Ban Treaty Organization (CTBTO), is tasked to establ ish a radionucl ide stat ion (PHP-52) and a National Data Center (NDC-PH) in the Phil ippines. As part of this commitment , PNRI cont inues to operate the NDC-PH which is located at the PNRI compound in Dil iman, Quezon City. Radionuclide and seismic data f rom monitor ing stat ions of States Signatories could be accessed upon request f rom the NDC-PH via the VSAT antenna system only for research purposes.
The PNRI assisted the CTBTO Contractors in the instal lat ion and complet ion of the infrastructures for a PHP-52 stat ion in Tanay, Rizal. PHP-52 is a Radionuclide Monitor ing Stat ion and co-located at the PAGASA-DOST Weather and Radars ta t ion in Tanay.
Other accompl ishments include the fol lowing: (1) successful instal lat ion of infrastructures at PHP-52 stat ion which include the gamma radiation detector system, air sampler and both the outdoor and indoor antenna; and (2) successful connect ion of the te lecommunicat ions system to the geo-satel l i te hub in Australia for t ransmit ta l of data to CTBTO-IMS in Vienna, Austria.
The station is now on its initial testing phase bythe CTBTO contractor. Testing and evaluation activities are expected to start in October 2005. Post certification activities, the operation and maintenance phase, will start in January 2006 after

station certification at the end of December 2005 by CTBTO. Station operators are from PNRI and PAGASA and some were trained in Vienna.
Radiological Assessment of Former US Bases
Under the DOST-Grants-in-Aid Program, the PNRI conducted a study on the level of radioactivity of Subie Bay Freeport and Economic Zone (SBFEZ) to determine the possible presence of radioactive contaminants due to its former use as a U.S. mil i tary instal lat ion. The information generated from the study would be useful in planning clean-up measures in case radioactive materials are found in the area.
As part of this study, the fol lowing activit ies were carried out: (1) col lect ion of samples of seawater, soil, sediments and biota by PNRI with assistance of the Subie Bay Metropol i tan Authority (SBMA)

The project results included the fol lowing information: (1) measurements of radioactivity levels in phosphogypsum - a technological ly-enhanced natural ly-occurr ing radioactive material (TENORM), which is considered a by-product in the production of phosphate fert i l izer at PHILPHOS, LIDE in Isabel, Leyte; (2) assessment of the possibil i ty of using the phosphogypsum as reclamation f i l l ing materials; and (3) an assessment of release of radioactive materials into the surrounding areas of the industrial plant and background radioactivity for the proposed site for the reclamation area.
Soil Erosion and Associated Sedimentation Studies
The PNRI has been undertak ing studies on soil erosion and associated sedimentat ion in agricultural uplands using a nuclear analytical technique. The technique involves the measurement of cesium-137 in soil profile. Cs-137 was introduced to the environment f rom the atmospheric nuclear weapon test ing in the late

considered the lowest concentrat ion of heavy minerals, which could be recovered economical ly if extraction would be undertaken. The measured reserve of this del ineated area is 4 4 , 0 0 0 ki lograms of rare earth heavy minerals with an average grade of 20 .96 percent rare earth elements (cerium, lanthanum) and 0 .46 percent thor ium was determined. This reserve was based on the computed volume of approximately 8 ,300 cubic meters of beach sand deposits contain ing an average concentrat ion of 5 ,300 grams heavy minerals per cubic meter of sands.
50 's and early 60 's , and consequent ly deposited in the soil part icles. The basis of the technique is that once Cs-137 adhere to the soil surface, it is fixed and is non-exchangeable, making the radionucl ide an ef f ic ient tracer of soil movement and redistr ibut ion. The Cs-137 content of soil was measured using high purity Germanium detectors. These measurements were converted to est imates of soil eros ion/sedimentat ion rates using cal ibrat ion models.
Initial data on soil erosion rates and redistribution using FRNs (Fall-out Radionuclides) were collected in three important agricultural areas in the Philippines, namely Bukidnon, Nueva Ecija and Isabela. The data are useful in understandingthe magnitude, extent and pattern ofsoi l redistribution in thesestudyareas so as to be able to formulate measures for soil erosion and prevention.
Laboratory-scale experiments have been undertaken to recover the rare earth elements and thor ium from the beach sands in the Ombo area.

Survey of Nuclear Materials
Northern Palawan. An updated technical report ent i t led "Mineral Resource Assessment for Rare Earth Deposits in Ombo area, San Vicente, Northern Palawan" was completed. Based on this report, an investigation involving the establ ishment of shallow test pits with depths varying f rom 1.5 to 2.2 meters del ineated a prospective area of 4 ,200 square meters with a cut-off value of 5 0 0 grams heavy minerals per cubic meter of sands. This cut-off value was
Batanes Province. A PNRI researcher analyzed 67 soil samples collected from Batan Island, Batanes province dur ing her IAEA sponsored on-the-job t ra in ing at the Australian Nuclear Science and Technology Organization (ANST0) in Sydney, New South Wales, Austral ia. The analyses were done using X-ray Fluorescence (XRF) Spectrometer, Inductively Coupled Plasma Mass Spectrometer (ICP-MS), and Inductively Coupled Plasma Atomic Emission Spectrometer (ICP-AES). The results of the analyses together with the data f rom the PNRI
gamma ray spectrometr ic surveys will be util ized in producing elemental and baseline radiation maps of Batan island.
Radon Monitoring
Radon monitoringwas conducted monthlyin 19 established stations along Eastern Marikina Valley FaultSystem (from Montalban up to Marikina)and Western Marikina Valley FaultSystem (from Montalban to Binan, Laguna). The monitoring involves the measurement of radon (a naturally-occurring radioactive gas) in soil in these stations to establish baseline data for these fault systems. The radon gas concentration in soil mayserve as indicator of a seismic activity or a tool to predict an earthquake. So far, all radon measurements indicated that there are no significant changes in the level of activity in the monitored stations.

PNRI usesthe Multipurpose Gamma Irradiation Facility and the Gammacell-220 to irradiate product samples from various clients to gamma radiation. The Gammacell-220 was used to irradiate 169 samples from 39 clients composed mostly of students. The samples irradiated for research purposes included mice, seeds, f ru i t f l yand moth pupae, onions, ornamental plants and orchid protocorms.

The ComputerServices Group managed, maintained and improved the PNRI LAN/Internet includingthe internet servers and the PNRI website. The expansion o f t he LAN to the modular laboratories and external PNRI buildings using a fiber-optic backbone was also started. The Group maintained and operated the PNRI N-137 station, which is part of PNRI's commitment to the Comprehensive Test Ban Treaty Organization (CTBTO).
The conversion o f t h e PNRI Payroll f rom a DOS-based system to the Windows platform was completed dur ing the year. This will faci l i tate maintenance and modif icat ions that the system requires dur ing its operat ion. The Group also completed 13 modif icat ions of existing appl icat ion sof tware and at tended to the documentat ion and production of user manuals for these packages. A total of 3 7 1 computer-related requests and 70 consultat ions were also addressed by the Group. Collaboration with other DOST research agencies was likewise cont inued with regard to the project ent i t led "Test Analysis and Calibration Information System". This project was approved by the
Information Technology and E-Commerce Council (ITECC).

Library Services
The PNRI Library received and acquired 100 publ icat ions composed of books and journals f rom local and foreign organizations. These publications, together with about 20 ,000 volumes of l ibrary holdings, were made available for use of around 2 ,087 cl ients composed mostly of students. Library services on accessing and retr ieving documents f rom the International Nuclear Information System (INIS) database on CD-ROM was made available to the cl ients. INIS maintains a database contain ing bibliographic references and abstracts on nuclear technology worldwide.
To fur ther expand the PNRI Library resources, the Library staf f part ic ipated in the DOST SCINET project on Union Catalogue on Web and the Phil ippine eLib project. Development/Distribution of Information Materials. The Insti tute developed and produced five new brochures and flyers on PNRI technologies and services; updated nine exist ing flyers and brochures; and took charge of the production of 1 ,000 copies of the 2 0 0 3 PNRI Annual Report. Around 28 ,000 copies of these materials were distr ibuted to more than 10 ,000 cl ients. A 15-minute video presentat ion on "Control l ing Fruit Flies Through the Steri le Insect Technique" was also completed for the year.
Educational Tours and Seminars. Guided tours of the Inst i tute's faci l i t ies, laboratories and viewing of the scienti f ic exhibits, lecture-demonstrat ions and audio-visual presentat ions on nuclear science and technology were the information services made available to around 7 ,550 visitors who came to the PNRI for their educat ional tour. The visitors were composed mostly of students, teachers and researchers f rom 8 0 schools and inst i tut ions. A total of 20 seminars / lec tures for 1 ,736 cl ients were likewise conducted at PNRI and in d i f ferent government and private secondary schools and colleges as part of generat ing greater public awareness in nuclear science and technology.

Participation in S & T Events. The PNRI promoted nuclear technology and its beneficial uses to more than 10 ,500 cl ients through exhibits in the fol lowing science and technology (S & T) events: 15th annual DOST technology fair in Legazpi City, Albay; DOST Visayas cluster S & T fair in Cebu City and regional S & T fair in Bulacan; in two school science and technology fair exhibits in Quezon City and UPLB in Los Banos. The Atomic Energy Week (AEW) celebrat ion at PNRI in December also provided a good opportuni ty to highlight the recent breakthroughs and accompl ishments on various aspects of nuclear energy through guided tour of visitors to PNRI laboratories and faci l i t ies and video showing dur ing the AEW open house celebrat ion.
Mass Media Linkages. Media publicity has been one of the effective strategies that PNRI undertakes to inform the public about the beneficial applications of nucleartechnology. This year, six press/news releases were prepared; 1 1 radio and televisions interviews of PNRI officials and technical s ta f fwere coordinated/broadcasted. Standards Development
To fu r the r enhance safety in the use of radioact ive mater ia ls in the count ry and to assist l icensees in comply ing with regulatory requ i rements , the S tandards Deve lopment Sect ion (SDS) con t inued to develop, review and revise regulat ions, regulatory bul le t ins, regulatory guides and model procedures. This year, two PNRI regulat ions and two admin is t ra t i ve orders were pub l ished in the Off ic ial Gazette in Sep tember and October, respectively. These were CPR Part 3 (Standards for Protect ion Against Radiat ion) and CPR Part 4 (Regulat ions for the Safe Transport of Radioact ive Mater ia l in the Phi l ippines); Admin is t ra t ive Order No. 1, ser ies of 2 0 0 4 (Adoption of IAEA TECDOC-1 3 4 4 Categor izat ion of Radioact ive Sources); Admin is t ra t ive Order No. 3 , Ser ies of 2 0 0 4 (Procedure for the Imposi t ion of Regulatory Sanct ion for Vio lat ions of PNRI L icensing and Regulatory Requ i rements Relative to the Acquis i t ion, Possession and Use of Radioact ive Mater ia ls) . Licensing Review and Evaluation
The Licensing, Review and Evaluat ion (LRE) reviewed and evaluated app l ica t ions for new, renewal and a m e n d m e n t s of l icenses for au thor i ty to store, use, possess, own, sel l and impor t radioact ive mater ia ls . This year, t he LRE processed 317 l icenses (248 renewal, 57 a m e n d m e n t s and 12 new) of 2 8 0 government and 37 pr ivate ins t i tu t ions. Likewise, app l ica t ions for te rm ina t ion of l icenses of 10 ins t i tu t ions were also processed.

Inspection and Enforcement
The Inspect ion and Enforcement Sect ion (IES) conduc ted regulatory inspect ion and aud i t of radioact ive mater ia ls and fac i l i t ies for 1 8 2 l icensees out of 2 4 8 l icensees schedu led for the year. Regulatory inspect ions and records aud i t were carr ied out to ver i fy l icensees' compl iance wi th PNRI regulat ions and the speci f ic cond i t ions
of the i r l icenses. Specia l and fo l low-up inspect ions were done to moni tor the s ta tus of imp lementa t ion or comple t ion of correct ive ac t ions taken by l icensees to resolve s ign i f icant f ind ings of non-compl iances as repor ted du r ing regular inspect ions.
About 4 5 percent o f t h e l icensees tha t were inspected were found to have reasonably compl ied with the regulatory requ i rements speci f ic to the author ized pract ice. I tems of non-compl iance were found in the rema in ing number of l icensees where speci f ic correct ive ac t ions were required by PNRI to be ins t i tu ted. Regulatory en fo rcement ac t ions t ha t were imp lemented inc luded: (1) regulatory custody of a s t ron t i um-90 op tha lmic appl icator of a government hospi ta l for non-renewal of l icense wi th in a presented per iod; (2) Suspens ion Order to one l icensee for repeated v io la t ions of safety requ i rements ; and (3) Letter of Repr imand to one l icensee for a number of v io la t ions of speci f ic safety re lated requ i rements .

Safeguards
The Safeguards Unit (SG) in cooperation with the International Atomic Energy Agency (IAEA) conducted the Design Basis Threat (DBT) Workshop in April. The seminar was participated in by representatives from national government agencies concerned with national security, intelligence and defense. The PNRI also conducted a one-day seminar on The Ratification o f t h e Additional Protocol at the Department of Foreign Affairs (DFA) in November in cooperation with the International Atomic Energy Agency and in coordination with the DFA. The participants were representatives from the Philippine Senate Committee on Foreign Relations and their counterparts at the Congress (Please see appendices).
The Safeguards Unit also (1) supervised the decommissioning of two disused teletherapy
machines at the Dr. Daniel Ledesma, Jr. Clinic in lloilo City and the Vicente Sotto Memorial Medical Center in Cebu City; (2) coordinated the annual IAEA safeguards inspections at the Philippine Research Reactor-1 at the PNRI compound and the Bataan Nuclear Power Plant in Morong, Bataan in December 2004; (3) provided inputs to the UN Security Council Resolution 1540, Convention on Physical Protection of Nuclear Material, and the Convention on the Prohibition o f t h e Use of Nuclear Weapons; (4) coordinated the schedule and program of activities o f t h e on-going United States-Department of Energy (US DOE) Mission concerning the US DOE/Battelle-PNRI project on the security upgrades of critical infrastructures in the country. The project, which covers security upgrades of facil it ies util izing large and high risk radiation sources, is about 50 percent complete. The facil it ies under the project include the Multipurpose Irradiation Facility, PNRI Radioactive Waste Management Facility, and oncology centers in the country.

Radiological Impact Assessment (RIA)
The Radiological Impact Assessment (RIA) Group assessed the health and environmental risks involved in some regulatory issues and concerns and non-compliance of PNRI licensees. The radiological impact on the workers and members of the public for the management of carbon-14 wastes by a licensee was evaluated. Similarly, evaluations o f t h e impacts o f t h e use of phosphorus-32 (P-32), nickel (Ni-63), polonium-210 were performed to support the regulatory function o f t h e Institute. The health and environmental risks involved in the thef t of cobalt-60 activated beam ports used in the Philippine Research Reactor (PRR-1) were also estimated.
The PNRI, through the RIA, implemented the work activities on the IAEA-Technical Cooperation project on site selection and conceptual design of a low to intermediate level radioactive wastes facility in the Philippines in collaboration with an Inter-Agency Committee created and tasked for this purpose. In coordination with a technical consult ing f irm, the RIA and the Inter-Agency Committee completed site investigation and evaluation o f t h e candidate sites for the proposed project. IAEA expert missions for rendering technical assistance to the project in areas of licensing and regulations, site investigation and evaluation, safety assessment were completed in accordance with an agreed work plan for the project.
Comparative Assessment of Nuclear Power Plants and Other Electricity Generating Power Plants. The PNRI, through the Radiological Impact Assessment Section, completed the implementation o f the Regional Cooperative Agreement (RCA) Project on the "Role of Nuclear Power and Other Energy Options in Competitive Electricity Markets" in cooperation with the representatives from eight government institutions. The Philippine case study that used countryspecific data and information using the MESSAGE (Model for EnergySupplyStrategy Alternatives and their General Environmental Impacts) computer model was completed and reported to the IAEA. The study examined the possible impacts and mechanisms in increasingthe share of renewable energy capacity as well as determined impacts and mechanism in increasing the share of renewable energy mix. The national team that undertook the studywas composed of representatives from the PNRI, Department of Energy, Department ofScience and Technology, Department ofTrade and Industry, National Power Corporation, National Economic Development Authority, and National Electrification Administration.

Radiological Emergency Planning and Preparedness. The PNRI, through the RIASection, continued to lead and coordinate the activities o f the Technical Working Group on Medical Radiological Emergency Response to develop the country's medical response capability in the event of a radiation-related emergencyora nuclearterrorist attack. A set of protocols and procedures for the medical management ofvict ims of radio-nuclear emergencies were prepared and are being reviewed bythe members o f the Technical Working Group. A conference/meetingto discussthe proposed revision o f the National Radiological Emergency Preparedness and Response Plan (RADPLAN) document was held on 22 September 2004. The meeting, which was participated in by 22 representatives from 12 member agencies, was conducted under the auspices of the Task Force for theSecurityofCrit ical Infrastructures o f the Cabinet Oversight Committee on Internal Security.
The RIA continued to facil i tate the PNRI's participation as national competent authority and contact point under the Convention on Early Notification of a Nuclear Accident (Early Notification Convention) and the Convention on Assistance in the case of a Nuclear Accident or Radiological Emergency Assistance Convention of the IAEA.
The PNRI also continued its participation in the meetings and activities o f t h e National Disaster Coordinating Council (NDCC).

LOCAL LINKAGES

International Maritime Organization (IMO) and Department of Environment and Natural Resources (DENR). PNRI served as chair of the interagency Technical Working Group (TWG) on the IMO-Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) project on Integrated Environmental Monitoring Program for Manila Bay. The TWG has submitted to the IMO and DENR the Inception Report on the Integrated Environmental Monitoring Program (IEMP). This report completes Phase I of the TWG tasks and activities. The TWG is now working on Phase 2 to draft the IEMP and pilot test plan.
Bureau of Plant Industry (BPI) and Department of Agriculture (DA). As chair of the Experts Group on Food Irradiation, the PNRI collaborated with BPI and DA to formulate the project proposal entit led "Enhancingthe Export Competitiveness of Fresh Philippine Super Mango". BPI submitted the proposal to the United States Department of Agriculture (USDA) for f inancial assistance.
Other Agencies/Institutions. Around 5,000 visitors composed mostly of high school students were given free guided tours to the nuclear research and service facilities and laboratories of the PNRI duringthe week-longAEW celebration. Other daily activities for the AEW celebration included film showingand viewingof exhibits featuring products from nuclear technology and the nuclear research and regulatory programs and services of PNRI.
Scientific Sessions
Scientific sessions were held on December 7 and 8 at the PNRI auditorium. The topics presented on December 7 were National Strategy on the Safety and Security ofSources: The Adoption of the New International Atomic EnergyAgencyCategorization of Sources: Its Implications on Safetyand Securityand
Emergency Preparedness and Nuclear Safeguards and SecuritySources; Philippine Perspective. Thesetopics were discussed by PNRI DirectorAlumanda M. delà Rosa, Ms. Eulinia Valdezco, Chief, Nuclear Regulations, Licensing and Safeguards Division, PNRI and Juliet Seguis, OIC of PNRl's Safeguards Section, respectively. The Technical session on December 8 focused on Strengthening the Philippine Regulatory Infrastructure for the Safety of Radioactive Materials and Facilities. A regulatory conference on the Code of PNRI Regulations, Part 3: Standards for Protection Against Radiation and Code of PNRI Regulations, Part 4: Rules and Regulations on the Safe Transport of Radioactive Materials in the Philippines were conducted duringthis session. Representativesfrom various professional organizations such as the Philippine Association of Radiation Protection (PARP), the Radioisotope Societyofthe Philippines (RSP), and the Philippine Society of Nuclear Medicine (PSNM) constituted the panel of reactors in the session.
Nuclear Science Quiz 2004
The team from Torres High School composed ofJake Tan and Alvi Jonathan Sait were the first place winners of the Nuclear Science Quiz 2004 (NSQ'04) held on December 8. The other winners in the NSQ'04 were: Rodolfo Anthony Semira, Jr. and Jonathan Gonzales of Manila Science High School, second place; Jason Miraflor and Matthew Poral ofQuirino High School, third place; Jonel Padre Juan and Rodneybill Flores of Ernesto Rondon High School, fourth place; and Keon Karl Medina and XyleneAngeliqueAzurin ofQuezon CityScience High School, fifth place. The NSQ'04 was held in cooperation with the Department of Education -National Capital Region and was sponsored bythe Office of the Mayor, Quezon City.
