Take a New Person Shooting

By Greg Trojan

Virginia Citizens Defense League

Covington VA --(Ammoland.com)- So many people do not have easy

access to a place to shoot that you could almost think there was some

plan to make it that way, oh wait.

Our second 4th of July learn to shoot turned into a two day event by

combining a camp out with shooting ( a few first time campers also).

This weekend five women and two men 17 to mid 50′s came out to my

backyard range to give it a try, none of them are regular shooters and

some had not touched a gun in 30 plus years.

After the safety rules are covered along with some history about the

British confiscating arms in 1775 Boston Mass, our shooters got a short

lesson on the different type of guns they would be firing. The whole event

is kept low key and easy going, with my daughter and I doing most of the

reloading so our new shooters can just concentrate on having fun.

Everyone started out with a 22 auto or revolver Saturday evening and

even the one woman that did not think she would be able to hold a gun

was putting rounds on target before long.

We use a mix of targets to keep it interesting and the “Shoot NC” targets

work well for the first timers as they get instant feed back on their point

of aim. Balloons, clay pigeons tin cans and paper targets round out the

selection. The braver ones moved up to 9mm, 40 S&W or 38 Special

before it was time to put up the tents.

Sunday morning after my daughter took her friends out berry picking we

continued with a review of the safety rules and the addition of rifles in

the mix. Five of our new shooters took to the AR15 like they were in the

Corp. until we ran out of .223.

Throughout our time shooting, a lot of questions were asked about the

different types of guns and ammo along with discussions on who can

carry and why they should were covered. I think everyone went away

with a lot less fear of those scary guns, a better understanding of the 2nd

and all had some fun.

Hopefully seven more have been converted to supporters

and will remember their experience the next time they

encounter the anti’s baloney.

Pennsylvania Game Commission

HARRISBURG, PA --(Ammoland.com)- Representatives of waterfowl

organizations, interested hunters and the public are invited to attend a

briefing on Friday, Aug. 5, sponsored by the Pennsylvania Game

Commission, on the status of Atlantic Flyway waterfowl populations and

proposed preliminary federal frameworks for the 2011-12 waterfowl

hunting seasons.

The briefing will begin at 1 p.m., at Presque Isle State Park, Picnic

Shelter # 2, near the Waterworks.

In addition to reviewing frameworks established by the U.S. Fish and

Wildlife Service (USFWS) for upcoming waterfowl and migratory bird

seasons, Game Commission staff will provide updates on current and

planned research and management programs, as well as past hunting

results.

Public comments will be accepted at the meeting; or by sending a letter

to: Pennsylvania Game Commission, Bureau of Wildlife Management,

2001 Elmerton Avenue, Harrisburg, PA 17110-9797; or via e-mail

through [email protected].

Based on public comments, Game Commission staff will prepare and

present recommended waterfowl and migratory bird seasons, bag limits

and related criteria to the USFWS for final approval. All migratory bird

hunting seasons and bag limits must conform to frameworks set by the

USFWS. States select their hunting seasons within these established

frameworks.

Early migratory bird hunting seasons – including September Canada

goose, mourning dove, American woodcock and webless species – will be

announced in late July.

By mid-August, when the final selections are made, the Game

Commission will issue a news release on the remaining hunting seasons

for migratory birds. The agency also will print and distribute the annual

brochure outlining the seasons and bag limits for waterfowl and

migratory bird seasons to U.S. Post Offices, where hunters may purchase

their mandatory federal duck stamp. The annual brochure also will be

posted on the Game Commission’s website (www.pgc.state.pa.us).

RAP4

San Jose, CA --(Ammoland.com)- Real Action Paintball would like to

congratulate MN Pro Paintball on a job very well done with their

Challenge for Children’s Big Game on June 12th!

The donations are all in now, and the charity game raised $20,037.36 for

Children’s Hospitals of Minnesota.

A lot of sick kids will get a lot of great medical attention thanks to the

generosity of Twin Cities players, event sponsors, and the hard work of

the MN Pro Paintball staff and volunteers!

RAP4 is proud to sponsor this event, joining some top paintball industry

names alongside important local businesses. A veritable Christmas Day

of prizes and goodies greeted the players as they registered for this epic

game, and through special drawings and raffles many lucky players went

home with hot new gear – including the RAP4 Land Warrior Wireless

Camera system, with which to record all the action of future big games!

This outstanding event was orchestrated by MN Pro Paintball, a premier

facility in the Minneapolis-St. Paul area. Their scenario pit teams from

Minneapolis against those from St. Paul in a post-apocalyptic scramble

to capture resources following a flood of the Mississippi and Minnesota

Rivers. Minneapolis triumphed by a wide margin, trumping St. Paul by

18,000 points (24% of total points).

The donations came in early, and lasted until after the event, with

players chipping in a few extra dollars to help Children’s Hospitals of

Minnesota and a few awesome patrons writing checks for big money. All

in, they made the 3rd annual Challenge for Children’s Big Game the most

successful event yet! MN Pro Paintball has raised, after these three

events, an outstanding $50,000 for Children’s Hospitals of Minnesota!

They did it with the help of the paintball community, and unwavering

local support. RAP4 is proud to sponsor their event, and looks forward to

a fantastic 4th Annual Challenge for Children’s on May 20, 2012!

DeMint stands against UN gun ban

National Association for Gun Rights

Colorado -–(Ammoland.com)- As you know, the National Association

for Gun Rights is committed to stopping the disastrous UN Small Arms

Treaty dead in its tracks.

All we need is 34 “no” votes in the Senate.

Well, make that 32, now.

After Senator Rand Paul became the first to sign our American Firearm

Sovereignty Pledge, another patriot and champion of gun rights did as

well.

Senator Jim DeMint (R-SC), a long time ally of gun rights, has signed the

American Firearm Sovereignty Pledge, making it very clear that he will

do everything in his power to stop any attempt to subvert your Second

Amendment rights by the United Nations.

With the ATF conspiring to create violence along our border,

international bodies are crying about US gun laws being too “lax.” The

UN Small Arms Treaty is seen by many of those same voices as a

solution.

But with our own ATF creating the problem and our Justice Department

signing off on it…is there really a problem, other than our own out-of-

control bureaucracy?

In signing our pledge, Senator DeMint has solidified his position and

declared that international powers cannot and must not dictate our

legislative process.

He is truly a champion for gun owners to get behind.

But, like I said, my goal is for 32 more. For that to happen, I need your

help. I need to increase the pressure on Senators we have our eyes on.

It’s a big fight on an international stage.

I can’t do it alone.

Dutch Ministry of Security &Justice Selects SIG SAUERPistolsJUL 18, 2011 12:48P.M.

Dutch Ministry of Security & Justice Selects SIG SAUER Pistols

SIG SAUER P250 Pistol

SIG SAUER

Eckernfoerde, Germany --(Ammoland.com)- SIG SAUER GmbH.,

the leading manufacturer of commercial, law enforcement and military

firearms, has been selected as the official duty pistol provider of the

Dutch Ministry of Security and Justice.

The SIG SAUER Model P250 will replace the stock of Walther P5s and

GLOCK 17s currently in use by the Netherland police. Approximately

42,000 PPNL variants will be delivered between 2011 and 2013.

This contract marks the first time in 25 years that the Netherland police

service has chosen a new sidearm. The P250 was selected over offerings

from Walther, Heckler & Koch, and Beretta.

“After two years of exhaustive testing, we are gratified to see

the P250 selected as the weapon of choice,” said Managing

Director, Dr. Andreas Wende, SIG SAUER GmbH.

“We appreciate the Ministry taking the time for a complete

and intensive testing process in making this decision. SIG

SAUER is grateful to have been selected, and we look forward

to proudly serving with the Netherland National Police.”

The SIG SAUER P250 DC in 9mm, offers a unique trigger and fire-

control system that can be removed from the pistol as a single unit. This

allows armorers to drop the unit into any size grip frame and use any

length of barrel for a mission-specific custom fit. For agencies with a

large and diverse population of users, this adaptability is a cost-effective

method of ensuring proper ergonomic fit for all shooters.

In addition to duty pistols, the multi-million dollar contract will require

SIG SAUER to provide training pistols, “blue” instruction pistols,

Simunition-adapted pistols and cut-away pistols.

National Rifle Association

FAIRFAX, Va. --(Ammoland.com)- This week, the House of

Representatives Appropriations Committee approved amendments

blocking the use of federal funds to implement two controversial

schemes by the Bureau of Alcohol, Tobacco, Firearms and Explosives,

and it rejected amendments proposing two of gun control groups’ other

top priorities.

In addition, the full House adopted a provision protecting gun

possession on Army Corps of Engineers land.

First, on Wed. July 13, by a vote of 25 to 16, the committee approved

Rep. Denny Rehberg’s (R-Mont.) amendment to the 2012 Commerce,

Justice, Science and Related Agencies appropriations bill, prohibiting the

BATFE from requiring firearm dealers in states bordering Mexico to file

reports on certain rifle sales. The Justice Department had announced

earlier in the week that the BATFE would soon begin requiring dealers to

file the reports on individuals who buy two or more detachable-magazine

semi-automatic rifles larger than .22 caliber within a period of five

business days.

“For more than a decade, efforts to track rifle purchases and

create a national gun registry have failed to gain support in

Congress, so the ATF is working to implement these

regulations using rules written by unelected bureaucrats,”

Rep. Rehberg said. “I’m going to keep this government

accountable to the people.”

By a vote of 28-19, the committee also approved Rep. John Carter’s (R-

Texas) amendment to stop BATFE from prohibiting the importation of

shotguns that have one or more various features disliked by the BATFE,

most of which are common to firearms used for protection or sport. Such

features include adjustable stocks and extended magazine tubes. Rep.

Carter, like Rep. Rehberg, is a member of the Congressional Sportsmen’s

Caucus, and believes that “federal gun regulations often create burdens

for law-abiding citizens and infringe upon constitutional rights

provided by the Second Amendment.”

Anti-gun Rep. Nita Lowey (D-N.Y.) was not so successful with her

amendment to authorize the Attorney General to prohibit the possession

of firearms by anyone whose name appears on the FBI’s secretive

terrorist watchlist. Her proposal failed by a vote of 27-18, indicating that

a majority on the committee understands the many problems with this

idea. Chief among those is that 95 percent of people on the watchlist are

already prohibited from possessing firearms in the U.S. because they are

not citizens or legal residents of the United States. In March, a similar

amendment pushed by Rep. Mike Quigley (D-Ill.) was rejected by the

House Judiciary Committee by a vote of 21-11.

Joining Lowey in defeat was Rep. Adam Schiff (D-Calif.), whose

amendment to gut the law that limits BATFE firearm trace data to law

enforcement agencies failed by a vote of 27-20. Schiff alleged that the law

—the Tiahrt Amendment, hated by gun control groups— had impeded

the congressional investigation of BATFE’s “Fast and Furious” debacle.

However, members of Congress leading that investigation disagreed. In a

letterto House Appropriations Chairman Hal Rogers (R-Ky.), Rep.

Darrell Issa (R-Calif.), Chairman of the House Oversight and

Government Reform, and Sen. Chuck Grassley (R-Iowa), ranking

member of the Senate Judiciary Committee, said, “the Tiahrt provision

has not impeded our investigation. The provision has not been cited by

anyone from whom we have sought information as a reason to deny our

requests.”

Next, in a Thurs. July 14 voice vote on the House floor, the House

adopted an amendment to the Energy and Water Appropriations bill

(H.R. 2354—which passed the House on July 15) prohibiting

expenditures to enforce the Army Corps of Engineers regulation that

bans gun possession on the 11 million acres of land and water the Corps

manages. The amendment, sponsored by Reps. Paul Gosar (R-Ariz.), Bob

Gibbs (R-Ohio) and Jason Altmire (D-Pa.) will enhance self-defense

rights for law-abiding Americans who hunt, camp and fish on Corps

property. (Rep. Gibbs, joined by the other lawmakers, has previously

sponsored H.R. 1865, the “Recreational Lands Self-Defense Act,” to

overturn the Corps’ anti-gun rule.)

Commenting on the amendment, Rep. Altmire noted, “It is

important for sportsmen to be able to defend themselves

while they legally hunt and fish on property that the Corps

owns and operates, much of which is in rural areas without

adequate law enforcement.”

Though none of these votes settle the respective issues —the pro-gun

amendments will still have to pass the Senate, and more anti-gun

amendments are always possible— all are setbacks for gun control

supporters who had been encouraged by talk of the Obama

administration planning to bypass Congress and implement a variety of

gun control schemes “under the radar.” The Brady Campaign also hoped

the rifle sales reports requirement would be followed by a new “assault

weapon” ban and a law prohibiting private sales of firearms, the latter of

The Legal Ramifications OfTraveling With My PistolJUL 18, 2011 11:22A.M.

The Legal Ramifications Of Traveling With My Pistol

Michigan Coalition For Responsible Gun Owners

Michigan - -(Ammoland.com)- - Q: I am a Michigan CPL holder

planning vacation travel by car, and I am planning to bring my pistol

along for safety. What are the legal ramifications of traveling with my

pistol?

A: According to the US Code, (Title 18, Part I, Chapter 44, Section 926A)

“Notwithstanding any other provision of any law or any

rule or regulation of a State or any political subdivision

thereof, any person who is not otherwise prohibited by this

chapter from transporting, shipping, or receiving a firearm

shall be entitled to transport a firearm for any lawful

purpose from any place where he may lawfully possess and

carry such firearm to any other place where he may

lawfully possess and carry such firearm if, during such

transportation the firearm is unloaded, and neither the

firearm nor any ammunition being transported is readily

accessible or is directly accessible from the passenger

compartment of such transporting vehicle: Provided, that in

the case of a vehicle without a compartment separate from

the driver’s compartment the firearm or ammunition shall

be contained in a locked container other than the glove

compartment or console.”

This means that you can travel with your gun, even through states that

don’t allow their citizens to protect themselves, or that do not yet have

reciprocal agreements with Michigan, as long as it is legal at both ends of

your trip, and you are lawfully in possession of it.

You don’t mention which states you are traveling through or visiting. If

you are traveling in states that have concealed pistol reciprocity with

Michigan, you must abide by the specifics of concealed pistol in each

state that you visit. As the saying goes, “When in Rome, do as the

Romans do.” Reciprocity just means that the other state recognizes your

CPL as a license in their state. But, the details of concealed carry vary

widely from state to state. So, you must research the laws in each state

that you intend to visit and be sure to comply.

Even if you are traveling through a state that outlaws self-defense with

firearms, such as Illinois, you are allowed to do so by the above federal

statute. But, you need to lock it up, either in your trunk, or a locked gun

case if you have a van or SUV. And, you must lock up your ammo

separately. The best advice is to put such locked cases as far from the

driver as possible. Also, it is generally accepted that the storage space

behind the tilting bench seat of a traditional two-door pickup truck is

inaccessible to the driver.

Review – Michigan’s Handgun Registration Law

Applicable only to individuals who are licensed to carry a concealed

pistol in Michigan.

Public Acts 194, 195, and 196 were passed in Jan 2008. The primary

change was to MCL 28.422a:

“…(2) If an individual licensed under section 5b purchases or

otherwise acquires a pistol, the seller shall complete a record

in quadruplicate on a form (RI-060) provided by the

department of state police. The record shall include the

purchaser’s concealed weapon license number. The

purchaser shall sign the record. The seller may retain 1 copy

of the record. The purchaser shall receive 3 copies of the

record and forward 2 copies to the police department of the

city, village, or township in which the purchaser resides, or,

if the purchaser does not reside in a city, village, or

township having a police department, to the county sheriff,

within 10 days following the purchase or acquisition. The

return of the copies to the police department or county

sheriff may be made in person or may be made by first-class

mail or certified mail sent within the 10-day period to the

proper address of the police department or county sheriff. A

purchaser who fails to comply with the requirements of this

subsection is responsible for a state civil infraction and may

be fined not more than $250.00. If a purchaser is found

responsible for a state civil infraction under this subsection,

the court shall notify the department of state police and the

concealed weapon licensing board that issued the license of

that determination.

(3) Within 48 hours after receiving the record copies

returned under subsection (2), the police department or

county sheriff shall forward 1 copy of the record to the

department of state police. The police department or county

sheriff shall retain the other copy of the record as an official

record for not less than 6 years. Within 10 days after

receiving the record copies returned under subsection (2),

the police department or county sheriff shall electronically

enter the information into the pistol entry database as

required by the department of state police if it has the ability

to electronically enter that information. If the police

department or county sheriff does not have that ability, the

police department or county sheriff shall provide that

information to the department of state police in a manner

otherwise required by the department of state police. Any

police department or county sheriff that provided pistol

descriptions to the department of state police under former

section 9 of this act shall continue to provide pistol

descriptions to the department of state police under this

subsection. The purchaser has the right to obtain a copy of

the information placed in the pistol entry database under

this subsection to verify the accuracy of that information.

The police department or county sheriff may charge a fee

not to exceed $1.00 for the cost of providing the copy. The

purchaser may carry, use, possess, and transport the pistol

for 30 days beginning on the date of purchase or acquisition

only while he or she is in possession of his or her copy of the

record. However, the person is not required to have the

record in his or her possession while carrying, using,

possessing, or transporting the pistol after this period. …”

September GUNS Magazine Reviews The CZ 75 Pistol

FMG Publications

San Diego, Calif. --(Ammoland.com)- The CZ 75 is one of the most

popular pistols in the world.

It is used by more military and police agencies worldwide than any other

pistol, it is commonly used in competition and is becoming more and

more well-known with US competitors.

Aside from its sleek look, which has been copied extensively, it can

function as a traditional double-action/single-action pistol.

Writer Dave Anderson says about the CZ 75B gracing the cover of the

justification. The fact it is gorgeous is just a bonus.”

According to Anderson, the collapse of the Soviet bloc and removal of

trade barriers, along with the return of the Czech Republic have made CZ

firearms much more affordable.

“How long such prices can be maintained I can’t say, but

currently CZ 75 pistols (and CZ firearms in general) are

remarkable values,” he said.

Also in this issue is September’s gun giveaway featuring the Nighthawk

ARFCOM Action ALERT – It’sAll About The VeteransJUL 18, 2011 10:50A.M.

ARFCOM Action ALERT – It’s All About The Veterans

AR15.com

Honeoye Falls, NY -(Ammoland.com)- ARFCOM Action Alerts

provide a way for you as a gun owner to take a stand for your own rights.

We feature a different alert each month that shows you how you can take

action to defend our 2nd Amendment rights. Working hand in hand with

the National Rifle Association these alerts are the most effective means

for individual gun owners to have a voice in the storm.

This month at ARFCOM Action Alert it’s all about the veterans.

U.S. Sen. Jon Tester (D-Mont.) and Rep. Denny Rehberg (R-Mont.) are

urgently seeking cosponsors for the “Veterans’ Heritage Firearms Act”

— S. 798 in the Senate and H.R. 420 in the House respectively.

This legislation would provide amnesty for veterans who served overseas

before 1968. Providing an amnesty period in which these veterans would

be able to register “take home” firearms that would fall under National

Firearms Act classification. The amnesty would also apply to family

members of these veterans who have been given or inherited such

firearms.

We all know that during the first ¾ of the 1900′s there were many

armed conflicts across the globe and the United States was involved in

many of these wars. US veterans lawfully acquired various firearms

during these periods and now if not registered under the NFA could be

prosecuted for unlawful possession.

The bills would also facilitate the transfer of seized NFA firearms to

museums, and allow for the transfer of machine guns to private

museums (currently, unregistered machine guns can only be

transferred to government agencies, including government museums).

What can you do about it?

You can contact the federal representatives from your state and ask them

to co-sponsor these important pieces of legislation. It is as easy as

sending an email, or even more effective if you send a “real” pen and

paper letter. If your elected officials are already co-sponsors, then inform

them of your support of this important legislation.

• see if your senators are already co-sponsors

• see if your representatives are already co-sponsors

• contact your senators and representatives

Now is your chance to help form firearms policy in our great country.

Please take the five minutes to contact your appropriate elected officials

and let’s help the rights of all gun owners across the nation.

Act now! Part of being a responsible firearms owner is

defending your rights!

Dueck & Horner Join Upchurchatop 3GN StandingsJUL 18, 2011 10:42A.M.

Dueck & Horner Join Upchurch atop 3GN Standings

By Chad Adams

Dueck & Horner Join Upchurch atop 3GN Standings

3 Gun Nation

USA --(Ammoland.com)- Since last year’s Ozark match, Clint Upchurch

has maintained a stranglehold on the top spot of the 3-Gun Nation

leader board.

After five events, he finally has some permanent company.

SureFire’s Barry Dueck and U.S. AMU’s Daniel Horner each picked up

their all-important third division win at MGM Ironman recently, giving

each a maximum score of 300 for the 2011 3GN Tour. The wins all but

assure each a spot in the season-ending 3GN Championship in

November.

Kurt Miller (296.03) fell to fourth following Ironman, while Bryan Ray

(288.6) maintained the fifth spot on the 3GN Top 50. Neither Miller nor

Ray competed at Ironman.

The rest of the top 10 remained unchanged, with Taran Butler (280.62),

James Darst (273.16), Jeff Cramblit (270.81), Robby Johnson (264.08)

and Tony Holmes (263.98) holding steady.

However, there was dramatic movement elsewhere on the leader board.

MGM’s Travis Gibson (263.68) used a Tactical Irons win at Ironman to

jump from 16th place to 11th. James Cassannova (259.40) picked up his

third score to enter the 3GN Top 50 at 16. Chuck Anderson’s (245.07)

Trooper win gave him a third score as well, entering the standings at 21.

Other newcomers include: Craig Outzen (239.33) at 23; Trip Mcingvale

(238.70) at 24; John Bagakis (221.27) at 30; Daniel Nickel (215.64) at 31;

Larry Houck (212.52) at 33; Pete Rensing (206.19) at 37; Neal Emery

(190.77) at 44; Craig Salman (189.53) at 45; Ralph Arredondo (188.61) at

46; and Austin Bernskoetter (186.71) at 48.

In the Ladies standings, only Kay Miculek (204.38) at 38, and Maggie

Reese (187.63) currently remain in the Top 50. However, Katie Harris

(179.70), also the top junior, and Dianna Liedorff (171.30), are within

striking distance at 54 and 59, respectively.

match, with $7,400 on the line from Safariland.

3GN Divisional ShootingChampionships UpdateJUL 18, 2011 10:29A.M.

3GN Divisional Shooting Championships Update

By Chad Adams

3 Gun Nation

USA --(Ammoland.com)- The $25,000 3-Gun Nation Divisional

Championships, presented by Hornady, are quickly becoming a hot topic

among top shooters this season, and with good reason.

After each 3GN points match, the conversation changes as competitors

make a run at each division’s $5,000 prize.

The biggest recent shake-up to the 3GN Divisional point races comes

from Daniel Horner’s win at MGM Ironman. The win gave Horner his

third win in Tactical Optics, a maximum score of 300 points. Although

Horner can’t be passed in points, he can be tied, with the tie-breaking

event being the FNH USA Championships in November.

Horner’s greatest challenger comes in the form of Taran Butler, who has

two division wins to his credit already this season, with one coming

head-to-head against Horner at Superstition Mountain, where we last

saw Butler. Butler’s best chances for another win: most likely the Pro-Am

or USPSA Multi-Gun Nationals. If Butler can’t get that final division win,

then Horner will take the division and $5K from Hornady.

In Heavy Metal Optics, Barry Dueck continued his dominance with a

recent win at Ironman. With 292.03 Heavy Metal Optics points, Dueck

has a big lead over Noveske’s Jansen Jones (207.79) and Hornady’s Neal

Emery (190.77). However, Adam Popplewell has one HMO win this

season, setting up what could be a tremendous battle between the two

down the stretch.

In Open, Clint Upchurch has dominated the entire 2011 season, dating

back to last year’s Ozark match. However, SureFire’s Mike Voigt slipped

in to get a win at Ironman, which could be really big heading into Rocky

Mountain. With five events to go, we’ll be watching to see if Voigt or

Jerry Miculek can manage to scratch three division wins to set up a tie-

breaker at the FN Championships. To do so, they’ll have to beat

Upchurch heads-up, as 3-gun’s newest heavyweight is shooting every

match on the 2011 3GN Tour.

Heavy Metal remains unchanged, with Bryan Ray (288.60) holding serve

over JJ Johnson (260.29) and Trapr Swonson (260.05). Ray is in the

driver’s seat with two division wins, especially considering the winning

Blue Ridge points went to Dueck, who is unlikely to leave the chase for

HMO. Looking at this race, you’ve got to wonder if Patrick Kelley is

kicking himself for jumping to Tactical Optics this season; with five

matches remaining, could Kelley make a late change back to his old

stomping grounds and steal the inaugural 3GN Heavy Metal

Championship?

Arguably the most intriguing race is shaping up in the Tactical Irons

division. Kurt Miller enjoys a comfortable lead for now, but the head-to-

head match-ups with Kelly Neal will most likely decide this division.

Miller picked up division wins at Ozark and Ft. Benning, while Neal got a

win at Superstition and Blue Ridge.

Miller and Neal provide a contrast in style as well. Miller prefers tried-

and-true iron sights, while Neal employs a Leupold Prismatic, one of

several 1X optics recently allowed by most major matches in the limited

divisions.

The next opportunity for 3GN Divisional points is Aug. 4-6 at the JP

Enterprises Rocky Mountain 3-Gun at the NRA Whittington Center in

Raton, N.M. Also on the line is $7,400 from Safariland in the 3-Gun

Nation Shoot-Off.

Memorandum on South African Gunowners Association Court

Case

South African Gunowners Association

South Africa --(Ammoland.com)- In June 2009, just prior to the

expiration of transitional (re-licencing provisions) the South African

Hunters & Game Conservation Association (“SAH”) obtained an interim

court order, declaring that all green card licences remained valid until a

number of issues that they raised (including some of a Constitutional

nature) were heard and adjudicated upon by the High Court in what is

termed their “main application”.

The main application was due to be heard at some point after the interim

application. At the time of the granting of the court order all interest

groups welcomed the actions of the SAH.

Although SAH did not consult with fellow firearm organizations at the

time of the obtaining of their court order or invite them to participate,

various discussions were held individually and on a broader basis with

SAH and fellow firearm organizations and it was agreed that SAH will

not enter into any discussions or settlements without consulting the

broader firearm community. The rationale for this was that the

membership base of SAH in comparison to the number of persons

affected by the transitional provisions, through not re-licencing, was

relatively small. Secondly, SAH only has a mandate to represent its

members. SAGA has been accepted since 2004 by the current

Government as having a much broader mandate in representing gun

owners in general.

Unfortunately, SAH did not consult with fellow firearm organizations in

any meaningful way. It became apparent that ongoing discussions were

taking place to which other interested parties were not a party to. Some

general unease existed about this unhealthy state of affairs from shortly

after the obtaining of the interim court order. An informal forum was set

up to which SAH were invited and to which they sometimes, but not

always, came to liaise between the various organizations concerning the

Firearms Control Act and its implementation. This informal body existed

long before (as SAH claim) any formal body was instituted with the co-

operation and intervention of the Secretary of Police.

SAGA became aware, through the ongoing re-licencing process, firstly on

a gradual basis, but more recently on a much more accelerated basis that

people were being prejudiced by the SAPS refusing the renewal of

firearm licences for which individuals already had existing licences. On a

proper construction and examination of the SAH interim decision by

Judge Prinsloo and in conjunction with counsel, it was decided that

because the interim court order declared all existing licences valid, the

SAPS should not have continued with the re-licencing process until the

SAH case had been finalized and a final decision had been made on the

validity of the transitional provisions and on the status of the so-called

old Act or green card licences. Not only was there much uncertainty

created by the SAH decision, but with the Minister intervening in the

Central Firearms Registry and ordering that the backlogs be disposed of,

more and more people had their renewals refused.

As a result of this SAGA launched an application for an interdict to stop

the re-licencing process until such time as the SAH decision had been

finalized. SAGA did liaise with the legal representative of SAH

throughout this process and other than formal acknowledgments

received during this time period by SAGA, there was for all intents and

purposes little co-operation.

SAGA had accepted at face value the undertaking that it had been given

that there wouldbe no consultations or agreements between SAH and the

SAPS without consultation with other role players. When SAGA received

the answering papers of the SAPS this appeared most definitely not to be

the case. The SAPS referred to various discussions and consultations and

even agreements, which when queried by SAGA, SAH were not prepared

to comment on. The State Attorney who represents the Minister of Police

even went so far as to indicate that they had been told by SAH that SAH

would file an affidavit in support of the SAPS, i.e. against SAGA.

Ultimately, SAH elected not to support the SAPS and filed an application

to intervene in the SAGA application. Normally an application to

intervene is done because the intervening party has some form of

interest in the matter and can positively contribute towards the ultimate

resolution of the matter in the interest of justice.

However, SAH has elected to do something entirely different. In their

application to intervene, a copy of which is available on the SAGA

website at www.saga.org.za, SAH have asked the court to stop the SAGA

court case. They have also asked that the court case be stopped until such

time as SAH have had the opportunity to settle their court case with the

SAPS. What SAH have effectively asked the court is to exclude all

interested role players from participating in the ultimate resolution of

their court case. This is unacceptable to SAGA.

It is for this reason that SAGA will be opposing the relief asked by SAH

to stop the SAGA court case.

SAGA calls upon SA Hunters to join the broader firearm fraternity in

seeking to attain equitable legislation that regulates firearm ownership in

South Africa.

SAGA wishes to stress that it does not want to fight with any

firearm organization, but it will not tolerate attempts to

infringe upon the rights of firearm owners in general.
