If, on the other hand, theactual freight is less than 30s, per ton, a deduction willbe made in a similar manner.

a course of instruction in submarine building, for aperiod not exceeding two years.
2. The following craftsmen are required, and the quali-fications for appointment are as shown :-

PERSONS ELIGIBLE TO ENTER. The examination will beopen to (a) Males not on the Permanent Staff of theCommonwealth Public Service who, at date of examina-tion, will have reached the age of 14 years but will nothave attained their 17th birthday; (b) officers of theCommonwealth Public Service who, at date of examina-tion, will not have attained their 18th birthday.
In Victoria, the examination will be confined to officersof the Commonwealth Public Service who, at date ofexamination, will not have reached their 18th birthday.

EXAMINATION FEE. Candidates will be required tosubmit with their applications a postal note for 5s.
An officer of the permanent staff will be exempt frompayment of fee if, as an officer of the CommonwealthPublic Service, he paid an entrance fee at an examina-tion for appointment as Junior Mechanic in training, atwhich he was not successful; but if, at the last examina-tion of the kind for which he entered. and at which afee was payable, he was admitted without payment offee, he will be required to lodge a fee of 5s. with hisapplication.
An officer who claims to be exempt from payment offee should indicate in his application (a) the number ofthe examination for which he entered and paid a fee;(b) the year (and, if possible, the date) in which it washeld. -
EXAMINATION CENTRES. The examination will he heldin the capital city of each State. and also at othercentres where the number of candidates or the remote-ness of the locality would justify the examination beingarranged.
SUBTECTS OF EXAMINATION. The subjects of examina-tion will be
(a) Handwriting. To be judged from the candi-dates' papers in Spelling. (Maximum marks,700.) .
(b) Spelling. To be tested by writing, from dicta-tion. not less `than 180 words. (Maximummarks, 150.)
(c) Arithmetic. First four rules, simple and money.(Maximum marks, 200.)

SALARY. -- Appointees from outside the CommonwealthPublic Service will be paid a commencing salary of £39per annum, and will be eligible to receive £52 perannum during the second year, and £78 per annum dur-ing the third year of service, and, thereafter, annual in-crements up to a maximum of £162 or £200, the lattersalary being dependent upon qualifying for the ClericalDivision.
ALLOWANCE. --Upon application by a successful candi-date appointed away from home, an allowance of 10s.per week will be made to him while living away fromhome, but no payment by way of allowance will be madewhich will raise an officer's total remuneration above£78 per annum.
All officers in Western Australia receive an allowanceof 5 per cent. of salary.
COST OF CONVEYANCE. An appointee will be requiredto defray the cost of his conveyance to the place of hisappointment, but -any expense ui excess of £3 iucurreaby him will be refunded upon a request for such refundbeing submitted to the Department by an appointee.
VACANCIES. The number of vacancies which, it isestimated, will probably occur in each State during theeighteen months for which successful candidates will beeligible for appointment is : Sydney, 30; Melbourne,14; Brisbane, 7; Adelaide, 9; Perth, 4; Hobart, 3.
PERIOD OF ELIGIBILITY. Successful candidates will beregistered as eligible for appointment during the eighteenmonths following the publication in the CommonwealthGazette of the results of the examination, at the expira-tion of which period the names of those unappointed willbe removed from the " Register of Qualified Candidates,"provided that eligibility for appointment will cease atthe age of eighteen years in the case of a successful can-didate from outside the Service and at the age of nine-teen years in the case of a successful candidate who isan officer of the Service.
CONDITIONS OF APPOINTMENT. Appointees as Messen-ger in training will be trained to qualify for positions inthe Clerical Division of Telegraphist or Clerical Assis-tant. They will be employed as Indoor Messengers atthe Head Offices in each State, but will be required,during their official hours, to attend the Departmentalschools of instruction in the work of a telegraphist, ana,when they have demonstrated their ability to performthem, may be utilized for minor telegraphic duties.Appointees, before taking up duty, must furnish anundertaking in writing that they will study at approvedschools to pass the educational examination for transferto the Clerical Division of the Public Service, and that,if successful at such examination, they will accept trans-fer to positions of Telegraphist or Clerical Assistant.The tuition fees for school attendance, up to an amountof£12 per annum, will be paid by the Department, sub-ject to favorable reports from instructors.
Appointments from outside the Service will be madeon probation for six months, and will be confirmed authe expiration of that period, subject to satisfactory re-ports as to general proficiency, diligence, and conduct.The retention on the training staff of appointees fromwithin the Service will also depend upon similar re-ports. lf, however, at any time after appointment, atrainee is reported as unsatisfactory,. and, in the opinionof his instructors, is not likely to become a competenttelegraphist, his appointment as a trainee may be ter-minated, but he nay, if the Commissioner thinks fit,be transferred to a position of Messenger in some otherbranch of the Public Service..
An officer shall not remain in the position of Messen-ger in training for more than three years, and, if insuch time he has not passed an examination for theposition of Telegraphist or Clerical Assistant, he willbe transferred to another position in the General Divi-sion.
Successful candidates will be appointed in their orderof passing the examination. A successful candidate fromoutside the Service must, upon appointment, produceevidence of the date of his birth and a medical certi-ficate, satisfying the Commissioner in such particulars ashe may determine, of sound bodily health and freedomfrom physical defects. He will also be required to assurehis life in accordance with the Regulations. A success-ful candidate should not undergo medical examinationuntil he is instructed by the Commissioner to do so. Asuccessful candidate will he eligible for appointment inthe State in which he resides only.
NAVAL AND MILITARY TRAINING. Before a successfulcandidate, who is liable for training under the compul-sory clauses of the Defence Act 1903 -15, can receive ap-pointment, he must produce evidence from his AreaOfficer that he has rendered the personal service re-quired, or has been granted a temporary exemption.

Examination No. 627.FOR APPOINTMENT AS CLERK, 5TH CLASS, WESTERN AUSTRALIA.
Held, 20th and 21st January, 1916.THE following are the names of the candidates, in their order of merit, who were successful at the above examination and
have thereby qualified for appointment as Clerk, Fifth Class, Western Australia.It should be noted
(1) Where two or more candidates obtain the sanie total number of marks, their order of merit is determined bythe number of marks gained in Handwriting.
(2) No marks are credited in an optional subject unless the number awarded is at least 25 per cent. of the maximumallotted.
(3) Successful candidates will be eligible for appointment during the ensuing period of eighteen months, i.e., untiland including 7th September,. 1917 ; but if, before that date, a successful candidate from outside the Servicereaches his twenty -sixth birthday, he will thereupon cease to be eligible for appointment.
(4) Upon appointment, a successful candidate from outside the Service will be required to produce evidence of thedate of his birth, and a medical certificate, satisfying the Commissioner in such particulars as he may deter-mine, of sound bodily health and freedom from physical defects. (A successful candidate should not undergomedical examination until instructed by the Commissioner to do so). lie will also be required to assure hislife in accordance with the Regulations.
(5) Before a successful candidate who is liable fcr training under the compulsory clauses of the Defence Act 1903 -15can receive appointment, he must produce evidence from his Area Officer, or, in case of a member of theCitizen Forces, from his Commanding Officer, that he has rendered the personal service required, or has beengranted a temporary exemption.
(6) If a successful candidate decline to accept an appointment offered to him, or fail to reply within seven, toa communication from the Commissioner or a Public Service Inspector respecting his nomination to thePublic Service, his name may be removed from the " Register of Qualified Candidates."
(7) If a successful candidate change his address he should immediately notify the Commonwealth Public ServiceInspector, A.M.P. Buildings, St. George's Terrace, Perth.

Service Commissioner from persons qualified forappointment to the positions specified below.
Applicants outside the Public Service are eligible forappointment to the Administrative and ProfessionalDivisions, but are not eligible for appointment toClerical or General Division vacancies, unless they werein the service of a State on 1st January, 1901, or areat present permanent officers in the service of a State,or have retired from the service of the Commonwealthor of a State.
Applications must be in applicant's handwriting, andshould show fully qualifications for the position sought.
In the ease of applicants who are officers of the PublicService of the Commonwealth or of a State the follow-ing particulars should be set out at the foot of theapplication :--

Applicants from outside the Service should state fullname and date and year of birth. Copies only ofdiplomas, references, testimonials, or certificates shouldbe forwarded. If the originals are required they willbe asked for.
Applications should addressed to the " Common-wealth Public Service Inspector " of the State in whichthe vacancy exists.- If the applicant is an officer of theCommonwealth Public Service the application shouldbe forwarded to the Inspector through the principalofficer of the Department in the State in which theofficer is located, except when the vacancy is in another
State, when the application should be forwarded directby the applicant to the Inspector, a copy at the sametime being forwarded to the principal officer of the De-partment.
Minimum and maximum salaries where shown indicatethe limits of the class or grade in which the position isclassified. Subject to the provisions of the Public Ser-vice Act appointments may be made at any salary withinthose limits. Successful appointees must comply withthe life assurance provisions of the Public Service Actand Regulations.
Officers of the Public Service should note that in anycase where the minimum salary of a position in theClerical Division is not the minimum salary of a Class,and the successful applicant is not eligible for the formerby reason of not having received the salary of the nextlower subdivision for twelve months, he will be granted.an allowance equal to the difference between the salaryfor which he is eligible and the minimum salary of theposition until he can be advanced by annual subdivisional'increments to the latter salary.
Where vacancies are notified in positions which havebeen the subject of award, the minimum and maximumsalaries shown are those prescribed by the award. Ifthe officer appointed to any such position is eligible to-become, but is not, a member of the organization whichobtained the award, he can only be paid the rates of'salary prescribed in the Public Service Act or Regula-tions for the position to which he has been appointed,unless and until he becomes a member of the organiza-tion, when the award rates shall apply.
Officers who may be transferred without promotion or-increase of salary, as the result of an application for an-advertised vacancy, will be (required to pay their ownexpenses of removal unless the transfer comes within theconditions prescribed in Public Service Regulation,No. 54.
