He also urged the Centre to waive off the right to certain taxes for state governments. In the letter to PM Modi, Gehlot has said that in the 41st meeting of the GST Council, it was suggested by the Central government that the reduction in GST compensation should be met through loans. He said that the Central government has accepted that this should be met with Compensation Fund Gehlot wrote in the letter that under the Constitution amend- ment many state taxes were included in the GST. “With this, it was said that compensation would be provided to the states in view of the revenue loss. In the GST (Compensation to State) Act 2017, states have been guaranteed com- pensation for five years to meet the revenue loss resulting from the im- plementation of GST. Therefore, it is now the responsibility of the Central government to ensure that the states get the full amount of compensation without any liability,” Gehlot said in the letter and further added, “despite the decrease in collec- tion, compensation can- not be reduced or in- creased under GST (Compensation to State) Act 2017.” Citing the meetings held earlier in the GST Council, Gehlot said that several decisions were taken in these meetings including giv- ing 100% compensation on revenue loss. “This includes the decision to extend it for a period of five years (2017-2022) in the event of a shortfall which is now the respon- sibility of the central government to pay the entire amount,” he said. Gehlot said in the let- ter that instead of a pre- determined 14 percent increase to states in the final year of the central government’s compen- sation, the idea of zero percent increase is un- fair. “It is the responsi- bility of the central gov- ernment to manage the Indian economy, be- cause when the tax col- lection is more, then the central government gets its profit. There- fore, if there is a de- crease in GST collec- tion in the economy, it should be taken up by the Central Govern- ment,” he said. Gehlot wrote that the reduction in GST is be- ing assessed by the cen- tral government assum- ing 10 percent growth rate as compared to the previous financial year. Dr Gupta, head of the Forensic Department, AIIMS is also the chair- man of the medical board formed in Ra- jput’s death case. The AIIMS forensic team is analysing the injury pattern in relation to medical findings in the death of the Bollywood star with the CBI, which is probing the case, ap- proaching the premier research institute for its medico-legal opinion. The move comes days after the Supreme Court approved the CBI investigation recom- mended by the Bihar government to probe the death of the actor. Dr Gupta had earlier said the CBI will provide them reports related to Rajput’s death case. He had then stated that the case is under perusal by the medical board and the report will only be submitted to the CBI in due course of time. Meanwhile, actor Rhea Chakraborty ar- rived at Narcotics Con- trol Bureau (NCB) office in Mumbai on Monday morning for the second day for interrogation as part of the ongoing in- vestigation related to the Sushant Singh Ra- jput death case. Chakraborty was also interrogated by the NCB on Sunday. “We have recorded the statement of Rhea Chakraborty but due to her late arrival, the in- vestigation could not be continued today (Sun- day). Jaipur: Chief Minister Ashok Gehlot wrote a letter to Prime Minister Narendra Modi on Mon-day demanding the cen-tral government to ful-fil the promises made to the state governments while implementing GST. He also urged the Centre to waive off the

right to certain taxes for state governments.

In the letter to PM Modi, Gehlot has said that in the 41st meeting of the GST Council, it was suggested by the Central government that the reduction in GST compensation should be met through loans. He said that the Central government has accepted that this should be met with Compensation Fund

New Delhi: A forensic team of the All India Institute of Medical Sciences (AIIMS) has conducted viscera test from the reports of the late actor Sushant Sin-gh Rajput to check for poisoning, the results of which will come within 10 days, said Dr Sudhir Gupta, AIIMS on Monday.

Jaipur: A petrol pump owner was shot dead in broad day light by uni-dentified miscreants who also snatched a bag containing cash and de-camped.

The incident oc-curred in the parking of a commercial build-ing where the victim Nikhil Gupta (36) had gone to deposit the col-lection amount in a bank on Sikar road.

“Three to four mis-creants were there at the time of the incident. One of them opened fire at Nikhil, leaving him dead on the spot. They took away the cash he was carrying with him,” police said.

The accused had at least one motorcycle with them. Gupta was the owner of a petrol pump. He had gone to a complex, in which the bank’s branch is locat-

ed, to deposit a collec-tion amount of Satur-day and Sunday.

Soon after he alight-ed from his car in the parking, the accused at-tacked him and snatched the bag con-

taining the cash. Secu-rity guards and others came to his rescue and informed police. He was rushed to a hospital where doctors declared him brought dead. Sen-ior police officers in-

cluding the additional commissioner of police reached the spot and a probe was started. The police officers are sus-pecting involvement of a close or known person in the matter. Footages

of CCTV cameras in-stalled in the building are also being exam-ined to identify the ac-cused. Nikhil Gupta was a resident of Vidhy-adhar Nagar area and had one daughter.

Jaipur: A bag contain-ing four cartridges causes stir at the Jaipur airport on Monday.

According to Sangan-er police the security screening company’s personnel Surendra Singh registered a com-plaint along with the airport management that a baggage with id number 11001332 was being screened at level 2 when the security per-sonnel noticed a car-tridge like image. The

image was analysed on level 3 and still it ap-peared to be a cartridge. When the baggage was opened two live and two used cartridges were found in a packet.

Sanganer police in co-ordination with the air-port management while investigating found the baggage belonged to a retired army personnel. The retired army per-sonnel who was arrest-ed by Sanganer police said that he had mistak-enly kept the packet in the baggage.

Jaipur: Deputy leader of opposition Rajendra Rathore has demanded from chief minister Ashok Gehlot to clear his stand on the Farm-ers Produce Trade and Commercial (Promotion and Facilitation) Ordi-nance 2020. The ordi-nance was promulgated by the centre in June which seeks to provide for barrier-free trade of farmers’ produce out-side the markets noti-fied under the various state agricultural pro-duce market laws.

Rathore said that the centre has given the right to farmers to sell their crops anywhere in the country but the state government has not taken any decision on implementing it even after nearly 3 months. He said that contrary to the basic sentiments of the ordinance, the gov-ernment passed the Ra-jasthan Agricultural Produce Market (Amendment) Bill 2020 on 24 July in the absence of the opposition in the

Legislative Assembly.“This has proved that

the state government does not want to imple-ment the statutory right of the farmer to sell his crop anywhere in the country without tax, fees or cess,” he alleged. Rathore said that Ra-jasthan is charging 2.6 percent mandi tax from farmers, which is high-est in the country. The mandi tax in the states of Haryana, Gujarat, Madhya Pradesh, Maha-rashtra and Karnataka is 1 percent, 0.5 percent, 1 percent, 0.8 percent and .35 percent. The BJP leader demanded from the chief minister Ashok Gehlot in order to reduce the mandi tax.

Jaipur: LOP Gulab-chand Kataria has ac-cused the Bhartiya Tribal Party (BTP) of disturbing the religious and social amity in the tribal areas of the state. In his letter to DGP Bhupendra Yadav, Ka-taria has demanded ac-tion against the guilty. He had submitted memorandums to the dis-trict collector and the Governor on Friday on the same issue. He de-manded immediate ac-tion by the police so that the social amity in the area could be maintained.

Jaipur: Central Rail-way minister (state) Suresh Angadi has or-dered restoration of old route of Leelan Ex-press and the con-cerned railway officers have also complied with the orders.

The matter was high-lighted by Rajsamand MP Diya Kumari who had taken the matter to

the central minister when for no technical reason the route of the Leelan Express, travel-ling Jaipur to Jaisalmer via Bikaner, was changed by officers.

CM likely to inaugurate metro’s new route between Sept 18-20First India Bureau

Jaipur: The govern-ment will inaugurate the metro service on a 2-km stretch from Chan-dpole to Badi Chaupar.

Metro have been al-lowed by the centre to resume services from September 7 under un-lock-4 guidelines but in Jaipur, they would re-sume from the third week and with this, the service from Chandpole to Badi Chaupar will also be inaugurated.

Jaipur: Rajasthan seems helpless in the wake of rising corona cases despite efforts made by the health de-partment.

Monday witnessed the emergence of 1,580 new cases in the state taking the total to 92,536 so far. The day also re-ported 14 deaths when 3 deaths were reported from Jaipur, 2 each from Bikaner, Kota & Jodhpur while one death each was report-ed from Ajmer, Alwar, Bharatpur, Churu and Udaipur.

Maximum 310 new cases were reported from Jaipur followed by 200 from Jodhpur, 180

from Kota, 116 from Al-war, 77 from Ajmer, 52 from Bikaner, 49 from Bundi, 45 each from Jhalawar & Sikar, 39 from Rajsamand, 38

from Bhilwara, 37 from Pali, 36 from Baran, 34 from Chittorgarh, 33 from Nagaur, 29 from Pratapgarh, 27 from Dholpur, 26 from Bar-

mer, 23 each from Ban-swara & Bharatpur, 21 from Udaipur, 19 from Dungarpur, 18 from Ganganagar, 16 from Sirohi, 15 each from

Jaipur: Highly revered by a large number of people, Baba ramdev temple opened for the devotees on Monday af-ter 6 months.

The Ramdevra tem-ple attracted a large number of devotees even at early morning for the Mangla arti.

The famous Brahma temple at Pushkar also opened its gates for dev-otees. As of now only three out of five main temples of Pushkar have been opened. The Rangji Bangar, old Rangnath temple and Savitri temple are still closed.

Jama masjid in Jaipur, too had a large number of devotees as-sembled for namaj after 5 months of closure. Everybody who offered prayers on the three floors of masjid wore

masks and observed so-cial distancing.

Meanwhile after the meeting between reli-gious leaders and the district administration the religious places in Jodhpur, remained closed for devotees con-sidering the rising number of corona cas-es. It has been decided to open the religious places on September 30 in Jodhpur.

rauli were fortunate as the gates to the famous Kaila Devi temple opened on Monday. The devotees were permit-ted inside the temple after the mangla arti was performed.

The Jain religious center Shri Mahavirji has decided to remain closed for the devotees for now. Similarly the gates of the Khatu Shy-am temple will also open on September 30.

Raj PRI Act challenged in HC, notices issued First India Bureau

Jaipur: The Rajasthan Panchayati Raj Act 19GG has been chal-lenged in the High Court, and the court has issued notices to the Panchayati Raj de-partment along with Rajsamand district col-lector.

The court has also re-ferred the matter to a larger bench.

In a petition, having wide effect on the nom-ination process, the pe-titioner Balveer Singh challenged the 19 GG act of the Panchayati

Raj Act. The petition called it

against the spirit of public representatives act of the central gov-ernment.

Chief Justice Indra-jit Mahanty heard the case, and gave the or-ders in the case where nomination of a candi-date for the post of Sar-panch was cancelled on the grounds of a charge sheet framed against him.

Pvt schools can charge 70% fees in instalmentsFirst India Bureau

Jaipur: High Court al-lowed private schools to charge 70% of total fees in three installments from parents.

The court of justice SP Sharma, passed the interim order on three petitions filed by Catho-lic education society, progressive education society and one other petition. Nearly 2,000 private schools had challenged state gov-ernment’s orders is-sued on April 9 and July 7, to suspend fees recovery.

The counsels for pri-vate schools, Dinesh Yadav, Kamlakar Shar-ma, Alankrita Sharma and Shailesh Prakash Sharma, argued that private schools had started conducting on-line classes since April as CBSE’s directions.

Court allowed schools to charge 70 % of fees in three install-ments. The court also said that school may stop online class facili-ty for a student in case fees is not deposited but the student shall not be debarred from school.

Families of Covid suspected patients allowed to perform last rites: GovtFirst India Bureau

Jaipur: Rajasthan gov-ernment has decided to hand over the dead bod-ies of suspected covid patients to family mem-bers for performing last rites, a practice which was so far being done by the local bodies in view of corona pandemic.

Now, the family mem-bers will be able to per-form the last rites while following certain safety guidelines.

However, if the fami-ly members are not will-ing to take the body

then the arrangement of funeral/cremation will be looked after by the local bodies.

The state govern-ment took the sensitive

decision on Monday. Principal secretary medical and health Akhil Arora issued a detailed order in this regard.

The dead bodies will be handed over to fami-ly members without waiting for the covid-19 test report. If the test report comes positive, then the requisite ac-tion for contact tracing, tracking will be done.

Not more than 20 per-sons will be allowed to attend the funeral and hospital administration will provide PPE kits for the family members conducting the funeral. The body will be taken directly to cremation or burial ground from the hospital.

Ensure that no silicosis victim is deprived of assistance: CSDr Rituraj Sharma

Jaipur: Chief Secre-tary Rajeeva Swarup on Monday, asked officials to ensure that no silico-sis victim is deprived of government assistance in the state.

Reviewing the status of silicosis cases, he in-structed to conduct a survey for certification of victims and timely payment of assistance amount. Swarup asked the social justice and empowerment depart-ment to present a sur-vey plan in ten days.

He said that eligible people who had applied offline before 2018, will be identified through district collectors and after that, the victims will be provided assis-tance as per rules, by uploading details on portal. Reviewing pend-

ing cases of silicosis, he directed mines & labour departments to make payment in all the certi-fied cases in 10 days.

Along with this, the medical and health de-partment has been in-structed to get all the pending cases certified.

Gayatri Rathore, sec-retary of the social jus-tice and empowerment department, informed that the Pneumoconio-sis Prevention Fund is being created for the diseases caused by dust, so that, payments can be made in due time.

Jaipur: Governor Kalraj Mishra on Mon-day, suggested the inclu-sion of computers and agriculture in the new education policy to make higher education more employment ori-ented. In the new educa-tion policy - Science, Technology, Engineer-ing and Mathematics have been included in the policy as “STEM” to make it multidiscipli-nary education.

Speaking at a Gover-nor’s conference on the role of ‘New Education

Policy-2020 in the trans-formation of higher ed-ucation through video conference, he suggest-ed incorporation of Ag-riculture and Comput-ers, making it “STEAM-C”, will make higher education more employ-ment oriented.

Mishra said that if

the states are able to im-plement the policy in a successful manner, then this it will bring India at par with leading coun-tries and change the challenges of the pre-sent into opportunities.

He said the imple-mentation of NEP at all levels in Rajasthan as per the directions given by the center has started and the Raj Bhawan has constituted a task force.

The conference was also addressed by Presi-dent Ram Nath Kovind, PM Narendra Modi and union education minis-ter Naresh Pokhriyal.

Jodhpur: After air ser-vices to Chennai and Bengaluru, Indigo air-lines has announced the start of Jodhpur-Mumbai flight. The air-lines has released the flight schedule for Jodhpur airport. Air-bus-320 will be used in all the three flight ser-vices.

Routine flight servic-es at the Jodhpur air-port were stopped in March after lockdown

was imposed in the country due to corona-virus spread. That time, the airport operated 24 flights.

After nearly five months, the Jodhpur-Mumbai flight will

start today. The flight will be operational thrice a week, that is, on Tuesday, Thursday and Saturday.

It will take off from Mumbai at 1 pm and will land at Jodhpur at

2.30 pm. From Jodhpur, the flight will take off at 3.10 pm, and will land at Mumbai airport at 5.10 pm.

The flights from Jodhpur to Chennai and Bengularu are op-

erated on Monday, Wednesday, Friday and Sunday.

There were 24 flights from Jodhpur before the lockdown and about half of them were for Delhi and Mumbai.

Remotely piloted and equipped with sensors, unmanned aerial vehicles are changing the way we witness war, climate change, political protest, and now the COVID-19 pandemic. In recent weeks, drone footage has broadcast the unrest in the US city of Kenosha fol-lowing the shooting of Ja-cob Blake and the devasta-tion of the Beirut chemi-cal explosion and Tropical Storm Laura.

Drone technology can

blur viewpoints, pull fo-cus onto surveillance and allow people to witness everything from public protests to places pushed out of reach by the pan-demic.

DRONES DO MORE THAN ‘SEE’It’s true that drones are vision machines: they loiter in the air with a persistent eye on the ground, beaming back imagery to their control point. For most drones, the images they send are optical. For military drones and those used in policing, border surveil-lance and even animal conservation, thermo-graphic imaging is also common.

But drones are also data machines, accumulating information about altitude, speed, location and more.

Drones are increasingly autonomous. Drone vision defines the contemporary aesthetic of war, but it is also increasingly present in new modes of art, activ-ism, and popular and pro-motional culture.

A BRIEF HISTORY OF DRONESBefore drones, the view from above was limited to helicopters, satellites, air planes and, further back still, the hot air balloon. Drones have made the aer-

ial view commonplace, found everywhere from news reports to geographic surveys to wedding photos.

Military drones might not exist today without a weapons designer who also happened to be an amateur

glider enthusiast. Back in the 1980s, Israeli aeronauti-cal engineer Abraham Ka-rem became obsessed with designing a remotely pilot-ed aircraft, and he wanted to do it on his own terms.

ecently, an article in a leading English national daily made a thesis that the outbreak of Covid-19 pandemic has led to our country being governed in a unitary manner, even though our constitution has laid down a federal structure of the govern-ment. There was a cavil in the article that this uni-tary functioning required to be looked into and scru-tinised by the Hon’ble Apex Court as being viola-tive of our federal charac-ter. It is relevant to point out the Central Govern-ment’s directives to all the States and Union Territo-ries emanated under the Epidemic Diseases Act, 1897, a law which was first enacted to tackle bubonic plague in Mumbai (for-merly Bombay) in former British India and Disaster Management Act, 2005.

These law are meant for controlling epidemics and national disasters by provid-ing special powers that are required for the implementa-tion of containment meas-ures to prevent the spread of the disease or to manage the situation arising due to any disaster. The Epidemic Dis-eases Act, 1897 has been rou-tinely and continuously used to contain various diseases in India such as swine flu, cholera, malaria, and dengue in 2009, 2015 and in 2018. Starting in March 2020, the Act has been enforced across India in order to prevent the spread of Covid-19 pandemic in India. Similarly, the Disas-ter Management Act, 2005, has also been used to control all kinds of disasters across the country.

A ‘doubting Thomas’ might question the propri-ety of invoking these Acts so as to curb freedom of States and UTs in tackling this pandemic and thereby diluting our federal struc-ture. In order to ensure uniformity in the meas-ures to be adopted by vari-ous States and UTs, as well as their implementation,

the National Disaster Man-agement Authority (NDMA), in the exercise of the powers under section 6(2)(i) of the Disaster Man-agement Act, 2005, issued successive orders direct-ing the Ministries / De-partments of Government of India, and the State / Union Territory Govern-ments and State / Union Territory Authorities to take uniform and effective measures to prevent the spread of COVID-19 in the country. In compliance with the orders of NDMA, Ministry of Home Affairs (MHA), GoI, also issued or-ders under Section 10 (2) (l) of the Disaster Manage-ment Act, 2005, also reiter-ated these directives pro-claiming lockdown across the country which re-mained in force through-out the country for defi-nite periods.

The central theme of this article is whether Centre’s enforcing uniform guide-lines in the States / UTs in the wake of Covid-19 pan-demic is, in any manner, tan-tamount to the infringing federal structure of our country. The word ‘federal’ is derived from a Latin word ‘foeder’ meaning a compact or a league. Black’s Law Dic-tionary defines ‘federal’ as “a

system of associated govern-ments into national and re-gional components having different responsibilities.” Likewise, a ‘federation’ de-notes “a league or union of states….united under a strong central authority but retaining limited regional sovereignty.” (Emphasis add-ed).

In the light of these con-notations, an attempt is made to reconnoiter our federal structure. Normal-ly, a federation comes into being with States parting with their sovereignty in favour of a central author-ity with a mandate that powers given to them shall not be taken away without

their concurrence. Unlike in the US and Australia, States in India did not have their own constitutions. They were governed by the Government of India Act, 1935, which was framed, broadly with a federal structure for the country. Later, our Constitution was enacted with all the main ingredients of a fed-eration to continue the legacy of the Government of India Act, 1935, keeping in mind the then needs and certain particularities of Indian polity. Dr. Ambed-kar said in his Constituent Assembly speech that “there is nothing to be ashamed of in borrowing. It involves no plagiarism. Nobody holds any patent in the fundamental ideas of a Constitution.”

In the wake of our diver-sity, plurality, and the histor-ical perspectives and the fact, that there were more than 560 princely states having subsidiary alliance with the British Raj at the time of British withdrawal, the country needed a unifying basic law to bind the whole country into one. The func-tioning of various federal systems manifested that there was a need to mitigate the rigidity and legalism of a federal constitution by adopt-

ing the modus vivendi of dis-tribution of powers and cer-tain other methods. Dr. Ambedkar said these provi-sions made the Indian Con-stitution “both unitary as well as federal according to the requirements of time and circumstances.” Framers of the Constitution incorporat-ed salient features of a fed-eration to make the Indian Constitution federal in form, albeit with certain unitary components, and enshrined special provisions to allevi-ate the rigidity of federalism.

Importantly, these pro-visions include, inter alia, a) single Constitution for the Union and the States (special status of J&K has since been abolished in 2019); b) Constitution at-tains unitary character during emergencies under Part XVIII of the Constitu-tion (Articles 352-360); c) single citizenship (state citizenship for J&K has been abrogated in 2019) for the whole of India; d) a strong central authority with residuary powers over whole of the country and powers over the States under certain circum-stances (Articles 246, 248, 249, 250 252); e) Central Government can reorgan-ize the boundaries of the States and change their

names; f) single integrated judicial system and ap-pointment of Judges to the Supreme Court and High Courts and inter-state transferability of High Court Judges; g) civil and criminal laws (though placed in Concurrent List) are codified by the Union Government and are uni-formly applicable in the entire country; h) uniform administrative system (all-India services) without im-pairing the federal canons; i) single electoral machin-ery; j) financial depend-ence of States on Union (Articles 268-281), etc.

A Constitution – the Bible of a nation - has to comple-ment the individualities of the sovereign people who bring it into being. Hence, in the then temporal frame, our Constitution devised a new contrivance to meet the spe-cial requirements of Indian society. It is, therefore, incon-trovertible that Indian feder-alism is quite different from other federations in the world. Hon’ble Apex Court has also opined, in a catena of judgments, that ‘federal char-acter of the Constitution’ is a basic element of the Constitu-tion. Indubitably, ours is a ‘federal union’ sui generis.

New Delhi: BJP presi-dent JP Nadda launched a blistering attack on the Hemant Soren gov-ernment in Jharkhand on Monday, alleging it was “steeped in corrup-tion”.

Addressing the state BJP executive commit-tee meeting digitally from New Delhi, he said the previous BJP gov-ernment led by Raghu-bar Das had “almost eliminated” naxlism, which has been resur-rected under the Soren dispensation.

He said the BJP lost the assembly elections in the mineral-rich state due to “political arithmetic” despite gar-nering the highest num-ber of votes.

“The Hemant Soren government is steeped in corruption. No devel-opment is taking place under its watch. Cor-ruption, naxalism and crime are flourishing unbridled. This reflects the politics of appease-ment,” he alleged.

He said Prime Minis-ter Narendra Modi ushed in positive chang-es in the country as a

result of which the “lo-tus” (BJP’s election symbol) found its place in the hearts of the peo-ple.

JP Nadda lauded his party and the Modi gov-ernment for tackling

COVID-19.“Only the BJP

showed dynamism when opposition par-ties stood stock-still during COVID-19 out-break,” he asserted.

ACB ADG Alok Trip-athi said that a college owner from Bhilwara had approached the ACB with a complaint

against VC RP Singh a month ago. “The com-plainant said that his educational society was to be affiliated with gov-ernment college at Bad-nore. After the formali-ties and paper work were done with, the complainant received a phone call from Ranjeet who asked him to come and meet him at the uni-versity. When the com-plainant met Ranjeet, he demanded Rs2 lakh as bribe for Vc’s approval and gave another phone number for video call-ing,” said Dr Tripathi.

The complaint was registered and a bid to verify the same was ini-

tiated. “On June 25, the complaint was verified wherein the VC de-manded a bribe of Rs1 lakh and asked that the bribe money be handed to Ranjeet Singh. How-ever on the day of the trap, the accused claimed of shortfalls in the complainant’s col-lege and did not take the bribe rather said that a letter will be issued for the shortfalls. There-fore the Bureau sleuths could not go ahead with the trap on September 3,” officials said.

Meanwhile, ACB came to know of a col-lege owner from Na-gaur, identified as one

Mahipal Singh Choud-hary, arriving to deliver bribe money to Ranjeet at VC residence. The ACB team then trapped both the persons giving and receiving bribes while also arresting VC RP Singh.

Meanwhile, ACB has now confiscated the lap-top, diaries, files and mobile of the VC. The sleuths have also seized the file of Mahipal from the VC office.

New Delhi: Five states including Maharash-tra, Andhra Pradesh, Tamil Nadu, Karnataka and Uttar Pradesh, con-tribute over 60 per cent of total COVID-19 cases, 62 per cent of active cases and 70 per cent of overall fatality reported due to the virus in In-dia, the Union Health Ministry informed on Monday.

Maharashtra is at the top with 21.6 per cent, followed by Andhra Pradesh (11.8 per cent), Tamil Nadu (11per cent), Karnataka (9.5 per cent) and Uttar Pradesh at 6.3 per cent.

According to the Un-ion Health Ministry, Maharashtra has 26.76 per cent of the active cases in the country, fol-lowed by Andhra Pradesh (11.30 per cent), Karnataka (11.25 per cent), Uttar Pradesh (6.98 per cent ) and Ta-mil Nadu (5.83 per cent).

In the last 24 hours, Andhra Pradesh has re-corded the highest re-coveries with 11,915 newly recovered cases. Karnataka and Maha-rashtra saw 9575 and 7826 recoveries respec-tively while Tamil Nadu and Uttar Pradesh wit-nessed 5820 and 4779 new recoveries, respec-tively. These 5 States together contributed 57 per cent of the recover-ies in the last 24 hours.

O ver the weekend, the World Health Or-

ganisation made an announcement you might have missed.

It recommended children aged 12-year-old and be-yond should wear masks, and that masks should be considered for those aged between 6-year-old and 11-year-old. The German Socie-ty for Virology went further, recom-mending masks be worn by all children attending school.

This seems at odds with what we assumed about kids and Covid-19 at the start of the pandem-ic. Indeed, one posi-tive in this pandem-ic so far has been that children who contract the virus typically experience mild illness. Most children don’t re-quire hospitalisa-tion and very few die from the disease. However, some chil-dren can develop a severe inflammato-ry syndrome simi-lar to Kawasaki dis-ease, although this is thankfully rare.

This generally mild picture has contributed to cases in children being overlooked. But emerging evidence suggests children might play a bigger role in transmis-sion than originally thought. People had to have a fever or a cough to be tested, which children don’t al-ways have.

This hindered our ability to detect cases in children, and created a perception that chil-dren weren’t commonly infected. One way to ad-dress this issue is

through antibody test-ing, which can detect evidence of past infec-tion. A study of over 60,000 people in Spain found 3.4% of children and teenagers had anti-bodies to the virus, com-pared with 4.4% to 6.0% of adults. But Spain’s schools were also closed, which likely reduced children’s exposure.

Another method is to look at what happens to

people living in the same household as a known case. The re-sults of these studies are mixed. Some have suggested a lower risk for children, while oth-ers have suggested children and adults are at equal risk.

Children might have some protection com-pared to adults, because they have less of the en-zyme which the virus

uses to enter the body. So, given the same short exposure, a child might be less likely to be in-fected than an adult. But prolonged contact probably makes any such advantage moot.

The way in which children and adults in-teract in the household might explain the dif-ferences seen in some studies. This is support-ed by a new study con-ducted by the Centers for Disease Control and Prevention. Children and partners of a known case were more likely to be infected than other people living in the same house. This suggests the amount of close, prolonged contact may ultimately be the deciding factor.

SCHOOLS SHOULD SWITCH TO DISTANCE LEARNINGThis evidence means

we need to take a pre-cautionary approach. When community trans-mission is low, face-to-face teaching is probably low-risk. But schools should switch to distance learning during periods of sustained community transmission. If we fail to address the risk of school outbreaks, they can spread into the wider community.

While most children won’t become severely ill if they contract the vi-rus, the same cannot be said for their adult fami-

ly members or their teachers. In the United States, 40% of teachers have risk factors for se-vere Covid-19, as do 28.6 million adults living with school-aged chil-

dren.Recent recommenda-

tions on mask-wearing by older and younger children mirror risk-re-duction guidelines for schools developed by the

Harvard TH Chan School of Public Health. These guidelines stress the im-portance of face masks, improving ventilation, and the regular disinfec-tion of shared surfaces.

HOW OFTEN DO CHILDREN TRANSMIT THE VIRUS?

Several studies show children and adults

have similar amounts of viral RNA in their nose and throat. This suggests children and adults are equally infec-tious, although it’s pos-sible children transmit the virus slightly less often than adults in practice. Because chil-dren are physically smaller and generally have more mild symp-toms, they might re-lease less of the virus.

In Italy, researchers looked at what hap-pened to people who’d been in contact with in-fected children and found the contacts of children were more likely to be infected than the contacts of adults with the virus.

Teenagers are of course closer to adults, and it’s possible young-er children might be less likely to transmit the virus than older chil-dren. However, reports of outbreaks in child-care centres and prima-ry schools suggest there’s still some risk.

Large clusters have been reported in

schools around the world, most notably in Israel. There, an out-break in a high school affected at least 153 students, 25 staff mem-bers, and 87 others. In-terestingly, that par-ticular outbreak coin-cided with an extreme heatwave where stu-dents were granted an exemption from hav-ing to wear face masks, and air conditioning was used continuously.

At first glance, the Australian experience seems to suggest a small role for children in transmission. A study of Covid-19 in educational settings in New South Wales in the first half of the year found limited evi-dence of transmission, although a large out-break was noted to have occurred in a childcare centre.

This might seem re-assuring, but it’s im-

portant to remember the majority of cases in Australia were ac-quired overseas at the time of the study, and there was limited com-munity transmission. Also, schools switched to distance learning during the study, after which school attend-ance dropped to 5%. This suggests school safety is dependent on the level of communi-ty transmission.

Additionally, we shouldn’t be reassured by examples where children have not transmitted the virus to others. Approxi-

mately 80% of second-ary Covid-19 cases are generated by only 10% of people. There are also many examples where adults haven’t transmitted the virus.

As community transmission has grown in Victoria, so has the significance of school clusters. The Al-Taqwa College out-break remains one of Australia’s largest clusters. Importantly, the outbreak there has been linked to other clusters in Melbourne, including a major out-break in the city’s pub-lic housing towers.

WHAT HAVE WE SEEN IN SCHOOLS?

As the virus has spread more widely, the demographic pro-

file of cases has changed. The vi-rus is no longer confined to adult travellers and their contacts, and children are now commonly in-fected. In Germany, the proportion of children in the number of new infections is now consistent with

their share of the total population. While children are thankfully much less likely to experience se-vere illness than adults, we must consider who children have con-tact with and how they can con-tribute to community transmis-sion. Unless we do, we won’t suc-ceed in controlling the pandemic.

Jaipur: Health Minis-ter Dr Raghu Sharma has said that the Gov-ernment is making all possible efforts to pre-vent corona and its spread, but growing ‘tentacles’ of corona could be stopped only with caution observed by the general public.

Dr Sharma said that till now no medicine or vaccine for corona has been invented. “India is now on number two po-sition in regard to worldwide corona infec-tions. Daily 90,000 peo-ple are getting infected and till now around 41 lakh people have been infected with corona. It is also impacting the State. Till a few days ago there were around 1100 cases per day, but now this number has crossed more than 1500

cases per day,” he said. The Health Minister

said that despite know-ing this, some people are negligent towards the protocol. “In this period of infection, walking without a mask, gather-ing in a group, could in-fect you and others. Pre-caution and prevention are the only treatment for Corona,” he said.

The Health Minister said that there is a con-tinuous decline in mor-tality rate in the State because of better man-agement of corona. At present, the fatality rate due to corona is 1.25%. He said that the mortal-ity rate in Rajasthan is low compared to the av-erage of 10 big States. The recovery rate has

reached 82% and the percentage of positivity is also low but still we all have to be very alert.

Sharma said that ba-sic infrastructure is be-ing strengthened by fo-cussing on hospitals right up to district and community health cen-tre level in the State.

He said that State has 3, 018 ICU beds of which, currently, 872 beds are in use. “Health department has fixed rates for people getting COVID treatment in private hospitals. Rates for tea, breakfast, PPE kits to ambulance and other diagnostics along with all protocols have been fixed. Now no private hospital in the State will overcharge. Even those patients who are asymptomatic can be kept in hotels near the pri-vate hospitals and the Government has fixed rates for three types of rooms,” he said.

Jaipur: Health Minister Dr Raghu Sharma flagged off ‘Campaign Communication Vehi-cles’ to create awareness about corona in three dis-tricts of the State from his residence on Monday.

Dr Sharma said that awareness campaigns are being run across the State to make the general public aware about coro-na. The special campaign communication vehicles are being sent to Alwar, Jodhpur and Ajmer dis-tricts with the help of United Nation Popula-tion Fund (UNFA), Rural Electrification Corpora-tion (REC) and National Health Mission (NHM). These vehicles till Octo-ber 6, will go to the co-

rona affected areas, tehsil headquarters and 100 revenue villages and will make people aware about corona.

National Health Mis-sion Director Naresh Kumar Thakral said that IEC materials pre-pared by the department will be distributed

through these vehicles in corona affected dis-tricts. Moreover, people will be told about the preventive measures through street plays and songs. He said that the general public will be informed about Missed Call radio ‘Naubat Baja’ through which the peo-

ple giving missed calls on the mobile number 7733959595 can get neces-sary information related to health. It is to be men-tioned that till now more than 2 lakh people from Rajasthan have taken health related informa-tion by giving missed call on ‘Naubat Baja.’

Jaipur: The State Elec-tion Commission of Ra-jasthan on Monday, an-nounced the election of Panch and Sarpanches to be conducted in four phases in the remain-ing 3, 848 gram pan-chayats. The code of conduct has come into the force with the an-nouncement of the elec-tion schedule.

The election process will begin on September 16 and the first phase of voting will take place on September 28. Voting will be held on Septem-ber 28, October 3, Octo-ber 6 and October 10 in a total of 35,968 wards in 3848 gram panchayats, according to the pro-gram released by the Commission.

EVM machines will be used for the polling of sarpanch elections.

In view of coronavi-rus infection, the Com-mission has decided to keep 900 voters in place of 1,100 in every polling station so that social dis-tancing protocol could be followed. The polling time has also been ex-tended by one hour so that voters are able to vote from 7.30 am to 5.30 pm while maintaining social distancing.

The State Election

Commission said that in compliance with the directions of SC, the Commission has decid-ed to conduct elections in four remaining phases.

The process will be notified from Septem-ber 16 for the first phase. The districts of the state where elec-tions are to be held in the remaining Gram Panchayats include Ganganagar, Dholpur, Dausa, Churu, Bikan-er, Bhilwara, Barmer, Baran, Alwar, Ajmer, Pratapgarh, Sikar and Udaipur.

Separate announce-ments will be made for the election of Zila Par-ishad members and Panchayat Samiti mem-bers of Panchayati Raj Institutions.

Jaipur: Panchayat polls will be held amid strict corona guide-lines issued by the Election Commission. Only one person will be allowed in the Re-turning Officer’s room with the candidate while filing the nomi-nation. The time for filing the nominations has been increased by 30 minutes. Nobody will be allowed to vote unless wearing a mask. The Commis-sion has reduced the number of voters per booth to 900 from 1000 to have better social

distancing. It has also asked the candidates to strictly follow state and central govt guide-lines while organising rallies as any infringe-ment would be punish-able. The voting time for panchayat elec-tions will be from 7.30 am to 5.30 am. And the election has been di-vided into four phases to avoid any rush while polling. Govt employees above 55 years of age will not be pressed into elec-tion duty. The Block Health Officer will be the nodal officer at panchayat level for co-rona management.

The makers of Ishaan Khatter and Ananya Panday starrer up-coming film ‘Khaali Peeli’ an-nounced on Monday that the

movie will be released over online streaming platform- Zeeplex on Octo-ber 2.

The streaming platform put out an interesting poster of the film and tweeted, “Saare check-naake todkar,

aa reli hai ek mad ride, bole toh #KhaaliPeeli, 2nd October ko, ex-clusively on @ZeeplexOfficial!.”

India from the dignitaries in the world of politics, media and bu-reaucracy. Jagdeesh Chandra start-ed the day by seeking blessings from his beloved parents enshrined in the temple at his home and then donated food and other necessary items to an Orphanage.

Jagdeesh Chandra thanked every-one for their love and best wishes.
