    ODISHA AGRICULTURE STATISTICS -2010-11

    Introduction:

    Growth of the Agricultural Sector is important not only for ensuing food security and

    reduction of poverty in rural areas, but also sustaining growth of rest of the economy. More so,

    growth of two non-farm sectors viz. Secondary & tertiary sectors, can be sustained only whenthe agricultural sector continues to grow and provide adequate demand for goods & services

    along with market for the farm produce.

    In the state of Odisha, this sector has an impressive long-term record of taking the

    state out of serious food shortages despite rapid growth of population. This can be construed

    to have been achieved though a favourable interplay of infrastructure, technology, extension,

    policy support with strong and meaningful political will.

    Though agriculture and ancillary sector contributes less than 20% towards the Gross

    Domestic Product of the state, still it sustains and directly or indirectly provides employment to

    70% of total working force of the State. Due to occurrence of frequent natural calamities, there

    is wide annual variation in growth. Inspite of that, Agriculture contributed 17.59% to Odisha’s

    GSDP during 2010-11 while the corresponding contribution to National GDP by this sector was

    only 14.19%. The agriculture sector has grown, in real term at 2004-05 prices, at an average

    annual rate of 4.12% per annum in the rst four years of the 11 th ve year plan.

    Odisha has a geographical area of 1,55,707 sq.Kms. and is divided into ten agro

    climatic zones depending upon the soil types, topography, rainfall and cropping pattern. The total

    cultivated land of the state is 61.80 lakh ha out of which 29.14 lakh ha (47%) is High land 17.55

    lakh ha (28%) Medium land and 15.11 lakh ha (25%) low land and about 35% of cultivated land

    is irrigated. Majority of the farmers are small and marginal and have limited purchasing power

    with low levels of literacy. The number of operational holdings of the state is 43.56 lakh with

    50.19 lakh ha of operational area as per Agricultural Census-2005-06. The state witnessed a

    decline in operational area from 50.81 lakh ha in 2000-01 due to urbanization and more of landput to non-agricultural use. So the average size of holding for all social groups in the state has

    decreased to 1.15 ha as against 0.83 ha for SC and 1.24 ha for ST category of farmers.

    The Department of Agriculture is in its toes to increase the production & productivity of

    different crops inspite of aberrant weather conditions and limited resources. Different schemes

    are being implemented in the state such as National Food Security Mission (NFSM), Rashtriya

    Krishi Vikas Yojona (RKVY), Integrated Cereal Development Programme-Rice (ICDP-Rice),

    Integrated Coarse Cereal Development Programme (ICDP-Coarse Cereals(Ragi)), Sustainable

    Development of sugarcane based Cropping Systems (SUBACS), Agriculture Mechanisation

    under Work Plan, Integrated schemes of Oilseeds, Pulses, Oilpalm & Maize (ISOPOM), System

    of Rice Intensi cation (SRI), Technology Mission on Cotton, Technology Mission on Sugarcane,

    Jute Technology Mission(JTM), National Project on Management of Soil Health and Fertility,

    e-Pest Surveillance, National Horticulture Mission & etc to obtain maximum return per rupee

    invested in the farm land. Besides, Schemes on “Capacity building and extension reforms”, “Post

    harvest Management of Agri-produce” and “establishment of Commercial Agri-enterprises” are

    being implemented to supplement the developmental agenda.

    This booklet “ODISHA AGRICULTURE STATISTICS 2010-11” contains, mainly, the

    estimates of Area, Productivity and Production of different crops, land utilization statistics and

    other useful information relating to agriculture like rainfall, temperature and humidity, irrigation,

    fertilizer, seed, farm mechanization, RIDF (Jalanidhi), RKBY, crop loan and also incorporate

    information on SRR, MSP, Sugarcane Development and Departmental farms.

    The information furnished on area, yield rate and production of Paddy crop, in this

    booklet, has been estimated by the Directorate of Economics and Statistics (DE&S), Odisha,

    which is based on the sample surveys conducted under EARAS scheme. The estimates of other

    crops made on the basis of reports received from the eld functionaries of the Directorate of

    Agriculture & Food Production (DA&FP), Odisha and Directorate of Horticulture (DH), Odisha,

    are also incorporated in the booklet.

    Crop Condition:

    The effects of scanty and eratic rainfall on Kharif crops are noted below.

    (i) Heavy weed infestation and poor plant stand in Autumn paddy.

    (ii) Late transplanting of medium and late paddy with aged seedlings.

    (iii) Drying of grains of medium and late paddy.

    (iv) Poor plant stand, reduced growth and tillering of late variety.

    The condition of non paddy and rabi crops was by and large normal.

    Climate & Rainfall:

    The climate of the State is tropical, characterised by high temperature, high humidity,

    medium to high rainfall, short & mild winter. The normal rainfall is 1451.2 mm. Most of the rainfallreceived in the state concentrated in a period of 3 months of the monsoon season.

    During 2010, the onset of monsoon was delayed by two weeks and the rainfall received

    during the monsoon period was uneven and inadequate. The overall monsoon rainfall was excess

    by 49% (on account of un-seasonal rains received during December). The detailed rainfall for

    the year 2010 is indicated below.

    Crop Coverage:

    The net area sown and gross cropped area during the year 2010-11 were 54.21 lakh

    ha and 90.80 lakh ha respectively. The cropping intensity was 167%. Rice is the major crop in

    kharif season and so are pulses & oilseeds in Rabi season. The coverage under different crops

    Irrigated Area:

    The total irrigation potential created till 2010-11 from all sources is 45.14 lakh ha

    (30.36 lakh ha during Kharif and 14.78 lakh ha during Rabi). The gross irrigated area during

    the year was 31.06 lakh ha (20.85 lakh ha during kharif and 10.21 lakh ha during Rabi) which

    is 69% of the irrigation potential created. The details are presented below.

    Quality seed plays a vital role in boosting up the production. The strategy has been tomaximize quality seed distribution. The details of seed distribution made through departmentalsale centers during 2010-11 are as follows.

    Fertiliser

    The use of chemical fertilizers substantially improves the productivity of crops.

    Due importance is being given on use of balanced fertilizers in line with the Integrated Nutrient

    Management (INM) Principles, which not only enhances production but also maintains the fertility

    of the soil. The details of fertilizer consumption made during 2010-11 are given below.

    Pesticides

    Crops are exposed to various Agro climatic sensitization to a large number of

    pests and diseases. Most often chemical control being resorted to protect the crops to avoidcrop losses. The detail of pesticides consumption during 2010-11 as follows.

    Farm Mechanisation

    Farm mechanization is inevitable in modern crop husbandry. This not only ensures

    timely agricultural operations but also helps reduce drudgery of labour & cost of cultivation.

    Massive efforts have been put in for popularization of different improved farm equipments andmachineries among farmers through conducting demonstrations and extending subsidy. The

    achievement made in this regard during 2010-11 is presented below.

    Creation of captive irrigation

    Assured supply of water is one of the pre-requisites for successful crop production.

    Accordingly, our State Govt. provides subsidy to the cultivators for creation of captive irrigationunder RIDF (Jalanidhi) . The achievement made under the scheme during 2010-11 is as

    Agr icul ture Credit

    Crop loan is an indispensable input, especially for small and marginal cultivators of our

    state to meet the rising cost of inputs for enhancing crop productivity. During the year 2010-11,

    an amount of . 5448.78 crores has been advanced to farmers as crop loan.

    Crop Insurance

    National Agricultural Insurance Scheme (NAIS) is being implemented in the State since

    Rabi-1999-2000 to insulate farming community against agriculture risks. In view of representation

    received from the farmers, ongoing NAIS has been reviewed to make it more farmer friendly and

    accordingly Modi ed National Crop Insurance Scheme (MNAIS) has been implemented in the

    State during Rabi 2010-11 on Pilot basis in ve districts namely Balasore, Bhadrak, Baragarh,

    Subarnapur and Kalahandi to protect farmers from production risks. Similarly, Weather Based

    Crop Insurance Scheme (WBCIS) is being implemented during Kharif seasons since 2009 on

    pilot basis for Paddy crop only.

    Both loanee and non-loanee farmers are covered under these schemes, but it is

    compulsory for loanee farmers and optional for non-loanee farmers. The crops covered are

    Paddy, Maize, Groundnut, Niger, Red gram, Jute, Cotton, Turmeric and Ginger during Kharif

    season and Paddy, Groundnut, Mustard and Potato during Rabi season. The unit area for

    crop insurance was block for Paddy, Niger, Turmeric & Ginger crops and district for Maize,

    Groundnut, Red gram, Cotton and Jute crops. During Rabi the unit area for Crop Insurance was

    Gram Panchayat for Paddy and district/ cluster of district for Groundnut and Potato.

    Minimum Support Price

    The Minimum Support Price (MSP) of various agricultural commodities has been xed

    by the Commissioner for Agricultural Costs and Prices (CACP) Govt. of India with objective

    to prevent fall in price in the situation of over production and to protect the interest of farmers

    by ensuring them minimum support price for their products in the situations of price fall in the

    market. The MSP xed for Common and Grade-A paddy during the year 2010-11 was 1080/-

    and 1110/- per quintal respectively.
