February is designated as African American History Month in recognition of the struggles faced and contributions made that helped unite and strengthen our great Nation. The Board will consider proposed Resolution No. B19-20-24 in support of awarding diplomas to Veterans of World War II, the Korean War, and the Vietnam War, as well as to Japanese-Americans interned during World War II, who were unable to complete high school due to their military service. V. COMMENTS FROM THE COMMUNITY
The County Board of Education is aware of the importance of providing an opportunity for community members to address the Board regarding matters within the Board’s jurisdiction that are not on the agenda. Those wishing to speak are asked to submit a Request to Speak form to the Secretary of the Board (Superintendent) before the first speaker is called upon. The President of the Board will recognize those who wish to speak in the order in which their Request to Speak form is submitted. VII.d Quarterly Report on Williams Uniform Complaints
As part of the Williams Uniform Complaint Procedures, school districts and SCOE are each required to report quarterly summary data regarding the nature and resolution of all complaints. The Board will receive a report on the number of complaints by general subject area as well as the number of resolved and unresolved complaints for SCOE’s Juvenile Court and Community School (JCCS) and Juvenile Detention Facility (JDF) programs. In accordance with Board Policy 9250, Board members may request to represent the Board in an education-related activity and specify the desired level of support necessary for the activity. Actual and necessary expenses incurred while discharging these official duties will be paid from the County School Service Fund as permitted by law and SCOE’s travel policies. Requests will be placed on a future agenda for action.

RESOLUTION NO. B19-20-23AFRICAN AMERICAN HISTORY MONTH
WHEREAS, the history of our great nation has been enriched by the cultural contributions of men and women of every race and ethnic background, and we recognize African American History Month each February by reflecting on the generations that have struggled to surmount oppression and despair, the progress our country has made thus far, and the remaining challenges still to overcome; and
WHEREAS, the dream of equality and fairness has inspired America through the accomplishments of many determined African Americans whose vast contributions in all facets of life, including education, business, science, athletics, entertainment, and government, have helped shape our Nation’s history and identity, and encouraged us to reach as far as our vision and dreams may take us; and
WHEREAS, this year’s theme, “African Americans and the Vote,” speaks to the ongoing struggle on the part of both black men and black women for the right to vote. This theme has a rich and long history, which begins at the turn of the nineteenth century, i.e., in the era of the Early Republic, with the states’ passage of laws that democratized the vote for white men while disfranchising free black men; and
WHEREAS, our Nation can remain strong only when its people unite to strengthen the world’s commitment, cooperation, and economy by ensuring social, civil, and political rights in all aspects of society and fostering a greater understanding of, and respect for, the many rich cultures and diverse heritages that connect us in Earth’s human tapestry.
NOW, THEREFORE, BE IT RESOLVED that the Solano County Board of Education acknowledges February as African American History Month and urges educators to commemorate this occasion with appropriate instructional activities, and all students and citizens to participate in ceremonies and programs that acknowledge the adversities and obstacles that black Americans have overcome through perseverance leading to a brighter future for all Americans.

RESOLUTION NO. B19-20-24 OPERATION RECOGNITION ON MARCH 5, 2020
WHEREAS, the Solano County Office of Education, as authorized by California Education Code sections 51430–51442, is proud to participate in Operation Recognition by awarding high school diplomas to United States Veterans and World War II Japanese-Americans, living or deceased, who were unable to continue high school due to wartime circumstances; and
WHEREAS, during World War II, the Korean War, and the Vietnam War, millions of young men and women left high school to serve in the United States Armed Forces, and, according to the California Association of County Veterans Service Officers 2017 Annual Report, 17 percent of World War II Veterans, 11 percent of Korean War Veterans, and five percent of Vietnam War Veterans do not have a high school diploma; and
WHEREAS, on February 19, 1942, during World War II, President Franklin D. Roosevelt signed an executive order to relocate nearly 110,000 Japanese-Americans into detention camps across the United States; however, a special exception was granted for Hawaii due to the many skilled Japanese-Americans shipyard workers who were urgently needed to repair and build United States Navy ships; and
WHEREAS, the Solano County Office of Education’s Operation Recognition program is successful because of the partnership with many organizations such as the American Legion, Disabled American Veterans, Filipino American Retired United States Armed Forces Association, Fleet Reserve Association, Military Order of the Purple Heart, United States Submarine Veterans, Veterans of Foreign Wars, Japanese-American Community, California Department of Veterans Affairs, California County Superintendents Educational Services Association, Solano County Veterans Service Office, Solano County Public Library, and various local newspapers including Benicia Herald, Daily Republic (Fairfield), The Reporter (Vacaville), and Vallejo Times-Herald; and
WHEREAS, on March 5, 2020, eligible United States Veterans and Japanese-Americans will be honored by awarding their long overdue high school diplomas in a ceremony at 3:00 PM at the Solano County Office of Education, 5100 Business Center Drive, in Fairfield, California.
THEREFORE, BE IT RESOLVED that that the Solano County Board of Education hereby proclaims March 5, 2020, as Operation Recognition Day and invites Solano County’s students, educators, and residents to observe this most auspicious occasion by attending the special ceremony and proudly congratulating our new high school graduates.
