1. Agenda: The meeting minutes of AFOMP Council Meeting 2010 and the meeting agenda 2011
are given in Appendix 1, and approved.
- According to the suggestion of Dr. Chen Shou Chui, the award and honors committee was
approved by AFOMP Council members as one of the official AFOMP subcommittee.
- AFOMP newsletter has not been published since new AFOMP newsletter editor was chosen.
AFOMP Council suggested President Kwan encourages Dr. John Baines (new editor) to
manage AFOMP newsletters. (December 2010, June 2011, December 2011 / three issues)
Congress report of Taiwan and Fukuoka should be included in AFOMP newsletter with
commercial promotion.
2. President’s Report: Kwan-Hoong Ng (Malaysia) presented the President’s report. (Appendix 1)
3. Treasurer’s Report: The report A Krisanachinda (Thailand) submitted via e-mail was endorsed by
Council Members. (Appendix 2)
4. Secretary General’s Report: T.S. Suh (Korea) presented the Secretary General’s report.

- AFOMP discussed endorsement from AFOMP for an educational symposium that Cheng
Saw organized from University Sains Malaysia and finally endorsed Malaysia Symposium
(Kuala Lumpur, Malaysia on Sept. 10-12, 2011)
- Mrs. Sunmi Kim was introduced as a new AFOMP webmaster and asked AFOMP council
member to provide necessary contents to develop new AFOMP website.
5. Education and Training Committee Report: Hee Joung Kim (Korea) presented ETC report.

- AFOMP Council member asked Hu Yimin, WC2012 organizing chair to provide some
proposal for AFOMP 2012 program (specially PDC & ETC) by email.

8. Funding Committee Report: K. Inamura (Japan) presented the FC Report.(Appendix 7)
- K. Inamura explained AFOMP dues (and 150% IOMP dues)
- AFOMP agreed that IOMP would continue this action since AFOMP agreed with IOMP,
while encouraging AFOMP members to pay 150% IOMP dues(100% for IOMP, 50% for
AFOMP)
9. Award and honors Committee Report: K.Y. Cheung presented the Travel Award and young
investigator award Report. It was suggested that award and honor committee was approved as
subcommittee of AFOMP. (Appendix 8)
10. Fukai Toyofuku, organizing chair of AOCMP 2011 gave short summary of 11 th AOMP in
conjunction with 6th JKMP about history of AOCMP (2002, 2005, 2012) in conjunction with
JKMP and of registration etc. (Appendix 9)
11. Hu Yimin organizing chair of AOCMP 2012 presented current progress about AOCMP 2012
program
- AOCMP 2012 program would be included in WC 2012 program instead of separate program.
- Provide special session for AFOMP members in conjunction with WC2012 program
12. Singapore was chosen as a hosting country for AOCMP2013. James C L Lee, organizing chair of
AOCMP 2013 gave 5 min talk about the future plan of 13th AOCMP.
- 13th AOCMP would be held in conjunction with 11th SECOMP.

Secretary General’s report
1. Report in 10th AOCMP at Taipei, Taiwan
The 10th AOCMP was held in the beautiful city of Taiwan during October 15-17, 2010.

2. Other related Meeting in AFOMP region
(1) ICMP 2011
International Medical Physicists Symposium was held under the theme of “Medical Physics Board
Certification: Looking Ahead” at ICMP in Port Alegre, Brazil on April 17-20, 2011. Dr Raymond Wu,
chair of IBMPCB was making a special effort to organize this special symposium and Dr Tae Suk Suh
(korea) and Dr Shingekagu Fukuda (Japan) gave talks about the certification of medical physicists of their
countries.
(2) Sri Lanka workshop
The Sri Lanka workshop was held in Colombo, Sri Lanka in Mar 24 - 27, 2011 (Annex 2. Program)
(3) 1st MEFOMP Congress
1st MEFOMP international conference of medical physics will be held in Shiraz, Iran October 26-28,
2011. (Annex 3. Conference Announce)
(4) South East Asian Congress of Medical Physics 2011 will be held in Manila and Tagbilaran City this
year on 16 – 19 November, 2011. (Annex 4)
3. EOI for AOCMP 2013
The EOI for AOCMP 2013 was announced at August 4, 2011. Only Singapore, submitted its EOI for
AOCMP 2013 by the dead line. (Sept. 26, 2011) (Annex 5). The EOI will be discussed in AFOMP
ExCom/Council meeting. A more Detailed information will be presented by representative of each
country.

The AFOMP homepage is managed by New AFOMP webmaster Mrs. Sun-Mi Kim and Mr. Tae-Ho Kim.

New website has been developed by Korean Web-company with the donation of USD 4,500 from Dr. Tae
Suk Suh, Catholic University of Korea. The website design and security of board has been improved.

10th AOCMP Summary Report

The 10th Asia-Oceania Congress of Medical Physics (10th AOCMP) was held in Taipei, Taiwan from
October 15-17, 2010. It was attended by 263 delegates from 20 different countries.
The first day (October 15th) of the conference was designated as the Pre-Congress workshop, in which the
focus was on the continuing education of medical physicists and students. There were 4 and 8 sessions of
refresher courses, respectively, for imaging and therapy physics. Leading experts from the world were
invited as speakers for these sessions. Topics of imaging physics included “Methods for patient dose
assessment in diagnostic radiology” and “How to Measure the Image Quality of X-ray CT”. Topics of
therapy physics included “Brachytherapy”, “Proton Therapy”, “External Beam Planning techniques”,
“External Beam treatment verification and QA”, “SBRT”, “Radiobiological modeling”, “Monte Carlo
Methods”, and “Image Registration Algorithms”.
The second (October 16th) and the third (October 17th) day were devoted to presentations on various topics
of medical physics and social programs. In the opening ceremony welcome speeches were given by
AFOMP’s past president Barry Allen, current president Kwan Hoong Ng, IOMP’s vice president Kin Yin
Cheung, and chair of the local organizing committee Chen-Shou Chui. In the President’s symposium,
keynote speeches were given by C. Clifton Ling of Memorial Sloan Kettering Cancer Center on “Linac-
based IGRT – an Evolution”, and by John Hazle of MD Anderson Cancer Center on “Magnetic
Resonance Imaging Guided Thermal Therapy”. There were 4 other symposiums dedicated to specific
topics including new technologies and their applications in medicine, medical physics education, and
certification and licensing of medical physicists. Of special note is there was a new Young Investigator
Symposium organized in this conference to provide young physicists a platform to present their works.
There were altogether 22 submissions, of which 9 were selected as the finalists. The competition was
scored by a panel of judges. The 1st place winner was W. Itano of Japan on “Automated verification
method for patient setup based on digitally reconstructed radiography and portal image for prostate cancer
treatment”, the 2nd place winner was T. Lin of U.S.A. on “Dosimetric Evaluation of XiO Convolution and
Eclipse AAA Algorithms for Non-Tertiary MLC Design”, and two 3rd place winners N. Mukumoto of
Japan on “Verification of the Tracking Accuracy for a Four-Dimensional Image-Guided Radiotherapy
System with a Gimbaled X-ray Head, MHI-TM2000” and JC Lee of Taiwan on “A dynamic junction
technique for total body irradiation”.
There are also 66 proffered oral presentations and 66 poster papers.
On social programs, the opening ceremony featured a spirit-lifting drum performance by the Hsiukuluan
drum troupe, formed exclusively by mental patients of Yuli Veterans Hospital. A welcome dinner was
held on October 15 accompanied by a performance of the aboriginal people. On October 16 a tour was
organized to the National Palace Museum which houses the world’s largest and most precious collection
of Chinese paintings, ceramics, bronzes, jades, sculptures, brocade screens, embroidery, and historical
relics.
The conference was organized by the Chinese Society of Medical Physics, Taipei, and co-organized by
Chang Gung University and the North American Chinese Medical Physicists Association. It was
supported by grants from various Taiwanese government agencies and also by 15 commercial exhibits.
These supports are greatly appreciated.
The 11th AOCMP will be held in Japan. We hope to see you all there.

The International Organization of Medical Physics Travel Grant is available for medical physicists and medical physics graduate students from developing countries who wish to attend SEACOMP 2011. Please submit the abstract of your paper to [email protected] and indicate in the main text of your email message that you wish to apply for the IOMP travel grant. Deadline for grant application is 15 September 2011.
Abstracts of SEACOMP2011 shall be published in the journal Australasian Physical and Engineering Sciences in Medicine. The Congress Proceedings will be published with an ISBN number.
Day 1 (November 16) of SEACOMP 2011 will be held at the University of Santo Tomas (UST) Graduate School. This is the 400th year anniversary of the founding of UST!
Days 2 – 4 (November 17 – 19) will be held at the Bohol Tropics Resort, Tagbilaran City, Bohol Province. This is one of the most beautiful provinces in the Philippines!
There are daily flights from Manila to Tagbilaran City aboard Philippine Air Lines, Cebu Pacific, AirPhil Express, and Sea Air.

1. To assist medical physicists from developing countries in the AFOMP region to attend and present their work at
the 11th AOCMP.
2. To foster international co-operation in the field of medical physics between AFOMP member countries.

Mandatory Requirements
1 The applicant shall be a medical physicist currently practicing in an AFOMP member country (excluding Japan and Korea)1; and
2 The applications shall be verified and endorsed by the respective AFOMP member organizations (this condition may be exempted for applicants from countries where medical physics organizations do not exist); and
3 The applicant shall have at least one abstract accepted for presentation at the 11th AOCMP; and 4 Each awardees shall submit a short report by November 15, 2011 to the AFOMP Secretary-General and to
his/her Medical Physics Association/Society on what was learnt at the Congress and how they intend to apply that in their own countries.
Selection Criteria
Higher priority will be given to the following. 1 Applicants from developing countries/areas. 2 The level of responsibility in performing and/or supervising others to perform medical physics service. 3 The value to the applicants in promoting medical physics in their institutions/countries in attending the congress. 4 Applicants who have less opportunity of attending overseas training/conferences. 5 Applicants who have not received any AFOMP travel awards before.

YOUNG INVESTIGATOR AWARDSGoals of the Awards
1. To promote scientific research and development in AFOMP
2. To encourage and assist young investigators to present at the 11th AOCMP their research
and development work in medical physics.
The Awards (US $ 4,0 00 in total)
2 Eight abstracts will be selected by a panel of experts for presentation at the Young
Investigator Symposium. The presenting authors for the three outstanding abstracts will each
be granted an award of US$1000 and a certificate. The presenting authors of the other five
selected abstracts will each be granted US$200 and a certificate.
Eligibility
5 Current medical physics students or practicing medical physicists with less than 5 years of working experience from AFOMP countries can apply for the awards using the application form given below.
6 Each applicant shall attach a copy of his/her abstract and a manuscript of the proceedings of not more than 4 pages on information on the scientific aspect of the abstract when submitting the application.
7 Completed applications shall be verified by the applicants’ supervisors before their submissions.

[Annex 8]Announcement of the First AFOMP On-line Symposium in Therapy Medical Physics
The Education and Training Committee (ETC) of Asian-Oceania Federation of Organizations in Medical Physics ( AFOMP ) is happy to announce the First On-line Symposium in Medical Physics.
The Symposium is a pilot project initiated by the ETC to promote the concept of Remote Real-time education in the AFOMP region. It is hoped that this will serve as a model for future series of seminars as well as other modes of remote education, such as workshops, refresher courses, basic Medical Physics curriculum, etc.
The special characteristics of the Symposium series is its real-time nature, where all the lectures will be conducted in real-time over the Internet. Audience who have pre-registered will be able to participate in the lectures in a totally interactive way in lectures given by invited speakers, usually directly from their offices or homes. We are very lucky to have many renowned experts in the field agreeing to provide lectures for the series. We want to prove the concept that this is a very cost-effective way to provide high quality education and training to a wide audience.
The first series of Symposium consists of about 10 lectures in Therapy Radiation Physics. Future series will cover various other topics. The accompanying program shows the tentative topics and dates/times of the lectures. The lectures will occur about once a week, but the day / times are quite variable in order to accommodate the availability of the lecturers.
There is no cost for the audience to participate in the Symposium, but because of its pilot nature, it is mainly targeted to AFOMP countries. However, audiences are encouraged to pass on this announcement to anyone who may be interested. (Updated July 13: It is simple to join the lectures. If you get an email from your colleagues that contains the logon information, simply click on the link in the email. Otherwise you can email one of the contacts below). The computer system requirement is simple: a Windows system with speaker, microphone (optional) and webcam (optional). A fast direct connection (instead of wireless) is highly desirable. The software system we use is Microsoft LiveMeeting. We will assist you in downloading and installing and testing the software (it is free software).

Young Scientist Award in Medical Physics IUPAP Affiliated Commission on Medical Physics
Name of the Award:IUPAP Young Scientist Award in Medical Physics
Frequency/Venue: Triennially, one IUAPA Young Scientist Award will be given on the occasion of the World Congress on Medical Physics and Biomedical Engineering (WC).The Award will be $1000 plus an IUPAP medal.
Criteria for selection: The recipient of the Award should have a maximum of 8 years research experiences (not including maternity leave) following Ph.D. on January 1 of that year.
The recipient should have performed original and/or applied work of outstanding scientific quality in medical physics.
Preference will be given to young medical physicists from developing countries.Nomination procedure:The award will be widely advertised by the International Organization for Medical Physics (IOMP) mailing list and website.Self-nomination will not be considered.Nominations are to be made to the chair of the Awards and Honors Committee and should include the followings:
A letter of not more than 1,000 words evaluating nominee's achievements and identifying the specific work to be recognized.
A Curriculum Vita including all publications. A brief biographical sketch.

1) Brendan Healy from Australia has joined the committee. The current members are listed at the end of this report.
2) The following AFOMP policy was developed by the PDC and will shortly be published in Australasian Physical and Engineering Sciences in Medicine. It is currently available on line at DOI 10.1007/s13246-011-0091-3
AFOMP Policy Statement No. 3: recommendations for the education and training of medical physicists in AFOMP countries
3) A symposium on ‘Symposium on Medical Physics Education and Professional Development’ has been organized for the 11th AOCMP
4) The committee will next develop an AFOMP policy on ‘Continuing Professional Development for Medical Physicists in AFOMP Countries’.

A. Status of AFOMP dues collection.
1.The AFOMP dues collection by IOMP had been agreed by EXCOM in 2009
2. But it could not be implemented immediately as the coming and leaving money from the IOMP account during
the 2009 financial year would create a financial problem with the checks (audit) of IOMP accounts.
3.IOMP tried to implement it, but they could not do this before 31 December 2009 – i.e. before the end of the
2009 financial year.
4.IOMP decided to solve the problem by doing a new type of invoice where it will be indicated that:
4-1. One country has paid XX amount of money to IOMP.
4-2. But part of these money will be returned to AFOMP for the benefit of the region where this country is.,
4-3.This back fees-payment will be introduced from the new Financial year (1st January 2010).
4-4. AFOMP country paying its 2010 fees must have received a special new Invoice indicating that part of the
fees would go back to AFOMP.
4-6. All these surpluses will be sent to AFOMP as one Bank transfer at mid-December 2010.
4-7. This practice will continue in the following years.
5. Situation of collection of AFOMP dues through IOMP:
5-1. IOMP reported collection was very late. 2010.10.21.
5-2. AFOMP asked IOMP to improve collection method. 2010.12.27.
5-3. IOMP informed that only Hong Kong and Singapore had sent for 2010 annual dues. 2011.1.19.
5-4. AFOMP treasurer reported that only USD 137.50 for 2010 annual dues was collected from Thailand, Hong
Kong and Singapore. 2011.1. 26.
5-5. Thailand and Japan had sent IOMP dues with AFOMP dues, but IOMP did not recognize it and missed it.

5-6. It was reconfirmed that method of 150% invoice should be continued. 2011.2.4. IOMP dues plus AFOMP
dues, namely 150% of AFOMP dues are being asked to send to IOMP for year of 2011.
2011.2.8.
5-7. Secretary General of AFOMP proposed to make sure of the invoice format, thereby to avoid
misunderstanding. 2011.2.14.
5-8. AFOMP treasurer reported that AFOMP has not received any of AFOMP dues for year of 2011 yet.
2011.9.19.
5-9. IOMP officer confirmed remittance of 150% of IOMP dues from Thailand. 2011.9. 25.
B. Status of cultivation of new AFOMP corporate membership
1. Several accesses to companies have been tried, but they are not successful so far due to economical depression of
global scale.
2. Intensive trial especially to Japanese companies has been continued. But big earthquake, tsunami and power cut
due to accident of nuclear power plant made manufacturers very awkward, and refrained from donation nor
participation to corporate membership.
C. IOMP grant proposition
1. New proposition in the years of 2011 to2012 will be prepared.
D. Private donation
1. An honorarium US$300 given to Kiyonari Inamura, Chairman of Funding committee at 10th AOCM was donated
to AFOMP.
