As legislative representatives of District 3, including the
townsof Brunswick, Pittstown and Schaghticoke, we are happy
toprovide our constituents with a report on actions taken at
theMarch 11, 2014 legislative meeting.The March meeting features
the annual address by the CountyExecutive to legislators and
residents. The State of the Countyaddress for 2014 included some
new and important economicdevelopment news for the county, with the
Legislature playingan important role.This news involves
revitalization of a key property in southernRensselaer County. The
Fort Orange Paper Company inCastleton was for generations a source
of employment beforeit was suddenly closed more than a decade ago.
County Execu-tive Jimino announced a new purchaser for Fort Orange,
andthe Legislature approved a resolution authorizing the
purchaseagreement with paper producer MiniMill.The Legislature
played a role in this project several years ago,enlisting the help
of the federal Environmental ProtectionAgency to undertake a
clean-up of the site. The work by theEPA helped position the site
for a new owner, and the ex-pected creation of 80 new jobs and
hundreds of constructionjobs.The news of the revitalization is good
news, following the ex-pansion of Regeneron in East Greenbush,
creating 300 newjobs. The Regeneron expansion took place when the
Legisla-ture extended sewer service, and we are happy to have
playeda role in the Fort Orange revitalization.Legislators also
voted to oppose a plan by the governor toprovide $5,000 to prison
inmates for college education, and aproposal by State Senator Klein
to change the method of distri-bution for wine, which would limit
supply and increase prices.Cornell Cooperative Extension also made
a presentation aspart of National Nutrition Month. The meeting was
also the
farewell appearance for DavidHawley, who directed thecounty
branch of Cornell Co-operative Extension over thepast few decades.
Wethanked Dave for his serviceand wished him well on his
newposition with the state.Legislators appointed KenHerrington,
Todd Tesman andJim Sullivan of Brunswick asrepresentatives to the
countySoil and Water ManagementBoard.The next meeting of

6-8PM,join Steve Caporizzo of WTEN, the New York StateHumane
Association and the HVCC AnimalOutreach Club for a seminar on the
fate ofAmericas horses. Discussion will be centeredon horse
slaughter, a practice once legal in theUnited States; one which
continues to be debatedas a legal option in the United States, and
is legal
in Canada and Mexico. Currently, the U.S. exports live horsesto
Canada and Mexico, where slaughter and humanconsumption are legal.
Americas horses are then transportedto Japan for human consumption
as well. Horses from allbackgrounds are subject to this ending.

There are many employment opportunities found in
businesseswithin the agricultural/horticultural industry throughout
theCapital District. Cornell Cooperative Extension of
RensselaerCounty will be providing HOSTA (Hazardous Occupations
SafetyTraining in Agriculture) to interested local residents who
are 14years of age by April 15th or older. This course is designed
forthe hobbyist or part-time farmers to agricultural workers
fromlandscapers to herdsman and essentially anyone who ownsany kind
of tractor or equipment.This will be an intensive course kicked off
with an orientationon Thursday, April 10th, at 61 State Street
Troy, NY 12180, 7PM followed by three day sessions from 9 AM to
roughly 4 PMon Tuesday, Wednesday and Thursday - April 15th to the
17th.The focus of the curriculum will be safe operation
andmaintenance of large equipment, personal protection,
chemical,mechanical and electrical hazards as well as livestock
handling.Employers and parents should be aware that youth aged
14and 15 years who are not working directly for their parentsmust
have a tractor operators certificate to legally operatelarge
equipment according to OSHA. HOSTA will prepareparticipants and
qualify them to earn a tractor operatorscertificate if students
attend all classes, pass a written andoperators exam. The classes
will be held at variousAgriculturally-related locations in the
Capital District.Transportation from the CCE office in Troy will be
