About Signalta Signalta Resources Limited is an Alberta based, private company, which has contributed to the Canadian oil and gas industry for the past 45 years. Since 2014, we have diversified into power generation, and now own and operate numerous peaking power and co-generation facilities in Southern and Central Alberta.
We are a completely contained developer of power projects, leveraging on an experienced management team that has extensive industry knowledge with an excellent track record of value creation.
Project Overview Signalta is proposing to permit, construct and operate a natural gas fired peaking power generation facility with a capacity of 19.9 MW. The proposed power plant will be located at 04-13-019-29W4M. The project will use clean technology to supply the Alberta Electrical Grid with electricity and ancillary services to the Alberta Electric System Operator (“AESO”) to meet local electricity needs.
Why Are You Receiving This Package? Signalta is notifying you and all government agencies, local municipal representatives, landowners and residents within a 2,000 m radius of the proposed High River Power facility, as required by the Alberta Utilities Commission’s Rule 007.

Project Details The proposed 19.9 MW High River Power Plant will be a natural gas fired power facility designed, constructed and operated by Signalta Resources Limited. We plan to utilize high - efficient reciprocating engines to convert sweet natural gas, supplied by ATCO Energy, to electricity. The facility will be designed to provide power to supply the Alberta Integrated Electric System with electricity during periods of high demand. Signalta currently owns and operates several peaking power generation facilities in Southern and Central Alberta. In addition to this, over the last three years, Signalta has also constructed and now operates two leading edge co-generation facilities.
The project will be designed and built in three phases with the capacity to generate approximately 20 MW of power in total. In phase one, Signalta will construct 10 MW with an additional 10 MW in future phases. The actual capacity is dependent upon the detailed design; however, the project will not exceed 19.9 MW.
The facility is strategically located directly across from an electrical substation and sized to support local electricity needs. This will help remove transportation and distribution losses, supporting the need for efficient practical solutions within the Alberta Electrical Grid. As an added benefit, Signalta is proposing to construct the facility on a pre-existing oil and gas lease located at 04-13-019-29W4, where we have elected to take over the end of life obligations of two abandoned natural gas wellsites defaulted to the Orphan Well Fund Association.
Environment Signalta will undertake an
environmental impact review and ensure that all
environmental regulations are met.
Noise The High River Power Facility
will comply with all noise control limits set out by the Alberta Utilities Commission
(AUC) in Rule 012.
Air Emissions Emissions from the High River Power Facility will not exceed the permissible limits as set out by Alberta Environment
and Parks.

Signalta will apply to both the AUC (Alberta Utilities Commission) and AEP (Alberta Environment and Parks) for the appropriate permits and approvals to build and operate this facility after all stakeholders concerns are addressed. Signalta will also work closely with the AESO (Alberta Electric Systems Operator) to safely connect this facility to the Alberta Grid.

To the Counsel Members of the Foothills County, Thank you for taking the time to consider my request. I am the owner/operator of the Laugh’N’Learn Before and After School/Kindergarten/Preschool program at the Scott Seaman Sports Rink in multipurpose room A. On September 8th we re-opened the Before and after school program, we currently have 12 children registered in the program, due to Covid-19, health and licensing restrictions we cannot continue the preschool program at this time. As discussed in the previous letter to counsel, when we asked parents who would be returning to care, we were disheartened at the responses received as many of our families were not able to return at this time due to lack of finances or job losses, this unfortunately has not improved, it’s gotten worse. I am requesting what had been previously spoke of via counsel of $131.00 + GST per full time child registered in the program. I would offer the parents assistance in applying for temporary subsidy to pay the portion of childcare fees charged to assist them as well. This is being offered to all families to try and assist them in obtaining employment by not having the stress of paying for childcare. As it stands currently, the rent due per month is $5250.00, the income to the program currently is $6060.00, after rent is paid, I would not be able to pay staff or source deductions or any other expenses. The Ministry of Childcare in all other provinces has supported the childcare sector, unfortunately Alberta’s childcare sector was not supported the same and we are left struggling, many were forced to close due to costs, low registrations etc. The rent deduction will assist Laugh’N’Learn Dewinton in being capable of sustaining care for the County of Foothills community to support families as they get back on their feet from this pandemic. It will also give children a safe space to socialize with their friends, experience quality developmentally appropriate programing, and begin to return to normal once again. This pandemic has taken so much from our society and this small change is one way that Laugh’N’Learn Dewinton can give back to the community. PURPOSE:
For Council to review and authorize administration to proceed with the installation of a landscape irrigation system to be installed in Archie and Janet Hogg Park Campground.
BACKGROUND: Administration and the County Parks and Recreation staff have identified the need at Archie and Janet Hogg Park for the installation of an irrigation system to address turf health, turf reclamation, turf and tree vigor, tree and shrub establishment, and to extend the lifespan of the parks turf and trees. As well it will reduce the fire hazard in the park and increase the overall enjoyment of the public’s use of the park. Water for the system will be drawn from the Highwood river adjacent to the park with a removable pump and facilitated by a temporary diversion license. The system will be comprised of a low density 100psi poly pipe mainline with drops to quick couplers for the sprinklers.
