1. Only Local Service Providers having Office within Bangalore
need to submit their offers. 2. The tender/bids will be opened in
the presence of tenderers or their authorized

letter/identification while attending opening of the
tenders. 4. Tender fee of Rs.573/- in the form of Demand
Draft/Banker’s Cheque from any Nationalized
Bank can be submitted to us on all working days between 1400Hrs
and 1600Hrs. INSTRUCTIONS TO TENDERERS:
1. Interested Tenderers may, at their option, download the
tender documents from website and submit offers along with
prescribed tender cost (in the form of Demand Draft/Banker’s
Cheque) as per details in the Tender Notification.
2. Interested Suppliers can obtain the Tender documents on
request from Purchase & Stores Officer, Purchase Division,
Liquid Propulsion Systems Centre, Bangalore-560 008, INDIA on
payment of non-refundable tender fee as indicated above, on all
working days between 1400Hrs and 1600Hrs.
3. Tender fee shall be payable only in the form of Demand
Draft/Banker’s cheque drawn in favour of Senior Accounts Officer,
Liquid Propulsion System Centre, payable at Bangalore. No other
mode of payment for Tender fee is acceptable.
4. Service Provider’s name and TenderNo. shall be indicated on
the back side of the DemandDraft/Banker’s Cheque.
5. While requesting for tender documents, please do not super
scribe tender number and duedate on the envelope. Instead indicate
“Request for Tender Documents”.
6. Detailed terms and conditions are furnished in the tender
documents. 7. Demand Draft/Banker’s Cheque should not be dated
prior to the date of advertisement/
Intimation/website. Separate requests and demand draft shall be
sent for each tender document.
8. LPSC, Bangalore, will not be responsible for non-receipt of
tender documents/offers due to Postal delay/loss in transit.
9. Quotations received without payment of tender fee will be
treated as unsolicited. 10. The offer should be valid for a period
of 120 days from the date of opening. 11. Quotations received after
the due date and time will not be considered. 12. While submitting

14. Request for the extension of the due date will not be
considered. 15. Service Tax Registration Certificate copy shall be
provided. 16. PAN Card shall be provided along with offer. 17.

without assigning any reasons thereof.
18. Late tender, delayed tender, fax quotation, email quotation
and unsigned offerswill not be considered.
19. In case, if the party is claiming exemption of payment of
tender fees under NSICS/MSME, the offer shall accompany with the
certificate issued by NSIC /MSME otherwise offer will not be
considered.
20. “Offers/quotations from Vendors who have not agreed to
furnish “Security Deposit” will be summarily rejected/excluded,
without assigning any reason thereof’.

Techno Commercial Bid

Techno Commercial Conditions
1. Proof of experience for having carried out works of similar
nature in the past 2 years. The agency should have under taken
comprehensive annual service and maintenance of Central A/C plant
of 220TR capacity, Package A/C units of about 128 TR capacity,
Ductable split A/C plants of about 91.5 TR capacity, Split A/C
units of about 72 TR capacity and which include providing A/C for
clean rooms, laboratories and offices. a) 1 work not less than 80%
of work magnitude mentioned above. b) 2 works not less than 50% of
the work magnitude mentioned above. c) 3 works not less than 40% of
the work magnitude mentioned above.
The agencies shall submit the following as documentary proof for
the eligibility criteria as mentioned above. 1.1 Certified copy of
work completion certificates issued by the authority concerned
to establish work experience of work magnitude. (or) 1.2
Completion certificates for works issued by Private parties shall
be supported by
TDS (Tax Deducted at Source) certificates
2. Financial performance of the company: Furnish copy of IT
returns for the past 3 years. 3. Company staff profile: Furnish
details of the company staff such as technicians,
engineers, etc., with experience under different categories.
4. All the supporting documents furnished for the above to be
attested by Gazetted Officer
or Public Notary. 5. The detailed technical bids with conditions
to be read understood fully and signed with
seal indicating compliance. Also the compliance sheet provided
shall be duly filled by the agency.

For Central A/C Plant, Package, Ductable Split A/C and Split A/C
units at LPSC(B)
MAINTENANCE SCHEDULE TO BE FOLLOWED
I. SCOPE OF WORK FOR CENTRAL AIR CONDITIONING PLANT:
A. Monthly preventive maintenance
1. Check of all relay setting, loose contacts, switches,
isolators etc., of the electrical
panel of the plant.
2. Checking and setting of humidifiers.
3. Checking and setting of heaters.
4. Checking of electrical panels.
5. Checking of voltage and currents.
6. Checking of HP/LP cutouts.
7. Checking of gas leakage if any. If necessary topping up of
refrigerant.
8. Testing HP/LP pressures.
9. General cleaning and servicing like belt tension checks,
adjustment etc.,
10. Checking all pressure gauges, temperature and other
indicators etc., of the plant.
B. Quarterly preventive maintenance
1. Cleaning of air filters.
2. Greasing of motors.
3. Electrical panel board maintenance.
4. Cleaning of AHU coils.
C. Yearly preventive maintenance
1. Painting of the plant.
2. Overhauling of all the compressors
D. The maintenance/repair/servicing of Air conditioning plant
include inspection,
repair, servicing and over hauling, cleaning, corrective and
remedial measures, setting
right the malfunctions of the system etc., so as to keep the
plant in good working
condition.
E. The maintenance contract includes replacement of necessary
spare parts, both
mechanical and electrical and includes consumables like
refrigerant, oil, greases, etc., In
addition, the contractor has to provide proper refrigerant
cylinders for charging/top up
etc.,
-
F. Repair of air ducting louvers, air handling units,
thermocouple insulation of all
piping system of the plant, touching and painting of repaired
portions, overhauling
compressor , replacement of heaters, servicing of pan
humidifiers etc., are includes in the
scope of maintenance.
G. Only genuine & original parts of the existing parts shall
be replaced by the
Contractor.
H. Monthly preventive maintenance/service and attending to any
number of
breakdown calls whenever necessary within 4 hours.
I. The following equipment parts of the A/C plant are to be
repaired/ replaced during the
Annual maintenance Contract.
1. Check the compressor and its spare parts, compressor motors
and its coupling.
2. HP/LP cutouts, condenser motor pumps, chiller motor
pumps.
3. Electrical connections, maintenance of relays gauges and
panels.
4. Microprocessor based VFD drive and relays relating to this,
Air Handling Units
(AHU) & its blower motors including main blower motors.
5. Humidifier heater coils, electrical contactors, fuses,
individual isolating switch
(SFUs), MCBs, over load relays (protective relays) etc.,
6. System operating individual starters, terminal connectors
etc.,
7. Replacement of defective pressure gauges.
J. In addition to these, the following works are to be included
in the schedule.
1. Preventive maintenance of these equipment parts of the A/C
plant like Cooling
tower water pumps, Air Handling Units (AHU) & its blower
motors including
main blower motors are to be repaired during the Annual
maintenance Contract in
case defective
2. Cooling tower cleaning is required to be done quarterly.
3. Descaling of condensers, chiller units and maintaining
reference temperature and
cooling tower cleaning including chemical cleaning to be done
yearly.
K. EXCLUSIONS:
The following equipments/parts of the Central A/C plant are
excluded from replacement
from the Maintenance contract.
1. Compressor bodies.
2. Chiller bodies.
3. Condenser bodies.

4. Bodies of all motor and pumps.
5. Main cooling tower.
6. Main blowers.
7. Panel board structure.
8. HEPA and pre-filters.
If any of the above items mentioned in sl.no:1 to 8 needs
replacement, then the contractor
shall inform the requirement to engineer-in-charge, CMD
Electrical, T&AS for
procurement/supply. However, all labour is to be provided by the
contractor for replacement
of these items.
II) SCOPE OF WORK FOR PACKAGE A/C UNITS AND DUCTABLE SPLIT
AIR
CONDITIONING PLANTS:
A. Monthly preventive maintenance
1. Check of all relay setting, loose contacts, switches,
isolators etc., of the electrical
panel of the plant.
2. Checking and setting of humidifiers.
3. Checking and setting of heaters.
4. Checking of electrical panels.
5. Checking of voltage and currents.
6. Checking of HP/LP cutouts.
7. Checking of gas leakage if any. If necessary topping up of
refrigerant.
8. Testing HP/LP pressures.
9. General cleaning and servicing like belt tension checks,
adjustment etc.,
10. Checking all pressure gauges, temperature and other
indicators etc., of the plant.
B. Quarterly preventive maintenance
1. Cleaning of air filters.

I. The following equipment parts of the Package/ Dutable split
AC plant are to be repaired/
replaced during the Annual maintenance Contract.
1. Check the compressor and its spare parts, compressor motors
and its coupling.
2. Electrical connections, maintenance of relays gauges and
panels.
3. Microprocessor based VFD drive and relays relating to this,
Air Handling Units
(AHU) & its blower motors including main blower motors.
4. Humidifier heater coils, electrical contactors, fuses,
individual isolating switch
(SFUs), MCBs, over load relays (protective relays) etc.,
5. System operating individual starters, terminal connectors
etc.,
6. Replacement of defective pressure gauges.

If any of the above items sl.no:1 to 5 needs replacement, then
the contractor shall inform the
requirement to engineer-in-charge, CMD Electrical, T&AS for
procurement/supply.
However, all labour is to be provided by the contractor for
replacement of these items.

III) SCOPE OF WORK FOR SPLIT AC UNITS:
A. Monthly preventive maintenance
The following checks are to be carried out:
1. Cleaning of filters, outdoor and indoor units. 2. Checking
and tightening all electrical connections. 3. Checking for
condensate drain in particular, from indoor unit of split A/C
and
remove the blockage and repair leakages, if any. B. Quarterly
preventive maintenance
In addition to the monthly checks, the following checks are to
be carried out:
1. Check compressor mounts for any undue vibrations or cracks,
replace if necessary. 2. Check the performance of compressor. 3.
Replacement of compressor if found defective, in case of units
under Split Air
Conditioner units including compressor(Annexure-II D). 4. Carry
out leak test for refrigeration circuit and plug the leaks, if any.
5. Examine condition of starters if found any fault is to be
replace with suitable item. 6. Check operation of H.P. /L.P. cut
outs & thermostats. Take corrective action,
wherever required. 7. Open fan section cover. Check belts for
wear & tear. Replace, if necessary. Check
bearings & alignment of belt drive and take corrective
action. 8. Clean the finned surface of condensers & cooling
coils and do chemical cleaning, if
required. 9. Ensure proper operation of motorized dampers. 10.
Cleaning of Micro filters & fresh air filters. 11. Check the
fans & blowers. Replace if necessary.
C. Yearly preventive maintenance
In addition to the monthly & quarterly checks, the following
checks are to be carried out:
1. Carry out electrical Megger test. 2. Check power consumption
of all motors and take corrective action for major
deviations. 3. Carry out chemical cleaning of Evaporator &
Condenser coils. 4. Painting of outdoor units. 5. Greasing of all
motors.
6. The insulation of copper tubes if found damage should be re-
insulated and replacement of drain pipes as and when required.

Comprehensive Annual Service and Maintenance Contract (CASMC)
For Central A/C Plant, Package, Ductable Split A/C and Split A/C
units at LPSC(B)
General Terms and Conditions
1. The CASMC is for a period of 2 Years. 2. The payment will be
on quarterly basis i.e., once in 3 months. 3. Addition and deletion
of the units may occur as per the requirement and site
conditions therein. The cost per TR shall be mentioned in price
bid will be considered for the payment, in case of any variation in
quantity, based on Indentor’s certification approved by next higher
authority.
4. Some of the Split A/C units compressors are in warranty
period. In the due course if compressors warranty expires, AMC for
Split A/C units including compressor rate will be considered upon
obtaining approval from next higher authority.
5. Carrying out Preventive maintenance schedule as per
LPSC(B),ISRO, for ensuring the satisfactory performance as
recommended shall be carried out and results obtained/ details of
works done shall be documented in the prescribed logs duly
countersigned jointly by the contractor’s personnel and the
authorized representative of LPSC(B),ISRO.
6. The materials required for replacement of defective parts
must be supplied by the Contractor. All the materials should be of
Original Make.
7. All labour charges required for removal and
fitment/replacement of A/C fittings will be done by the
Contractor.
8. Before carrying out any work, work permission to be taken
from concerned personnel. 9. Violation of safety norms will lead to
termination of contract. 10. In case of any complain/breakdown, the
contractor’s staff should attend the same within 4
hours of intimation. 11. The contractor shall employ experienced
and technically qualified man power to carry out
maintenance activities. 12. The maintenance of all the Air
conditioners should be carried out through a regular
maintenance schedule. All breakdown repair works shall be taken
up immediately by the contractor to avoid disruptions in Air

13. Logbooks/registers to be maintained at the LPSCB/ISRO
premises including attendance, incidents, assets, emergency

filled by the Maintenance staff and got endorsed from LPSCB/ISRO
authorised personnel on a daily basis.
14. Taking all necessary actions to maintain the A/C plants
& A/C units operating satisfactorily.

1 Proof of experience for having carried out works of similar
nature in the past 2 years. The agency should have under taken
comprehensive annual service and maintenance of Central A/C plant
of 220TR capacity, Package A/C units of about 128 TR capacity,
Ductable A/C plants of about 91.5 TR capacity and Split A/C units
of about 72 TR capacity which include providing A/C for clean
rooms, laboratories and offices.

1.0 TYPE OF CONTRACT:
The proposed Annual Maintenance Contract shall be of
Comprehensive type.
2.0 Period of Contract:
The Contract shall be valid for a period of 2 years. However it
shall be open to LPSC to terminate the Contract at any time during
its currency by giving ONE MONTH’S notice in Writing.
3.0 Fall Clause:
Service Charges quoted by the party shall be no event exceed the
lowest charges at which party service for AIR CONDITIONING UNITS of
identical description to any other party during the period of this
contract. If at any time during this period party reduce the
Maintenance Charges to any other party, the party shall notify such
reductions of Maintenance charges to the Purchase and Stores
Officer, LPSC, ISRO Bangalore- 560 008 and from that time such
reductions of service charges, shall stand correspondingly reduced
in this contract also and Bill/Invoice should be raised
accordingly.
4.0 Preventive maintenance:
Party shall perform Monthly/Quarterly/Half yearly/annually
preventive maintenance visits during the contract period of two
years.
5.0 Breakdown maintenance:
Party has to attend to any number of breakdown calls per year,
immediately within 4 hours of prior intimation during the Contract
period.
6.0 PAYMENT TERMS:
Maintenance charges shall be paid after every quarter
proportionately on completion of satisfactory service. However, at
the end of each service, a Service Report duly signed by
contractor, Indenter and Indentor’s Divisional Head shall be
obtained from the user division to the effect that for All AIR
CONDITIONING UNITS have been serviced and is working satisfactorily
and shall be submitted to the Senor Accounts Officer, LPSC, along
with your bill/invoice in duplicate with a copy to Purchase &
Stores Officer(Purchase).
7.0 In the event of damages to our property or injury to our
personnel due to the
negligence of your employees, the responsibility shall solely
rests with you.
8.0 The Department shall not be responsible for any injury to
your personnel, or damage to your property caused at our site.
9.0 Income Tax, as applicable shall be deducted from your Bill,
at source.

10.0 Party shall furnish 10% of the order value as Security
Deposit by way of Bank Guarantee, to be obtained from a Schedule
Bank/Nationalized Bank in favor of Senior Accounts Officer, LPSC,
before commencement of the work, valid till completion of Annual
Maintenance contract period with a claim period of Six Months.
11.0 In case if any part/item to be taken to your premises for
repair, then you have to
furnish equivalent value of Bank Guarantee from a Nationalized
Bank or Scheduled Bank.
12.0 ARBITRATION:
Dispute if any shall be settled mutually, failing which it will
be referred to a One Man arbitrator appointed by Director, LPSC in
accordance with the Indian Arbitration and Conciliation Act 1996,
whose decision shall be final and binding on both the parties.
13. “Offers/quotations from Vendors who have not agreed to
furnish Security Deposit will be summarily rejected/excluded,
without assigning any reason thereof’.
