The Thermal Destruction Facility (TDF) is in a cold shutdown to repair the kiln refractory. Thecontractor continues to work 24 hours a day, seven days a week maintaining, inspecting, andperforming repairs to the TDF. The refractory installation was completed during this period, heatup and curing were begun on April 28, 1998. The TDF is expected to be back on-line by the firstweek of May 1998.

Construction activities during this period included wastewater management, ash handling, ashbackfill, rock washing and decontamination of inorganic debris for backfilling, enclosing thesides of the fly ash building, installation of a steam scrubber, the application of Concover to thestockpile within the exclusion zone, shredding of organic materials within the exclusion zone, theconstruction of a drum storage facility, and continuation of off-site and perimeter air monitoring.

Related site activities during this period include:

n Two Bucknell University classes were given a tour on April 27, 1998.ft Weekly progress meeting on April 28, 1998.n Completed the transfer of carbon from old waste-water treatment plant (WWTP) vessels to a

tanker truck for shipment to an off-site recycling facility.n Continuation of a detailed response to Ombudsman report.

To date the contractor has successfully treated approximately 33724 tons of contaminated soilthrough the TDF. The contractor did not process contaminated soil during this report period. Todate, all ash analyzed during the operations phase has met project backfill criteria.

Major activities for the next week include: TDF maintenance and kiln refractory cure, re-gradingof the corridor for positive drainage, soil feed preparation, off-site and perimeter air monitoring,WWTP operations, ash handling, rock & inorganic debris washing, and shredding of organicdebris.

The Thermal Destruction Facility (TDF) is currently off-line. The TDF operated 24 hours per dayfrom April 8, 1998 to 1049 hours on April 10, 1998.

On Friday April 10, 1998 while feed was stopped a routine maintenance inspection was performedand loose bricks were observed in the kiln.- A cold shutdown was started at 1629 hours on April10 to allow for inspection and repair of the kiln refractory. It was determined that the insulating •brick behind the face brick was deteriorating and causing the face-brick to fall out. A decision "was made to remove all brick and install a castable refractory. It is expected that the refractoryinstallation will be complete and the TDF back on-line by the first part of May 1998.

Related ongoing activities during this period included wastewater management, excavation, soilfeed preparation, ash handling, ash backfill, washing rock and inorganic debris for backfilling,installation of a drop storm water inlet at the south end of the site, installation of a steam scrubberand continuation of off-site and perimeter air monitoring.

To date the contractor has successfully treated approximately 33398 tons of contaminated soilthrough the TDF, The contractor processed approximately 2066 tons "of contaminated soil duringthis report period. To date, all ash analyzed during the operations phase has met project backfillcriteria.

The Drake Cleanup Team continues to prepare for a possible April, 1998 hearing on the plaintiffsmotion for a preliminary injunction.

Major activities for the next week include: TDF maintenance arid kiln refractory repair,excavation, soil feed preparation, off-site and perimeter air monitoring, WWTP operations, ashhandling, rock & inorganic debris washing, and backfilling.

To date the contractor has successfully treated approximately 29756 tons of contaminated soilthrough the TDF, The contractor processed approximately 1612 tons of contaminated soil duringthis report period. The Thermal Destruction Facility (TDF) is currently off-line. The TDF operated 24 hours perday from March 27-30,1998.

On Monday March 30,1998 feed was stopped to repair a torn feed belt in the feed preparationbuilding. During the feed shutdown a routine preventative maintenance inspection was -performed and loose refractory bricks were observed in the kiln. Cool down of the TDF andpreparations to repair the kiln refractory is underway. Related ongoing activities during thisperiod included wastewater management, soil feed preparation, ash handling, ash backfill,washing rock and inorganic debris for backfilling and continuation of off-site and perimeter airmonitoring.

To date the contractor has successfully treated approximately 28028 tons of contaminated soilthrough the TDF. The contractor processed approximately 2787 tons of contaminated soil duringthis report period. To date, all ash analyzed during the operations phase has met project backfillcriteria. • . •

The Drake Cleanup Team continues to prepare for a possible April, 1998 hearing on theplaintiffs motion for a preliminary injunction.

Major activities for the next week include: TDF maintenance and refractory repair, soil feedpreparation, off-site and perimeter air monitoring, WWTP operations, ash handling, rock andorganic debris washing and backfilling.

The following activities also took place during this reporting period:• U.S. Army Corps of Engineer's District Engineer, Colonel Berwick and Acting Chief of

Construction Division, Jefl Werner visited the Drake site on March 27, 1998.• Media meeting at the Drake site on March 27, 1998.• The Monthly Management Information System meeting was held at the Drake site on March

24, 1998.* Information requested by USEPA Omsbudsman Bob Martin was provided by Fed Ex to Mr.

Martin on March 26,1998.

I. CURRENT SITUATION: Began wanning" the kiln to start curing the new refractory lining.The kiln refractory is used to provide a uniform heat source which drives contaminants fromsoils at this former chemical company site. The contractor continues to work 24 hours a day,seven days a week maintaining, inspecting and heating up the (TDF).

II. .ACTIONS TAKEN: Over the past week, subcontractors installed a specially formulatedrefractory lining material and are now beginning the process of curing the materials.' Watervapor is intermittently visible from the stack because a low heat source is being used in earlystages of the cure. Continue to.shred wpod nrexclusion zone. .Cut up and remove carbonvessels. Continue rock washing.

IIL FUTURE PLANS: By Friday, the team expects to turn on the incinerator's main burners tocomplete the cure and prepare the system for resumption of full production. Major activities forthe next week include: TDF heat up, off-site and perimeter air monitoring, WWTP operations,shred wood debris, and rock & inorganic debris washing.. It is expected that hazardous wastefeed operations of the TDF will resume the first week in May 1998,

II. ACTIONS TAKEN: Completed placing kiln refractory. Remove refractory forms from kilnin preparation of kiln refractory cure. Replace trommel screen.

I. CURRENT SITUATION: The Thermal Destruction Facility (TDF) is currently being cooleddown to a cold shutdown to repair lose refractory hi the kiln. The contractor continues to work24 hours a day, seven days a week maintaining, inspecting and performing repairs to the (TDF).Related ongoing activities include: soil feed preparation, ash handling', ash backfill, and WWTPoperation. The TDF was on-line 3 hours 49 minutes and processed approximately 157 tons ofmaterial.

ACTIONS TAKEN: Due to the amount of rain, and a concern that water from the exclusionzone encroached onto the bottom ash handling area and roadway, waste feed was shut off to theTDF at 1049 hours on April 10, 1998 to allow for additional cleaning of the these areas. Prior toresuming waste feed, OHM noticed that kiln refractory had become lose and had fallen out of thekiln. OHM began a cold shutdown of the TDF at 1629 hours. Continued excavation and soilscreening activities in the exclusion zone. Continued manhole and pipeline installation forconnection of drop inlet in south end of site to an existing city storm water line. Receivedanalysis for bottom ash sample 4-6-98-098, which met backfill requirements,

This is the first detected concentration of2-NA in the I.H. samples. Per the Health and Safety Plan a follow 2-NAurinalysis test was performed on the employees working in the area during the

" sample event.

1-0 INTRODUCTION

This Monthly Progress Report has been prepared to summarize the activities performed durins March. 1993as \vell as a summary of the work planned for the month of April, 199S by OHM Remediation Sen-ices Corp..(OHM), on Contract DACW45-93-C-0200. This document is based on Cost-information known as of March21). 1993 and operations information known as of April I, [998. -

2.0 WORK ACCOMPLISHED

During the month of March, OHM has performed the following:

1. Set-up and began operation of additional Trommel screen in the debris processingbuilding.

2, Began the installation of the LAN System as approved by the USACE,3, Completed the set-up of an additional USACE trailer.4. Performed a Clean Burn/system check5, '' Began system operations6, Constructed a new parking lot at Taggert field in exchange for use of parking area along Myrtle Street.7. Completed the installation of additional security cameras.8. Performed Performance Specification Testing (PST).

OHM is 40 % physically complete with the cost reimbursable portion of this project.

3.0 WORK PLANNED

During the month of April, OHM is scheduled to perform the following:

1, Continue operation of the incinerator.2, Perform a stack test3. Begin excavation operations.4. Install a 10,000 CFM steam scrubber at TDU discharge.5, Install a storm water manhole/piping system at south end of site.6, Complete installation of the LAN system.™. Complete and submit a final report for PST.

4.0 PROBLEMS AND SOLUTIONS

Approval to Heat-up Delay - The harming of heat-up was delayed in order for the EPA to complete andissue comments and responses to issues presented by the public and risk assessors during the meetings heldin January and February, Heat-up was originally scheduled for February 14, L998- The delay caused a 7 dayslip to February 21, 1998. OHM will include these days in its proposal for the extension of the standby phase(Change "BZ").

Additional Clean Burn - During the initial start-up of the TDU, dust entrained in steam was observed at theoutlet of the conveyor systems. OHM discontinued feed to the system and made several adjustments to thespray/cooling systems. On March 5, 1998, OHM .was. directed by the USAGE.to discontinue hazardous feedto the incinerator and to perform an addition Clean Bum to confirm that the adjustments were adequate. Theadditional Clean Burn will potentially impact the operations cos: and schedule. OHM estimates a potentialcost increase of approximately S270,OQO"ahd a schedule increase of 3 .days due to the additional work. OHMwill submit a work variance for the delay and will include the costs, in future forecasts. -

Steam Scrubber Installation - Upon completion of the additional Clean Bum, the USAGE directed OHMto operate the incinerator at a reduced feed, rate of 35 tons/hr as a means to reduce dust emissions.Furthermore, OHM was directed to install a steam scrubber system at the discharge of the incinerator foradded dust control and to enable higher feed rates. OHM estimates a total cost impact of approximately5500,000 (including downtime for incorporation into the TDU) and a 1 day increase to the operations phasedue to addition of the steam scrubber.

Kiln Brick Replacement-On March 31, 1998, OHM discovered that a 6' x 8* section of refractory brickwithin the kiln had been dislodged. OHM will contact the original installer of the refractory a repair thesection.
