Gerardo Smith Chavez Jr., 15, passed away on Wednesday, June 13, 2012 in Show Low, AZ. Gerardo was born on July 27, 1996 in Tucson, AZ the son of Gerardo and Elvira (Smith) Chavez. He grew up and attended school in Mammoth and later moved to Show Low. Some of Gerardo’s favorite things were track, basketball, volleyball, volunteering at the San ta Rita Church in Show Low, fi shing and a religious dancing group called the Matachines. Gerardo is survived by

his parents Gerardo and Elvira Chavez; brother Israel Chavez; grandparents Rita and Fedrico Smith and Eleazar and Rosa Chavez; and many uncles, aunts and cousins. A Rosary will be recited Thursday, June 21, at 7 p.m. at the Blessed Sacrament Catholic Church in Mammoth. A Funeral Mass will be celebrated at 9 a.m. on Friday, June 22, also at the Blessed Sacrament Church in Mammoth. Interment will follow at Valley View Cemetery in Mammoth.

She is survived by her husband, Roy Wade Carter; mother, Ruby Irene Saunders; son, Derrick Wade (Judy) Carter; stepson, Dale (Cindy) Graff; brothers, Oscar Eugene (Betty) Saunders and Robert Bruce (Cathy) Saunders; sisters, Ada (Wayne) Carter and Carolyn Sue (Bobby) Smith; grandchildren, Krysti Brittny Carter and Ruby Rene Carter; step-granddaughters, Kerri and Nyssa Graff; six great-grandchildren and several nieces and nephews. Editor, San Manuel Miner: When you are around San Manuel you may see this old guy driving around in a golf cart. That’s our dad…92-year old Bee Becraft. Mom passed away February 29 and then Dad was sick for awhile but he’s roared back! After he got well he decided without pressure to sell his car and get a golf cart. He played golf for 40 years and is very safe and completely mobile in it. However, if he gets stuck he can’t walk home and doesn’t have a cell phone, so please keep an eye out for him like some good folks did last week when the cart broke down a block from home. Thank you for looking out for and helping him. We had other people calling to make sure he was okay so we know

people are watching. As far as we have been able to remember Dad is the oldest man still alive from the original 100 families who moved into San Manuel Christmas of 1954 and is one of the increasingly rare WW II veterans. Many people know him and we are grateful you are all keeping an eye out for him. Not one to sit still Dad recently got an iPad! 92 years old and starts learning the iPad. It’s been great! He emails, surfs the web, and enjoys reminiscing looking at the pictures of Mom and of the grandkids and great grandkids. You are never too old to learn and we are proud of him. The Pinal County Sheriff’s Report is taken from the daily logs, based on the information provided by deputies. All persons arrested are presumed innocent until proven guilty in a court of law.June 11 Theft of copper wire was reported in the 1000 block of West El Paseo, Oracle. Theft of Peavey speakers was reported in the 1000 block of North Calle Valencia, Oracle. Burglary was reported in the 300 block of South Avenue B, San Manuel.June 12 Theft of a rock collection and train set was reported in the 1500 block of North Calle Coruna, Oracle. Assault was reported in the 1800 block of West American Avenue, Oracle. Theft of a wedding ring was reported in the 1400 block of East American Avenue, Oracle.

Burglary was reported in the Mountain Vista School Cafeteria, Oracle. A cash drawer was missing.June 13 Pinal County Sheriff’s Office assisted Mammoth Fire Department with a medical emergency in the area of Smelter Wash, Mammoth. They transported the Native Air helicopter crew from the landing zone at the Valley View Cemetery to the scene. The patient was flown to Northwest Hospital suffering from dehydration. Burglary was reported at the Mountain Vista School in Oracle. Burglary was reported in the 1000 block of East Emilie Circle, Oracle. Criminal damage was reported in the 40000 block of South Mountain Shadow Drive, Eagle Crest. Several houses in the same neighborhood were vandalized. Burglary was reported in

Pinal County Sheriff’s Report the area of Fifth Street, San Manuel. It was determined that the weather caused items to blow away.June 14 Burglary was reported in

the 1000 block of North Calle Valencia, Oracle. Burglary was reported in the 900 block of West Third Avenue, San Manuel.June 15

Theft of phone cable was reported in the area of South Veterans Memorial Boulevard, San Manuel. Burglary was reported in the 600 block of West Sixth

Avenue, San Manuel.June 17 Criminal damage was reported in the 39900 block of South Hollywood Way, SaddleBrooke.

The Mammoth Police Report is submitted by the department. According to state law, there are two methods by which police may arrest suspected offenders. The suspect may be physically taken into the department and booked into jail, or the arresting officer

may write a citation and release the suspect to appear in court later. All suspects are presumed innocent until proven guilty in a court of law.June 10 An animal complaint was solved by an officer. Mammoth Fire assisted a

patient in the 600 block of Main Street. The patient was transported to the hospital by private vehicle. Officer responded to an ongoing complaint in the 100 block of Owens Place. Subjects were advised of everyone’s rights. Report of harassment in the

100 block of Fifth Street was solved and documented by an officer. A family dispute was reported in the 400 block of Hetzel. The parties were separated. Mammoth Fire responded to a request for medical

By John Hernandez After a long drawn out and at times hostile meeting, the Dudleyville Fire District Board voted unanimously to deny a request to circulate petitions to change district boundaries. Under ARS § 48-262, anyone seeking to change the boundaries of the fire district must file an impact statement to the fire district board. The board then holds a public hearing where both those for the change and those opposed are allowed to speak. If the board determines that the proposed change will promote the public health, comfort, convenience, necessity or welfare will be promoted, it shall approve the impact statement and allow the persons proposing

the change to circulate petitions. The petitions must be signed by more than one half of property owners living within the boundaries of the proposed change. The Heller, Stambaugh and Brownrigg families submitted an impact statement with the Dudleyville Fire District on April 16, formally requesting that areas encompassing their property be allowed to withdraw from the boundaries of the Dudleyville Fire District. “We hereby declare that we have NO CONFIDENCE in the ability of the Dudleyville Fire District, or it’s Governing Board as Administrator, to adequately protect our health or our properties, both held individually, or as

This applies to Table Mesa Farms real and leased properties,” the statement continues, adding, “PRFR also has much more fire apparatus and rescue vehicles available. This alternative service (PRFR) provides a much higher level of Emergency Medical Services that far

exceed your capabilities since they have both Basic (EMT) AND Advanced Life Support (Paramedic) level of services. As an agricultural entity, emergency medical care is paramount due to the fact we deal with heavy machinery, agricultural chemicals, etc. The alternative service also has Hazardous Materials medical direction to treat that possibility and is the only fire-based service in the region with that

capability. Since there is also is also a significant number of elderly in this area the faster first-response by a more advanced life support service could mean the difference between life and death.” The group stated that their property lines extend outside of the Dudleyville Fire District to areas that are already protected by PRFR. The ranchers wanted to shift the coverage for their properties entirely to PRFR.

The group also cited response times as a reason for their request. “PRFR has plans to build a fire station on E Aravaipa Rd 1.3 miles east of AZ Hwy 77 which will reduce response times significantly g. Until such a time as the station is built we [Table Mesa Farms] will be permitting PRFR to utilize our property facilities to establish a substation to create faster response times since we already contract their services for areas outside of the Dudleyville Fire District that we control,” the impact statement read. Additionally, the impact statement also requested that Dudleyville Fire District Board Chairperson Olivia Morales recuse herself from the vote because her property lies within the borders of the secession area. Approximately 60 people including firefighters from the Dudleyville Fire District and Pinal Rural Fire Rescue attended the hearing. Everyone who wanted to speak was allowed to do so. Comments were limited to five minutes. Arguments broke out

By John Hernandez On Wednesday June 13, 2012, the Oracle Historical Society received a grant for $5,500 from the antiquing/historian group known as the Questers. This organization encourages an appreciation for antiques, history and the preservation and restoration of historical landmarks. They also provide funding through their local chapters with grants, scholarships and fellowships to assist in the preservation and restoration of antiques and historical landmarks as well as provide education for those interested in preserving history. Essie Mae Allbritton, President of the Arizona State Questers along with Chris Shepard, Treasurer of the Sonoran Searchers presented the check to Oracle Historical Society (OHS) member Chuck Sternberg and OHS President Monica Chavez at the Acadia Ranch

Oracle Historical Society receives Questers Grant to restore adobe ice house

Museum while members of the Sonoran Searchers and OHS looked on. The Sonoran Searchers #1444 is a local chapter of the Questers from the SaddleBrooke area. The grant will be used to restore the adobe icehouse located at the Acadia Ranch. Work will be done on fl oor, ceiling, roof and stucco of the building. The grant was written

by Emily Duwel along with Chuck Sternberg and submitted through the Sonoran Searchers #1444. The Oracle Historical Society would like to thank the Questers, Essie Mae Allbritton and the Arizona State Questers, Sonoran Searchers, Emily Duwel, Chuck Sternberg and the members of OHS who work hard to preserve the history of the area.

The San Manuel Sea Lions traveled to Coolidge to compete against the Coolidge Dolphins and the San Tan Valley Barracudas. The Sea Lions had won every swim meet over the last five years and 11 months; however, this year it looked like Coolidge would have the edge in their home pool with some great swims the previous week. As the meet progressed,

the Sea Lions jumped to an early lead after some outstanding swims in the Individual Medley and Medley Relays. As the Butterfly and Backstroke events took place you could sense the excitement mount as Coolidge began narrowing the lead. During the long freestyle events, Sea Lions swimmer began extending the lead and kept building on it through the Breaststroke, Sprint

Freestyle, and Freestyle Relays. The final scores were: San Tan Valley 67, Coolidge 771 and San Manuel 925. Against the toughest competition in the league, some swimmers won all eight events that they swam. Evan Apuron (9) not only won all the races in his age group, he raced in relays in an older age group to help fill some holes in the Sea Lions roster. Will Newman (12)

Tabitha Kellam (8) dominated every individual race in her age group, but the most exciting race of the day was her relay anchor leg swim with the exciting come from behind finish to win the 7-8 Girls Medley Relay. By John Hernandez What the U.S. Fish & Wildlife Service sees as a chance for government and ranchers to work together to protect the San Pedro River, ranchers and others who live in the area see as government interference. On Thursday, June 14, the U.S. Fish & Wildlife Service held a public meeting at the San Manuel High School cafeteria. Around 90 people were in attendance to listen to a proposal about the Lower San Pedro Collaborative Conservation Initiative. The Collaborative Conservation Initiative (CCI) is exploring the idea of a collaboration among interested landowners, land managing agencies, local communities, non-profit organizations, businesses and the public in managing and preserving the Lower San Pedro River. They are also

looking at establishing a national wildlife refuge extending from an area known as “The Narrows”, approximately 15 miles above Benson up to an area near Winkelman. The refuge would follow the San Pedro River and be two miles wide on each side of the river. Most of the people in the audience were against the proposal. The ranchers were concerned about over regulation of their lands and even condemnation of privately owned property to take it over. It was clear that many of the land owners/ranchers did not trust the government and they voiced their concerns at the meeting. The Wildlife Service staff tried to explain to those in attendance that they did not have to hold the public meetings but wanted the public to know they wanted to work in

collaboration with the ranchers and land owners along the San Pedro. They said they had no plans for condemnation or to regulate the land of the ranchers or private owners. Pinal County Supervisor Pete Rios was in attendance and spoke about why the people did not trust the U.S. Fish & Wildlife Service, explaining the fight between Pinal County and the Federal government over a road access across the river. More than a million dollars was spent in a legal battle. Thursday’s meeting was the first step in the planning process for the initiative and wildlife refuge. San Manuel School District board meeting, a new dress code revision for K-12 was approved for the 2012-2013 school year. While much of the code relates to modesty and the use of logos or uniforms, one large change was made in that students are now allowed to wear jeans in addition to khaki pants.

Per the new regulations, pants must be blue jeans or blue or khaki colored, must

not be ripped, torn, faded or have holes, must fit properly, contain no logos larger than one inch and extend no further than the wearers shoe. Shorts must reach mid thigh or below and are subject to the same rules as pants. Ad-ditional items may be added to the standard school clothing during the school year as ap-proved by the school board. Other topics that were ap-proved at the meeting include a price increase for paid school lunches, which raises the price

from $1.75 to $2. The school district will be bringing the price up in increments to help the community adjust to a fed-eral mandated increase in the cost of school lunches.

The Board also ap-proved new employment and transfers. Melissa Joliat was named the new principal for First Avenue Elementary and Mammoth Elementary. She is replacing Monica Barajas who has accepted a position with the Whiteriver School District.

Some of the new positions approved were Mark Wisely, Special Education Director; Carolyn Lindsay, Jr./Sr. High Science Teacher; Jacob Stokes, Jr./Sr. High Social Studies Teacher; Denise Fisher, Jr./Sr. High Language Arts Teacher.

The Board also acknowl-edged their appreciation for bus driver Judith Miller, re-tired after 26 years of service to the district.

Other business included the approval of two donations. The SCIENTEK – 12 FOUNDA-TION donated $150 to Laura Faulkenberry for participating in the SARSEF competition.

The SaddleBrooke Com-munity Outreach organization donated $3,880 from for swim lessons and water safety. The donation will help community schools provide free swim-ming lessons as well as a water safety program for the commu-nity at the pool this summer.

At its regular meeting on Jun. 6, 2012, the Pinal County Board of Supervisors approved three Independence Day fireworks displays that met new fireworks safety standards. The safety standards and procedures for fireworks displays were bolstered in light of the numerous forest fires that cropped up around the state this summer.

The planned Fourth of July fireworks displays in Superior, SaddleBrooke and Arizona City were approved for meeting the new safety requirements.

Lou Miranda with Pinal County Emergency Services said the new standards reflect those established by the National Fire Protection Association and the National Fire Code. “Based on those specifications, we are very confident that the risk of display fireworks will be minimized,” Miranda said.

The standards include

measures to evaluate the safety of launch sites and ensure the risk of wild fire is averted by having plenty of strategically placed personnel. Of particular concern is hot debris and sparks from exploded fireworks reaching into dry brush and greenery.

Miranda said fallout and burn-off from expired fireworks can travel downwind at least a mile, depending on conditions. “Due to weather conditions and wind, those fireworks can be dispersed slightly farther than that,” he said.

This year’s fire season was particularly harsh with a number of threatening fires appearing in the northern and eastern parts of the state. “This is something based on the current conditions in the state of Arizona with the Gladiator fire and six other fires that are currently throughout our state,” he said.

Discussion of fireworks display applications were pushed back to allow more

Thanks to a new set of safety standard, the Pinal County Board of Supervisors approved three Independence Day at their June 6, 2012 meeting.

Supervisors approve fireworks displays under new rulestime to set new standards and alleviate confusion. At a Board meeting on May 23, Chairman Pete Rios asked for more time to standardize the rules and give communities a chance to prove the safety of their operations.

“I don’t want to blanket deny these communities, even though I’m fully away of the danger this will pose,” he said. “I want to give them an opportunity to step before the Board and explain their plan.”

At the Jun. 6 meeting, Arizona City Fire Chief Paul Sable said the city’s annual display is

set off on a golf course with thorough fire safety enforcement present. “Arizona City has been setting off fireworks for the past 40 years without any incident,” he said.

Kenneth Victor, pyro production manager of Fireworks Productions of Arizona, said his company will be providing Arizona City’s Independence Day show. He said his company shares the same safety interests as the County.

“We support Mr. Miranda bringing the rules and regulations into one place so that everything can be understood,” Victor said.

By John Hernandez Citizens are needed to serve on the new Oracle Fire District Board. In 2010, the 49th Arizona Legislature determined that fire districts should be administered by a district board. In a district that the County Board of Supervisors estimates has a population of 4,000 inhabitants or fewer, the district board may consist of three or five members. The population in the Oracle Fire district was 3,686 during the last census. Because of expected growth in the district it was determined to go with a five member board. The election of fire board members will be held during the general election in November. Citizens must live within the Oracle Fire District to be eligible to run for the board. The potential candidates must go to the Pinal County Elections Department at 383 North Main Street in Florence and pick up an elections packet. The packet will consist of an application, information, forms and petitions. The applicant will have to get signatures of registered voters from the fire district in the amount of one half of one percent

Citizens needed for Oracle District fire boardof the district electorate. This is approximately 12 signatures. They will have to submit their paperwork including petition signatures to the Pinal County Elections Department. Information on filing deadlines can be picked up at the elections office. You can call the Elections Department at (520) 866-7550 for information or if you have any questions. The top five vote getters will be appointed to the fire board. The top three people receiving the most votes will serve four-year terms while the other two will serve two year terms. If there are not five candidates the Pinal County Board of Supervisors will appoint members to the Board. The Fire Board acts similarly to the local school board. They will meet monthly with the meeting date and time posted in

advance. Meetings are open to the public. Upon being sworn in as board members on December 1, 2012, they will elect among themselves a chairperson and secretary. The second order of business will be to hire a manager for the fire department and empower them with the duties of the fire chief. The manager/fire chief can be hired from within or without the fire department provided they meet the minimum qualifications. The fire chief will be the board’s only employee. The fire chief will be responsible for hiring firefighters and the day to day administration and operations of the fire department. The board will develop a working relationship with the fire chief; approve budgets, annexations, and mergers. The budget for the Oracle Fire Department is currently around $800,000.

“It is an exciting time for us,” Larry Southard, Battalion Chief of the Oracle Fire Department said. “We welcome the public input. This is new stuff for us and a good thing. We would like to see more of a public interest in the fire safety of the district. It is a great opportunity to get involved with the entire community of Oracle.” Larry and the current staff will assist the board during the transition. There is also a manual put out by the state wide group Arizona Fire Districts Association to help

the board members. It is a handbook with guidelines for board duties including the hiring of a manager. Candidates would be wise to begin reading the handbook. “If anyone has any questions or comments about the Oracle Fire Department, it is always open to everyone in the community,” Southard said. invites the community to enjoy their Annual BBQ on Saturday, May 12, from 4 to 6 p.m. This year they will be barbecuing a steer. Donations are accepted and will be going to the latest AED recipient, Oracle Ridge School. The Automated External Defibrillator is the fifth one to be i nstalled by t he O racle F ire Department. Along with the AED, Oracle Ridge staff will receive training in CPR. The First Baptist Church of San Manuel, located at the corner of First Avenue and Nichols, has announced its flight plan for the “Amazing Wonders Aviation” Vacation Bible School, which is rolling down the runway, getting set for take-off. Boarding time is 6 p.m., with overnight layovers at 9 p.m., each evening and the flight will last from July 9-13. Please arrive early to pick up your passport. Passengers from pre-school age through those entering sixth grade will be issued first class tickets to ride these flights. The air traffic controllers, Jan Herrick and Shannon Baldwin, and all the pilots, are preparing to help passengers learn about God and His amazing powers on their flights. Destination flights are to Bible Study at Victoria Falls, mission under the Northern Lights, create crafts under The Great Barrier Reef, move to the music at the Matterhorn, explore fun recreation at the Grand Canyon and stop for snacks at Paricutin Volcano. There will even be a replicated F-14 airplane for the children to explore on “Family Night.” Call 385-4655 for a free ride to and from the First Baptist Church.
