I. INTRODUCTION

A. Background

1. Maharashtra is the third largest state in India in terms of area, and the second most populated state with 112.4 million people. It represents 9.4% of the country's total geographical area, occupying 3.0 lakh sq. km. area. It is one of the most prominent tourism facilitating states in India. Maharashtra provides the highest contribution to India's Gross Domestic Product (14.2 % in 2020–21). Strong economic growth over the last 10 years has generated significant passenger and freight traffic demand. However, the capacity of the State Highway / Major District Road network is constrained. There is a significant burden on the existing road infrastructure of the State due to large demand for goods, services and passenger transport within the state. Despite boasting over a vast road network of State Highways (SH) and Major District Roads (MDR), nearly 80% of them are of either single lane or intermediate lane standard. The condition of road safety indicators has also worsened. 2. Maharashtra has a road network of 2, 67,452 km as per the latest data available as on 31st January 2020. This includes 4,688 km of National Highways (NHs), 33,705 km of SHs including MDRs and other district roads, and 151,845 km of village/rural roads. Road density in Maharashtra is only about 13.57 km per 100 Sq.km, compared to the national average of 166.47 km per 100 Sq.km. Road length per lakh population in Maharashtra is 307 km corresponding to the national figure of 400 km. Many SHs and MDRs are in poor condition as far as the good riding quality, good environmental condition and road safety and related issues are concerned, due to inadequate maintenance and financing. SHs with good riding quality, good environmental ambience and road safety are essentially required, not only to achieve the national goal of economic growth, but also, for eradication of poverty and to avoid road related accidents. 3. The Government of Maharashtra (GoM) has decided to upgrade and maintain approximately 451.445 km of 13 state highways (SHs) and major district roads (MDRs) with financial assistance from the Asian Development Bank (ADB). The location map of the project's roads is shown in Appendix 1. The project is estimated to cost US$ 255.99 million. The program is named as Maharashtra State Road Improvement Project (MSRIP). All the 13 SHs/MDRs will be implemented through Engineering Procurement and Construction (EPC) contract mode comprising 9 different EPC contracts. The Maharashtra Public Works Department (MPWD), through its Project Management Unit (PMU), is wholly responsible for the implementation of the project. The Loan amount was provided for US$177 million from ADBs ordinary capital resources to help finance the project. The Grant/Loan no is 3911-IND. Four Project Implementation Units (PIUs) are formed by MPWD at each PWD circle level (i.e., Ratnagiri, Solapur, Yavatmal and Amravati) to directly oversee the project implementation. 4. Table 1 summarizes details of 9 EPC Contracts (for 13 road stretches) being monitored by two Authority Engineers i.e., AE-01 for Package-01 and AE-02 for Package-02. The AE-01 is appointed for EPC 01, 02, 03, 04 and 09 whereas AE-02 is appointed for remaining EPC 05, 06, 07 and 08.

B. Project Categorization

5. Maharashtra State Road Improvement Project (MSRIP) has been classified as Category ‘B” in accordance with ADB’s Safeguard Policy Statement (SPS), 2009. A consolidated Initial Environmental Examination Report (IEE) is prepared for all 13 sub-projects (Road Stretches) whereas individual Environmental Management Plans (EMPs) and Environmental Monitoring Plans (EMoPs) were prepared for 13 sub-projects. For all 9 EPC contracts, corresponding EMPs and EMoPs are included in the bid documents, covering key issues, mitigation measures, performance targets and monitoring indicators along with specific roles and responsibilities of implementing parties. The EMP is an integral part of the contract and all its implementation related parts are incidental to the contractors.

C. Semi-Annual Environmental Monitoring Report and its Scope

6. MPWD and ADB have mutually concurred adherence to the Project Administration Manual (PAM) devised to ensure consistency with the loan agreements. PAM prescribes the requirement of Semi-Annual Environmental Monitoring Report (SEMR). This second Semi- Annual Environmental Monitoring Report (SEMR January 2021-June 2021), shall be disclosed by ADB on its official website, after its approval. This will provide an overview of compliances achieved during the implementation of EMPs and EMoPs, with respect to Environmental Safeguards Requirement of SPS, 2009. This second SEMR describes the compliance status of all aspects of environmental safeguards viz. (i) Government of India (GoI) environmental policies, laws, and regulations related to the environmental conservation and protection, forest, wildlife areas, pollution prevention and control; (ii) loan covenants; (iii) compliances required as per condition of EMPs/EMoPs, and in the event of any unanticipated issue or impact which were identified during the implementation of any one or all sub-projects. The outbreak of COVID-19 is an unanticipated/unforeseen environmental issue identified during project execution. The data and information provided in this Second SEMR were collected during the joint site inspections conducted by PIUs and AE’s, in coordination with the EPC Contractors, as well as from periodic scrutiny and review of documentation available with the institutions. D. Approach and Methodology for Monitoring EMP and EMoP Compliances

7. The responsibility for implementing Environmental Safeguards during the construction period lies primarily with the Environmental Focal Persons (EPFs) and other site staff of the EPC contractors. Each contractor has to appoint one Environmental Focal Person in their respective EPC contract, to ensure the implementation of Environmental Safeguards measures as stipulated in the EMPs, EMoPs and contract documents. 8. There are two Authority Engineers (AEs) appointed (AE-1 and AE-2). Each Authority Engineer has provision of one Environment Expert and one Asst. Environmental Engineer having an active role in EMP & EMoP implementation and coordination with the Environmental Specialist (PMS consultant) and Team Leader and his site support staff (AEs). Periodic Joint inspections are to be conducted by the Environmental Specialist (PMS consultant) and site support staff of Authority Engineers (AE’s), as well as EFPs (EPC Contractors) for various projects implemented under MSRIP. 9. There is a provision of one Environmental Specialist within the Project Management Services (PMS) Consultant. Within the contract, AE-01 and AE-02 will support the Environmental Specialist for the entire MSRIP to ensure effective implementation of Environmental Safeguards and monitoring the compliances with requirements stipulated in the EMPs, EMoPs of the contract prevailing environmental statutes and regulations. 10. Steps adopted for the monitoring of the implementation of EMPs and EMoPs are;

a) Comprehensive training shall be conducted by PMS Environment Specialist to the entire institutional set- up responsible for the monitoring and implementing of EMPs and EMoPs. It necessarily includes but not limited to the PIU staff, Contractors’ EFPs and Safety Engineers and supporting staff of Authority Engineers, Team Leader, Resident Engineer, Highway Design Engineers and delegated engineers in-charge taking care of environment safeguard in EPC contracts. The training on Environmental Safeguard was conducted on 29th June 2021 by PMS Environmental Expert.

b) Devising checklists for monitoring and the implementation of EMPs/ EMoPs for EFPs of contractors to collect field level data/ information on a monthly/quarterly basis. These shall be reviewed by AE for timely reporting, and be jointly verified on site, for improvement. These checklists further shall be compiled by the Environmental Specialist of (PMS) and later reported to PMU, and finally synthesized as a semi-annual environment monitoring report for ADB review and disclosure.

c) Periodic site visits are conducted by Authority Engineers and a team of EPC contractors to each EPC sub-project site and further joint inspections with all parties responsible for implementation of EMPs and EMoPs. Joint Site Inspection details were included in the Minutes of Meeting of periodic review meetings for each EPC contract with photographic evidence of compliances and non-compliances observed during site visits and corrective actions to be implemented.

d) Scrutiny of all files/ records/ documentation of EPC contractors related to environment safeguards including regulatory/ statutory permits, status of pollution monitoring etc.

e) Consultations with all stakeholders specially affected and beneficiary population is being planned for. During the reporting period, periodic informal consultations with DPs and road users were conducted by the AEs to identify the issues and suggestions.

E. Institutional Set-up and staff mobilization

11. A well-defined institutional arrangement was set up for the monitoring and implementation of EMPs and EMoPs, which comprises following personnel/agencies with their roles and responsibilities.

a) Project Management Unit (PMU) at MPWD-PPP at HQ level is responsible for the overall compliance. The PMU has appointed a Resource Person as Safeguard Officer-Environment (SOE), who regularly coordinate with all four Superintending Engineer (SE) of all 9 EPC contracts, Team Leaders/ Resident Engineers and Environmental Experts of AEs, Project Managers and EFPs to ensure that project implementation is complying with the SPS, 2009 and Environmental Management Plans (EMPs) and Environmental Monitoring Plans (EMoPs) in all road stretches of 9 EPC contracts.

b) Project Implementation Units (PIUs) supervise implementation of Environmental Management Plans (EMPs) and Environmental Monitoring Plans (EMoPs) by Contractors and ensure timely submission of Monthly and Quarterly reports. There are 4 PIUs viz; Ratnagiri, Solapur, Amravati, and Yavatmal for this project.

c) EPC Contractors: The implementation of EMPs and EMoPs is primarily the responsibility of the EPC Contractors. Out of the 9 EPC Contractors; EPC 1, EPC 4 and EPC 9 have mobilized their Environmental Focal Persons (EFPs) during the reporting period. EPC 3, 5, 6, 7 and 8 have not appointed dedicated EFP’s, however, well trained personnel are appointed to carry out the responsibilities of EFP’s. EPC 2 is yet to appoint and mobilize its Environmental Focal Persons (EFPs) to implement all remedial/mitigation measures in the EMPs and activities mentioned in the EMoPs.

Monthly/Quarterly reports on the implementation of the mitigation measures on site will be maintained by the EPC contractors.

d) Authority Engineers (AEs): Based on the review of Monthly Implementation Reports submitted by EFPs (EPC Contractors) and fort-nightly spot check by AEs, Quarterly Monitoring reports (QPRs) and Semi-Annual Monitoring reports shall be compiled by AEs for onward review and approval of PMU in support with the PMS. There is provision of one Environmental Expert each with AE’s, which is limited to 12-months of intermittent input, during the implementation phase and 1-month during O&M phase. Additionally, provision of one Asst. Environmental Engineer each with 12-months during implementation and 5 months during O&M phase is also there.

e) Project Management Consultant (PMS): The role of PMS is to consolidate AE’s quarterly and semi-annual monitoring reports into semi-annual environmental monitoring reports and submit these to the PMU for review and approval, and further forward the reports to ADB for disclosure on the ADB website. Project Management Services Consultant (PMS) has one Environmental Specialist, who will support the Project Management Unit (PMU) at MPWD-PPP-HQ-level and PIUs in the monitoring the implementation of EMPs and EMoPs in all road sub-projects under 9 EPC contracts. Environmental Specialists (PMS) will coordinate with PMU, PIUs, TL/RE, Environmental experts (AEs), as well as with Project Managers and EFPs (EPC Contractors) on issues pertaining to the implementation of EMPs and EMoPs. Table 2 provides details of personnel primarily responsible for implementation of EMP. PMS was appointed on 3rd Feb 2021.

Authority Engineer Package-01: The civil works contracts for project roads under the MSRIP were awarded in 2019-2020, under 9 EPC contracts out of which AE-01 is to monitor 5 EPC contracts for 7 road stretches viz; EPC 01, EPC 02, EPC 03, EPC 04 and EPC 09. 13. Project sections under EPC-03 and EPC 04 fall within the Great Indian Bustard Sanctuary (GIB) reserve forest boundary, thus it requires diversion of reserve forest land and corresponding wildlife clearance for the project works. Forest diversion and wildlife clearances proposal for an area of 5.02 ha and 1.9 ha for EPC 03 and EPC 04 respectively are on progress under Chief Wildlife Warden and Wildlife Warden level. Based on the recommendation of the Expert Appraisal Committee (EAC), MoEF & CC has accorded Environmental Clearances (ECs) of the project sections dated 8th September 2020. Similarly, forest diversion is also involved for sections under EPC 09 for 2.28 ha. Compared to the previous reporting period, it was observed that considerable physical progress was achieved in all EPCs (Except EPC 02) for the reporting period, under AE Package-01 which are shown in Table 3. 14. Due to the lockdown scenario and to restrict the spread of COVID-19, availability of workforce had been reduced and hence the overall progress is below the planned progress for all EPCs during this reporting period. For EPC 02, the construction works are yet to commence due to the change in Reduced Level (RL) observed at site with respect to the level mentioned in the contract. However, there is substantial progress in EPC 01 and EPC 09. In EPC 04 the progress is considerable compared to previous reporting period and in EPC 03, significant progress is achieved. Implementation of EMPs and EMoPs are moderate to satisfactory, in all sub-projects (except EPC 02) of Package AE-01. 15. Authority Engineer Package-02: The Package AE-02 is to monitor 4 EPC contracts for 6 road stretches viz; EPC 05, EPC 06, EPC 07 and EPC 08. 16. Project sections under EPC 05, EPC 06 and EPC 08 of Package-AE-02 fall within the Reserve Forest area, thus it requires diversion of reserve forest land for the project works. Forest diversion proposals for 13.31 ha, 2.75 ha and 8.11 ha for EPC 05, EPC 06 and EPC 08 respectively are in progress. However, during this reporting period, EPC-05 had obtained NOC from the Forest Department for overlay work in forest area and scope of widening project road in forest area is de-scoped to resurfacing of existing road. Accordingly, no more diversion of forest land is required in this package. Forest Land Diversion Proposal for EPC-05 is not withdrawn. As the office of Executive Engineer conveyed that NOC is obtained for temporary improvement of road stretch located in Forest Area and uploaded forest land diversion proposal will be retained/continued and widening work will be done once Forest Clearance is obtained. For EPC 06 and EPC 08-B, forest clearance is under progress. In forest areas, no civil work has started. For the reporting period, it was observed that significant physical progress was achieved in all EPCs under AE-II which are shown in Table 3. The Physical Progress of EPC 7B was in its initial stage and there is good progress in EPC 05, EPC 06, EPC 8A and considerable progress in EPC 7A and EPC 8B. Implementation of EMPs and EMoPs are satisfactory in all sub-projects of Package AE-02.

II. STATUS OF ENVIRONMENTAL SAFEGUARD COMPLIANCE

A. Compliance with Loan Conditions

17. As per the loan agreement (ADB Loan No. 3911-IND), Schedule-4, the Borrower shall undertake the sub-projects in accordance with ADB’s Safeguard Policy Statement (SPS), 2009 and all applicable laws and regulations of the Borrower and the relevant State, as set forth in the Loan Agreement dated 28th May 2020. These statuses of the loan conditions are being complied in all sub-projects of MSRIP-I as shown in Table 4.

Such contracts shall also include clauses for termination in case of any breach of the stated provisions by the contractors.

Authorities were delayed due to lockdown related to Covid-19 and instruction from the State Government to restrict Govt. Authorities to work below 50% of normal employee strength.

C. Compliances with the implementation of EMPs

19. Assessment of EMP compliance commenced with review of key environmental issues identified in IEE and recommended mitigation measures, monitoring indicators and performance targets mentioned in approved EMP matrix. First step started with a series of meetings held with various parties involved in implementation of EMP and subsequent site visits to all construction packages and a review document submitted by contractors pertaining to statutory clearance and other related documents. This was followed by conducting regular toolbox training and talks for effective implementation of EMP to contractor’s EFPs personnel, PIU officers, AE’s environment experts and construction workers. Table 7 presents details of joint site inspections carried out by PIUs, AEs in coordination with EPC Contractors during January to June 2021. Under both the packages, no formal site visits specific to environmental safeguards were conducted, as no such major issue on non-compliance is reported which triggered specific issue related to joint site inspection. However, AEs, contractor's representatives and the team leaders conducted periodic site visits to review the progress where issues related to environmental safeguards were also discussed. Also, the issues observed were addressed through virtual review meetings with competent authorities. 20. It is evident from Table 3, Table 5 and Table 6, that construction of all the roads in AE Package-01, shows moderate progress (Except EPC 02). The Contractor has established the construction camp at designated locations along the project road of EPC 01, 03, 04 and 09. Whereas, two camps are proposed in EPC 02; out of two camps, one camp is established at 8 km off the road project near Oni Village, but not fully mobilized. The Layout plan of camps for the EPC 03, EPC 04 and EPC 09 are approved and others are under review. Though camps are fully mobilized with basic facilities for all the EPCs (Except EPC 02), contractors are being directed time to time by AEs and Team Leaders to comply with the camp requirements as per the approved layouts keeping in view of safety aspects and overall hygiene. 21. Similarly, construction of all roads in AE Package-02 shows good progress as compared to previous reporting period, except one road in EPC 07. Other than forest clearances, all the statutory requirements for establishment of camps, plant and machinery are obtained and all the camps are established. Further, Contractors are being directed from time to time by AEs and Team Leaders to comply with the camp requirements as per the approved layouts keeping in view of safety aspects and overall hygiene. 22. The implementation of EMPs and EMoPs in roads of AE-01 Package and AE-02 Package is moderately good, however some non-compliances were observed and for the same instructions has been given to contractors periodically. It is observed that most of the non-compliances were later complied on site itself. In this reporting period, Environmental Monitoring’s (ambient air, water, soil, noise) are conducted. Frequency of Environmental Monitoring is 3 times in a year except monsoon period, but due to severe spread of Covid-19 it was done once only. All the parameters monitored in this reporting period comply with the permissible limits of NAAQS prescribed by CPCB (Please refer Table 10). 23. Onsite assessments and monitoring of the implementation of EMPs and EMoPs were collectively carried out during joint site inspections by PIUs and AEs in coordination with EPC Contractors. Approach and Methodology as given in the section above was followed in a stage wise manner, from site inspection up to documentation stages. Statutory compliances were achieved as required by ADB & GoI environmental safeguards. Construction stage compliances to the implementation of remedial and mitigation measures as mentioned in EMPs and EMoPs were also achieved moderate to satisfactory. However, significant improvement in implementation of EMP, compared to previous reporting period is noticed (Please refer to Appendix 2).

24. The civil works Contracts for two Packages (AE-01 and AE-02) were awarded between 27th November 2019 to 28th September 2020. Construction of some CD works and road works are under progress in all EPC except the forest sections. 25. IEE, EMPs and EMoPs of each road provides appreciable views of likely environmental issues to confront by the project on air, water, groundwater, and land, loss of topsoil, soil compaction, and occupational health and safety which are characterized as temporary impacts and are mitigated by implementing remedial/ mitigation measures as suggested in EMPs and EMoPs. Specific mitigation measures like provision of dust suppression through water sprinkling, and dust screens near plants were provided to guide the contractors in addressing these issues. Onsite assessment of EMPs and EMoPs implementation and monitoring is conducted through periodic inspections by Environmental Experts of AEs along with EFPs of contractors by focusing upon following aspects and issues, as given in the EMPs and EMoPs of roads of Packages AE-01 and AE- 02;

26. Setting up site offices and construction camps: Site offices and construction camps for all EPC contractors have been established. Field visits confirmed that the contractors’ site offices, storage facilities and construction camps are not located nearby any water bodies, residential areas or other sensitive locations. The PIUs and AEs were consulted during the screening and selection of construction camp site’s locations. All construction camp sites are located in private land and contractors have obtained the necessary lease agreements with the land-owners. For package AE-01, locations of all campsites were identified, out of which layout of camps for EPC 03, 04 and EPC 09 were finalized. Mobilization of camps for EPC 02 is partially achieved. For package AE-02, locations of all campsites were identified. Construction Camps and site offices are fully mobilized for EPC 06, 07 and 08 and contractors have purchased the land on which base camps are established. All the basic facilities such as drinking water supply, overhead water storage for running water supply of toilets and kitchens, first-aid boxes, COVID-19 related sanitation equipment’s like contactless temperature sensors etc. are equipped in all mobilized EPC camps. LPG is being used as fuel for cooking. At all the mobilized campsites and plant sites, advanced Diesel Generator (DG) sets (low gas emission and acoustically designed) have been installed for regular supply of electricity. The gaseous emission and noise level have been observed to be within prescribed limits for all the installed plants. At the plant site, drums of diesel and other petroleum products are stored on impervious platforms in all the projects in order to avoid soil contamination. The used oils are stored separately in drums and are sold to authorized vendors. In EPC 05, 06, 07 and 08, diesel is being procured from nearby available consumer fuel pumps, transported in refuelling tankers and directly refilled to construction equipment. EPC 08 has established a consumer pump inside the base camp but it is not functional. Used oil and lubricants are being stored temporarily in drums at a dedicated place before selling it to authorized vender, and spent oil are being reused in shuttering works. Necessary measures are being adopted to avoid soil contamination. 27. Currently, the majority of workers are being engaged from the local area on a daily basis. AEs were closely monitoring the general site requirements and basic minimum facilities

for workers at labour camps. EPC 4 and EPC 9 contractors are instructed to set up the labor camp as per the approved layout. For AE Package 01 and 02, all the EPC Contractors have been instructed to maintain hygienic conditions at all times in the workers and construction camps, with provision as required and suggested in EMPs, especially related to amenities and facilities including adequate water supply and sanitation facilities. Photographs of Camp-site and good engineering practice for Package AE-01 and AE-02 are provided in Appendix 3. 28. Site Clearing: Site clearing works have commenced at most parts of roads in all EPC Contracts, except in sections where forest clearance and wildlife clearance are applicable. EPC Contractors were advised by AE’s and instructed by PIUs to strictly continue the compliance related to safety measures in all construction work zones wherein such site clearings are in progress. Compliance to safety requirements were observed as moderate during joint site inspections in all work sites and further scope of improvement in safety measures were also discussed in various review meetings. Strict warning has been given to the contractors for its improvement up to satisfactory level of AE/ PIU. 29. Fulfilment of Ordinary Earth Requirements: The scope of work involves strengthening of existing roads with widening. Therefore, requirement of additional earth material after cut and fill operation was unavoidable, and met from borrow areas. Ministry of Environment Forest and Climate Change (MoEF & CC), Notification, S.O. 1224 (E) dated 28th March 2020, mandates that the requirement of prior environmental clearances for extraction of ordinary earth for the linear projects such as roads, pipelines, etc. are now exempted. However, the proposed mitigation measures in EMPs are being followed by contractors to manage cut and fill material as and when required. The locations of borrow sites are being finalized keeping in view minimal loss to environment and land alteration. Therefore, barren land, up-land and water catchment areas are being suggested for selection for borrow earth. Keeping in view of the above, inspection of borrow sites has been conducted for each location to minimize environment loss. Under Package AE-01, approval of borrow areas is conducted at AE level for borrow locations 11, 10 and 10 for EPC 03, EPC 04 and EPC 09 respectively. Similarly, top soil management of borrow areas has been conducted for EPC-03, EPC 04 and EPC 09 and others are in progress. For Package AE-02, borrow area locations 3, 2, 2, and 3 have already been finalized for EPC 05, EPC 06, EPC 07 and EPC 08 respectively in the previous reporting period. At this stage, there are no significant adverse impacts on the environment, as the cut and fill volumes of earth are balanced. Redevelopment and rehabilitation of borrow areas after usage are yet to be achieved since extraction of desired quantities of earth from the borrow areas are incomplete. 30. Wildlife Management activities for safe crossing of wildlife movements: Movements of Black Buck (categorized as Schedule-1 animal as per Wildlife Protection Act 1972 and least concern species under IUCN classification) were reported in IEE at few sections of Barshi Solapur Akkalkot-Dudhani Aland to State Border Road (SH-204) sub-projects. Adequate measures for safe crossing of Black Buck and other wild animals in sensitive sections of SH-204 and SH-68 were recommended in EMPs, like: (i) informatory and cautionary signpost (ii) conversion of pipe culverts to box culverts at locations where movement was more anticipated. Adequate budgetary provisions were also made and included in BOQ items. PMS has advised all AEs to monitor wildlife movement, and reconfirm the locations for site specific actions in consultation with the forest/ wildlife department. PMS has also advised to install temporary sign posts during construction and not to wait for other road furniture works to be started, which are normally undertaken once the civil works are over. 31. Compliances on Occupational Health and Safety and COVID-19: For Package AE-01 and AE-02, all the contractors have submitted their site-specific H&S management plan and got approval from the Superintending Engineers. Whereas, except for EPC 02, H&S management plans were submitted by all other EPCs under Package AE-01. Specific attention

is being paid to safety aspects of work as well as the safety of local communities. Workers have been provided with personal protective equipment (PPEs). Regular training is also provided to workers on environmental, health and safety aspects and issues. Health check-up camps and HIV/AIDs camps have been planned and organized at different locations under various EPC Packages (EPC 05, 06, 07, 08, 09). Health awareness camps were also organized at contractor's level under the supervision of PIU and AE-02. However, some areas, such as work zone safety management, adequacy of workers' camp facilities and usage of PPEs by the workers need further improvement. Onsite assessment of AEs on implementation of occupational, health and safety measures at work sites indicated appreciable compliance to traffic safety measures, traffic control and traffic diversion signages as well as appreciable use of PPEs among the entire workforce while working on active construction sites. Compliances to the implementation of EHS plans were found satisfactory during the construction stage. Community and Occupational Safety & Health & (COSH) issues assumed greater significance since the outbreak of COVID-19, which is an unanticipated issue. A Community and Occupational Health & Safety Plan (COSHP) as directed by ADB and MPWD was prepared by EPC contractors for all EPC contract packages (Except EPC 02). Project Directors, AEs and EPC Contractors of all Contract Packages, were consistently advised that all of them collectively as in institutional set-up, shall strictly monitor the implementation of Standard Operating Procedures (SoPs), and suggested in Community Occupational Safety and Health Plan. Special attention to be paid for thermal screening, hands sanitization, offices & sites sanitizations, face-masks wearing, maintaining required social distancing in workers including labourer’s residences, as consistently being advised as per H&S Plan for COVID-19. For the AE-02 package, COVID-19 care kits were distributed to workers and staff of EPC 06, 07, 08 at different locations. 32. Trees felling and Plantations: Trees felling permissions are obtained for all roads in EPC packages (Except EPC 01 and 02) and standing trees within PRoW are felled. For Package AE-01, as far as possible, trees are saved which are not obstructing the road construction as per the cross section. Therefore, all the trees that exist at the toe line of formation with a width 7.14 m from the centre line on either side of the road are being protected in all the EPC contract packages. Therefore, the AE has ensured the minimum tree felling by accurate measurement of trees falling beyond the toe line of the embankment. Furthermore, trees lying on the line of urban drain are planned to be protected. In this context, detailed lists are provided to the contractor by which the AEs will closely monitor for safeguarding the greenery loss. For AE Package-02, tree plantation was initiated at the end of the reporting period and ongoing in EPC-05 and EPC-08 contract packages. However, on site plantation methodology is not fully satisfactory, as many times it is observed not as per IRC: SP: 21:2009. Onsite instruction has been given to the contractor's representative for improvement in plant methodology. A summarized view of tree felling, tree savings and proposed sapling plantation is given in Table 9.

33. Assessment of unanticipated Issues and Impacts- Outbreak of COVID-19: During this reporting period, no unanticipated environmental impacts were witnessed or identified. There are no major deviations from the proposed mitigation measures of EMPs for handling the environmental impacts associated with construction activities. However, since the outbreak of COVID-19, WHO, Ministry of Health and Family Welfare of GOI, GOM, ADB and MPWD have recognized COVID-19 as an unanticipated global issue. COVID-19 is declared as a Global Health Emergency by WHO and as a National Health Emergency by the GOI/ GOM, for which adequate remedial/ mitigations measures were not proposed in EMPs of the projects. To overcome this gap, MPWD carried out onsite awareness campaigns and virtual awareness campaigns with all PIUs, AEs and EPC Contractors. These onsite and virtual trainings on COVID-19 awareness - as stipulated in WHO Guidelines and MoH&FW - were conducted on topics such as Social Distancing, Do’s and Don’ts, Clinical Management of COVID-19 etc. A Community Occupational Health and Safety Plan (COSH-Plan), for overcoming the challenge of COVID-19, has been prepared and submitted by Contractors for different EPC packages except EPC-02 and is strictly followed. During various meetings, instructions were given to focus on health awareness related issues and to follow precautionary measures such as wearing of masks, social distancing etc. Contractors were also instructed- i) to arrange testing facilities, ii) to conduct vaccination drives for workers and staff, iii) to construct isolation wards and iv) to sanitize camps regularly. For AE package 02, at some locations COVID-19 kits were distributed to workers and staff. 34. Organization of Training Workshop on ADB Environmental Safeguards: The Online Training Program on “Environmental Safeguards” was conducted on 29th June 2021 by the Environmental Expert of PMS. This training was attended by more than 80 participants in total from PMU staff, AEs Staff, PIUs and Contractors Staff, ADB representatives, etc. 35. Compliance with EMoPs/Pollution Monitoring: Contractors of EPC-01, EPC-03, EPC 04, EPC 05, EPC 06, EPC 07, EPC 08 and EPC-09 have engaged NABL accredited, MoEF & CC recognized laboratories, which are also approved by MPCB. (Please refer to Table 10). Protocols and Tests Methods adopted for sampling and analysis are in compliance with the approved methods of CPCB/BIS. However, all the EPC contractors under AE-01, have attended the environmental pollution monitoring during the reporting period except EPC 02. Under AE-02, EPC 05, EPC 06, EPC 07 and EPC 08 have conducted environmental pollution monitoring during the reporting period. 36. Test results for air quality monitoring for EPC 01, EPC 03, EPC 04, EPC 05, EPC 06, EPC 07, EPC 08 and EPC 09 projects were found in compliance with National Ambient Air Quality Standards (NAAQS). 37. Test results for noise level monitored for EPC 01, EPC 03, EPC 05, EPC 06, EPC 07, EPC 08 and EPC 09 projects were found to comply with the prescribed ambient noise standards of CPCB for all categories. No sampling could be conducted around sensitive receptors in any sub-project during the reporting period from January to June 2021 due to the outbreak of COVID-19 pandemic. 38. Similarly, Test results of drinking water quality in each sample location for EPC 03, EPC 04, EPC 05, EPC 06, EPC 07, EPC 08 and EPC 09 projects were found to be within the acceptable range of IS-10500:2012 Standards. 39. Tests for soil quality were conducted only for EPC 04, EPC 05, EPC 06, EPC 07, EPC 08 and EPC 09 and could not be carried out for other EPC projects due to the outbreak of COVID-19 pandemic. Samples of soil along the project road and at camp are collected and test results of soil quality show no contamination in soil near the work front/construction site. All the analysed/ tested results are annexed separately along with this report

40. Ambient air, noise and water quality parameters at all locations were found to remain within the prescribed standards during the construction period. EPC Contractors were consistently advised (i) to make more arrangements for adequate water sprinkling, especially during construction activities around settlement areas and sensitive receptors, (ii) to provide required PPEs for workers (iii) implement construction practices, suggested in EMPs as remedial measures for the prevention and control of noise, especially during construction activities around settlements and sensitive receptors, (iv) to request local level municipal corporations and panchayat bodies & other civic societies to pay attention for stopping waste dumping, heaping of construction materials around roadsides and (v) to seek help from local police in preventing uncontrolled honking by vehicles. Road specific analysis of test results for pollution indicators has been appended as Table 10.

III. PUBLIC CONSULTATIONS AND GRIEVANCE REDRESSAL

41. As per SPS 2009, public consultation needs to bring adequate gender inclusiveness by holding these consultations in higher secondary schools, degree colleges other professional institutions, public & private sector offices, elderly, widows, differently abled, BPL along stretch of roads, however, to maintain the social distance and other COVID-19 norms, public/ social gathering was avoided to the extent possible in this reporting period. Some, one to one informal consultation was carried out maintaining social distancing and by following COVID-19 restrictions. 42. EPC Contractor is the first point of contact for lodging public complaints regarding environmental and social issues. Local stakeholders, of all EPCs, were advised to lodge their complaints specific to the project in the Complaints Register available in construction camps of each road. To attend to the complaints and grievances, PIUs and AEs were advised by PMS for prompt investigation and review followed by appropriate corrective actions to resolve/ mitigate the issue/ impact mentioned in complaints. PD of the concerned PIUs to assess the grievance(s), and send their observations to AEs and EPC Contractors for appropriate action, as required. In case, if the party raising grievance(s) finds themselves satisfied with the proposed solution(s), the grievance(s) is termed as resolved. In case, if the same party/ parties’ express dissatisfaction in the grievance portal, then it is re-assessed by the PDs/ PIUs for appropriate resolution, in coordination with the AEs and EPC Contractors. 43. Most of the time, during the reporting period January-June 2021, either lockdown was imposed or there was restriction in public gathering. However, AE has taken initiative to consult road users and local communities including DPs to consult individually and in a small group. This exercise was also done to capture feedback/ suggestion/ issues related to environmental & social safeguard. There are no major public complaints received so far regarding any aspects related with the environment safeguards. This observation is based on inspection of the grievance/ complaint registers/ records during field visits. This was also reconfirmed by Project Directors of the respective EPC packages. For this exercise a small feedback/ consultation format was developed and responses of the public during project execution were recorded. This exercise of feedback and consultation was on a random basis. Complaint registers are also being maintained at all camp site offices. Also, there is no record of any fatal accidents either at work sites or at construction camps. However, there have been cases of minor injuries or near-miss type of incidents, which the contractors were able to address with medical staff and first aid facilities on site. In addition, regular occupational, health and safety training and awareness programs, as well as Tool Box Meetings (TBMs) are being conducted for workers and operators, to prevent even minor injuries as well as minor accidents. 44. A review of Public Grievances files available at First Level Grievance Redressal Committee at each PIU level, revealed that most of the grievances were resolved up to 31st June 2021. No grievances reached out to the Second Level Grievance Redressal Committee. In EPC 05, no grievance is reported in this reporting period (January-June 2021). Table 11 provides details of the grievances received and action taken to resolve the same. 45. For Package AE-01, no consultations were conducted during the reporting period due to prevailing of COVID -19 pandemic situations. However, general issues about the dust and road safety measures were discussed with the local community and resolved at Gram panchayat and Contractors Level through appropriate measures. For Package AE-02, there were no separate and specific joint inspections pertaining to Environmental Safeguard conducted along with AE Environmental Expert, Contractor representative or PIU officials. There were some joint visits carried out, which covered some of the related issues of Environmental Safeguard. In general, AE environmental experts conduct site visits to project sites; including construction yard, worker camp and quarry / crusher areas with contractor

representatives. Issues related to compliance / non-compliance of EMP are discussed on site as well as in office on a periodical basis. Some general informal public consultations were conducted during the reporting period for EPC 05, 06, 07 and 08. During such consultations 2nd wave COVID-19 Restrictions were strictly followed by the team. Some common issues/ suggestions related to social, environment and safety raised during such informal meetings are-

Incorporation of grievances and suggestions in the implementation stage activities of roads: Major issues or grievances which were raised in sub-projects were to ensure quality work as per the design specifications, dust suppression by water sprinklings, prevention of waste discharge in agricultural fields to avoid damaging of crops, proper maintenance of road assets, raised ground level at some cross sections and related issues especially cross-drainage systems and longitudinal drains. PIUs, AEs representatives and Project Managers & site teams of concerned EPC Contractors have assured that all issues and related suggestions will be addressed to the satisfaction levels of local stakeholders.

A. Non-compliances and corrective actions 47. Non-Compliances observed during reporting period are listed below:

a) Legal Clearances/ licenses / insurances: ➢ Tree cutting Permit are pending for EPC 01 and EPC 02. Application has

been made and follow-ups for permission are in progress. Tree cutting permission for EPC 1 is likely to obtain in the month of July 2021.

➢ Labour license: Labor Licenses for EPC 01 and 02 are under process. Contractors have been instructed to expedite and obtain labour licenses on priority basis. For EPC 1, re-application done and it will get obtained in the month of August 2021.

b) Permissions/ NOCs: ➢ EPC-02: Permission for abstraction of Groundwater, Pollution under

Control certificates, Permissions for HMP, WMM Stone crushers, DG sets are yet to be obtained and Contractor has been instructed to seek permission before commencement of the relevant work.

➢ EPC-01: During the reporting period, CTO application for HMP, WMM, Stone crusher was in process for most of the time due to some technical non-compliances. Contractor has been instructed to comply with all the necessary requirements for the installation of plants and re-apply for the CTO. Reapplication was done on 5/7/2021.

c) MPCB - CTE/CTO for Plants: ➢ Hot Mix Plant- CTE for EPC 04 has been obtained. Contractor has been

instructed to obtain the CTO immediately in the Month of July 2021. Contractor agreed to get CTO latest by August 2021.

➢ Wet Mix Macadam: For EPC 04- Contractor has been instructed to obtain the CTO before commencement of work. Contractor agreed to get CTO latest by first week of August 2021. CTE/ CTO for EPC 09 is under process.

➢ Ready Mix Plant/ Batching Plant: CTE for EPC 04 has been obtained. CTO is under process for EPC 04. Contractor has been instructed to obtain the CTO before commencement of work. Contractor agreed to get CTO in the Month of July 2021.

➢ Stone Crusher Plant- CTE for EPC 04 has been obtained. Contractor has been instructed to obtain the CTO immediately in the Month of July 2021. Contractor agreed to get CTO latest by first week of August 2021.

➢ DG Sets: DG sets were not obtained for EPC 04 and it will be obtained in combination with CTOs of all plants latest by August 2021.

d) General Non-Compliances: ➢ Training/ Public Consultations/ Joint site Inspections: No dedicated public

consultations were conducted due to COVID-19 pandemic situation. Some informal consultations were conducted with locals to know the issues and almost all the issues were dealt with at contractor’s level and some were raised to SEs and PIUs which were closed. PMU has instructed all the related authorities to conduct the dedicated public consultation related to EMP (if required).

➢ Environmental Monitoring (Air, Noise and Soil): Environmental Monitoring has not been conducted for EPC 02 (Soil Monitoring in EPC 01 and 03, water monitoring in EPC 01 and Noise Monitoring in EPC 09). Contractors were instructed to conduct the Monitoring at various locations as proposed in the contracts.

➢ Implementation of COSHP: Some non-compliances were observed in some construction sites/ camps such as less no. of first aid boxes, irregular use of PPEs, etc. Contractors have been instructed by AEs to follow the guidelines stated in H & S Plan.

B. Follow-up Actions Plan

48. Follow-up Actions for the next reporting period from July to Dec 2021 as outlined below, will be undertaken:

➢ Contractors and other concerns related to EPC 02, are directed to commence with the work after obtaining necessary permissions/approvals to avoid legal complications.

➢ Deployment of dedicated and qualified Environmental Focal Person (EFP). EFP for EPC 02, 03, 05, 06, 07 and 08 will be appointed within the next reporting period.

➢ Improvement of basic facilities at Labor Camp at EPC 4, EPC 9, EPC 05. Contractor has been instructed to do so. And compliance of all the requirements as per approved layout.

➢ First Aid Boxes are required to be provided at major construction sites and in construction vehicles. Also, Regular use of First Aid Boxes whenever needed. Further improvements in safety arrangements as per IS standards (IRC: SP: 55:2015) on construction sites and camps.

➢ Further efforts are required to process the Forest clearance proposals through concerned higher officials. Contractors and other concerns related to EPC 06 and EPC 08, are directed to commence work in forest areas only after obtaining Forest Clearance.

➢ Environment health and safety related awareness program and training for PIU staff workers and supervisors by AEs in coordination with PMS.

➢ Joint site inspections with PMS, AEs team and Contractors staff for onsite assessment of the implementation of EMPs and EMoPs in sub-projects and with special attention for issues i.e., borrow areas and quarry areas management, camp site requirements as per EMPs, etc

➢ Dedicated Onsite public consultations with local communities in each sub-project, though some informal consultations with local communities are going on a regular basis.

➢ Construction stage Environmental Pollution Monitoring in all sub-projects at all the locations specified in EPC contracts and at required period intervals (after monsoon period) as mentioned in EMP and EMoP of EPC Contract.

➢ Identification and approval of disposal sites as per the requirements. ➢ Preparation and updating of environmental safeguards aspects in Monthly

and Quarterly progress reports, for compliances achieved w.r.t implementation of EMPs and EMoPs.

➢ Regular Monitoring of compliances to the implementation of Community, Occupational, Safety and Health Plan for COVID-19 Management.

IV. CONCLUSIONS AND RECOMMENDATIONS

49. MSRIP comprises 13 SHs/MDRs roads aggregating 451.445 km. For civil works, sub- projects are being implemented under EPC mode by 9 EPC Contractors. MSRIP is classified as environment Category B in accordance with the ADB’s SPS 2009, warranting an IEE. A consolidated IEE with road specific EMPs and EMOPs were prepared. Corresponding to the potential project’s risks and impacts i.e., being a category B project, reporting requirement for environmental monitoring has been considered on bi-annual basis due to presence of reserve forest, wildlife and environmental clearances in few of the EPC contracts. This bi-annual monitoring report covers for the activities done by the contractor including mobilization, from January 2021- June 2021. 50. Key pre-construction clearances (Environmental clearances, wildlife clearance, forest diversion and tree cutting) applicable to few sections, are either secured or in advance stage of final approval and do not pose any hindrance in any civil works or non-conformity, with few exceptions. Most of the construction stage clearances related to labor, workmen compensation, pollution under control certificate etc. were also secured and the remaining are in progress. Majority of the permits, including those related to establishment and operation of plants and machinery from the State Pollution Control Board, have been either secured or in advance stage of approval. The contractor has deployed representatives in EPC 03, 05, 06, 07, 08 in the interim period to ensure smooth implementation of EMP. The dedicated and qualified/ experienced Environmental Focal persons are expected to be appointed in the month of July 2021 for EPC 02, 03, 05, 06, 07, and 08. 51. This SEMR also addresses the unanticipated impact evolved due to COVID-19 pandemic. To combat the emergent conditions due to COVID-19, MPWD has geared up to implement all recommended measures suggested by GOI in its Standard Operating Procedures (SOPs), WHO guidelines and other relevant measures developed by reputed institutions for the prevention and control of the spread of COVID-19. In light of this Pandemic, an exclusive Occupational, Health and Safety Plan has been prepared by EPC Contractors as instructed by MPWD and forms the part of this SEMR and subsequent SEMRs till the situation normalizes. EPC Contractors have been advised to submit regular monitoring status in QPRs and SEMRs regarding implementation of COSHP. 52. Statutory Compliance Status: In this reporting period, the project has achieved satisfactory compliance with statutory requirements and EMP implementation. However, in terms of implementation of EMP and good construction practice all EPC packages under AE-I and AE-II are rated moderately satisfactory. All the applicable permits related to establishment of plants and its operation are achieved for EPC 03, 05, 06, 07, 08 and 09 and other are in progress. Requisite permission for quarries/ aggregates have been obtained whereas plant installation and related permissions are in progress for EPC 01 and 04 satisfactorily. EPC contractors have been instructed by AEs to get all the permissions before operation. Contractors has obtained NOC for extraction of groundwater and also permissions for taking surface water due to restriction in use of groundwater due to GIB (EPC 03 and EPC 04). MoUs / agreements with vendors to meet the construction water requirements through tankers are also met for applicable EPCs. Tree cutting permissions under non-forest category for EPC 03, 04, 05, 06, 08 and 09 have been obtained, whereas application for EPC 1 and EPC 02 are under process from forest division. NOC related to worker/ labor licenses for EPC 01 and 02 are under process and contractors were directed to obtain the license on priority basis. PUC certificates for all EPCs have been obtained (except EPC 02). Forest clearance for all applicable packages is under process. Similarly, wildlife clearance of EPC 03 and EPC 04 is still awaited. Diversion from forest land has already been regulated and the project progress was not affected due to awaited clearance, because enough work front other than reserved areas is available to obtain the targeted progress. For EPC 05, NOC obtained to carry improvement on existing alignment without widening in forest area.

53. Consultation Outcome, Grievances Redressed and Institutional Arrangement: Institutional arrangement for implementing EMP is operational. As outlined in IEE and PAM, MPWD has appointed a Resource Person- Environment at HQ to manage overall compliance of the project with requirements of GoI and ADB. The Resource Person - Environment is being supported by Environment Specialist (AE) for supervising, guiding and providing the need-based training to the EPC contractors on implementation of the EMPs, EMoPs. All contractors team comprises an environment focal person to ensure implementation of EMP/EMoPs. Since the project is being executed under EPC mode, Authority Engineers are responsible for construction supervision which has additional provisions of an Environment Expert as key personnel and an Asst. Environmental Engineer in the team. As per IEE and PAM, GRC at PMU and PIU level have been formed for all EPCs. All the grievances/issues observed are being resolved at contractor’s level and some were escalated to SEs and AEs which have been closed. 54. Pollution monitoring of the physical environment of the construction phase during the 1st Quarter of this reporting period was interrupted due to emergent conditions of Covid-19 pandemic. Pollution monitoring of the physical environment of EPC-01, EPC 03, EPC 04, EPC 05, EPC 06, EPC-07 and EPC-08 has been conducted in the 2nd quarter of this reporting period. Monitoring for soil has not been conducted for EPC 01 and 03, monitoring of water has not been conducted for EPC 01 and monitoring for noise has not been conducted for EPC 09. Tests results of environmental pollution monitoring were found in compliance with applicable National Standards for air, noise, soil, and water quality parameters. However, AE’s have advised EPC contractors to adopt corrective measures like increase frequency of water sprinkling after monsoon (or if required), regulate construction timings in residential areas and sensitive receptor areas etc. to maintain air quality and noise level within permissible limits. It was also advised to take special importance during implementation of project related activities at environmentally sensitive locations especially in the GIB areas, forest areas and other socially sensitive areas like school, colleges, hospitals, religious places etc. and impacts are to be reported appropriately with suggestive mitigation measures of EMP. 55. Overall, within the reporting period from January 2021 to June 2021 the implementation of EMPs in all roads did not lead to any significant adverse impacts to any component of the environment and was found satisfactory.

• Regular tool box trainings are being conducted. During site visits, review meetings, availability on phones and email, the status of EMPs and its implementation.

1.2. Site induction

• No works will be initiated by the Contractor until the site induction training is carried out by the AEs

• Site induction training includes but not limited to: i) discussion and review of EMP and EMoP detailing how specific environmental risks associated with their Scope of Work will be managed legal compliance, inspection and audits, and progress tracking and reporting; ii) environmental training and awareness needs shall be determined and documented via a training needs analysis prior to commencement; iii) Health and Safety Awareness Course, which details general environmental awareness and specific performance requirements expected on site; and iv) GRM.

• Ambient Air Quality Monitoring (AAQM) has been conducted for all roads in all EOC Packages (Except EPC 02) during the reporting period.

• Monitoring results for above- referred seasonal monitoring were found in compliance with National Ambient Air Quality Standards (NAAQS).

• As a part of contract terms, all these measures have complied and are being monitored on a continuous basis. Necessary measures like maintenance of equipment to control air pollutants emission is being complied.

4.0 Land and Soil

4.1. Land Use Change and Loss of productive / topsoil

• Non-agricultural areas to be used as borrow areas to the extent possible.

• If using agricultural land, top soil to be preserved and laid over either on the embankment slope for growing vegetation to protect soil erosion.

• As the project is of improvement and widening of existing roads, large scale excavation is not required. Cut and fill is very much limited in all EPCs subproject roads as it is being improved on existing alignment.

• Minor filling is required for profile correction. All the identified borrow areas are located in non-agricultural field. Appropriate measures like preservation of top soil, maintaining slope etc. are being implemented in all subproject roads.

• Locations of such borrow areas are identified and approved. except EPC 02

4.2 Slope failure and Soil erosion due to Construction activities, earthwork, and cut and fill, stockpiles etc.

• Bio-turfing of embankments to protect slopes.

• Slope protection by providing frames, dry stone pitching, masonry retaining walls, planting of grass and trees.

• Side slopes of all cut and fill areas will be graded and covered with stone pitching, grass and shrub as per design specifications. Care should be taken that the slope gradient shall not be greater than 2:1.

• The earth stock piles will be provided with gentle slopes to soil erosion.

• No slope stabilization requirements were observed for cut and fill areas under all EPC’s. Embankment of all the subproject roads is not so high and that requires bio-turfing. If such a requirement emerges in the next reporting period, contractors will be advised by the Authorities for the same.

• Any additional earth generated/procured from outside will be stocked in an environmentally friendly manner, ensuring safety.

4.3 Borrow area Management

• Non-productive, barren lands, upland shall be used for borrowing earth with the necessary permissions/consents.

• Depths of borrow pits to be regulated and sides not steeper than 25%.

• Topsoil to be stockpiled and protected for use at the rehabilitation stage.

• Transportation of earth materials through covered vehicles.

• Follow IRC recommended practice for borrow pits (IRC 10:1961) for identification of location, its operation and rehabilitation

• Borrow areas not to be dug continuously. • To the extent borrowed areas shall be

sited away from inhabited areas. • Borrow areas shall be levelled with

salvaged material or other filling materials which do not pose contamination of soil. Else, it shall be converted into a fish pond.

• Being implemented in all EPCs, except EPC 02.

• ECs for borrow areas are not required as Ministry of Environment Forest and Climate Change (MoEF & CC) vide Notification, S.O. 1224(E). New Delhi, dated 28th March 2020, has exempted the requirement of prior obtaining of environmental clearances for extraction or sourcing or borrowing of ordinary earth for the linear projects such as roads, pipelines, etc.

• Since, borrow areas are located on non-agricultural land/barren land top soil is very much limited but being preserved as much as possible.

• Borrowing is being done as per IRC 10 :1961

4.4 Quarry Operations

• Aggregates will be sourced from existing licensed quarries.

• Copies of consent/ approval / rehabilitation plan for a new quarry or use of existing source will be submitted to MPWD.

• The Contractor will develop a Quarry Redevelopment plan, as per the Mining Rules of the state and submit a copy of the approval to EA.

• Obtain environmental clearance from in case of opening new quarry

• These measures are being implemented in all EPCs whenever necessary

• Aggregates are being outsourced from existing approved sources.

• Third Party Aggregate Purchase agreements are obtained from EPC 01 and 03 Mining permission from the competent authorities are also obtained for EPC 03 and EPC 09.

• The AE-1 has asked for a Quarry Redevelopment plan as per the Mining Rules of the state. Further, EC shall be ensured for opening new quarries.

• All the quarry will be rehabilitated as per condition stipulated in approved mining plan

4.5 Compaction of soil and impact on quarry haul roads due to movement of vehicles and equipment

• Construction vehicles, machinery, and equipment to be stationed in the designated ROW to avoid compaction.

• Approach roads/haulage roads shall be designed along the barren and hard soil area to reduce the compaction.

• Transportation of quarry material to the dumping site through heavy vehicles shall be done through existing major roads to the extent possible to restrict wear and tear to the village/minor roads.

• Land taken for construction camp and other temporary facility shall be restored to its original conditions

• No such incidents were observed. Though these measures are being monitored and implemented under the provisions of EMP such as defined area for machinery yards, paved access for haulage of aggregates, etc. in all EPCs except EPC 02.

• Construction vehicle either parked in base camp or at identified location within PRoW at construction site

• Contractors are directed to use dedicated haul roads for transportation of material.

• Contractor of EPC 6, 7 and 8 has purchased their own land for establishing a base camp so it will be rehabilitated as per the owner's wish.

• Once project road work is completed, EPC 05 camp will be restored as per agreement made with the land owner.

4.6 Contamination of soil due to leakage/ spillage of oil, bituminous and non- bituminous debris generated from demolition and road construction

• Construction vehicles and equipment will be maintained and refuelled in such a fashion that oil/diesel spillage does not contaminate the soil.

• Fuel storage and refuelling sites to be kept away from drainage channels.

• Unusable debris shall be dumped in ditches and low-lying areas.

• Waste oil and oil-soaked cotton/ cloth shall be stored in containers labelled ‘Waste Oil’ and ‘Hazardous’ sold off to MoEF &CC/SPCB authorized vendors

• Non-bituminous wastes to be dumped in borrow pits with the concurrence of the landowner and covered with a layer of topsoil conserved from opening the pit.

• All the measures are being implemented such as maintenance of vehicles and equipment, defined area for storage of fuel on the paved/ non-perforated platforms, separate borrow pits for disposal of bituminous and non-bituminous wastes etc.

• No incidents of soil contamination were observed and reported from any sub- project. Periodic inspections were being made.

5.0 Water Resources

5.1 Sourcing of water during Construction

• Requisite permission shall be obtained for abstraction of groundwater from Central Groundwater Authority.

• Arrangements shall be made by Contractor that the water availability and supply to nearby communities remain unaffected.

• Water intensive activities not to be undertaken during the summer season.

• Provision of water harvesting structure to augment groundwater condition in the area

• Water requirements, for construction activities of roads, were arranged and managed from local level municipal supplies and all the permissions to take surface water and groundwater are obtained from local authorities under all EPCs, except EPC 02

• No local level community levels sources and supplies are negatively impacted

5.2. Disposal of water during construction

• Provisions shall be made to connect roadside drains with existing nearby natural drains.

• Measures are taken for connecting drain with nearby natural drain for all EPCs except EPC 02.

• Project road is under construction and where the carriageway is completed with drain work, it is connected to nearby sources as per design.

• Further, rainwater recharge pits are also provisioned and once recharge pit work begins, surface runoff will be connected to these rain water structures. In this reporting period, construction of rain water recharge pits are not initiated in any of EPC package

5.3. Alteration in surface water hydrology

• Existing drainage system to be maintained and further enhanced.

• Provision shall be made for adequate size and number of cross drainage structures esp. in the areas where land is sloping towards road alignment.

• Road level shall be raised above HFL level wherever road level is lesser than HFL.

• Culvert’s reconstruction shall be done during lean flow period. In some cases, these minor channels may be diverted for a very short period (15-30 days) and will be brought back to its original course

• Since no such incidents were observed under any EPC. Periodic inspections were being made. Though adequate provisions are made for adequate size and number of cross drainage structures as per site requirements in EPC 01 and 09

• Before monsoon, most of the cross drainage works finished. AE-II, already instructed the contractors not to start any new cross drainage work at major

5.4. Siltation in water bodies due to construction activities /earthwork

• Embankment slopes to be modified suitably to restrict the soil debris entering water bodies.

• Provision of Silt fencing shall be made at water bodies.

• Silt/sediment should be collected and stockpiled for possible reuse as surfacing of slopes where they have to be re-vegetated.

• Earthworks and stone work to be prevented from impeding natural flow of rivers, streams and water canals or existing drainage systems.

• Retaining walls at water bodies /ponds to avoid siltation near ponds

• No Significant siltation in any water body has been observed and reported so far in any of the EPC

• At Most of the location, openings of the CD structure are cleaned. In EPC -7, openings of some of the CD structures are not cleaned but after instruction of AE during site inspection it was rectified.

• Site specific measures are being adopted at all EPCs to avoid siltation.

5.5. Deterioration in Surface water quality due to leakage from vehicles and equipment and waste from construction camps.

• No vehicles or equipment should be parked or refuelled near water bodies, so as to avoid contamination from fuel and lubricants.

• Oil and grease traps and fuelling platforms to be provided at re-fuelling locations.

• All chemicals and oil shall be stored away from water and concreted platform with catchment pit for spills collection.

• All equipment operators, drivers, and warehouse personnel will be trained in immediate response for spill containment and eventual clean-up. Readily available, simple to understand and preferably written in the local language emergency response procedure, including reporting, will be provided by the Contractors.

• Construction camp to be sited away from water bodies.

• Wastes must be collected, stored and taken to approve disposal sites only.

• Water quality shall be monitored

• Most of these measures were being implemented in all EPCs. Except EPC 02

• No construction camps were sited near any water body.

• Biodegradable wastes (food materials etc.) are given to animals at the local levels and non-biodegradable wastes are being handed over to local level recyclers. Groundwater (Drinking Water) and surface Water Quality monitoring has been conducted for all roads (Except EPC 02)

• Test results have been found in compliance with IS-10500- 2012 Standards.

6. Flora and Fauna 6.1. Vegetation loss due to site preparation and construction activities

7.0. Construction Camps

7.1. Impact associated with location

• All camps should be established with prior permission from PCB. Camps to maintain minimum distance from following:

• # 500 m from habitation • # 500 m from forest areas where possible

# 500 m from water bodies where possible # 500 m from through traffic route

• # 500 m from identified wildlife crossing areas

• These measures were taken into consideration in preparation of Camp layouts for all EPCs.

• Locations of the camps were finalized for all EPCs

• All these measures were implemented while setting up basic facilities in the camps for all EPC packages.

• Periodic Inspections are being conducted by AEs and team leaders and non- compliances are being directed to the contractors as per approved layouts.

• EPC-6, 7 and 8 camps are established prior to mobilization of AE. EPC-5 camp is close to the forest area. The distance between the boundary of the Forest area and camp is Zero meter. State pollution control Board department has already visited the camp site before awarding CTE/CTO.

7.2 Worker’s Health in construction camp

• The location, layout and basic facility provision of each labor camp will be submitted to AEs and approved by EA. The Contractor will maintain necessary living accommodation and ancillary facilities in a hygienic manner.

• Adequate water and sanitary latrines with septic tanks with soak pits shall be provided.

• Preventive medical facilities in camp. • Waste disposal facilities such as dust

bins must be provided in the camps and regular disposal of waste The Contractor will take all precautions to protect the workers from insect and pest to reduce the risk to health. This includes the use of insecticides which should comply with local regulations.

• No liquor or prohibited drugs will be imported to, sell, give and barter to the workers of the host community.

• Awareness raising to immigrant workers/local community on communicable and sexually transmitted diseases.

• These measures are being implemented in all EPCs, (except EPC 02, as camp is not fully mobilized. Only RMC Plant and HMP Plant are installed, but not operational yet. Because, work has not started yet- Refer para 14)

• Periodic Inspections were carried at labour camps by AEs. Minor non-compliances were observed and directed to the contractors to be complied.

• In EPC 5, significant non-compliance is observed in terms of providing basic facilities to workers.

• Existing EMPs do not have adequate measures for overcoming challenges involved in the unanticipated issue of COVID-19 pandemic Therefore, detailed H & S plans were prepared and approved by AEs for all EPC packages pertaining to COVID 19 pandemic situation, except EPC 02.

8.0 Management of Construction Waste/Debris

8.1. Selection of Dumping Sites

• Contractor to submit a waste/spoil disposal plan and get it approved by AEs and EA.

• Create controlled dumping sites with a non-permeable lining incorporated in the pit design to avoid leachate seepage into the soil, which may later affect ground water quality

• Unproductive/wastelands shall be selected for dumping sites away from residential areas and water bodies

• Dumping sites must have adequate capacity equal to the amount of debris generated.

• Public perception and consent from the village Panchayats has to be obtained before finalizing the location.

• For AE Package 1, Disposal sites were finalized for all EPCs, except EPC 02. All the sites are located away from the water bodies and residential areas.

• There is no identified dumping site under AE-II packages (EPC-5, 6, 7 & 8) for disposal of construction debris and dismantled bituminous pavement materials. Debris generated from dismantling of culverts and other cross drainage as well as dismantling of bituminous pavement materials are being utilized in making approach road and diversion roads. In EPC- 8 and 5, dismantled bituminous pavement materials are temporarily stored along the

project road and being lifted for making approach road to project highway as well to nearby agricultural field

8.2. Reuse and disposal of construction and dismantled waste

• The existing bitumen surface shall be utilized for paving of crossroads, access roads, and paving works in construction sites and camps, temporary traffic diversions, and haulage routes.

• All excavated materials from roadway, shoulders, verges, drains, cross drainage will be used for backfilling embankments, filling pits, and landscaping.

• Unusable and non-bituminous debris materials should be suitably disposed of at pre-designated disposal locations, with approval of the concerned authority.

• The bituminous wastes shall be disposed off in secure landfill sites only in an environmentally accepted manner. For removal of debris, wastes, and its disposal, MORTH guidelines should be followed.

• Unusable and surplus materials, as determined by the Project Engineer, will be removed, and disposed offsite.

• For AE package 01, Re-use of Construction & demolition of debris is being explored to be used for diversion road and in backfilling embankments, filling pits of low lands etc. under all EPC packages, except EPC 02.

• For AE package 02, Debris generated from dismantling of culverts and other cross drainage as well as dismantling of bituminous pavement materials are being utilized in making approach road, diversion roads. It is also being reused in making approach roads to agricultural fields on demand of farmers.

9.0. Traffic Management and Safety

9.Management of existing traffic and safety

• Traffic Management Plan shall be submitted by the Contractor and approved by the AEs & EA.

• The traffic control plans shall contain details of diversions; traffic safety arrangements during construction; safety measures for night time traffic and precautions for transportation of hazardous materials. Timing and scheduling to be done so that transportation of dangerous goods is done during the least number of people and other vehicles on the road.

• The Contractor will ensure that the diversion/detour is always maintained in running condition, particularly during the monsoon to avoid disruption to traffic flow.

• On stretches where it is not possible to pass the traffic on the part width of the existing carriageway, temporary paved diversions will be constructed.

• Traffic Management Plan for all the EPCs has been finalized.

• According to THSMP, periodical monitoring is being carried- out for safety arrangements at temporary diversions; safety in half-width construction; illumination in night time.

• During periodic monitoring, all the EPC contractors are directed to further improvise the site safety arrangements specific to IRC: SP:55:2015

• Most of the caution board, informatory board, warning board and other signages placed at the site of construction conform to IRC:67: SP:2015. Retroreflective boards are not provided at any of the construction site

9.2. Pedestrians, animal movement

• Temporary access and diversion, with proper drainage facilities.

• Access to the schools, temples and other public places must be maintained when construction takes place near them.

• Fencing wherever animal movement is expected.

• Large number of box culverts has been proposed. All structures having vertical clearance above 2m and not catering to perennial flow of water may serve as underpass for animals

• Measures for pedestrian safety are being ensured at work sites such as use of signages, diversion of access to temples, schools and other public places, etc. for all EPCs

• For the AE package 02, No dedicated animal underpass has been provisioned in DPR/contract as it is not required. None of the subproject road is located near/in wildlife area

• For the crossing of animals (if any) adequate measures shall be taken when a situation arises.

9.3. Safety of Workers and accident risk from construction activities

• Contractors to adopt and maintain safe working practices.

• Usage of fluorescent and retro refectory signage, in local language at the construction sites

• Training of workers on safety procedures and precautions.

• Mandatory appointment of safety officer. • All regulations regarding safe scaffolding,

ladders, working platforms, gangway, stairwells, excavations, trenches and safe means of entry and egress shall be complied with.

• Provision of PPEs to workers. • Provision of a readily available first aid

unit including an adequate supply of dressing materials.

• The Contractor will not employ any person below the age of 18 years

• Use of hazardous material should be minimized and/or restricted.

• Emergency plan (to be approved by engineers) shall be prepared to respond to any accidents or emergencies.

• Traffic Health and safety management plans are prepared by all EPC Contractors and are being monitored regularly. However, in this reporting period at the construction site it is not fully implemented.

• Deployment of safety officers or safety representatives are done in all EPCs (Except EPC 2)

• Construction Area is not fully access-controlled,

• Use of PPE is also not fully ensured by the EPC contractors.

• Proper safety arrangement is not provided at site.

• Safety awareness and training programs were conducted at contractor’s level for EPC 5, 6, 7, and 8.

• No workers below 18 are working at the site.

• In this reporting period, no accident due to construction vehicle is reported in any of the EPC package

10. Site restoration and rehabilitation

10.1. Clean-up Operations, Restoration and Rehabilitation

• Contractor will prepare site restoration plans, which will be approved by the ‘Engineer’.

• The clean-up and restoration operations are to be implemented by the Contractor prior to demobilization.

• All construction zones including river-beds, culverts, road-side areas, camps, hot mix plant sites, crushers, batching plant sites and any other area used/affected by the project will be left clean and tidy, to the satisfaction of the Environmental Expert of AEs.

• All the opened borrow areas will be rehabilitated and ‘Engineer’ will certify

• No EPC package is under the demobilization stage. It shall be undertaken at the time of project completion as per provisions in ESMP for final closure of environmental issues.
