The Chilean Navy derives great satisfaction from organizing, together with FISA, the 8th Exhibition and International Conference on Naval and Maritime Defense for Latin America - EXPONAVAL 2012.

Today, with the sponsorship from the Ministryof National Defense, the Ministry of Foreign

A�airs, the Ministry of Transport and Telecommunications, the Public Administrative O�ce of the V Region, and the Illustrious Municipalities of Viña del Mar and Valparaíso, EXPONAVAL is considered to be the most important naval and maritime exhibition in Latin America. Our Institution has been responsible for EXPONAVAL since its �rst version, held in Valparaíso in 1998, and it is proud of the immense signi�cance that this event has gained nationwide.

The focal point for EXPONAVAL 2012 will be the topic “The Navies' Challenges when Facing Emergency Situations and Catastrophes, and when Providing Humanitarian Support in the Context of Peacekeeping Operations.”

Given the high level of devastation in this kind of circumstances, nations will have to concentrate their e�orts in order to respond to them and provide the necessary assistance.

Disaster relief operations have grown in importance in the last years, taking into account recent events like the earthquake and tsunami in Indonesia (2004), the hurricane Katrina in USA (2005), the earthquake in Haiti (2010); and at national level, the tsunami in Aysén (2007), the eruption of the volcano in Chaitén (2008), and the earthquake and tsunami occurred on 27th February (2010). In these catastrophic situations, which caused immense devastation and loss of life, assistance was required to mitigate the impact.

The aforementioned list of disasters shows clearly the increased frequency of natural disasters occurrence and, in this sense, it demonstrates the importance of emphasizing that nations must work together in order to e�ectively deal with emergencies. Mutual collaboration and cooperation within the country and among friendly nations is essential.

Actually, it is in the �eld of cooperation, where proper interoperability between di�erent governmental organisms and agencies, as well as with the supporting units, is truly fundamental.

As in previous versions, the 8th version of EXPONAVAL will also explore the maritime �eld, with the display of the Port Maritime Industry Exhibition for Latin America – TRANS-PORT 2012, which will serve as a business centre for diverse participants from Port Activities, Maritime and Logistics industries.

EXPONAVAL and TRANS-PORT 2012 represent an excellent platform, where industries can present their products and technologies in the region and attract more clients, since it o�ers exhibitors the opportunity to establish business links and meet potential business partners. Likewise, this platform provides the opportunity to strengthen the already existing business ties.

Among Latin American countries, EXPONAVAL is also considered of great value as it represents a major meeting opportunity, where Navies can directly observe the evolution of di�erent naval technologies, hence, strengthening the mutual trust among friendly nations. This is of great relevance for the objectives of the national defense sector, since it is the only way to secure permanent strategic stability and regional peace.

Finally, on behalf of the Chilean Navy, I would like to invite all the participants of the maritime and naval industry to be part of the 8th version of EXPONAVAL and TRANS-PORT 2012.

Para la Armada de Chile es una satisfacción organizar, junto a FISA, la octava Exhibición y Conferencia Internacional Marítima y Naval - EXPONAVAL 2012.

Hoy, bajo el patrocinio de los Ministerios de Defensa, de Relaciones Exteriores, de Transporte y Telecomunicaciones, la Intendencia de la Región de Valparaíso, las Ilustres Municipalidades de Valparaíso y Viña del Mar, EXPONAVAL se proyecta como la exhibición marítima y naval más importante de la región latinoamericana. Nuestra Institución ha estado presente en EXPONAVAL desde su primera versión, realizada en Valparaíso en 1998 y nos sentimos orgullosos por la trascendencia que representa para el interés nacional.

EXPONAVAL 2012, abordará como eje central, la temática del “Desafío de las Armadas para enfrentar situaciones de emergencias, catástrofes y de apoyo humanitario, en el marco de las Operaciones de Paz”.

Esto demandará a los estados, dado el alto grado de devastación que provocan, aunar todos sus esfuerzos para enfrentarlos y de esta forma concurrir con la ayuda necesaria que estas situaciones consideran.

Estas operaciones de apoyo han adquirido una especial relevancia en los últimos tiempos, lo que ha quedado demostrado recientemente con el terremoto y Tsunami de Indonesia (2004), el Huracán Katrina en Estados Unidos (2005), terremoto de Haití (2010) y, en el plano nacional, el tsunami en Aysén (2007), la erupción del volcán de Chaitén (2008) y el terremoto y tsunami del 27 de Febrero (2010); todas ellas, situaciones catastró�cas que generaron gran devastación y pérdida de vidas humanas, y que requirieron ayuda en forma coordinada para mitigar sus efectos.

Los hechos anteriores nos muestran claramente cuan repetitiva ha sido la ocurrencia de estos eventos y es, en esta dirección, que resulta importante recalcar que los países solos son incapaces de enfrentar este tipo de emergencias, siendo necesaria la colaboración y cooperación mutua, tanto a nivel nacional como entre países amigos. Es justamente en el ámbito de la cooperación, donde resulta fundamental la existencia de una adecuada interoperatividad entre los diferentes organismos y agencias del estado a nivel nacional, como con los medios que concurren a brindar apoyo frente a este tipo de situaciones.

En otro ámbito, esta octava versión de EXPONAVAL, al igual que las dos versiones anteriores, considerará en el aspecto marítimo un pabellón llamado TRANS-PORT 2012, donde se concentrará la oferta de bienes y servicios de los diferentes actores de la Industria Marítima, Portuaria y Logística asociada.

EXPONAVAL y TRANS-PORT 2012, constituyen una excelente plataforma para que la industria pueda mostrar sus productos y tecnologías en la región y desarrollar aún más su cartera de clientes, ofreciendo oportunidades a los expositores para establecer vínculos comerciales y reunir potenciales socios comerciales, así como el fortalecimiento de los vínculos de negocios existentes.

La importancia de EXPONAVAL 2012 apunta también, en el contexto latinoamericano, a constituir un espacio de encuentro y conocimiento, donde las distintas Armadas de la región puedan tener contacto directo con los avances de la tecnología en el ámbito naval y, por lo tanto, fortaleciendo las con�anzas mutuas entre países amigos, aspecto relevante en las tareas que tiene el sector defensa en nuestra región, como única manera de garantizar la necesaria estabilidad estratégica y paz regional.

Finalmente, a nombre de la Armada de Chile, invito a todos los actores de la industria marítima y naval a participar en la octava versión de EXPONAVAL y de TRANS-PORT 2012.

For the Chilean Navy EXPONAVAL is a meeting point, where national and foreign civilians and militaries exchange opinions and establish relationships in the commercial, political and social, with the aim of achieving greater integration and desirable feasible solutions to problems of each state in general, and of the Navy in particular.

EXPONAVAL is very important to the institution, due to the fact that, in a highly specialized technical-professional environment, contributes to impose on the national consciousness the relevance of our Sea in the development and welfare of the nation and that, in this process, the Chilean Navy is to be considered as a major player in the conservation and protection of this heritage.
