SHIMLA, JAN 29 A day after Kalyan Singh took over as acting Governor of Himachal Pradesh, the Vishwa Hindu Parishad submitted a mem- orandum, drawing his attention towards incidents of Love Jihad, religious conversions and infiltra- tion of Bangladeshi migrants and urged him to take necessary action in this regard. The CEO ChandraBhushan Kumar hasissued instructions to alldistrict electoral officers-cum-district magistratesto ensure prohibition ofsmoking at booths.

The district electoralofficers have also beenasked to display signsoutside the polling boothsinforming voters aboutthe booths being no-smoking zones.

"As per provisions con-tained in handbook forPresiding officers 2014issued by ElectionCommission of Indiasmoking inside pollingstation is prohibited.Further, presiding officerto ensure that nobodyincluding polling person-nel and polling agentssmoke inside the pollingstation," the order datedJanuary 22 said.

The apex consumer commissionhas asked the Delhi governmentto pay over Rs 8 lakh to the kin ofa 46-year-old man who died dueto "gross negligence" at the state-run LNJP hospital while beingsubjected to radiotherapy. Abench of National ConsumerDisputes Redressal Commission(NCDRC), presided by Justice DK Jain, asked the Delhi govern-ment to pay Rs 8.25 lakh to thewife and three children ofGhaziabad resident RamveerSingh, who died in October 2004.

The order came while hearingtwo revision petitions, filedagainst the order passed by DelhiState Consumer DisputesRedressal Commission by whichit had asked the Delhi governmentto pay Rs 5 lakh compensation toSingh's kin. One revision petitionwas filed by Singh's kin seekingenhancement of the quantum ofcompensation, while the other

was moved by Delhi governmentseeking absolvement from the lia-bility to pay. "A bare perusal ofthe stand of the Lok Nayak JaiPrakash Narain (LNJP) hospital inthe appeal filed on its behalf bythe government of NCT leaves noscope for any doubt that on hospi-tal's own showing there was grossnegligence while subjecting thedeceased (Singh) to radiothera-py," the NCDRC said. It notedthat the hospital's "treating doc-tor" had prescribed excessivedose of radiation to Singh and adirect radiation field applied onhis body had harmed him to agreat extent.

"LNJP hospital owed a duty togive proper treatment to thedeceased- be it in prescription orin therapy, and as, according to it,the treatment given by its doctor,was improper, liability to paycompensation can be fastened onit alone. We hold accordingly," theapex commission said.

Today's share sale would also help the gov-ernment on its disinvestment target of Rs43,425 crore for the current fiscal ending onMarch 31, out of which it has so far collect-ed less than Rs 1,800 crore.

Opposing the move, trade unions onThursday said they will hold "symbolicdemonstration" on Friday to protest againstthe disinvestment and also warned of a possi-ble strike at a later stage after discussing thematter among all central unions.

The stock exchanges on Thursday alsosought clarification from the company onmedia reports that unions have threated to 'goslow', to which CIL replied that it has notreceived any notice from any union in thisregard.

In the meantime, markets regulator Sebiand the stock exchanges including BSE andNSE have put their surveillance systems on'high alert' to thwart any manipulative activi-ties in Coal India shares in the wake of thedivestment programme.

Coal India shares on Thursday slipped 2.3percent to close at Rs 375.15, while its tradevolumes rose by more than 13 times at theBSE alone.

Coal India would be second company to hitthe markets under the government's disin-vestment programme in the current fiscal2014-15, the first being SAIL in which sharesworth about Rs 1,700 crore were sold. CoalIndia alone can help the government meetmore than half of the total target.

The government will need to sell sharesworth further Rs 20,000 crore in public sec-tor firms in about two months left in the cur-rent fiscal to help meet its fiscal deficit targetof 4.1 percent of GDP for this financial year.

ONGC was the other major PSU lined upfor share sale by the government to raiseabout Rs 15,000 crore, but slump in oil priceshas dampened the prospects.

Other potential disinvestment candidatesinclude NMDC, Indian Oil Corporation(IOC), Bharat Heavy Electricals (BHEL),National Aluminium (Nalco) and DredgingCorporation (DCIL), while stake sales inPFC and REC are also on the cards.

India's FDI ...a decrease for India from USD 4,604 mil-

lion to USD 4,172 million, the report said.FDI flows to India increased by 26 percent

in 2014 to an estimated 35 billion, with max-imum growth in services sector especially inelectricity, gas, water, waste managementand information and communication, thereport said.

This figure is one of the highest in recentyears, though in 2008 FDI peaked in Indiawith USD 47 billion investment followed byUSD 35.6 billion in 2009.

James Zhan, Director of Investment andEnterprise, at UNCTAD said, "India is still abright spot for FDI despite a global decline.It is at a significant historical high though notat the highest level of investment."

"If policy trends encourage liberalisationthen we can expect more FDI in Chinadespite a slowdown in economic growth,"said Zhan referring to new draft for full for-eign investment law that was proposed lastweek in Beijing.

The top five FDI hosts in 2014 were China(USD 128 billion), followed by Hong Kong(USD 111 billion), the US (USD 86 billion),Singapore (USD 81 billion) and Brazil (USD62 billion).

"In 2014 global FDI inflows declined by 8per cent to an estimated USD 1.26 trilliondue to fragility of the global economy, policyuncertainty and geo-political risks," thereport said.

The drop in FDI in the US has been prima-rily due to a fall in cross-border M&A sales,particularly due to the Verizon-Vodafone dealand stood at USD 10 billion in 2014 fromUSD 60 billion in 2013. It had exceededUSD 222 billion in 2008, the report said.

"Prospects look gloomy for the global eco-nomic situation and the road to investmentgrowth is bumpy...FDI has been at one of thelowest levels since the financial crisis of2008," said Zhan.

Overall, FDI flows to developed countriesdropped by 14 percent, flows to transitioneconomies halved while developingeconomies saw FDI reaching a new high witha global share of 56 percent, the report said.

Cross-border M&As increased by 19 per-cent and reached their highest levels since2011 primarily due to restructuring deals andgreen-fields increased by 3 percent in 2014.

"Had the government granted me the citi-zenship, I would not have been caught up inthe legal tangle," he said.

Heena Kanjani, who came to India fromKarachi 23 years ago when she was onlyeight-month-old, said she cannot appear forcompetitive exams for government service."I tried to take the Gujarat Public ServiceCommission exam, but my form was rejecteddue to my nationality," she said.

They recovered arms and ammunition,including 35 grenades of HE-36, four boxesfull of 7.62 mm rounds, which were used inSLR, LMG and other weapons and threebags full of loose rounds.

While one full box had 450 to 500 rounds,three bags had about 500 loose rounds, theysaid.

Police suspect that the ammunition andexplosives were left out probably during the1971 Indo-Pak war.

Rearticulating the ‘IndianRight’ point of view toan India that is now con-

sidered the youngest nation inthe world (70 per cent of thecountry’s population is said tobe below the age of 35 based onthe 2011 census), with a grow-ing and increasingly assertivemiddle class with, as they say,fire in its belly, could well be anexcruciating tightrope walk.

Steering this boat, when thesocio-political milieu is more insync with discounting ideolo-gies if not totally debunkingthem, and when concepts likenation-building and nationalidentity are sought to be con-structed on a religious basis —‘Hindutva’ or Hindu culturalnationalism in the Indian con-text — the surface calm or thestock market exuberance maybe no indicator of the churnbeneath.

A new discourse

But the current scene is nosociology of melancholy ordespair for an enthusiastic bandof thought leaders led by notedwriter and journalist SandipanDeb, who see in these testingtimes a great opportunity torationally and humanely build a“liberal right-of-centre dis-course,” as he put it, which theyhope will redefine both traditionand modernity in India and givethe country far greater self-esteem in the comity of nations.

Big ambitions, but thoughtprocesses, begin somewhere.Calling themselves “India’snew liberal right,” Mr. Deb andhis team are all set to shortlyrelaunch the Swarajya maga-zine, which was started in 1956by the veteran journalist, KhasaSubba Rao, with the patronageof C. Rajagopalachari, popular-ly known as Rajaji, one of thetallest leaders of the freedommovement and MahatmaGandhi’s ‘conscience keeper.’

Rajaji gave Swarajya itsCharter, to champion the causeof “individual liberty, privateenterprise, the minimal stateand cultural rootedness,” Mr.Deb explained in an hour-longinterview to The Hindu in NewDelhi recently. Those core prin-ciples will continue to guide the

new Swarajya, 59 years since itsinception, he said, while under-scoring that Rajaji’s vehicle ofcommunication was “the firstcoherent and consistent intellec-tual response to Nehruviansocialism and the ever expand-ing Big State in newly inde-pendent India.”

Aiming at a formal launch inearly February 2015, Swarajyain its new avatar will be a glossymonthly instead of a weekly,have a strong digital presenceand hopes to be on a par withmagazines like The Economistin generating top quality con-tent, including commentary,opinion and essays. It will “nat-urally be a magazine of ideas,”says Mr. Deb, whose fame as anauthor spread with his book“The IITians: The Story of aRemarkable Indian Institutionand How its Alumni areReshaping the World.”

On January 15, it was anextremely cold evening in Delhias Mr. Deb and I tried in vain to

spot the noted Barista Coffeeshop at Connaught Place, wherewe had initially planned to meetfor the interview. Then, as wesettled down on the mezzaninefloor of another quiet and som-brely lit café nearby, sans theItalian flavours, the entiregamut of what it is to run a lib-

eral journal now unfolded. Thenew editorial-director ofSwarajya was unflinching toevery query that this correspon-dent posed.

It was a totally different erawhen Rajaji started Swarajya inthe mid-1950s, as a right-of-centre, conservative magazine.Reminded of the great literarycritic George Steiner’s memo-rable one-liner, “the long liberalsummer is over,” I gently prod-ded Mr. Deb as to how he sawthe journal’s revival “in the ageof Hindutva” and religiousextremism.

Mr. Deb, with both an IIT andIIM background, retorted thathe would rather use the word“classical liberal” than “conser-vative” because “we are for, andalso Rajaji stood for, and wealso hope to stand for, individ-ual freedom, human rights, gen-der equality, freedom of expres-sion etc., which are not usuallyassociated with the term ‘con-servative’; we are in fact right-

wing liberals — we will supportgay rights for example.”

Doctrinaire ‘Hindutva’ is notto be conflated with being asimple Hindu, he made clear.“We are not in any way embar-rassed about being Hindu, butwe are against lumpen

Hinduism,” he said. Swarajyawill also promote the scientifictemper, but will not fall foruncritical, uninformed, self-glo-rifying forays into theSanskritic past as reflected inrecent public statements like“the spaceship was invented inIndia.”

However, real, solid Indianadvances made in mathematicsand physics, whether they wereby Aryabhatta, Madhava,Brahmagupta or the Keralaschool of mathematicians, arethings that should be seriouslystudied, he argued. Again on theissue of secularism, Mr. Debsaid, “we are against mixing ofreligion with politics … We arefor secularism, but a certain sortof secularism which is notaimed at creating only votebanks.”

The only hope

Mr. Deb acknowledged that inthe last two decades, the right-wing debate in the Indian polity,

politically, economically andculturally, “has been hijackedby all sorts of rabid people.”But understanding the truefoundations of our civilisationas plural and rooted in the spiritof openness, questioning andscepticism is the only hope toretrieve economic and political

policies from the “Hindutvaforces,” he stressed.

“I do not think India can beruled very long based on pollut-ing religious extremism,” espe-cially given the country’s vast-ness and diversity of every kind,Mr. Deb said. He termed the2014 general election that cata-pulted the Bharatiya JanataParty’s Narendra Modi to thepost of Prime Minister a “water-shed election.”

It was not just a vote forHindutva but also for good gov-ernance, while reflecting theaspirations of “millions ofIndians who believe in certainright-of-centre ideas” andyearning for the economic andentrepreneurial space to expand.This dynamics overlapped withwhat he also saw as NehruvianSocialism “slowly losing thebattle of ideas in India,” despitethe Congress being the “originalreformers.” Yet, the biggest testfor the BJP is how it handles“its bigoted supporters,” headded.

On its 66th Republic Day, during a mighty parade inthe national capital, India showcased “womanpower” with all-women contingents of the three

Services for the first time. A day earlier, Wing CommanderPooja Thakur became the first woman to lead a ceremonialtri-service guard of honour, which the visiting U.S.President inspected. But when it comes to the overall statusof women in the Indian armed forces, especially in theArmy, all this represents a travesty of gender justice. Sincebeing inducted into the Army in 1992 under the WomenSpecial Entry Scheme (they were in even earlier in theMilitary Nursing Service from 1927 and in the MedicalOfficers Cadre from 1943), women Army officers are stilldenied permanent commission on a par with men: theyhave to be content with the short service commission. On abatch of petitions filed in 2003 by women officers demand-ing an end to the discriminatory practice, the Delhi HighCourt in March 2010 granted their just and fair claim forpermanent commission — with the singeing words that itwas not some “charity being sought… but enforcement oftheir constitutional rights”. While this prompted the AirForce and the Navy to grant women officers permanentcommission, the Army took a different stand, arguing,among other things, that “the bulk of the army’s JuniorCommissioned Officers and other ranks hail from ruralIndia, who are not yet ready to accept a woman as theirleader in combat situations”. In an affidavit filed before theSupreme Court in 2012 while appealing against the HighCourt order, the Army added: “In theory women in thearmy may sound good but in practical terms the arrange-ment has not worked well in the Indian Army and as a con-cept also our society is not prepared to accept women incombat role.” As the issue remains in the Supreme Courtfor more than four years now, the Army needs to get real,and persuade itself to go beyond symbolic and cosmeticsteps. It needs to recognise women’s capabilities — asmany advanced armed forces across the world have done,even committing them to combat roles — and their right toa full-fledged career in the force, on a par with men. Duringthe 14-year short service commission tenure they nowenjoy, women officers in various corps are assigned dutiessimilar to those of men officers without distinction, to allpossible field units with men officers. If it is the Army’sclaim that beyond that point in permanent commissiontenure women could be exposed to hostile environments —it has cited “the unique nature of responsibility and organ-isational requirement that… the Army Act” necessitates —that truly smacks of gender discrimination. The time hascome for the Army to end this iniquitous situation.

Robert Blackwill, formerAmbassador of the UnitedStates and Harvard academic,

used to often recount at his dinnerroundtables in New Delhi’sRoosevelt House an intriguing storyabout how he was persuaded to takeup the job. In 2001, President GeorgeW. Bush called him to his ranch inTexas and said: “Bob, imagine: India,a billion people, a democracy, 150million Muslims and no Al Qaeda.Wow!” More than a decade afterPresident Bush’s first exclamation,India-U.S. relations have trulyreached their ‘wow’ moment.

President Barack Obama’s visit isso obvious a watershed in India’s for-eign policy, and so overwhelming adevelopment, that voices of dissentare mute or feeble. Not since Indiasigned the treaty of peace, friendshipand cooperation with the SovietUnion in 1971 has New Delhi aligneditself so closely with a great power.More important, outside the Left,both within India and in the U.S. theconsensus across the mainstream ofpolitical opinion favours strongerrelations between the two countries.Anti-Americanism, once the conven-tional wisdom of the Indian elite,seems almost antediluvian today.

Behind the change

The reason for the drastic change inthe geostrategic outlook can be sum-marised quickly. The 1971 treaty wasa response to the continuing U.S. tilttowards Pakistan and the beginningsof a Washington-Beijing entente(President Richard Nixon’s thenNational Security Advisor, HenryKissinger, went secretly to Beijingvia Islamabad a month before Indiasigned the treaty with the SovietUnion). In contrast, in 2015, it is theprospect of a powerful, belligerentand potentially hegemonic China inthe Indo-Pacific region that is helpingto cement the relationship. While thismay seem like a parsimonious expla-nation, it is rooted in an understand-ing of the manner in which greatpowers, rising powers and emergingpowers have responded to changes inthe balance of power in the interna-tional system since the Peace of

Westphalia in 1648.

Clearly, the pièce de résistance ofthe Obama visit has been removingthe final hurdles in the civiliannuclear agreement to pave the way

for its commercialisation, almost adecade after Prime MinisterManmohan Singh and PresidentBush first issued a joint statement, inJuly 2005, on civilian nuclear coop-eration. As we know, two stickingpoints were holding up an agreement:differences over liability in case of anuclear accident, and over adminis-trative arrangements governing thetransfer of nuclear materials to India.

Consider first the latter. For morethan a year, the U.S. has refused toaccept an Indian draft agreement thatwas based on the sound principle thatNew Delhi would be accountableonly for the totality of nuclear mate-rial supplied to it, and under the safe-guards of the International AtomicEnergy Agency (IAEA). GivenIndia’s closed fuel cycle, allowingnuclear material from different coun-tries to be tracked and audited sepa-rately could be unnecessarily intru-sive and could undermine the confi-dentiality of its nuclear programme.While the Canadians saw reason andaccepted India’s draft in 2012, thenon-proliferation lobby inWashington seemed to have had theupper hand as the political leadership

seemed reluctant to take a call eventhough it was against the letter andspirit of the 123 agreement: the fun-damental basis of the civil nuclearagreement between India and theU.S.

Nuclear liability issue

The deal has been done onlybecause President Obama has nowput his personal weight behind it, tomarginalise those who still seeIndia’s nuclear programme throughthe prism of Washington’s non-pro-liferation policies of the 1990stowards New Delhi. With the U.S.accepting the Canadian model, it willbe easier for India to negotiate withJapan and Australia, the other twocountries still holding out for track-ing and audit of nuclear materialbased on national flags. Hopefully,the deal will pave the way for GE,Westinghouse and other leading busi-nesses in the nuclear industry tobegin commercial operations inIndia.

Similarly, on the issue of nuclearliability, where American companieswere concerned by the unlimited lia-bility they could face in case of anuclear accident under Sections17(b) and 46 of the Indian CivilLiability for Nuclear Damage Act of2010, a compromise seems to havebeen found.

New Delhi has agreed to create apublicly funded insurance pool andthe Attorney General of India is like-ly to issue an explanatory memoran-dum on Section 46 which will poten-tially clarify the limits of tort claims

by accident victims against the sup-pliers of nuclear reactors. The latter,however, as Indian officials havesaid, is still a work in progress. Giventhe collective national memory of theBhopal gas tragedy, this could stillstir a public controversy if the limitsare in absolute terms. Rather, theclaims could be linked to compensa-tions offered contemporaneously tovictims of industrial accidents in theU.S.

The vision statement

No less important is the commit-ment of President Obama and histeam to support India’s membershipof international export controlregimes, including the NuclearSuppliers Group, the WassenaarArrangement, the Australia Group,and the Missile Technology ControlRegime that will help to furthermainstream India’s nuclear pro-gramme. Given that similar promiseshave been made in the past, it isimportant that India uses the good-will of the Obama visit to ensure thatWashington presses for this to hap-pen as soon as possible — despite theobvious reluctance of some members

of these regimes.

The media focus has been on thenuclear issue — yet the U.S.-IndiaJoint Strategic Vision for the Asia-Pacific and Indian Ocean Region isno less significant. It is a majoradvance on the early initiatives madeduring last September’s Obama-Modi summit in Washington. Indeed,given India’s traditional strategiccaution, the vision statement could beeven seen as radical by its standards.Shorn of the homilies, the visionstatement has three significant fea-tures.

The first is the clear link betweeneconomic prosperity and security,and the critical importance of free-dom of the seas in the region. Thestatement could not be more explicit:“We affirm the importance of safe-guarding maritime security andensuring freedom of navigation andover flight throughout the region,especially in the South China Sea.”

Second is the commitment to theUnited Nations Convention on theLaw of the Sea and to “pursue resolu-tion of territorial and maritime dis-putes through all peaceful means, inaccordance with universally recog-nized principles of international law.”

Third is the agreement to workwith other countries to better respondto diplomatic, economic and securitychallenges in the region. The five-year vision includes strengtheningregional dialogues, making trilateralconsultations with third countries inthe region more robust, deepeningregional integration, strengtheningregional forums, and exploring addi-tional multilateral opportunities forengagement.

China factor

While India has traditionallyfavoured a policy of deep engage-ment with all major powers, the spe-cial relationship with the U.S. today,especially the “vision” statement, isrooted in great apprehensions in NewDelhi about China’s aggressive“peripheral diplomacy,” particularlyafter the intrusions in Chumar duringPresident Xi Jinping’s visit to India

last year. That the new Chinese lead-ership had abandoned DengXiaoping’s ‘24 Character Strategy’ ofbiding time, hiding its capacities andnot attracting attention has been clearfor some time now, but what isintriguing is that Beijing has man-aged to alienate nearly all its neigh-bours, except North Korea andPakistan, by its malevolence. Notsurprisingly, a rising China is a causeof trepidation in most capitals of theworld today. Will Beijing now intro-spect and recalibrate? For it mustrealise that New Delhi’s closeness toWashington is also a function of itsstrategic distance from Beijing.

In late 2005, amidst the negotia-tions over the civil nuclear agreementwith the U.S., Dr. Singh, appointed atask force on global strategic devel-opments headed by the doyen ofIndia’s strategic thinking, K.Subrahmanyam. As a member of thetask force, I remember the meetingsessentially became a series of inspir-ing lectures by Mr. Subrahmanyamon geopolitics. Mr. Subrahmanyamwas an architect of many of India’skey strategic decisions, including thepolicy that led to the creation ofBangladesh, the Indo-Soviet treaty,as well as the nuclear tests of 1998.But throughout the meetings, Mr.Subrahmanyam, with a mind as agileas that of a restless teenage prodigy,would emphasise the importance ofarriving at a modus vivendi with theU.S., the overriding importance ofthe nuclear deal, how it was inWashington’s own interest to supporta rising India and how New Delhishould grab that opportunity. Wednesday deferred the pro-nouncement of order on the bailapplications of IPS officers P PPandey and D G Vanzara arrest-ed in the Ishrat Jahan fakeencounter killing case.

The judge K R Upadhyayahad concluded the hearing onJanuary 16 and reserved theorder for today. However, todaythe court said it will pronouncethe order on February 5.

Pandey was the JointCommissioner of Police whenMumbra-based 19-year old col-lege girl Ishrat Jahan, PraneshPillai alias Javed Sheikh, AmjadAli Rana and Zeeshan Joharwere allegedly gunned down by

the Ahmedabad Crime Branchsleuths on the outskirts of thecity on June 15, 2004.

CBI started the investigationfollowing a Gujarat High Courtorder in December 2011. It con-cluded that the encounter hadbeen staged by the Gujaratpolice and the IntelligenceBureau.

Vanzara was deputy toPandey in the crime branchwhen the encounter had takenplace. Apart from Pandey andVanzara, CBI had charge-sheet-ed IPS officers G L Singhal andNarendra K Amin and otherofficers Tarun Barot, J GParmar and Anaju Chaudharyfor murder and criminal con-spiracy.

Anandiben Patel onWednesday said the work oflaying underground pipelinenetwork of Narmada sub-minor canals under the SardarSarovar Project will be com-pleted within next threemonths.

"The work of laying pipelinenetwork will be completedwithin three months. The stategovernment has fixed theresponsibility of contractors tomaintain the quality of work. Itwill be the contractors' respon-sibility to repair any damage ofdefective portion of the canalfor a period of five years,"Patel said.

She was speaking at the

inauguration of Rs 2,000 croreproject of laying down under-ground pipeline network ofsub- minor canals from Dasadain Surendranagar.

The entire project is aimed atirrigating 5 lakh hectares ofagricultural land in differentparts of the state. Other minis-ters simultaneously launched

the state-wide project from 17different talukas today, an offi-cial press release said.

Gujarat government, whichhas been drawing opposition'sflak over the "slow" work onthe Narmada Canal network,has recently announced thatinstead of sub-minor canal, apipeline network would belaid. This will enable the gov-ernment to lay the networkwithout wasting time foracquiring the land required tolay sub-minor canal networks.

Hitting back at Congress forcriticising the government,Patel said the project gotdelayed as the opposition partytried all tricks to stall it.

She said after NarendraModi became the Prime

Minister, he immediatelygranted permission to raise theheight of the dam as well as toinstall gates.

Patel added that Gujarat gov-ernment has started installinggates on the Sardar Sarovardam and the work would becompleted by September 2017.

lifestyle to people livingin chawls of Mumbai,Maharashtra governmentis planning to start arevamp project on over 93acres of prime land in themetropolis within next sixmonths.

"The BombayDevelopment Department(BDD) chawls in Mumbaiare spread in an area ofmore than 93 acres andinclude about 217 build-ings. Residents have longbeen complaining thatthey are forced to live indilapidated crampedrooms with no sanitationfacilities. It is high timewe do something for theseresidents," Minister ofState for HousingRavindra Waikar said. Areview meeting with offi-cials of MHADA and thestate's Revenue and UrbanDevelopment (UD)

departments will be heldin the first week ofFebruary to ascertain theprevailing the ground situ-ation, he said.

"I will be reviewing thework done by thesedepartments in the lastfew years. If there werelags, we need to know thecauses behind it. Thismeeting will also make usprepare ourselves for thegroundwork that needs tobe done to undertake aproject of this magnitude,"he said.

An apex body represent-ing the chawl residentshave a list of demands thatthey want to be fulfilled,he said.

The BDD chawls arepart of colonies that wereconceived in 1920 withthe setting up of theBombay DevelopmentDepartment to providelow cost housing to theeconomically disadvan-taged people.

A youth died and two were critically injured after being brutally beaten for allegedly pastingposters defaming a girl in Bihar's Gaya district, police said on Thursday.

Tension prevails in Asni village under Guraru police station in Gaya, about 100 km from herewhere the incident occurred, police added. Guraru police station officer in charge AmardipKumar said that an FIR had been lodged by the family of two injured youth. Some postersclaiming relationship of a girl with a youth were found plastered across the village lastMonday. Family members of both the girl and the youth assaulted Ramesh Thakur suspectinghim to be behind the posters. Thakur revealed involvement of two other boys Dipak and Vikki,who were also beaten. Ramesh succumbed to his injuries during treatment at Anugrah NarainMedical College and Hospital in Gaya.

Six held for murder of newborn girlRAIPUR, JAN 29

Six persons have been arrested in connection with the killing of a newborn baby girl deliv-ered by a 17-year-old tribal girl at a government hostel in Chhattisgarh's Koriya district, policesaid on Thursday. As per preliminary investigation, the minor girl got pregnant after she wasallegedly raped last year by a 23-year-old youth, Anil, from her native Salgaon Khurd village,Koriya Superintendent of Police B S Dhruv said.

After the girl delivered the baby at the pre-metric hostel in Ramgarh block of Koriya onJanuary 2, the hostel superintendent - Kiran Kispotta - allegedly strangulated the infant to deathto cover up the matter, he said. Later, Kiran went to Salgaon Khurd and informed both Anil andthe girl's family members about the matter following which they buried the infant's body neara river on the village outskirts, the SP said. On getting information about the offence, the buriedbody of the newborn was exhumed near the river in the girl's native village, Dhruv said.

Six persons, including Anil, his and the minor girl's relatives, were arrested on Tuesday inthis connection. The hostel superintendent Kiran and her husband Phoolsai were still at large,he said adding that efforts were on to nab them.

The third flash sale of Micromax's Yu Yureka (Review | Images) on Thursday saw10,000 smartphones go out of stock in 3 seconds on Amazon India, matching thefigures of the first flash sale that saw much controversy due to site glitches and

incorrect pricing, as well as allegations of making a smaller number units (3,000) avail-able to purchase.

Micromax subsidiary Yu Televentures also announced the next flash sale for the YuYureka will be held at 2pm IST on February 5, whileregistrations for the next sale open at5pm IST on Thursday. The compa-ny says it will follow a weeklyflash sale model on Thursdays,and that unlike previous flashsales, users will have to registerindividually for each sale, withearlier registrations not being car-ried forward.

stormed into his fourthAustralian Open final with acommanding four-sets winover Czech Tomas Berdych onThursday.

The dual Grand Slam cham-pion, seeded six, beat the sev-enth seed 6-7 (6/8), 6-0, 6-3,7-5 and will play either NovakDjokovic or defending cham-pion Stan Wawrinka inSunday`s decider.

The tournament has been aheartbreak Grand Slam for theScot with three runner-up fin-ishes, but he has given himselfanother chance to breakthrough and add to hisWimbledon and US Opentitles.

The world number six wastoo strong for Berdych, whowasn`t the same player thateliminated Rafael Nadal in thequarter-finals.

After losing a marathon 76-minute opening set in atiebreaker, Murray finishedstrongly to clinch the match in3hr 26min on Rod LaverArena.

"I was disappointed to lose

Council (ICC) onThursday released sched-ule for period 2015-19 thusconfirming India as thevenue for ICC WorldTwenty20 2016.

The ICC Board, whichwas meeting for the firsttime this year at it's Dubaiheadquarters, also allottedthe 11 March-3 April 2016window to conduct theWorld Cup for this newestformat of cricket.

India had already wonthe rights to host the 2016edition and it's expectedthat the next year, the tour-nament will follow the oneused two years ago inBangladesh. Last April, theICC announced that fol-lowing the success of 2014ICC World Twenty20 inBangladesh, the same for-

mat will be used for thenext edition too.

The tournament willhave a group stage to becompeted by the qualifiedAssociate teams along withthe two lowest-ranked Testsides. Each winner fromthe two groups will play in

the tournament proper,Super 10. Notably, it is theonly ICC tournament allot-ted to India during this fouryear period. The qualifiersfor the ICC WorldTwenty20 2016 will beheld in Ireland andScotland from July 6-26.

"Since Srinivasan hasalways paid heed to Jaitley's advice, itwon't be any different this time round. Aclearer picture on BCCI logjam willonly emerge after the Srinivasan-Jaitleydiscussion. At the end of the day, Jaitleycontrols eight votes (BJP ruled statesand institutions) and that's a goodenough number in a total of 31 to have adecisive say in this regard," the sourcesaid. However there is a school ofthought in BCCI that Srinivasan willcontest in this election as he is well onhis way to dissociating his parent firmIndia Cements.

Ayushmann Khurrana’s ‘Hawaizaada’ has beengranted tax free in UP. The government hasexempted the upcoming film from entertainment

tax. The makers of ‘Hawaizaada’ have thanked the UttarPradesh government for exempting the movie from enter-tainment tax.

'Hawaizaada' directed by Vibhu Puri stars AyushmannKhurrana, Mithun Chakraborty and Pallavi Sharda in thepivotal roles.

The decision to make the film tax free was taken at thecabinet meeting chaired by Chief Minister AkhileshYadav, an official spokesman said here.

Thanking the decision, Vibhu Puri said, "I am thankful

to the authorities for this grant. It took me almost fiveyears to put my vision on the big screen. Now, I am surethe film will get its full potential reach in the state of UttarPradesh."

"'Hawaizaada' has been granted tax free status in UttarPradesh," Ayushmann posted on twitter.

Presented by Reliance Entertainment, 'Hawaizaada' isset in 1895 and is an inspiring story of scientist ShivkarBapuji Talpade, who is credited to have constructed andflown India’s first airplane eight years before the WrightBrothers.

The film is scheduled for release on January 30.

On 28th January, AIB loverswere elated upon seeing AIBKnockout on YouTube. Thehilarious video features the‘Gunday’ stars Arjun Kapoor andRanveer Singh. But it is not just these two gen-tlemen who were insulted. Thecomedians made it a point tomake fun of everyone who waspresent. They didn’t spareDeepika Paduakone and even thehost Karan Johar. They too hadto suffer their own mockery forthe good of the show. To add tothe fun, the comedians made funof themselves too! The AIBKnockout videos hit YouTube onWednesday night. The show is somuch fun-packed, that it is gath-ering insanely high number ofviews. It was no more than 12hours of release that the first partof the show gathered more than 4lakh views.
