NEW DELHI The latest census data on the population of reli- gious groups, released by the Modi government on Tuesday, shows a 0.7 per- cent decline in the Hindu population, while a growth of 0.8 percent has been registered in the Muslim community. The census has distrib- uted the total population amongst six religions namely Hindu, Muslim, Christians, Sikh, Buddhist and Jains. In 2011, total popula- tion was registered as – 121.09 crores, in which Hindus constituted 79.8 percent, Muslims 14.2 percent, Christians 2.3 percent, Sikh 1.7 percent, Buddhist 0.7 percent and Jain 0.4 percent. According to the data released, the distribution of the total population has been made on six major religious communities namely, Hindu, Muslim, Christian, Sikh, Buddhist, Jain besides “Other Religions and Persuasions” and “Religion not stated”. The data are released by sex and residence up to sub-districts and towns. Total population in 2011 is 121.09 crores ; Hindu 96.63 crores (79.8%); Muslim 17.22 crores (14.2%); Christian 2.78 crores (2.3%); Sikh 2.08 crores (1.7%); Buddhist 0.84 crores (0.7%); Jain 0.45 crores (0.4%), Other Religions & Persuasions (ORP) 0.79 crores (0.7%) and Religion Not Stated 0.29 crores (0.2%). Two Tihar jail prisoners killed inclash in moving jail vanNEW DELHI

Two prisoners were on Tuesday killed and fiveinjured in a clash that broke out between two groupsinside a moving jail van transporting them from Rohinicourt to the Tihar Jail.

The incident was reported around 4.30 PM. The twopolice officials escorting the inmates did not stop thevehicle when they saw the prisoners fighting and direct-ly took the van towards Bhagwan Mahavir Hospital inouter Delhi's Mongolpuri area, police said.

"When the prisoners were rushed to the hospital, twoof them -- identified as Paras Goldy and Pradip Bhola -- were declared dead on arrival," said a senior policeofficial. The van was carrying nine inmates divided intotwo groups of seven and two members each.

A case under Section 302 (murder) of the IPC hasbeen registered at the Mongolpuri police station, theofficial added.

Delhi govt to go 'paperless', okays e-office planNEW DELHI

Delhi government is all set to go "paperless" as thestate Cabinet on Tuesday gave its approval for imple-menting the e-office system in every department in whathas been claimed would be a first in the country.

According to a senior official, 15 departments are to becovered in the first phase of the plan, which would seeDelhi become the first state in the country to totallyembrace the e-office concept.

The decision in this regard was taken at a Cabinetmeeting today chaired by Chief Minister ArvindKejriwal.

"In the first phase, the project will be implemented in15 departments of the government. Simultaneously, allother departments and their attached offices will alsostart necessary preparations for implementation of e-office.

"In the 15 departments, there will be no physical move-ment of files from December 1 this year," the officialsaid.

Delhi government said that in the current paper-basedfile system, substantial time is spent in creating, search-ing and transferring documents and files and there is alsothe danger of loss of files due to theft/fire, etc.

"There is a lot of paper which is used and a largeamount of storage space is required. The physical filesare also prone to manipulation," the official also said.

The state government has decided to implement e-office in order to provide transparent, efficient and time-bound services to the public.

"e-office provides an effective mechanism to work in apaperless environment, monitor the performance of indi-viduals and enable employees to work at their conven-ience, etc.

"The Department of Information Technology will bethe nodal department for the project. Delhi government,through Delhi e-Governance Society, has already pro-cured a combined single-user licence," the governmentsaid.

The Cabinet has also permitted the individual depart-ments to procure the required hardware and manpowerfrom National Informatics Centre Services Inc. (NICSI)at empanelled rates based on the gap analysis report forthe implementation of the above project, the officialadded.

A cab driver was arrested on Tuesday for allegedlymolesting a 10-year-old girl whom he used to drop homeafter school in south-west Delhi's Dwarka area.

The 26-year-old driver, Shiv Kumar, used to show thegirl obscene video clips on his mobile phone for the pastthree months, said a police official.

Kumar even threatened the girl of dire consequences ifshe told anyone about it, he said.

The matter came to light when the traumatised girlrefused to board the cab following which the schooladministration called her parents, he said, adding, the girlthen told her parents about it after which the driver wasarrested from his residence at Som Vihar area.

The accused has been booked under relevant sectionsof Protection of Children from Sexual Offences(POCSO) Act, police said.

Meanwhile, in another incident, a school attendant wasapprehended for allegedly molesting a six-year-old boyin west Delhi's Uttam Nagar area.

The 55-year-old attendant, identified as Ram SahayMehto, used to touch the boy inappropriately, police said.

The victim told his parents about the incident follow-ing which they reported the matter to the school authori-ties who then called up the police control room and sub-sequently Mehto was arrested, police said.

The accused has been booked under POCSO Act andthe matter is being investigated, police said.

A bench of JusticeVipin Sanghi issuednotice to Gupta, who isalso Leader ofOpposition in DelhiAssembly, on an applica-tion moved by ChiefMinister Arvind Kejriwalseeking dismissal of the

election petition filedagainst him.

The bench also issuednotice to the OathCommissioner, who hadaffixed his stamp on theaffidavit, asking him toappear in person on the

next date of hearing andposted the matter forOctober 12.

Senior advocate HSPhoolka, appearing forKejriwal, contended that"Gupta has filed anunsigned affidavit in the

eyes of law and the saidaffidavit was required tobe signed before theattestation and depositionbefore OathCommissioner."

"It appears that peti-tioner had not appearedbefore the OathCommissioner for depo-sition. The stamps of theoath commissioner attest-ing the said blank affi-davit is totally illegal andunlawful," he said.

Kejriwal in his plea hassaid that the unsignedaffidavit was noticed dur-ing Gupta's cross exami-nation by a court of JointRegistrar, which in itsorder held that it was notan affidavit in the eyes of

law as it was unsignedand hence the petition iswithout any affidavit.

"That the present elec-tion petition has beenfiled by the petitionerwithout the mandatoryaffidavit in the eyes oflaw. Therefore, there isabsolutely no compliancewith the mandatoryrequirement, making thepetition liable to be dis-missed," the plea said.

Kejriwal also soughtinitiation of appropriateaction against the OathCommissioner who certi-fied by affixing a stampthat the deponent hassolemly affirmed beforehim the contents of saidaffidavit.

Supreme Court onTuesday said real estatebarons Ansal brothers willundergo a two-year rigor-ous jail term in the Uphaarfire case if they fail to payRs 30 crore each withinthree months.

Earlier in its verbalorder, the court had onAug 19 said Sushil (76)and Gopal Ansal (67)should pay a fine of Rs 30crore each within threemonths and restricted theirjail term to the periodalready undergone bythem in view of theiradvanced age.

The judgement hadreceived a lot of flak, espe-cially from the associationof victims of Uphhar cine-ma fire tragedy in which59 people had died 18years ago.

However, the writtenorder, which was postedon the court's websitetoday, has restored thetwo-year rigorous jail termawarded by the trial courtto the brothers with a con-dition that the punishmentcan be reduced to the peri-od already undergone ifthey would pay Rs 30crore each within threemonths.

"For the reasons to berecorded hereafter, wedirect that Sushil Ansaland Gopal Ansal shallstand sentenced to undergorigorous imprisonment fortwo years.

"However, havingregard to advanced age ofthe accused and other

peculiar facts and circum-stances, if they pay Rs 30crores each, i.E. Rs 60crores, then the sentencewill stand reduced to theperiod already under-gone," a bench comprisingjustices A R Dave,KurianJoseph and Adarsh KumarGoel said.

"If they fail to pay theafore-stated amount withina period of three monthsfrom today, they shallundergo the sentence oftwo years each, excludingthe term which they havealready undergone," itsaid.

"The afore-statedamount shall be given byway of a demand draft tothe Chief Secretary ofDelhi Government for set-ting up a new trauma cen-tre or for upgrading theexisting trauma centres ofhospitals managed by theGovernment of NCT ofDelhi," the order said.

While Sushil had spentover five months in prison,Gopal was in jail for overfour months immediatelyafter the tragedy.

Earlier, a bench of jus-tices TS Thakur and GyanSudha Mishra (sinceretired) had on March 5,2014, held real estatebarons Sushil and GopalAnsal guilty, but differedon the quantum of sen-tence to be awarded tothem.

Justice Thakur had con-curred with the 2008 ver-dict of the Delhi HighCourt which had awardedone-year jail term to bothSushil and Gopal Ansal.

The non-event of talksbetween the NationalSecurtiy Advisors (NSA)

of India and Pakistan, Ajit Dovaland Sartaj Aziz, has generated afair amount of heat but does italso throw any light on PrimeMinister Narendra Modi’s policytowards Pakistan? Crafting acredible Pakistan policy hasbeen a challenge for everyIndian Prime Minister sinceIndependence, and each one ofthem, from Pandit JawaharlalNehru onwards, has tried to puthis or her own personal stamp onit. Yet, it remains a complex rela-tionship, saddled with the bitterlegacy of Partition and fourinconclusive wars, and mired inhostility which tends to flare upfrom time to time.

Mr. Modi is a strong and deci-sive leader backed by a solidmajority in Parliament. He gotoff to a flying start with his“neighbourhood diplomacy” ini-tiative inviting all South AsianAssociation for RegionalCooperation (SAARC) leadersto his swearing-in ceremony lastMay. Talks with Pakistan PrimeMinister Nawaz Sharif openedthe way for a meeting betweenthe Foreign Secretaries to workout terms for a dialogue whichhad been stalled for over twoyears. However, in August 2014,the talks were called off after thePakistan High Commissionerdecided to go ahead with a muchpublicised meeting with theHurriyat leaders. Meetingsbetween Hurriyat leaders andPakistani officials were hardly anew development, but clearly,the Modi government was mark-ing a new red line for talks. Thepublic manner in which the ulti-matum was delivered to Pakistanleft many wondering whetherthere had been a change of posi-tion on New Delhi’s part orwhether it was merely ineptness.The cancellation of talks wasfollowed by an intensification of

firing incidents along the Line ofControl (LoC), with India adopt-ing a muscular retaliatory pos-ture. Both Mr. Modi and Mr.Sharif were in Kathmandu forthe SAARC summit inNovember 2014 but registeredno progress regarding resump-tion of talks.

Ufa and its aftermathMonths later, in the run-up to

the BRICS and ShanghaiCooperation Organisation sum-mit meetings in Ufa in July, theIndian side sought a bilateralmeeting. There had been signalsthat a policy review was under-way — the message at the timeof the Peshawar school mas-sacre, Indian Foreign SecretaryS. Jaishankar’s visit toIslamabad and release of fisher-men. Pakistan responded posi-tively to the idea of a meetingbetween the Prime Ministers andby all accounts, it was a con-structive dialogue. A crisp JointStatement emerged and one ofthe outcomes was the schedulingof the meeting between the twoNSAs; other decisions includedmeetings between the chiefs ofthe Border Security Force andPakistan Rangers and DirectorsGeneral of Military Operations;releasing fishermen in eachother’s custody; facilitating reli-gious tourism; and an agreementto discuss ways and means toexpedite the Mumbai trial. Thecancellation of the NSA-leveltalks has been accompanied byacrimonious exchanges leavingthe future of other meetingsuncertain.

At Ufa, the media was effec-tively managed, but thereafter,the atmospherics deteriorated.To tackle some hard line criticswho are ideologically opposed totalks, a narrative was put out thatat Ufa, India had successfullychanged the terms of the talks.The careful diplomatic phraseol-ogy which held the statementtogether collapsed under the

onslaught of the TV talk showgladiators. Debating points werescored about the fact thatKashmir was not mentioned,forcing Pakistan to clarify that itwas implicit in the phrase, “alloutstanding issues”. Both sidessought to claim victory, evenbefore the NSA talks got under-way. No visible effort was madeto lower the pitch and after Mr.Aziz held his press conference inIslamabad on July 13, it wasclear that Pakistan was uncom-fortable and needed to reassertthat there had been no dilution inits stand.

Lose-lose outcomeDisagreement on the agenda

for the talks was now becomingapparent and only exposed thefault lines. Details of dossiersbeing prepared by both sides tobe handed over to the other sidewere leaked. Pakistan took threeweeks to confirm the dates pro-posed by the Indian side, fuellingspeculation. Meanwhile, themedia continued to drive upexpectations on both sides andeventually ended up determiningthe outcome. Some banked onthe hope that the talks wouldtake place because neither sidewanted to be blamed for beingthe spoiler. But the process wastoo fragile and after back-to-back press conferences by Mr.Aziz in Islamabad and ExternalAffairs Minister Sushma Swarajin Delhi a day prior to the visit,the die was cast.

Both sides accused each otherof moving away from the termsof the dialogue set out in the Ufajoint statement. Ms. Swarajemphasised that the Ufa jointstatement mandated the NSAs toonly discuss “all issues related toterrorism”, and second, that ameeting between Mr. Aziz andthe Hurriyat leaders amounted tointroducing a third party into thebilateral dialogue, which wascontrary to the spirit of theShimla Agreement. Accordingly,

talks between the two NSAscould only go forward providedPakistan gave an assurance onthese two counts. Mr. Aziz point-ed out that the Ufa statementalso contained a willingness todiscuss “all outstanding issues”,implying Kashmir, and advisingagainst a meeting with Hurriyatleaders amounted to laying downpreconditions which were unac-ceptable.

The fallout was that a diplo-matic engagement was convert-ed into an ‘us versus them’ bat-tleground. The battleground out-come is a zero sum game withone side winning and the otherlosing. A successful diplomaticoutcome is qualitatively differ-ent where both sides need to besatisfied with the outcome; it hasto be a win-win situation.Second, a diplomatic engage-ment requires a common scriptwhereas on a battle ground, con-flicting narratives seek domi-nance. Trying to score pointspublicly easily becomes a blamegame and the win-lose resultbecomes a lose-lose outcome.Somewhere along the way fromUfa to the talks in Delhi, it wasclear that the plot was lost sightof and the management of theprocess was reduced to a rhetor-ical tit for tat.

Defining policy and managingtactics

For nearly a quarter of a centu-ry, some form of dialogue withPakistan has been pursued byvarious governments, both offi-cially and through back chan-nels. There have been ups anddowns but the underlying con-viction has been that Indiashould manage its relations withPakistan so that Pakistan’s hos-tility does not become anunwanted distraction. Since anall out conflict is ruled out,leverages to influence Pakistan’sbehaviour have to be foundthrough dialogue and engage-ment so that suitable messages

can be conveyed and under-stood. Linked to this realisationis the conviction that the moresuccessful India is in managingthis troubled relationship, themore diplomatic space it pro-vides us for pursuing our rela-tions with other countries in ourneighbourhood and beyond.Engaging in tit-for-tat hostilityand rhetoric with Pakistandiminishes India’s standing andattracts unwelcome and gratu-itous suggestions of third partieswho are often prone to raisingthe notion of a nuclear flash-point. The focus on confidencebuilding measures and commu-nication links, particularly after1998 (following the nulceartests), was undertaken with thisclear purpose in mind.Admittedly, it has not beensmooth sailing but when it hasworked, it has made the LoCpeaceful, increased India’sdiplomatic leverage and alsogiven political space to deal withthe domestic aspects of theKashmir issue.

This broad policy bears theindividual imprints of each ofthe Prime Ministers — P.V.Narasimha Rao, I.K. Gujral, AtalBihari Vajpayee and Dr.Manmohan Singh — but alsoreflects a degree of consistency.It does not anticipate any break-throughs with Pakistan butacknowledges that there are ele-ments in Pakistan’s decision-making circles that would seekto sustain a hostile relationshipwith India. As long as these ele-ments remain influential, a nor-mal state to state relationshipwill elude us. Pakistan’s internalpolitics will need to changebefore these elements can beneutralised.

In a democratic India whilethere is consensus on the need tohave normal and peaceful rela-tions with Pakistan, there is alsoa strong sentiment thatPakistan’s support to terrorismagainst India prevents normali-sation.

Losing the plot on India-Pakistan ties?

While Vyapam is out ofthe headlines, it’snow over to DMAT,

the next scam to hit the highereducation sector in MadhyaPradesh. The Supreme Court iscurrently hearing a batch ofpetitions relating to the Dentaland Medical Admission Test(DMAT).

Last month, the MadhyaPradesh High Court hadremarked that the DMAT scamappeared worse than Vyapam, aview that the Supreme Courthas concurred with, while ask-ing the Central Bureau ofInvestigation (CBI) to take overinvestigations. While Vyapam(the Hindi acronym forVyavsayik Pariksha Mandal,the Madhya PradeshProfessional ExaminationBoard or MPPEB) and DMATdovetail with each other and areacknowledged to be two sidesof the same corrupt coin, thetwo scams actually have a fardeeper causal connection.

The DMAT exam is conduct-ed by the Association of PrivateDental and Medical Colleges ofMadhya Pradesh for manage-ment quota, which accounts for50 per cent of seats in privatecolleges with the other 50 percent filled up through examina-tions conducted by the Statethrough the board that is collo-quially referred to as Vyapam.

Unlike the Vyapam scam,which involved the rigging ofseveral exams for selections tovarious courses and govern-ment jobs, the DMAT scamrefers only to the exam foradmission to private medicaland dental colleges. It is thetussle over this one exam, how-ever, that explains how the twoscams are linked.

Legal precedents

When private colleges werefirst set up across India, therewere several complaints aboutthe exorbitant capitation feesand under-the-table paymentsto secure admission. In 1993,the Supreme Court in theUnnikrishnan case, framed ascheme to prevent the commer-cialisation of admissions toprofessional colleges. It wasdecided that a commonentrance test would be conduct-ed by the State government andthe top 50 per cent of studentsoffered admission to free seatswhile the next 50 per centwould be eligible for paid seats.

Amid complaints that thisamounted to nationalising thesecolleges, the Supreme Courtchanged its position in theT.M.A. Pai Foundation case(2002), which scrapped theUnnikrishnan scheme andheld that starting an educa-tional institution was a funda-mental right and that the gov-ernment could not interfere inthe administrative rights of pri-vate institutions, minority ornon-minority.

The rights of private institu-tions were further reinforced bythe rulings in the IslamicAcademy (2002) and P.A.Inamdar cases (2005), with theformer saying that private insti-tutions could hold their owncommon entrance tests, whichwould be regulated by a com-mittee headed by a retiredjudge, and the latter making itclear that the state could notimpose any sort of reservationon unaided professional col-leges.

Exam amid protests

In 2006, therefore, the MPgovernment decided to followthe Inamdar judgment in letterand allow private dental andmedical colleges to conducttheir own test. This was some-

thing of a surprise — profes-sional courses had always beenhighly valued in the State butthe process of privatisation ofeducation had been a little lop-sided. There was a glut of pri-vate engineering colleges butonly three medical and ninedental colleges were run pri-vately. The last governmentmedical college had beenopened 40 years ago.

Given the paucity of colleges,there was intense competitionfor these few seats. Hence,when the MPg o v e r n -ment’s

nod tothe requestfrom privatemedical and dental col-leges to hold their own examsled to a storm of protests, it wastaken up as a major students’issue. The government faced alot of heat, particularly fromthe Akhil Bharatiya VidyarthiParishad (ABVP), the studentwing of the RashtriyaSwayamsevak Sangh (RSS).

In successive petitions to theHigh Court, the ABVP insistedthat admissions to medical col-leges should be carried out bythe State professional examina-tion board, as private entranceexams would open up the scopefor wide corruption. The peti-tions also stated that the Stategovernment had not set up aproper monitoring committeeto oversee the exams.

Ultimately, the first DMATwas held in 2006 under a mon-itoring committee headed byretired High Court judgeChandresh Bhushan(Incidentally, Mr. Bhushanwould later head the SpecialInvestigative Team set up bythe MP State government toinvestigate Vyapam). Theexam, however, was doomedfrom the start, with allegationsof leaked question papers andseats being sold for huge

amounts.

Under intense pressure, withthe ABVP holding a series ofdemonstrations, the State gov-ernment ordered the monitor-ing committee to submit areport on the DMAT. Submittedwithin a week, the report rec-ommended that the DMATresults be cancelled and the testheld again by the MPPEB.

Several students who hadtaken the exam petitioned theMP High Court, which quashedthe committee’s order as pre-mature.

The major point stated by thecommittee as evidence of mal-

practice was that some studentshad filled in the sheets withpencil rather than with blackballpoint pen. The committeealso relied on media reportsabout bribes. The High Courtdecided that this was not basisenough to make thousands ofstudents sit for the exam againand upheld the DMAT results.

Regulatory Act

In September 2007, theShivraj Singh Chouhan govern-ment passed the Madhya

Adhiniyam, 2007, roughlytranslated as the MadhyaPradesh ProfessionalEducational Institutions(Regulation of Admission andFixation of Fee) Act, 2007).Under its provisions, the gov-ernment formulated admissionrules in 2008 and passed ordersin early 2009, stating that thecommon entrance test for grad-uate and post-graduate coursesin medical and dental collegeswould be conducted by anagency nominated by the state.That agency was theProfessional ExaminationBoard (PEB) aka Vyapam.

As a corollary to this Act, theState government also made the

professional examination boarda statutory body. It had previ-ously existed as a body createdby executive order for conduct-ing pre-medical and pre-engi-neering tests for governmentcolleges. The Madhya PradeshProfessional ExaminationBoard Act, 2007, however,reconstituted its board of direc-tors and required that it beheaded by an officer of the rankof chief secretary. Along withcontrol of all professional examcourses, the PEB was alsogiven the task of conductingrecruitment exams to about 40government departments. TheAct was challenged in theMadhya Pradesh High Court byseveral private dental and med-ical colleges in 2009, on thegrounds that it went against theprinciples laid out in the TMAPai and Inamdar judgments. Indefending the Act, however, theState government relied on twokey clauses in the Inamdarjudgment.

While allowing private col-leges to conduct their ownexams, the ruling specified thatshould the admission procedureadopted by private colleges“fail the triple test of being fair,transparent and non-exploita-tive, then this procedure couldbe taken over by the state”.Second, the judgment said thatit was ultimately for the Centre,or States in the absence of acentral legislation, to come upwith a well-thought-out policyon regulating admission andfixing fees for private colleges.The High Court upheld thevalidity of the Act, swayed insome measure by the allega-tions of irregularities thatDMAT had faced in the past.The Supreme Court, however,differed and said it could not beleft to the unilateral decision ofthe State government to saythat the private institutions hadfailed to meet the triple test.

It evolved an interim seat-sharing arrangement betweengovernment and private col-leges — 15 per cent of seats inprivate colleges would be setaside for the NRI quota and theremaining 85 per cent would besplit between state-run collegesand private colleges, with eachconducting their own admis-sion exams. The DMAT, whichthe 2007 Act sought to cancel,had now returned, except that itwas only for a proportion ofseats rather than for all seats inprivate colleges.

Centralised corruption

What followed next is, ofcourse, well-documented interms of how the admissionscam spiralled into an amazing-ly complex system of rigging.The MPPEB, now a top-heavy,hydra-headed body, expandedits empire to control an amaz-ing number of exams, includingrecruitment to governmentdepartments and admissions toprofessional courses. This cen-tralisation was an invitation tocorruption and formed the basisof the Vyapam scam. DMATmeanwhile continued with areduced scope from 2009 but, ifwe are to go by the suspicionsof the Supreme Court, stillmanaged to financially outdothe entire Vyapam network.

There is a cautionary talehere about the regulation ofeducation and how it couldbackfire. The true irony of theDMAT story is that it may havegiven the real impetus to theVyapam scam. And it all startedwith a heavy-handed interpre-tation of a well-meaningSupreme Court judgment thataimed at accountability. If bothgovernment and private institu-tions could get it so wrong, per-haps it is time to consider aworkable alternative. TheVyapam and DMAT cases giveus good reason to do so.

Market regulators and even governments havevery few options when financial markets gointo the kind of panic-driven free fall as wit-

nessed on Monday. The shock waves triggered by anover 9 per cent fall in Chinese stocks hit capital and cur-rency markets worldwide. India was no exception to theglobal sell-off, with the BSE Sensex shedding over 1,624points — nearly 6 per cent — and the rupee tumbling atone point to Rs.66.60 against the U.S. dollar, its lowestlevel since 2013. The immediate task for the market reg-ulator, the Securities and Exchange Board of India, willbe to put in place measures to ensure that there are nomajor settlement defaults, which can trigger a systemiccollapse. Other than that there is little it can, or indeedshould do, to prevent the current re-rating of asset pricesin the market running its course. On the currency front,Reserve Bank of India Governor Raghuram Rajan hasgiven out the assurance that the central bank has suffi-cient foreign currency reserves — around $380 billion —to dampen any major volatility of the rupee. However, itcan only flatten the trajectory of any fall, not reverse it.Besides, it needs to keep the powder dry to tackle anyfurther devaluation of the yuan, which China might beforced to do if growth continues to be slow. After all,Monday’s global sell-off was prompted by poor industri-al output numbers, only confirming the fears of globalinvestors that China’s ‘managed slowdown’ was provingless manageable than it had let on. For India, the Chinesecollapse might actually provide an opportunity. As Dr.Rajan has pointed out, India has a low current accountdeficit (CAD), the fiscal deficit is manageable, inflationis moderating and short-term foreign currency liabilitiesare low. Despite a downward revision by global ratingagencies in the growth forecast, growth is still fairlyrobust compared to other major economies. The fall ofthe rupee has been largely offset by a slump in crudeprices, which should further ease pressure on the CAD. Acheaper rupee will also help revive exports. Progress onkey reform measures such as the GST and Land Bills,and a step-up in infrastructure spending, could boostindustry. A strategically timed interest rate cut can helprevive consumer and investor sentiment. For that to hap-pen, the Centre needs to demonstrate greater politicalskills in pushing its reforms agenda, and speedier reflex-es than it has shown so far. A case in point is the delayedPSU disinvestment programme. Monday’s offer for saleof 10 per cent of shares in Indian Oil Corporation barelyscraped through amidst the bloodbath. Future asset saleswill have to be in a markedly more bearish market, lead-ing to lower realisations.

Growth RateThe growth rate of population in the decade

2001-2011 was 17.7 %. The growth rate ofpopulation of the different religious commu-nities in the same period was as Hindus:16.8%; Muslim: 24.6%; Christian: 15.5%;Sikh: 8.4%; Buddhist: 6.1% and Jain: 5.4%.

Earlier, the government used to providereligion-wise break-up of population data.However, the practice was discontinued in2011 because of a controversy that followedthe 2001 Census, which showed a relativelyhigh growth of Muslim population primarilyon account of the inclusion of Jammu andKashmir.

The comparison was skewed because themilitancy-hit state was not covered in theheadcount for 1991.

14.9 per cent of the world's total population,followed by people who do not affiliate withany religion, accounting for 13.2 per cent, thereport said.

The people with no religious affiliation cur-rently have the third largest share of theworld's total population.

Muslims are projected to grow faster thanthe world's overall population and thatHindus and Christians are projected to rough-ly keep pace with worldwide populationgrowth, the report said.

"India will retain a Hindu majority but alsowill have the largest Muslim population ofany country in the world, surpassingIndonesia," it said.

"Over the next four decades, Christians willremain the largest religious group, but Islamwill grow faster than any other major reli-gion," according to the report.

The report predicted that by 2050 there willbe near parity between Muslims (2.8 billion,or 30 percent of the population) andChristians (2.9 billion, or 31 percent), possi-bly for the first time in history.

There were 1.6 billion Muslims in 2010,compared to 2.17 billion Christians.

"The number of Muslims will nearly equalthe number of Christians around the world,"it added.

If the trend continues, Islam will be themost popular faith in the world after 2070, itsaid.

By 2050, Muslims will make up about 10per cent of the Europe's population, up from5.9 percent in 2010.

Over the same period, the number ofHindus in Europe is expected to roughly dou-ble, from a little under 1.4 million (0.2 per-cent of Europe's population) to nearly 2.7million (0.4 percent), mainly as a result ofimmigration, it said.

"We are planning to sell onions through lowcost stalls and mobile vans at no profit and noloss prices," UT Chandigarh Food, Suppliesand Consumer Affairs, Joint Director, DanishAshraf said in Chandigarh.

"We will soon come out with an action planin this regard," he further said.

Onions will be sold at almost wholesale rate,official said.

Last year, also UT ChandigarhAdministration sold onions at 'No Profit andNo Loss' prices which was quite popular in thecity.

Asked about action being taken againsthoarders, Ashraf said, "a system has been putin place to gather intelligence about any hoard-ing being done by traders to take action.

Besides, people who find onion hoardingtaking place anywhere can also lodge com-plaint with concerned authorities."

appointed branch CEOMike Wang to head theIndia operations.

Mike Wang will replaceTom Lu as India chiefexecutive officer.

Kohli has dropped out of ICC'stop-10 list for batsmen in thefive-day format, but R Ashwin'sremarkable outing in the ongo-ing series against Sri Lankahelped him earn a place toeighth in bowling while holdingthe second spot in the all-rounders' rankings.

Meanwhile, Sri Lankan bat-ting legend Kumar Sangakkarafinished his glorious career atseventh spot while another illus-trious retiree, Australian captainMichael Clarke has finished his115-Test career in 25th spot.

Sangakkara, who scored 32and 18 in Sri Lanka's 278 runsdefeat at the P Sara Oval, firstreached No. 1 in the Test battingrankings in December 2007against England after innings of92 and 152 in Kandy.

Sangakkara spent a total of 97Tests and 812 days as the No. 1Test batsman in the world andwas last number-one inDecember 2014, before losingthe top spot to AB de Villiers.

His highest-ever points tallywas 938, achieved on 1December 2007, and that total is

the highest-ever achieved by aSri Lanka batsman to date and

the joint sixth-highest of all-time.

While Clarke surged to the topof the rankings in August 2009and did so for the last time inFebruary 2013. During this peri-od, he topped the batting rank-ings on several occasions(totalling 11 Tests and 70 days).

Clarke is one of the 30 inter-nationals, including eightAustralia batsmen, to reach 900points, which was incidentallyhis highest points tally that wasachieved after the 2012 BoxingDay Test against Sri Lanka.

The other big movers in thelatest batting rankings areIndia's Ajinkya Rahane (up twoplaces to a career-high 20th), SriLanka's Dimuth Karunaratne(up two to 34th) and England'sMoeen Ali (up two to a career-high 48th), while Lokesh Rahul(up 30 places to 87th) and wick-etkeeper Wriddhiman Saha (up15 places to 100th) also climbedup the ladder.

In the ICC Player Rankingsfor Test Bowlers, Australia'sMitchell Johnson has gainedtwo spots to sixth after record-ing match figures of four for 86in London, while Ashwin's

match tally of seven for 118 inColombo has helped the off-spinner overtake RanganaHerath into eighth place on 769points.

The biggest mover in thebowling rankings, though, wasIndia leg-spinner Amit Mishra,whose match haul of seven for72 has helped him move up 42places to a career-high 39th.

Ashwin has also gainedground on Bangladesh's ShakibAl Hasan in the rankings for all-rounders and has reduced thedeficit on the leader to 43points. In batting, Steven Smithhas reclaimed the top spot aheadof de Villiers and Joe Root ofEngland.

In the deciding third and finalTest between Sri Lanka andIndia, which starts at Colomboon Friday, if India win the series2-1, it will overtake NewZealand and move into fifthplace. If India faltered in theirtricky chase during the firstTest then Sri Lanka cavedin while chasing a mam-moth 413-run target. Vaassaid that indifferent targetsare difficult to chase in thefinal innings of a Test.

"Batsmen tend to strug-gle in fourth innings when-

ever they are facing indif-ferent targets. It was a hightotal for Sri Lanka and theycouldn't cope with it.Something similar hap-pened with India in Galletoo. They were just chasing176, a very small total, butthey got bogged down andpaid the price," he said.

After Rangana Herath'sseven-wicket spell in thefirst Test in Galle, theIndian batsmen did well topick up the pieces andcounter the left-arm spin-ner at the P Sara Oval. Vaascautioned Herath and com-pany to await anotherIndian attack in the finalgame.

"Herath has been a greatservant for Lankan cricket.And he has taken a lot ofwickets by pushing bats-men back. When they goon the defensive that iswhen he is at his best, andthat is what had happenedin Galle," said the formerinternational.

Kareena Kapoor Khan is currently shooting with Arjun Kapoor for R Balki’s Ki and Ka. The Balki film whichreleases in 2016 will see the two actors in a completely different avatar. While the 2 States actor will be seenplaying a progressive house husband, Bebo will seen in the role of a super ambitious career woman.
