Enabling/Regulating Authority Section 125.01, F.S., Powers and Duties, County Commission Section 339.175(6), F.S., Powers, Duties, and Responsibilities, MPO Background Discussion The purpose of this item is to request Board action on 2019 transportation project priorities and their rankings. The Sarasota-Manatee Metropolitan Planning Organization (MPO) requests that each agency review and rank its project priorities prior to MPO Board adoption. This report provides the staff-recommended projects and their rankings for 2019. In general, projects selected for funding from this list will appear in FY24 or FY25 of the Florida Department of Transportation’s (FDOT) five-year program approved by the legislature in 2020. Projects and Rankings The attached "2019 Manatee County Project Priorities" table lists proposed 2019 transportation project priorities for several funding programs available through the Metropolitan Planning Organization and State. They are ranked in staff's recommended priority order. At the top of the list, staff placed the County's highest priority major projects for DeSoto Bridge and 15th Street East reconstruction in three phases. These are followed by the projects from the Advanced Traffic Management System (ATMS) "set-aside" funding. The balance is presented in order according to 2018 rank based on MPO project prioritization methods. In 2018, the MPO Board adopted the priority methodology after MPO staff developed them in coordination with local governments and their Technical Advisory Committee representatives. The methods were developed to

provide consistency with Federal funding legislation. While ranking adjustments can be made, the projects are theoretically presented in the order they are most likely to successfully compete for funding. Changes Since 2018 The 2019 list was developed using the 2018 list as a base. The following changes are noted: Modifications
● 15th St E is shown in three phases, as opposed to a single project. The change reflects the most likely way the project will be programmed.
● Willow-Ellenton Trail west limit is modified to be near I-75. The previously included section west of I-75 is funded.
Deletes Except as noted, each is now funded by Manatee County.
● Generic CMNAA projects: Desoto Bridge as the County's only CMNAA project is listed separately. ● SR70 at Lorraine Rd intersection ● 60th Ave from US 301 to Factory Shops Blvd roadway ● US 301 at 15th St E intersection ● Florida Blvd from 26th St W to 34th St W sidewalk
