SAFETY AND SECURITY PLAN

In order to prevent emergency situations the Crisis Management Team will:

Complete a hazard analysis of school district properties and their surrounding communities (School employees should report

any hazardous situation or area to the Crisis Management Team as soon as possible.)

Utilize the results of the hazard analysis to develop prevention activities and develop an emergency crisis operations plan

Will determine who, when, and where the facilities may be accessed

Will identify and intervene with individuals who exhibit early warning signs of violence, harmful and risky behaviors, or a

potential threat of criminal activity (School employees should report any such individuals to the Crisis Management Team as

soon as possible.)

Assess each incident/event and activate the appropriate response

Conduct after-action reviews of exercise/drills or an incident and decide on corrective measures, manage resources, provide

for the emotional and physical health recovery of the students and staff

Designate Aaron Hogue to shut-off utilities if and when an emergency warrants such action

In order to be prepared for an emergency, the district will;

Have annual in-service familiarizing staff with the Emergency Crisis Plan

Schedule training drill throughout the year (fire drills-monthly, severe weather-once a semester, site evacuations-once a

semester, bus evacuations(unloading off the bus in case of emergency-once a semester)

Advise stakeholders to check Dawson’s website in case of an emergency for updates on the situation

Preserve evidence following a potential crime or serious incident

Work with local emergency/medical personnel on emergency preparedness

Provide emergency supplies and equipment

Provide first aide classes to a number of school employees

BUILDING EVACUATION

FIRE / EXPLOSION / SMELL OF SMOKE / GAS ODOR / FIRE ALARM/ BOMB THREAT

When you hear the fire alarm or other emergency announcement, begin campus building evacuation and

student accountability procedures.

Instruct students to calmly leave the building. If purses and backpacks are within arm length,

students may take these items outside with them.

Check room for any suspicious items.

Take class roster, Crisis Plan (Red Folder) and Emergency Status cards with you.

Make sure classroom door is closed.

1. Assemble class at assigned evacuation location.

Take roll to account for all students.

Hold up RED status card if you cannot account for all students, have a medical emergency, or have

noted something suspicious.

Keep students quiet and calm.

Do not let any students leave without proper authorization.

2. Follow instructions given by the Administrator.

SITE EVACUATION

The purpose is to keep people safe by relocating to a safer site in the community. This site could be another

school in the district, a community center, a church, a hotel or other large structure. Use this procedure any time it is safer to be completely off campus, or if the Building Evacuation will be longer than two hours:

Fire

Bomb found/Bomb threat

Utility or structural problem

Fire alarm/Smoke

Hazardous materials spill/poison gas cloud

Administrator will say “Site Evacuation.”

SITE EVACUATION – Teachers should:

Instruct students to quickly get their personal belongings and line up at the door.

Take class roster (Leader’s student list), Crisis Plan (Red Folder) and Emergency Status cards with you.

Look for any unusual items as you leave.

Move safely and quickly to a pre – determined bus-loading zone outside the building.

Keep students in line or in a small group. Lead the line

Once at loading zone, check roll and check for injuries.

Account for any missing students.

Hold up an RED Status Card if any student is missing.

Ignore all school bells.

Follow all instructions from Principal and Crisis Response Team.

Stay outside until all clear. Load students on school bus.

Once on school bus, before proceeding, check roll again.

Once at the Evacuation Site, keep students together in classes and check roll again.

Know where the restroom facilities are and allow students to use them one at a time from each class.

Be prepared for a Long – Term Shelter-In-Place situation.

Have procedure for parents or designated guardians to check out their children.

If Leader is not present, the name following will be in charge of attendance.

REVERSE EVACUATION

SUSPICIOUS / THREATENING PERSON / HAZARDOUS CHEMICAL SPILL OUTSIDE BUILDING

An Administrator will initiate reverse evacuation procedures and instruct staff members to bring all people

that are outside into the building.

1. Check hallways and bring students into classroom. Lock classrooms doors.

2. Report the location of any suspicious person to the front office.

3. Take class roll to account for all students and initiate student accountability procedures using the

emergency status cards.

Post RED Status Card in door window if you cannot account for all students, have a medical

emergency, or have noted something suspicious.

If there is no door window, slide the card under the door in the hallway.

5. Do not let any student leave without proper authorization.

6. Follow instruction given by Administrator.

7. Limit classroom and cell phone usage until Administrator communicates that is safe to use phones.

LOCKDOWN

INTRUDER / WEAPON / HOSTAGE / ACTIVE SHOOTER / HOSTILE INDIVIDUAL /

CRIMINIAL ACTIVITY / DANGEROUS ANIMAL

1. An administrator will announce LOCKDOWN.

If anyone hears or sees a situation that requires lockdown, immediately begin procedures and notify

the front office to report emergency.

Get students out of hallways and into classrooms.

Lock classroom door and turn off lights.

Make sure all windows are locked and blinds closed.

2. If you cannot lock classroom door:

Take students to the neighboring classroom that can be locked.

Join that class and follow teacher’s instructions.

3. Keep students quiet and out of view.

4. Take roll to account for all students.

Post RED Status Card in door window if you cannot account for all students, have a medical

emergency, or have noted something suspicious.

If there is no door window, slide the card under the door in the hallway.

5. Keep students silent and calm.

Do not let any students leave without proper authorization.

6. Phones (including cell phones) are not to be used unless communicating critical information to front

office.

7. Remain in locked classroom until an Administrator announces LOCKDOWN IS OVER.

If students are in cafeteria for lunch, students will return to class prior to lunch.

If confronted by a suspicious person, be courteous and confident. Keep a distance between yourself and

the individual and avoid confrontation. Provide law enforcement with as much detail as possible about

incidents. Quickly and specifically, follow law enforcement instructions.

(Note: If students are outside the building, supervising staff should move them to the nearest room within

the building and follow instructions above. If students cannot be moved safely into a secure area, they

should be evacuated a safe distance off campus and the police and/ or Administrator notified of their

whereabouts as soon as possible.)

TORNADO/SEVERE WEATHER

1. Announcement will be made to initiate campus tornado/severe weather procedures.

If instructed, move class to pre-designated safe areas.

2. Initiate accountability procedures.

Upon reaching designated area, teachers should check class rolls.

Staff will check all areas to ensure every student has been located.

Put RED Status Card in the window if you cannot account for all students or have a medical

emergency.

3. Follow Instruction given by Administrator.

4. Seat students in one row whenever possible, facing the interior walls. If needed, seat students in

multiple rolls facing the same direction.

5. Maintain control, keeping students and staff quiet and calm.

6. Do not let any students leave without proper authorization.

If you are notified that a tornado has been sighted in the immediate area --- do the following:

Have students and staff assume a protective posture-kneel facing interior wall with head down

and hand protecting the back of the neck and head.

Be aware that electrical power and phone service may be disrupted.

Sheltered areas should be 30 feet or more away from exterior glass doors.

Avoid gyms and large areas with high walls and roofs.

The best shelter is on the first floor in a multi-floor structure, away from exterior walls.

Follow Administrator instructions until danger has passed.

In case of a tornado strike, make every effort to keep students in your location until an Administrator has given

you instructions, emergency or medical personnel has control, or a parent or guardian has signed them out.

MEDICAL EMERGENCY

BLOOD-BORNE-PATHOGENS All procedures or other job-related tasks which involve an inherent potential for mucus-membrane or skin contact with blood, body fluids, or tissues, or a potential for spills or splashes of them are to follow the established Universal Precautions at all times. The use of appropriate protective measures is required for all employees engaged in these tasks. UNIVERSAL PRECAUTIONS:

1. Barrier protection. All employees must use a barrier protection to prevent exposure with blood or other bodily fluids. Some forms of barrier protection would include.

Gloves

Masks and protective eyewear.

Disposable smock and aprons.

2. Wash hands if they come into contact with blood or other body fluids.

3. Avoid accidental injuries. Precautions will be taken to prevent injuries caused by needles, broken glass, razor blades, or other sharp materials. These types of materials should be picked up with tongs, or swept into a dustpan, and placed in a puncture-resistant container for disposal.

Puncture-resistant containers will be carried as part of a blood or body fluid clean up kit. These containers will be labeled “Biological Waste”.

4. Avoid direct mouth-to-mouth resuscitation. Use protective mask.

5. Decontaminate all surfaces and devices after use.

COMMUNICABLE DISEASES PRE-EMERGENCY PROCEDURES:

Awareness of Navarro County Health Department reporting criteria regarding various communicable diseases.

Immunization tracking following State mandated requirements.

Establish communication tree. IMMEDIATE ACTION: Safety:

Follow Navarro County Health Department directives (each case will be different).

Notify non-immunized/medically fragile students, parents, and staff.

Notify support services as needed.

If non-school hours, initiate communication tree if appropriate.

Communication:

Notify school Building Principal.

Notify Safe School & Operations Director

Notify Superintendent if needed

Send letter of notification to parents and staff if appropriate. FOLLOW UP:

Follow County Health Department directives.

Submit written report to County Health Department.

Follow-up letter of notification, if appropriate, by directive of Health Department.

Complete written report and forward to Principal/ Superintendent.

Diabetes:

Review a diabetes management and treatment plan (DMTP) submitted by a parent (see SUBMISSION TO

SCHOOL);

Allow a student to attend to the management and care of the student’s diabetes, such as performing glucose

checks, administering insulin, treating hypoglycemia and hyperglycemia, and possessing necessary equipment

Ensure that if a school nurse is assigned to the campus, the nurse will coordinate the training of school employees

acting as UDCAs (unlicensed diabetes care assistants)
