INTRODUCTIONWelcometothe2017AnnualWorkPlanpresentedbythePacificStates/BritishColumbiaOilSpillTaskForce(TaskForce).Thisplancontainstheoilspillprevention,preparedness,response,restorationandcommunicationactivitiesthattheTaskForceintendstocarryoutfromJanuarythroughDecember2017.Thisplanincludesthekeytasks,specificactions,deliverablesandtargetdatesforaccomplishingthework.Inthecourseoftheyearwemayaddadditionaltasksandactions,asneeded.Thereforethisworkplanisnotastaticdocument,butratheraroadmapfortheyear’sworkaheadwithflexibilitytoaddressnewandemergingissuesastheyarise.The2017AnnualWorkPlanisexecutedbytheTaskForce’sCoordinatingCommitteeandproject-specificworkgroupsmadeupofmemberagencystaff,topicalexpertsandstakeholders.Projectcoordination,facilitation,andorganizationalsupportareprovidedbytheExecutiveCoordinatorandProjectSupport(SarahBraceandHilaryWilkinson,respectively).Thisyear,ourworkwillcontinuetoaddressspillpreventionandpreparednessplanningtoaddressthecrudemovementacrossthewesternstates.Wewillcontinuetotrackandreportthechangesinvolumesofcrudebeingtransportedbyrail(aswellaspipeline,tankvessel,andbarge)aspartofourefforttomonitorchangesintrendsintransportmodes.Wewillalsowatchforandcommentonfederalrulemakingandlegislation,concerningsafetyandtransportissuessurroundingcrudebyrail.Ourworkintransboundaryoilspillresponseplanningwillcontinueaswesummarizeandreportontheoutcomeofthe5-yearreviewoftheTaskForce’s2016TransboundaryProject.During2016,aTaskForce-ledworkgroupconvenedanddesignedasurveytoestablishthestatusofrecommendationspresentedintheoriginalreportreleasedin2011entitledTheStakeholderWorkgroupReviewofPlanningandResponseCapabilitiesforaMarineOilSpillontheU.S./CanadianTransboundaryAreasofthePacificCoastProjectReport.Theresultsfromthereviewwillbemadeavailableinthewinterof2016-2017,andfollow-upmayincludeaworkshoporforumtodiscussgapsandopportunitiesinpreparedness,asidentifiedinthereview.OurtransboundaryworkwillalsoincludetheTaskForce’sparticipationinastudybeingledbyClearSeas(ofBritishColumbia),toexplorethefactorsandrisksassociatedwithdriftgroundingsontheWestCoast.TheTaskForcewillberepresentedonseveralworkgroupstoaddresscausesoflossofvesselcontrol,gapsandlimitationsinprevention,andsolutionsforpreventingandeffectivelyrespondingtodriftvesselincidents.TheTaskForcewillalsotracktheUSCoastGuard’sdevelopmentofguidelinesforAlternativePlanningCriteria,aplanningoptionthatisparticularmeaningfultomemberjurisdictionswithconsiderableremoteandinaccessiblecoastlines(AKandHI).Thisisjustasampleofourworkahead.Readthroughourentireworkplantofindoutmoreaboutourprojectsandactivities.WereportonourworkplanactivitiesbyregularlypostingprojectprogressreportsandmeetingnotesontheTaskForcewebsite.WealsopresentupdatesatourAnnualMeetings,CleanPacificConferences,andotherforums.OurAnnualReportscaptureprojectmilestonesandaccomplishmentsonworkplantasks.ForadditionalinformationontheTaskForceandourprograms,pleasevisitourwebsite:www.oilspilltaskforce.org

TASK1:TrackchangingtrendsinoilmovementontheWestCoast
TheTaskForceistrackingthechangesinhowoilisbeingmovedthroughouttheWestCoaststatesandBritishColumbia.Anumberofproposedprojectsintheregionwillchangethelandscapeforhowoilismovedinandoutoftheregion,includingpipelineexpansionprojectsandrailfacilityprojects.Theseprojectsmayhaveanimpacttotheregion,specificallysincethechangesbringconcernsregardingthetypeofoilsproduced,themethodsofshipment,responseandpreparednessgapsalongrailwaysandrailtransferterminals.TheTaskForcewillcontinuetogatherinformationonoiltransportviarail,pipeline,tankership,andbargethatwillhelpeachjurisdictionaddressthechanginglandscapetoensureprevention,preparedness,andresponsemeasuresareadequate.TheTaskForcewillalsoseekopportunitiestoprovidecommentsandinputintofuturestateandfederalrulemakingprocessesaimedatimprovingrailoilspillresponseplanning.2017ACTIONS

TheTaskForce'sregionaloilspillsdatabase,whichwaslaunchedin2003,isauniqueandvaluableresourcethatenablesustotracktrendsinspillsandrelatedcausalfactors.Usingastandardizeddatadictionarytoensureuniformentries,wecollectdataonallspillsofonebarrelorlarger.Itremainsanongoingchallengetorefinetheinformationenteredtoalevelofspecificitythatsupportseffectiveanalysiswhilealsotakinginto

accountthevariedcollectioncapabilitiesofmemberagencies.ThedatabaseisdefinedbytheTasksForce’sdatadictionary,whichwascreatedin2007andrevisedin2014.In2016,theTaskForceshareditsoilspilldatabasewithNOAA,toincorporateintotheEnvironmentalResponseManagementApplication(ERMA).TheTaskForce’soilspilldataisnowavailableonERMAandwewillcontinuetoprovidedataforthispurposeonanon-goingbasis.

Task2Responsibilities:
CoordinatingCommittee:ACoordinatingCommitteememberordesignatedagencystaffmemberwillserveonDatabaseWorkgroupandcompileoilspilldataonanannualbasis.He/shewillparticipateonconferencecallstodiscussdatatemplateandotherdatabaseissuesasneeded.ExecutiveCoordinator:WorkwithcontractortoobtainTaskForcejurisdiction’soilspillsdataanddevelopgraphicsandfiguresforreportingontheTaskForcewebsite.AlsocollaboratewithNOAAtoshareTaskForcedataforERMA.
TASK3:SupportthePacificOilSpillPreventionEducationTeam’spreventioneducationcampaign.Since2003,thePacificOilSpillPreventionEducationTeam(POSPET)hasbeensuccessfullytargetingoutreachatmarinasandharbors,wheresmallspillsfromrecreationalvesselsareamainconcern.TheCleanHarborandCleanMarinaprogramscontinuetocertifynewfacilities,pointingtoPOSPETmember’ssuccessattargetedoutreachandeducation.Effectivecommunicationandpublicoutreachisanessentialelementininoilspillpreventionandresponseplanning.Manyrecentlargespillincidents(e.g.CoscoBusan,DeepwaterHorizon)pointtothelessonslearnedforimprovedpublicengagement.Theneedforoutreachtools,resources,guidancedocumentsandtrainingineffectiveriskcommunicationandpublicengagementisevident.ThisyeartheTaskForcewillexpandthescopeofPOSPET,todeveloptoolsandresourcesforeffectivepublicoutreachandcommunityengagementplanning.Aworkshopatthe2015CleanPacificConferencewasaninitialtestinggroundfortemplates,guidancetools,andotheroutreachapproachesandmaterialswewilldevelopin2017.BasedonfeedbackfromCleanPacificworkshopparticipants,theTaskForcehasrefinedandrevisedourmaterialstoultimatelyoffertheseresourcestoourstakeholdersandthelargeroilspillcommunityonanon-goingbasis.In2016,POSPETmemberscarriedouttheirfirstAnnualWorkPlan,whichincludedpriorityactivitiessuchasdevelopingmorecoordinatedmarinamanagertrainingacrossthePOSPETjurisdictionsandimprovingresourcesharingamongPOSPETworkgroupmembers.In2017,POSPETmemberswillcontinuetoimplementactionsidentifiedintheir2016recentworkplan,includingestablishingdigitalinformationsharingplatformstoenhancemembercommunicationandcollaboration.Additionally,POSPETwillworktofillholesinitsworkgroupmembership,includingfromOregon,wheretherecentturnoverratehasbeenhigh.

TASK4:SupporttheClearSeas’DriftVesselStudy.AccordingtostudiesreviewedbyClearSeasCentreforResponsibleMarineShipping(ClearSeas),dataindicatesthatgroundingsaccountforaboutone-thirdofcommercialshipaccidents.Groundingsranksecondinfrequency(aftership-on-shipcollisions)andaportionoftheseincidentsaredriftgroundings.GiventherecentstrandingofacontainervesselofftheB.C.coastandabargedriftinginAlaskawaters,theTaskForcesupportsClearSeas’effortsexploringhowtoreducethelikelihoodoftheseincidentsoccurring.Theriskofoilspillsfromdriftingvesselsduetolossofpropulsion,navigationandhumanerrors,andothercausesisaconcerngiventheremotecoastlinewithinWestCoastvesseltrafficroutes.ClearSeashasinitiatedastudytoexplorethecausesandfrequencyofloss-of-controloccurrencesbyshiptype,toanalyzetrackingdataregardingthenumbersofvesselstransitingCanadiancoastline,toreviewbestindustrypracticesforoff-shoretravel,andtoexploreopportunitiestopreventgroundings.TheTaskForceofferedtoparticipateinthevesseldriftstudythroughaletterofinterestsubmittedtoClearSeas---August30,2016.Beginninginlate2016(andcontinuinginto2017),theECwillparticipateinthefollowingtwoworkinggroups:

Task1.Conduct5-yearreviewoftherecommendationsputforthinthe2011Transboundary
PlanningandResponseCapabilitiesforaMarineOilSpillProjectReport.In2008,theTaskForceinitiatedareviewofpreparednessandresponsecapabilitywithintwoTransboundaryareasofconcernwiththeTaskForceregion:theAlaska/BritishColumbiaborder(referredtoasCANUSDIX)andtheBritishColumbia/Washingtonboarder(referredtoasCANUSPAC).Thegoalofthisprojectwasasfollows:“ToreviewanddocumentexistingU.S./CanadianTransboundaryoilspillresponseplansandcapabilitiesfortheBritishColumbia/AlaskaandBritishColumbia/Washingtonborders,acknowledgingexistingauthoritiesandresponsemanagementsystems;andtorecommendimprovementsasneededforbothjointresponseandplanningefforts,aswellasforplanningandcapacitybuildingwithineachjurisdiction.”Aworkgroupandseveralsubcommitteesconsistingof88stakeholderswereformedandtheycompiledaseriesoftopicpapersthataddressedthecapacityoftheTransboundaryregionsregardingcommandtopics,planningtopics,operations,logisticsandfinance.Thetopicpapersalongwithrecommendationsandreferencedocumentswerereleasedinafinalreportentitled“TheStakeholderWorkgroupReviewofPlanningandResponseCapabilitiesforaMarineOilSpillontheU.S./CanadianTransboundaryAreasofthePacificCoastProjectReport”onApril2011.(ThisreportcanbefoundontheTaskForcewebsitewww.oilspilltaskforce.orgonthedocumentspage.)In2016,theTaskForceinitiateda5-yearreviewofthetransboundaryreport,includinganassessmentoftheimplementationstatusofeachofthereport’s140recommendations.Thisreviewwillcontinueinto2017,withoneormoreworkshopstoaddressbarrierstoimplementingtherecommendations,opportunitiestoexpandimplementation,andotherfindingsfromthesurveyresults. 2017ACTIONS:Action1:Trackstatusofhighestpriorityrecommendations

Task2.ProvideresourcesandtoolstoenhancecommunitypreparednessTherecentriseininlandoilmovementbyrailandpipelinepresentschallengesforcommunitiesthathavenothistoricallyhadtoprepareforoilspills.Manycommunitiesarevulnerabletospillsduetotheincreaseinoilmovingbyrail,andtheproximityoftheraillinestoschools,hospitalsandurbanareas.Outreachbeforeanincidentisessentialinhelpingcommunitiesprepareforaspillandinprovidingguidanceonhowtorespondshouldanincidentoccur.Toolsforoutreachincludewebsitessuchas“AskRail”inwhichrailcompaniesprovideinformationontheproductsbeingcarriedbytrainspassingthroughacommunity,and“OperationLifeSaver”thatprovidetrainingtoschoolchildrenonrailsafety.OutreachtoolswillbemadeavailableontheTaskForcewebsiteandalsosharedviaTaskForcepresentationsatAnnualMeetings,CleanPacificandotherevents.
