M

orris County is continuing to expe-rience growth in the multi-familyrental market. Depicted on the coverare the locations of 19 projects located

in close proximity to mass transit. The 19 projectsare in various phases of completion from concept,through formal plan review and approval to con-struction. The projects total 3,335 units of hous-ing. Most of these projects are redevelopments ofunderutilized and/or vacant nonresidential sitesand are located within or near older developed“core” areas, where public water, sanitary sewerand other infrastructure are available to supportdevelopment of these higher density apartments.Close proximity to mass transportation options is a

key marketing factor in attracting empty nest babyboomers and millennials to these apartments. Themillennial generation (born 1980 -1999) and the rap-idly aging baby boomers (born 1946-1964) current-ly prefer ” work-live-play” locations where ameni-ties, work, entertainment and shopping are nearbyor easily accessible via walking, bicycling or masstransit. Higher density residential developmentsupports economic development in town centersby providing a local customer base and helps to at-tract businesses seeking millennial employees. TheMorris County Planning Board is currently updat-

ing the Circulation Element of the Morris CountyMaster Plan. Initial data analysis indicates thatthe popularity of transit-oriented developmentwill continue to increase by both the consumersand the municipalities in which they are located.

he New Jersey County Planning Actprovides for the review and approval ofmany types of development applicationsby the County Planning Board. Most de-

velopment applications that come before municipalplanning boards and boards of adjustment in Mor-ris County are forwarded to the County for review.All subdivision applications must be submitted tothe County for review and approval. In addition,all site plans that front on County roads and/orhave impervious areas of one acre or more must besubmitted to the County for review and approval.

The Land Development Review Section of theMorris County Planning Board is responsible forreviewing all development applications, which

consist of subdivision plans and site plans submit-ted to the Morris County Planning Board in ac-cordance with the New Jersey County PlanningAct (N.J.S.A 40:27-6.1 through 6.8). The Land De-velopment Review Committee meets monthly toreview the development applications processedby the staff. At each regularly scheduled monthlyCounty Planning Board meeting, the full CountyPlanning Board votes on the “Report of ActionsTaken on Development Plans,” which containsthe recommendations of the Committee, as well

as a complete summary of all development ac-tivity processed through the ofce each month.

Sketch

A sketch represents a conceptual layout of asubdivision or site plan. Submission of sketch-es, while not required by all municipalities,help to the County review process by provid-ing a preview of formal plans that are likely tobe submitted in the future. They also provide anopportunity for possible design changes to be sug-

gested before detailed engineering is undertaken.

Site Plan

A site plan is the construction drawing for thedevelopment and improvement of one lot or par-cel, usually for single uses such as ofce, retailstore or higher intensity residential. Most rede-velopment projects are reviewed as site plans.

Minor Subdivision Plat

A minor subdivision plat is generally dened

as having no more than three lots and doesnot require an extension of municipal facilitiessuch as roads, public water or sewer services

Preliminary Plat

A preliminary plat is a set of detailed drawingsshowing lot lines, road alignments, dimensionscontours, drainage systems, water lines, sanitarysewers and other details as applicable. Approvalof the preliminary plat is a prelude to construction

Final Plat

A nal plat follows the preliminary plat approvaland becomes a legal record of the subdivision. Itis a map of the subdivision which shows the exactdimension and direction of each lot line. The ap-proved nal plat is led at the Ofce of the CountyClerk where it remains a permanent legal recordThe lots can be sold after recording. There can bea delay of up to two or more years from the timeof municipal and County approval and the actual

Exempt

Site plans of less than one acre of impervious areaare deemed exempt from formal review if they donot front on a County road or affect County drainagestructures. In Morris County, minor subdivisionswhich do not front on County roads are deemed ex-empt from formal review if it is determined they willnot adversely affect County drainage structures

combined total of 289 subdivision platsand site plans (including revisions) weresubmitted to the Morris County Plan-

ning Board for review in 2014. The Mor-ris County Planning Board reviewed and issuedreports on 190 applications and 99 applicationswere exempt from formal County review and ap-proval. Section II of this report contains Tables Ithrough VII, which present specific developmentinformation for Morris County’s 39 municipalities.The observations and comments offered in SectionI make frequent reference to the tables of Section II.

As shown in Chart A, 2014 had an uptick in thenumber of new residential building lots createdfrom major subdivisions. The 449 lots are the mostlots generated in over ten years from major subdi-visions and are largely attributed to two projects:the 232 lot Marveland Estates development in Mt.Olive and the 161 lot Villages at Roxbury in Rox-bury. Due to the Highlands Act, scarcity of avail-able land and zoning regulations, there will be fewnew large subdivisions proposed in Morris County.

As shown in Chart B, there has been a slight increasefrom 2013 in the amount of single family house lotsfrom major subdivisions recorded at the Office ofthe Morris County Clerk. This number will rise overthe next year or so as the two projects (MarvelandEstates and Villages at Roxbury) are recorded, butwill subsequently return to the low numbers record-ed between 2009 -2011 and 2013-2014 for final plats.

Most of the major subdivisions reviewed by theMorris County Planning Board are infill develop-ments. In the western and northern portions of the

county, there are large areas of undeveloped land.However, the development potential of much of thisland has been removed through its preservation asopen space or farmland. Due to these factors, thenumber of lots generated by minor subdivision isexpected to surpass the number of lots generatedby major subdivision within the immediate future.

Chart C depicts ten years of historical data on theamount of units contained in new multi-familysite plan submittals. The County Planning Boardexpects continued growth in this market due to

the continued fallout from the housing mortgagecrisis and scarcity of developable land for majorsingle-family subdivisions. The millennial gen-eration and the baby boom generation are thekey demographics that are fueling this growth.The redevelopment of vacant and underutilizednonresidential properties and older housingstock into multifamily housing is driven by cur-rent market conditions and consumer preferences

The decline in new multifamily units between2013 and 2014 as depicted in Chart C was shortlived. As of May 2015, the Morris County PlanningBoard has received applications that would gener-ate 576 new multi-family units. As these and the

other proposed projects depicted in Map 1 and Ex-hibit 1 are submitted for review, the Morris Coun-ty Planning Board expects a continual increasein the number of proposed multi-family units.

In 2014, the Morris County Planning Board didnot receive any age-restricted adult (55 and older)housing applications and only one application foran assisted living facility or skilled nursing facil-ity, The Arbor Terrace of Morris Plains. This ap-plication proposes the construction of a three storybuilding with 82 residential units for assisted and/

or independent living and is located at the BrettonWoods site on Speedwell Avenue in the businessdistrict of Morris Plains. The existing structureson the property will be removed for the construc-tion of the assisted living facility. To accommodateaging baby boomers, market demand will mostlikely drive an increase in housing directed at therapidly maturing population in Morris County.

Non-residential site plans submitted to the MorrisCounty Planning Board can range from small build-ing additions with a minimal amount of new oorarea to new ofce buildings, regional retail facilitiesand industrial warehouses with several hundredthousand square feet or more of oor area. Indus-trial uses typically provide larger buildings thando commercial or ofce uses, especially those plansthat include ex/warehouse facilities. As shown inTable II Section II and Chart D, the Morris CountyPlanning Board received 66 new non-residentiasite plans in 2014. Table VII (Section II) providesa list of the more signicant non-residential siteplans with new oor area. Only site plans of 50,000square feet and greater are included in Table VII

Morris County leads the northern New Jersey of-ce market with 30,082,898 square feet of ofcespace (Cushman & Wakeeld, Marketbeat Of-ce Snapshot, Northern New Jersey, Q4 2014)For 2014, the overall vacancy rate for ofce spaceuctuated between 29.4% and 29.6%. The vacancyrate increased by less than 1% between the fourthquarter of 2013 and the fourth quarter of 2014

Morris County ranks sixth in total square feet ofindustrial space in the northern and central New Jersey industrial markets with 42,889,321 squarefeet of industrial space (Cushman & WakeeldMarketbeat Industrial Snapshot, Northern New Jersey, Q4 2014). For 2014, the overall vacancy ratefor industrial space was 10.1%. Since the fourthquarter of 2013, the overall vacancy rate for Mor-ris County decreased by approximately .2%

Of the projects listed in Table VII, all are redevel-opment sites or expansions of existing facilitiesDue to the scarcity of developable land and avail-able utilities, redevelopment of existing commer-cial/industrial sites will most likely outnumbernew non-residential development on green eldsin the near future. Future growth in this sectorwill depend on nancial markets recovering tofund new projects; the availability of redevelop-able property; and, more importantly, a reductionin the supply of vacant ofce and industrial space

Chart E

Chart E lists the amount of new oor area fromnew non-residential site plans reviewed in2014. Approximately 90% of the 949,000-squarefeet of oor area is proposed on redevelop-ment sites or existing ofce/industrial parks.

This trend is similar to the current residentialdevelopment trend in the County, where, dueto the scarcity of land, development is concen-trated as inll development and redevelopment.

Redevelopment is occurring primarily in or nearcentral business districts. Municipalities expe-

riencing such redevelopment activity includeMorristown, Madison, Morris Plains and Dover.

The Morris County Planning Board received sev-eral site plan applications in 2014 for improve-ments along the Blackwell Street corridor in Do-ver. In many of those applications, the rst oorsof the buildings were proposed for commercial orretail uses and the second oors and above were

proposed for apartments. Individually, the proj-ects are small, but cumulatively they represent asignicant positive change for the downtown area.The Town of Dover is also working with devel-opers on several large scale redevelopment proj-ects which will add hundreds of new multifamilyunits along with new commercial and retail space.

The redevelopment of Morristown continues toprogress. Phase I of the Speedwell Avenue re-development (now named Modera 44) is near-ly completed. Construction of the CVS at the

Speedwell Avenue and Spring Street intersec-tion is underway and should be completed bythe fourth quarter of 2015. The additional phasesof the Speedwell Avenue redevelopment are ex-pected to be submitted to the County PlanningBoard for review by the fourth quarter of 2015.
