The Blue Cross and Blue Shield Association (BCBSA) is pleased to present the 2013 Educational Programs directory — a guide to conferences, training and other educational programs designed to provide Blue Cross and Blue Shield Plan professionals the most targeted, valuable educational experiences on a variety of Plan functional business topics. Program overviews include dates, locations and fees, where applicable.

SPECIAL NOTE REGARDING THE BLUE NATIONAL SUMMIT

The next Blue National Summit will be held May 19-22, 2014 in Orlando, Florida, due to the System-wide priority of preparing for exchange open enrollment which begins in October of 2013.

Knowledge-sharing among industry colleagues and Blue Cross and Blue Shield companies is invaluable, and the Blue National Summit is an ideal venue at which to strengthen the Blue System through professional networking and sharing of best practices. NATIONAL BLUE INVESTIGATOR ACADEMY – ADVANCED

Date: May 19 – 23, 2013

Location: Blue Cross Blue Shield of Michigan – South Lyon, Michigan

Description: The Advanced Academy is an intensive three-and-a-half day program designed to familiarize the student with the challenges of a complex investigation. The course is interactive and covers such topics as case file organization, presentation of case facts to a prosecutor, and a mock trial courtroom exercise.

CPE credits offered. Class size limited to 35.

Target Audience: Blue Plan SIU Investigators with three or more years of experience or graduates of the BCBSA Basic Investigator’s Academy.

NATIONAL BLUE INVESTIGATOR ACADEMY – MASTERS

Dates: May 20 – 22, 2013

Location: Blue Cross Blue Shield of Michigan – South Lyon, Michigan

Description: The Masters-level Investigator Academy is an interactive, two-day program designed to expose the student to issues involved in fraud schemes with multi-state/Plan exposure and national impact. The BCBSA Anti-Fraud Strike Force protocol, developed by BCBSA and its National Anti-Fraud Advisory Board is the model used in training to address these issues.

Students will have an opportunity to work in a team to decide the most appropriate methods of investigation to use in these complex multi-Plan investigations. Students will also have the opportunity to discuss current cases that they are involved in that may be appropriate for a Strike Force Investigation.

CPE credits offered. Class size limited to 16.

Target Audience: Graduates of the BCBSA Advanced Investigator Academy or SIU Investigators with significant healthcare fraud investigative experience.

ACADEMY FOR HEALTHCARE MANAGEMENT

Blue Plan professionals can bolster their healthcare competencies — and earn prestigious AHM designations — anytime, anywhere at www.ahipinsuranceeducation.org/ahip/

BCBSA is pleased to provide the Academy for Healthcare Management’s (AHM) online professional designation courses, developed in part by Blue Plan expert healthcare leaders. Students can now access these courses from any Web-enabled computer anytime, anywhere to enhance their healthcare-management acumen.

These offerings include an introductory program (earning the PAHM designation) and an advanced program (earning the FAHM designation). Both programs cover key areas such as finance and risk management, governance and regulation, network management and medical management. Both curricula contain the latest available content in an easy-to-follow, comprehensive self-study program.

The AHM 250 course has unique value to Blue Cross and Blue Shield companies in that its introductory course exam serves as the exam for the exclusively Blue Certified Health Consultant (CHC) Program. This annual on-site program combines healthcare trend information with relationship management skills training for various customer-facing Blue Plan professionals.

CERTIFIED HEALTH CONSULTANT DESIGNATION PROGRAM (CHC)

Date: July 24 – 26, 2013

Location: Chicago, Illinois

Description: This exclusively Blue designation program was developed collaboratively by the Blue Cross and Blue Shield Association and member Plans. The agenda offers a solid mix of current healthcare management information, combined with relationship management skills training for sales and marketing professionals, data analysts, underwriters and others responsible for successful sales and ongoing customer support.

Individuals participating in this program earn the CHC designation by completing two segments:

1. Exam – Successfully completing the introductory course and exam of the Academy for Healthcare Management (AHM 250). Participants will earn the PAHM designation (Professional, Academy for Healthcare Management). See the AHIP Insurance Education website for more information.

2. Residency – Attending the Certified Health Consultant program. This program focuses on sales and marketing strategies, relationship management and trends in the healthcare environment.

These designations represent a commitment to professional growth and an understanding of the latest trends in the healthcare industry.

Target Audience: Blue Plan professionals committed to professional growth, including sales and marketing staff from Blue Plans, their subsidiaries, affiliates and business partners, as well as actuaries, underwriters, data analysts, and other staff involved in sales and marketing and/or interaction with customers.

BLUE PLAN SENIOR EXECUTIVE ORIENTATION

Date: April 16 – 17, 2013

Location: Chicago, Illinois

Description: Designed for those who are new to senior leadership roles at their Plans, the Blue Plan Senior Executive Orientation provides a wide-ranging introduction to the Blue System. As Blue Plans complete the transition to a post-healthcare reform environment, this program will give new executives a functional grasp of System-wide strategic priorities as well as an understanding of our operational infrastructure in Finance, Legal, Brand Protection, Policy and other key areas.

During the 1-½ day program, BCBSA executives introduce the programs and services they provide and frame the strategic elements that can assist executives in their roles. Executives will also have the opportunity to network with peers from other Blue Plans.

Target Audience: Plan executives (Vice President and C-Level) who are new to the Blue Cross and Blue Shield System or in a new executive-level position at a Blue Plan. The program is only open to the employees of Blue Cross and Blue Shield licensed entities (Plans and licensed affiliates).

LEADING IN A CHANGING MARKET: LEADERSHIP, STRATEGY AND IMPLEMENTATION

Description: This business strategy and leadership course focuses on understanding and responding to the competition and creating a leading organization. The program includes group discussion, case studies and lectures to facilitate interaction. It is conducted in the same manner as the Northwestern University Kellogg School of Management’s prestigious executive education programs and is customized for Blue Plan attendees. CPE credits offered.

Target Audience: Executives and those with potential for promotion to key positions at Blue Plans, their subsidiaries and partners. Typical attendees include vice presidents, directors and managers involved in formulating their company’s strategic direction and in creating and implementing market solutions that increase competitive differentiation.

FINANCIAL TRAINING PROGRAM

Description: This program is designed to provide attendees with an orientation to the Blue Cross and Blue Shield System financial accounting and reporting concepts, with special emphasis on the participant’s role in Plan financial activities. CPE credits offered.

The financial training program:

• Helps participants better understand the various Plan health benefit programs and methods for accounting and reporting.

• Provides participants with a better understanding of the history and role of the Blue Cross and Blue Shield Association and the programs administered by BCBSA, such as FEP and BlueCard®.

• Introduces participants to current and future industry and financial issues.

• Offers interactive case studies to promote critical thinking and provide real world examples for topics covered in the program.

• Provides participants with the opportunity to apply skills and knowledge to a variety of Plan financial and accounting situations.

• Provides opportunities to network with financial staff from Blue Plans and BCBSA.

Target Audience: Plan financial staff with six to 24 months of Plan experience and others looking to enhance their understanding of health industry finance issues and BCBSA programs, regardless of experience or position.

NATIONAL PROGRAMS CUSTOMER FORUM/BLUECARD® EXECUTIVES MEETING – SPRING

Description: National Programs Customer Forum meetings provide an opportunity for Plans and Blue Cross and Blue Shield Association teams to work together to obtain and share technical, business and operational information in a collaborative environment. This forum will be held in conjunction with the BlueCard Executives Meeting to maximize collaboration opportunities between multiple Plan disciplines and BCBSA staff.

The meetings are designed to facilitate innovation to modernize inter-Plan processing technologies and business operations for the entire Blue System.

Target Audience: BlueCard executives, Plan technical and operational staff accountable for ITS, Blue2, BlueExchange and the Provider Data Repository, as well as staff accountable for monthly execution/maintenance of the LDLA claim audit extract software.

The next Blue National Summit will be held May 19-22, 2014 in Orlando, Florida, due to the System-wide priority of preparing for exchange open enrollment which begins in October of 2013.

Knowledge-sharing among industry colleagues and Blue Cross and Blue Shield companies is invaluable, and the Blue National Summit is an ideal venue at which to strengthen the Blue System through professional networking and sharing of best practices.
