Why a programme?

• Still increasing need for EA• Scarse EA capacity• Most felt in government organisations• Hiring EA expertise has it’s downsides• Attempts to increase ‘own’ EA capacity not

very succesfull (so far)

Downsides of hiring EA’s

• Continuity• Costs• EA fulfills strategic role

Attempts to increase EA capacity

• Looking for sheep with 5 legs• Development: let people do courses and hope

they come back as an EA• In meantime consultancy firms do the job

The problem with courses...

• People do not know what they do not know• Come back rather puzzeled than educated• While consultancy firms do the job, potential

EA’s are invissible (following courses etc.)

• Coaching by experienced EA’s• Learning on the job: no pilot or PoC, real work• Discovering what still has to be learned

(competences, techniques, methods etc)• Defining a modular training programme

together• Defining a personal development plan for

each indidvidual

We expanded the assignment:• ‘delivery’ of qualified architects • Consolidation of EA in organisation/processes

Results so far

Finished first complete programme in 2008:• EA is implemented & working• Team members are self supporting EA’s now• External consultancy was gradually reduced

during the ‘journey’, until 0 at the end• From then, occasionnally, specialized EA

consultancy is hired

Results so far

• One new programme started 2008, two more are about to be started

• Pilot ‘broad & undeep’ base training is planned for dutch police, autumn 2009

• Looking for a professional partner to host and maintain training curriculum

Lessons learned

• Sometimes hard to get the right candidates, in terms of quantity and quality

• Shop is open while under construction...• Some find PD ‘cannibalism’...• No modular education model available as we

saw it – took some effort to create one, esp. in terms of hosting etc.

• Professional assessment is desired

Lessons learned

• ‘3 legged sheep’ capable of much more than some expected

• Timeboxing was essential for focus on delivery• Guts: dare to 80/20

What’s new?

Basicly:• Different way of applying scarce capacity of

experienced EA’s• ‘traditional’ education not primairy, but

facilitating• Modular curriculum: broad & undeep base

with underlying modules

Spin off

• Freed energy, fun, will to perform• End of frustration• Approach proved to be ‘weapon’ in war for

talent
