UIL DISTRICT 19-6AGENERAL POLICIES

2018-2020

A. DISTRICT ORGANIZATION:

The Executive Committee of District 19-6A is composed of Principals or theirdesignated administrator. The committee shall govern the district activities asestablished by the University Interscholastic League.

Each school will be assessed an amount to be determined at the beginning of theschool year for District expenses for all activities by the 19-6A Committee. Alloperating costs above the amount set by the committee each year, will be proratedat the end of the year and billed to District schools by the District Chairperson.

The District Chairman for 19-6A will appoint a person to act as a Secretary/Treasurer.

B. DUTIES OF DISTRICT EXECUTIVE COMMITTEE

It shall be the duty of the District Executive Committee of District 19-6Ato enforceall rules and regulations, to settle all disputes and questions of eligibility accordingto the Constitution and Contest Rules of the UIL (See Duties of District ExecutiveCommittee in Constitution and Contest Rules of the UIL, Article 19, Section 2,Number 5, and Article 25, Section I, Number 4).

Meeting to properly administer UIL activities will be held as follows:

1. FALL: Meeting to be held in July/Augustto pre iew the year, especially the sportsthat start early- Football, Volleyball, Cross Country, and Team Tennis.

2. WINTER: Meeting to be held in November, December or January. Purpose toreview remainder of year including setting spring meet dates and sites, naming ofspring meet director general, and review sports to complete the year.

3. SPRING: Meeting to be held in May or June, to review the year, elect DistrictChairman (if applicable) and finalize all financials for the year.

ADDITIONAL MEETINGS MAY BE CALLED AS NEEDED.

D. POLICIES

SCHEDULING ACTIVITIES: The Executive Committee of District 19-6Adiscourages scheduling of UIL activities during the instructional part of the schoolday. As much as possible, all meetings and events involving students and/or staffwill be scheduled not to require students or teaching staff to miss instructional time.The schedule must be approved by the majority vote of the Executive Committee.Schools may change time or location of event with approval from Principals, Coachesand Athletic Directors of teams that are involved. All other 19-6A Coaches/Principalsare to be informed of the change.

2- REGULATIONS:

GYMNASIUM REGULATIONS VOLLEYBALL AND BASKETBALL

a. Reasonable sized signs must be approved by campus administrators.b. No noise makers per UIL.

c. Pep bands may perform pre-game, halftime and during timeouts.d. Any spirit promotion must be approved by Campus Administration.e. Game administrators are authorized to monitor and respond to proper

fan/student/community behavior at all times before, during and after a contest.Athletic Department must be made aware of incidences involving officials.

MEGAPHONES. Live animal mascots, cannons, firearms, fireworks, etc., are prohibited atLeague athletic contests. Except in their normal course of business, emergency vehiclesshall not flash lights or sound sirens during the course of a game. Noisemakers areprohibited at League athletic events held in field houses and/or gymnasiums. Releasingballoons is rohibited at League athletic events hel outdoors. The use of balloons arediscouraged for indoor and outdoor sports.

3. TEAM/INDIVIDUAL SPORT ELIGIBILITY FORMSTeam/Individual Sport Eligibility forms must be sent to Asst. Athletic Director and/orJulie Vetterick, prior to the first contest. Email: iulieavetterick(5)katvisd.org Fax:281.644.1802.

STUDENT TRANSFERS: The District Chairman has the authority to sign-off on allstudent transfers in accordance, with UIL rules if all information appears to be inorder. All PAPF and Waivers will be sent to Julie Vetterick.Email: julieavetterickffikatvisd.org Fax: 281.644.1802.

4. ADMISSION. Ticket prices will be determined by the home venue.

5. GAME RESULTS: Game results should be called in to Chronicle and will bereported to the 19-6A sport statistician within the week of the competition. Sportsstatistician should email statistics and game results to all Principals, Coordinators,and Coaches once a week.

6. VIDEOTAPING/PHOTOGRAPHY: Section 1208 of the UIL C&CR states, Anyindividual taping or filming must have permission from the schools involved in thecontest and may not obstruct the view of other spectators of the contest. Use offilms or tapes for commercial purposes must be approved by all schools involved inthe contest .

7. ALL-DISTRICT TEAMS: An official All-District Team will be selected the weekfollowing completion of District play. All-District Teams will be released by theDistrict Chairman after elimination of the District representatives from further play.Coaches will also identify academic All District teams composed of all varsityparticipants maintaining all A s and B s and/or no more than one C in one Boardapproved exempt PreAP/AP course during their respective seasons. All studentathletes, student trainers, and student managers are eligible to be nominated bycoaches for the Academic All District Team.

8. DISTRICT PASSES: The Campus Principal of each member school shall distribute

District 19-6A passes. The passes are to be used for admittance to all events bycoaches, administrators, etc. A district pass will admit holder plus immediate family.

9. DISTRICT AWARDS: Team sport champions will purchase their own trophy.Charlie Stevens will purchase standard awards for individual sportsmeet/tournament events and forward these to the director hosting the event.

10. SPORTSMANSHIP: If the home or visiting school officials feel that poorsportsmanship has been displayed during an athletic contest, the Principal andAthletic Administration shall be notified of the event and appropriate action will beadministered. The offending school s Principal will contact the other school involvedto report the incident.

11. NOISEMAKERS for outside enues: Any noisemaker that is not considered part ofthe school band is prohibited. Exception: horn or siren may be used prior (at runthrough time) to, at halftime or after the contest has concluded.

12. INCLEMENT WEATHER POLICY:• Any varsity game that is cancelled or suspended will be made up at the next

available date.

• For any suspended contest, coaches must follow UIL, NFHS and/or NCAApolicies. See sport specific governing body for the definition of a completegame.

• A make-up game will not supersede any previously scheduled game.

13. FOOTBALL GATE REVENUE: Each home team will receive 100% of the net gatereceipts and be responsible for all game expenses. This is a two-year contract, withparties agreeing to play a return game on a corresponding date in 2018 at theopposite site.

DISTRICT 19-6A VOLLEYBALL POLICIES2018 Season

I. GENERAL STATEMENT

All policies contained in the general policy section of District 19-6A policies apply to volleyball.Note: U.I.L eligibility sheets are due to Pat Dowling, [email protected] prior to your firstvarsity match.

II- OFFICIAL BALL

Tri-Colored Ball - The Baden 15-0, the Tachikara SV5W, Molton, Wilson or Spalding will be usedfor all district matches. (Home team will have preference.)

I- TIMER. SCOREKEEPER AND LIBERO TRACKER

Home team will provide an official timer, libero tracker and an adult scorekeeper. An adultscorekeeper will be required at the varsity level. All matches will be played with no time limit. It isrecommended the home team provide adult lines people for varsity games.

IV. WARM-UP

Each team will be allowed five (5) minutes of shared ball handling on the competition court at theconclusion of the previous match if another warm-up space is not available. Each team will beallowed five (5) minutes on the net alone. Both teams will then be allowed two (2) minutes togetherfor serving. 5-5-S-2

The coin flip between coaches and captains to determine serve/receive or side will be conductedprior to any warm-up time on the clock - whether ball handling or individual net time.

V. RULES

The National Federation of Rules shall govern all district matches. Rally scoring will be usedaccording to UIL guidelines. Sub-varsity matches will be two out of three 25 point gameswith 30 point cap. Varsity matches will be three out of five 25 point games with no cap. Afifth Varsity game will be to 15 with no cap.

VI. MATCH DAYS AND TIMES

Home team provides at least fifteen (15) properly aired up warm-up balls in a cart or rack and willprovide a cooler of water for the visiting teams (each team will be responsible for bringing their ownwater bottles or cups).

Matches will be played on Tuesdays and Fridays at the following times:

On Campus Gym 1: 4:30 pm Junior Varsity Gym 2: 4:30pm Freshmen AGym 1: 5:30pm Varsity Gym 2: 5:30pm Freshmen B

The 4:30 pm matches will start as soon as possible as agreed upon by the coaches of eachparticipating team. Each varsity team will be guaranteed a seventeen (17) minute warm-up. In theinstance the officials do not arrive on time, the coaches of the participating teams shall begin the

match until the official(s) arrive unless it is a varsity contest. Only by mutual consent of both coachesshall a varsity match be started with fewer than two officials.

VI. MATCH DAYS AND TIMES continued

Visiting teams shall be ready to take the net immediately at the conclusion of the previous match inorder to keep warm-up between matches to a minimum.

Home team will notify the visiting team with one week s notice if any special events are happeningon the date of the match. Examples: Homecoming, Parent's Night, Junior High Night, Senior Night,Religious Observances, etc.

In the case of a Homecoming Football game on a Friday, the Varsity match will be played as the first(1st) match as determined by the requesting school. Requesting coach must notify the otherschool’s coaches, athletic director, and principal. Any other changes must be by mutual consent ofthe Head Coaches, Principal, and District Athletic Directors.

VII. MATCH RESULTS

The home team will call the Houston Chronicle with the varsity match results and each teams killleader after the completion of that night’s match. Coaches will send results in to a statistician theweek of the competition. Statistician will send results out to the Coaches, Principals, and AthleticDirectors weekly.

VIII. VENUES

• NOISEMAKERS

No noise makers or megaphones allowed in venues, per UIL Rules. Only the home team canprovide warm-up music. If the visiting coach requests that the music be turned off during theirwarm-up at the net, the home coach must comply.

AUTHORIZED PERSONNEL ON COURT

Only authorized personnel will be on the court before the matches and between games. This wouldbe inclusive of volleyball coaches, players, and managers/trainers, officials, and schooladministrators. Players must be in court shoes and team attire to be on the playing court.

IX. FIL ING OR VIDEOTAPING

District schools are not allowed to exchange videos or films of district matches to schools outside ofDistrict 19-6A.

X. ALL DISTRICT TEAM SELECTIONS

At a meeting (called by the seventh (7th) place team s coach after the district champion isdetermined, on the second (2nd) Wednesday after the District Certification Deadline), the varsitycoaches will select an All District Team.

A- Superlative Awardsa. Most Valuable Playerb. Outstanding Setterc. Outstanding Hitterd. Outstanding Defensive Playere. Newcomer of the year

i. Will not be a member of the First Team All District.ii. They will be nominated and voted on separately by the coaches.iii. The player with the highest number of votes will be named the district MVP.

B. Votin Guidelines1. Coaches nominate their own players.2. Coaches may vote for their own players.3. The players with the most votes will be on each respective team.4. In event of a tie, a vote of the tied players will be taken.

a. There will be no addition to the nomination.b. The coaches of the players involved may not vote for their own player.

First Team All District Team Members: Total of twelve (12)

Second Team All District Team Members: Total of twelve (12)

Coach of the Year will be nominated and voted on by coaches at the All District Meeting.

An Honorable Mention team will be composed of not more than two (2) players from eachschool that are chosen by each school s coach.

The seventh place team coach must send a completed list of the All District Team to bothathletic departments.

This information will not be released to the public or the press until there are no more districtteams in the play-offs.

H. Academic All District TeamThe policies contained in the District 19-6A general policy section regarding the All-AcademicTeam, Section VIII, shall be followed. Coaches are responsible for their nominees. Coacheswill need to bring information/data about their nominees to the district meeting.

Xl- METHOD OF DETERMINING DISTRICT VOLLEYBALL PLAYOFF REPRESENTATIVES

The 19-6A volleyball teams will follow the general policy of determining the playoff representativeslocated in the 19 AAAAAA General Policies.

DISTRICT 19-6A FOOTBALL POLICIESfor the 2018-19 SEASONS

GAME INFORMATION

OFFICIALS• Game officials may be either a 5 man or 7 man crew and shall be agreed upon by

the two coaches and shall be paid according to Interscholastic League Rules. Thechainmen and down box men can be members of the Officials Association and are

to be secured by the home team.

CLOCK• An electric clock, if available and in good working order, shall be used as official

time. Home teams will have a 25/40 second clock for game use.

• The same rule will apply for the 25/40 second clock in the end zone.

> TIMER• The home team shall be responsible for the official timer.

> BALL• Any NCAA approved leather football with stripes may be used. Each team shall

furnish as many game footballs as necessary in new or game playable condition tothe officials prior to the game for their approval; these are the only footballs to beused during the game. If the visiting team wants to use a different brand of gameball, other than that furnished by the home team, then the visiting team mustfurnish its own ball.

• NOTE: The visiting team may opt to use the home team's ball at any time of the

game.

> GAME JERSEYS• The home team shall wear colored jerseys and the visiting team shall wear white

jerseys. Any change would be by mutual agreement of the coaches of the schoolsconcerned.

o Numbers - the NCAA numbering system is to be followed.

> PREGAME COURTESY• Home Team will warm up on the Fiel House end and the Visiting Team will warm

up on the scoreboard end.• Sports drinks will be provided by the facility and used at the coaches discretion.

PREGAME POLICIES• The game field shall be available to teams only, up to two hours prior to kickoff. The

two teams shall have the field uninterrupted for one hundred five (105) minutesprior to fifteen (15) minutes before game time and NO OTHER pregame activity canbe started before fifteen (15) minutes of the game time, unless both teams are

notified earlier in the week.

SCHEDULE FOR PREGAME• The time schedule will be as follows:

HALF-TIME POLICIES• The HALF-TIME periods shall be twenty-four (24) minutes. A maximum of twenty-

four (24) minutes shall be allowed for band and drill squads. Each school shall beallowed a total of twelve (12) minutes. The official game timer shall keep thetwenty-four (24) minute period on the clock. It shall be the responsibility of theAthletic Director and the Principal of each school to enforce this procedure. Theclock will start for halftime on the signal from the referee when both teams clear

the field.• Each district school will be permitted one extended halftime (28 minutes) for

Homecoming or other activity as they see fit (a home game only).• Directors of both visiting and home musical groups are asked to see that their

organization does not use more time than they are allotted.• Directors are to see that all bands and performing groups stay behind the restraining

line until time runs out on the game clock.

GAME PROCEDURES

> TICKETS• Host schools shall provide up to 50% of the stadium seating to the visiting school.

The ticket booth for all district football contests will remain open at least throughthe third (3rd) quarter of the game. (If an individual leaves a football game before itends and wants to return, he must purchase a ticket.)

> GAME PASSES• The home team shall give a reasonable number of working passes. Katy ISD may

admit personnel to games per their district's policy. All school sponsored,uniformed groups are to be admitted to the game free of charge. All bus drivers and

sponsors must wear identification badges.

SIDELINE PASSES• Katy ISD will adhere to the sideline policy. Issuance of these credentials will be by

the Katy I.S.D. Central Athletic Staff. Credentials will only be honored at issuingstadium. All photographers and newspaper personnel, on the field, will berestricted from being inside the designated sideline team area.

> SECURITY• It is the responsibility of Katy ISD Police to provide proper security for all football

games in Katy ISD. A minimum of two (2) security officers will be provided for thevisitor's side at varsity football games.

• Coaches should monitor players after the game on the field and in the parking lot.

> INSIDE PLAYING AREA• Only cheerleaders, student photographers, students to carry mascot (designated by

Principal), and uniformed groups (band & drill team) will be allowed free admissionand entrance inside the playing area. Home team playing area plus sideline policywill be followed. Exception: Dad and Daughter dance at half and Little Dance

students at half.

> VICTORY LINES• Victory lines on the field shall be limited to drill team squads, pep squads, and

cheerleaders (in uniform).• Adults are permitted to line up behind the goal posts and off the playing field during

pregame run through and halftime only.• On Elementary or Junior High Night, partisipants may run through the tunnel and

stand on the field prior to the game or halftime.

> GAME TAPE EXCHANGE POLICY• Football teams of District 19-6A will exchange three (3) games by HUDL. These may

include the last game prior to your contest and any two games selected by youropponent. The first two games will be exchanged on Monday, two weeks prior tothe game. If both teams play on Friday, the exchange of the most recent (last) gameor any third game video will be by 8:00 a.m. on Saturday. If any games are playedon Saturday, trade of the pre ious game will take place on Sunday morning by 8:00a.m. If one team has an open date while the other doesn t, then the video exchangefollows the time schedule of the team playing and not the open team.

• All game videos which are traded are to be complete games, of good quality, notedited in any fashion. It is unethical to trade edited game tapes. Any coach founddoing so will be subject to disciplinary procedures of the District Executive

Committee.

• Videos to be exchanged shall be a "tight copy" and a "wide copy for all three games,

o All three games should be O/D/K.• A member school of District 19-6A shall not allow the use of a game video or

scouting report to any outside school for use in a game with a District 19-6A school

during state playoffs.

• Tight Copyo This video should be framed to meet the following criteria:

¦ Width should be from the deepest linebacker to the deepest offensive backincluding the tight end box at both ends of the line of scrimmage.

• Wide Copyo This video should be framed to meet the following criteria:

¦ Width should be from the deepest defensive back to the deepest offensiveback including all wide receivers and cornerbacks.

INCLEMENT WEATHER POLICY

• If a game cannot be completed on the date scheduled then the following policy will

be followed:o Games scheduled for Thursday night canceled by inclement weather or electrical

failure:¦ Same location on Friday, if possible.¦ Find another site on Friday. Head coaches must agree.¦ If teams are unable to find a location on Friday, games will be played on

Saturday.

¦ The final results for a Saturday game that cannot be completed or Fridaygame that is not rescheduled will be determined by:

If the game did not reach half-time, it will be considered a no contest unless the U.I.L. permits a continuance as requested by the District

Executive Committee.*X* A game that reaches halftime or beyond before the stoppage of play will

be determined a final score. If the score is a tie it will be recorded as a 3

win and loss.* Note: The restart time of any suspended game on Saturday night

> NOTE: A coin flip is the least desirable method of determining playoff representatives.Every effort will be made to determine playoff representatives by what was done on the

field.Method of Determining District Football Championship• Each team shall play every other team in the district. At the end of the season, the

team with the highest percentage of district wins will be champion, next highestpercentage of district wins will be runner up; next highest will be third place, next

highest will be fourth place.• If two or more teams are tied for first place, co-champions, or tri-champions will be

declared.• Method of Determining Playoff Representatives

o The top four teams per district advance to the playoffs.

• At sub-varsity games chain and down box may be run on the home sideline at the

preference of the host school.

ALL-DISTRICT TEAM

• The All-District Team, once selected by the coaches, will be the final selection and

no one shall have the authority to change any selection.• The Head Football Coach of the fifth place team is responsible for setting time of

meeting and notifying all schools.o Collection and preparation of All-District ballots will be the responsibility of the

fifth place team. Nominations will be sent in by Monday at 3:00 pm after thelast district game. Ballots will be sent out on Tuesday and returned byWednesday. The All District meeting will be on Thursday morning before Bi-

District games begin.• Head coaches can add additional all-district players to each position by mutual

agreement and discuss rules on special circumstances at the coaches meeting.• Announcements of All-District and Academic All-District will be withheld until

district representatives have completed all play-off competition.• All-District Team shall consist of (but not limited to):

4. COMPETITION AREA GUIDELINES

Prelims & Field Events: Fans are to view field events from designated seatingareas or in areas adjacent to field events when no seating is provided. No fansallowed on the infield of the track.

Finals: During final running events spectators must remain in the spectator areas.Only track coaches, meet workers, uniformed participants, and designatedadministrators will be allowed in the competition area during the running finals.

5. TIMING PROCEDURES

Heating Details and Notes

1. Lanes in preliminary running events, all relays, as well as the 800, 1600 and 3200 finals,will be assigned randomly by TrackMate, therefore times will not be submitted. Nomore than two contestants from any school should be in any one preliminary heat.Changes will be made if necessary. Field events will be randomly ordered by school.

2. Opening heights for high jump and pole vault will be sent out to coaches for review onTuesday, March 26. Adjustments will be made in an attempt to guarantee at least sixindividuals clear opening heights however heights should be set to a degree in which theevent is concluded in a reasonable amount of time.

3. An all-level scratch meeting will be held prior to the beginning of prelims each day.Scratches only in ALL divisions. All scratches must be done prior to prelims. Nochanges can be made in any event after a prelim has been held in that event.

Running Events Notes

1. A time schedule will be followed during the varsity runnin prelims and finals.

2 An individual may enter no more than three running events, including relays.

3. Any protest pertaining to uniform being worn by a runner, or of any other issue, must becalled to the attention of an official, i.e. meet referee, prior to the race or event.

4. We will have prelims in all running events with nine or more contestants in that event withthe exception of: the 1600M Run, 3200M Run, and the 800M Run. However, there WILLbe prelims in the 800M Run in those divisions that have more than 16 entries. Coaches wille-mail names of entries in each division of the 800M to Coach Dowling by 12:00 p.m. onFriday, March 29. Coaches will then be notified Friday afternoon. If actual entriessubmitted on Monday do not match what was submitted on Friday, there will be NOCHANGE in the prelim/final status even if actual entries falls to or below 16. A doublewaterfall start will be used if numbers dictate.

5. Prelim times will determine lane assignments for the finals. Lane assignments for finals timeswill be assigned from best prelim qualifying time to last prelim qualifying time in lanes 4-5-3-6-2-7-1-8.

6. 800, 3200 &1600 Run - Qualifying times for these three final events will NOT be submitted.Lanes will be assigned randomly (see Item #1 under Heating Details and Notes).

Field Events Notes

1. All field events will be structured in flights except pole vault and high jump. Each flightwill be completed in prelims before going to the next flight. All legal attempts will bemeasured. The top eight qualifiers will be assigned to the finals. Three prelim and three finalattempts will be allowed IN ALL DIVISIONS.

2. Number of contestants per flight should be limited to eight or nine on the varsity level andthere should be no more than two flights on the sub-varsity level with only one flight on thesub-varsity level if there are 12 or fewer competitors. Contestants will be placed in flightsrandomly by school via Track Mate.

3. Shot and discus will be weighed and if within legal specification will be marked one hourprior to the assigned event (varsity division only). Implements will be checked in at thebase of the stadium press box. All implements that have been weighed will be held by eventjudges until after the competition is completed. Sub-v rsity implements will be pooledonly.

Process for Developin District Meet Plan

1. District 19-6A coaches will have the primary input in developing the 19-6A district meet plan.

2. KISD Athletic Dept will be responsible for maintaining the plan andmaking any adjustments as agreed upon by the district coaches.

3. Any proposals to add, delete or modify the plan in any way will requirea majority vote by District 19-6A coaches followed by approval by the19-6A DEC.

4. Last minute changes to the plan will not be allowed. Once the plan isapproved by the DEC, changes to the plan will be made only underspecial circumstances or as a response to unusual situations, i.e. weatherforecasts, facility restrictions, etc.

5. Any vote on any item in the plan that ends in a deadlock, will be brokenby a coin toss conducted by the Athletic Director (unless a UIL or KISDguideline is in question - in this case, the final decision rests with theKISD Athletic Dept).

Worker Information

Assignments will be provided in a separate packet and is set by day. Revisionswill be made as necessary.

KISD will provide clipboards and pencils for each event and flags for curve

judges.

Please work with the junior high track coaches, junior high school coordinators,high school track coaches, junior high and high school administrators and otherdependable adults in assigning people to the different events. There should be atleast a minimum of 3 competent and dependable adults working each field eventarea/division. Workers are responsible for having all equipment (measuringtapes, rakes, etc) needed to run the assigned event and are responsible forunderstanding the rules and guidelines of that event.

Unless circumstances dictate, manual timers and pickers are not required as anautomatic timing system will be used. If personnel is needed to time and pick,campuses will be notified to secure staffing.

It is imperative that two curve judges at each exchange zone are in place for allpreliminary and running finals. The first exchange zone judges will also need tobe in place for the cut in on the 800M run and third exchange zone judges willneed to also be in place for the cut in on the 4x400M relay.

High school campuses responsible for block setters should select workers thatcan be depended upon to help set blocks for the entire meet.

CAC/Head Track Coaches at High School and Junior High campuses are toassign workers via Google Doc which will be available no less than two weeks

prior to the meet.

6. Postponed Matchesa. All postponed varsity matches are to be played on the next a ailable playing date in the order

in which they were originally scheduled. Any extenuating circumstances deviating from thispolicy must be approved through the district athletic office. No makeup match is to takeprecedence over a previously scheduled match. Matches are to continue at the point of

suspension of play.b. Sub-varsity teams are not allowed to play twice in one week even for makeups. Unless both

coaches agree to play after school on a Friday or after the regular season ends, sub-varsity

rainouts will not be played.

DISTRICT 19-6A

SOCCER POLICIES2018 / 2019

METHOD FOR DETERMINING DISTRICT CHAMPION AND TIE BREAKERA. District Champion and runner-ups will be determined by a point system. Three points

for a win, one point for a tie, and zero points for a loss.

B. If TWO teams tie for either first, second, or third the following order of procedures will

be used to determine the placement:

a. Head to head: If one team has come away from the head to head match up

with more points (a win and a tie or two wins), that team will be declared the

winner of that tie.

b. If teams are still tied, then **goal differential (see below) between the teams

involved will be used to determine placement (3 goal maximum per game).

c. If both teams are tied in goal differential then a coin flip will determine

placement for advancement into the state playoffs. Coaches can mutually agree

on seeding in playoffs at this stage in place of the coin toss. However, both

coaches need to be in agreement with this decision. If there is any discrepancy,

the coin toss will take place. Winner of the coin toss will choose the seed.

C. If THREE or MORE teams tie for either first, second, or third, the following order of

procedures will be used to determine the placement:

a. Head to Head comparison between the teams involved will be used first. Using

the point system described in A above.

b. If any team is still tied, then **goal differential between the teams involved

will be used to determine placement (3 goal maximum per game). If still tied,

move to step c.

c. If teams are still tied, Coaches may agree to place teams in playoff ranking, if

no mutual agreement on the ranking of the teams can be reached then coaches

will draw lots/coin flip to determine playoff ranking.D. If TWO teams tie for fourth place the following order of procedures will be used to

determine the advancement:

a. Head to Head comparison between the teams involved will be used first. Using

the point system described in A above.

b. If Head to Head is split, both teams will have to play each other to determine

who advances to the playoffs.

c. If a match can t be played before certification, a coin flip will determine who

advances to playoffs.

E. If THREE or More teams are tied for fourth place the following order of procedures will

be used to determine the advancement:

a. Head to Head comparison between the teams involved will be used first. Using

the point system described in A above.

b. The two teams with the highest point total will have a playoff game to

determine who wins the fourth seed.

c. If teams are still tied in points for one of the two spots in the playoff match,

look at the head to head comparison of just the teams involved at this point.

d. If any team is still tied, then **goal differential between the teams involved

will be used to determine placement (3 goal maximum per game)e. If any team is still tied, a coin flip will determine who plays in the match to

determine 4th seed.

Example of l-E

Team A, B and C are all tied for 4th place. After looking at head to head between all three

teams, Team A has the most points at 9. B and C end up still tied after considering the

three way head to head comparison. Now, you will look at how B and C did head to

head alone. If they split, go to goal differential. If that is still tied, a coin flip will

determine which team plays Team A for the playoff spot.

**Goal Differential Ex lained: The difference in goals scored versus allowed in a given game. We allow

a maximum of only 3 goals to be added or subtracted from goal differential per match. Example: If team

A wins 6-2 over team B, team A would be assigned +3 and team B would be assigned -3 for that match.

II. ALL-DISTRICT SELECTION

A. All District selection meetings will be held at the coaches discretion.

III. OFFICIALS (UIL guidelines will be followed)

A. A minimum of a two man system is desired for each district game.

B. If the referees are not present, the game will not be delayed longer than 45 minutes

waiting for the officials to arrive.

C. If only one referee is present, the game may be played by mutual consent of both

coaches.

IV. OFFICIAL BALL

A. Must have NFHS logo displayed, supplied by home team or referee can select from

visitor if unavailable.

B. Home team will provide 3 or more of identical game balls.

Ball Mana ement

a. Minimum of 2 people to run balls for a varsity game, provided by the home team.

V. GAME TIMES AND DATES

A. A team s warm-up time on the game field will be determined by the duration between

the end time of the JV game and the scheduled start time of the varsity game.(For

example, if the JV game ends at 6:25 and the varsity start time is 7:00pm, teams maywarm-up for 35 minutes on the game field. However if the JV game ends at 6:45 and the

varsity start time is 7:00pm, teams may only warm-up on the game field for 20 minutes,

therefore the game would start at 7:05). Every attempt will be made to start the varsity

game at the scheduled time. If your team requires more time to warm-up then you may

warm-up on a practice field during the JV game. All player introductions and special

events (Parent s Night) should be taken care of during the warm-up time.

B. We will always allow a 20 minute warm-up for varsity games however; you must

include player introductions and special events into this time allotment.

C. Game Times for 2017-2018 Season for teams playing JVB, JVA, V:

Tuesday/Friday-4:30 (JVB will play 30 minute halves with a 5 minute halftime), 5:45

(JVA will play 40 minute halves with a 5 minute half time), and 7:30pm for varsity. Note-

JVB will keep the clock running on goals scored. Other stoppages will remain consistent

with the JVA and Varsity games.

D. Game Times for 2017-2018 Season for teams playing JV and Varsity:

Tuesday and Friday - 5:00 and 7:00pm.

VI. MAKE-UP GAMES

A. All varsity district games will be played.

B. A game may be rescheduled only if field/playing conditions make safe play impossible.

This will be determined by the officiating team at the site, or mutual consent by both

coaches.

C. If a game is called due to weather or field conditions prior to half time, the game will be

resumed from the point of suspension. That game shall be rescheduled on the next

available date, other than Sunday, on which another district game is not scheduled.

Once a game reaches half time it is considered a complete game if mutually agreed

upon by both coaches.

D. If more than one game is lost due to a natural disaster, games will be played on the

open dates at the end of the season.

VII. DISTRICT STANDINGS AND STATISTICSA. Coaches are asked to provide all game data in a timely manner to the District Executive

Chairman, Jimmy Krueger at Seven Lakes H.S (Boys) and Diane Lofton at Katy High

School (Girls).

B. The winning team shall be responsible for calling in scores to the Houston Chronicle

immediately after each varsity game. (If it ends in a tie, then the Home Team should call

in the score.)

VIII. Video Policy

A. No District match films will be shared to schools outside of 19-6A.

• District 19-6A Varsity Soccer Schedule will begin on Wednesday January 26th, 2018.

• District 19-6A Varsity Soccer will conclude their regular scheduled district season on

Friday, March 23th, 2018.

GENERAL STATEMENT

All policies contained in the general policy section of District 19-AAAAAA policies apply to basketball.

II. UNIFORMS

The home team shall wear white jerseys and the visitors shall weardark jerseys.

III. BALL

The UIL state adopted basketball will be used for all district contests.The home team will provide at least 6 warm-up basketballs for pre¬game and half-time to the visiting team (varsity games only).

IV. GAME TIMES and DAYS

Girls and Boys games will be played at opposite sites.All basketball games will be played on Tuesday and Friday- Otherdates and times may be approved by the 19-6A D.E.C.All games will be eight-minute quarters.

V. INSIDE PLAYING AREA AND CHEERLEADERS

Home team rules concerning food and drink will be followed. Thehome team will provide a water cooler for the visiting team. Visitingteam must bring water bottles.

Cheerleaders in uniform from visiting schools shall be admitted togames free. All other groups from visiting schools must payadmission. Only the home team will have posters in the gym orschool. No megaphones are to be brought inside the playing venue.

VI. PRE-GAME AND HALF-TIME POLICIES

The home team shall be allowed to provide appropriateentertainment before games, at half-time, and after games. Teamsshould be allowed a four minute warm-up period unless otherarrangements are mutually agreed upon by head coaches.

Only authorized teams and personnel will be on the court before, athalf-time, and after the game.Only players who are in proper uniform (or warm-ups) and properfootwear (court shoes) will be allowed on the court for warm-ups orthe team shootaround.

VII. OFFICIAL TIMER AND SCORER

The home team shall be responsible for an adult official timer forfreshman, sophomore, and junior varsity, and varsity games. Anadult scorekeeper is required for varsity games. The home team willbe responsible for the official book and calling the scores into thenewspapers. Team schedules should be sent to the Chronicle andMax Preps before the season starts.

VIII. OFFICIALS

Three UIL Officials shall be used for each Varsity district game.Officials shall be paid according to the UIL scale. Two UIL officialsshall be used for sub-varsity games.

IX. SHORT AN OFFICIALThe following are recommended procedures to follow when a varsityofficial does not show:

A. Call Official s SchedulerB. The two coaches agree to add one of the JV officials to the

crew or to play with only two varsity officials.C. Varsity games will start with only two officials if

circumstances dictate.

X. GAME REPORTS

Statisticians will compile all sub-varsity and varsity standings for theseason. Taylor High School will compile the girl s standings. SevenLakes High School will compile the boy’s standings.

XI. SECURITY

Adequate security protection will be provided for each game with aminimum of one officer at any time.

XII. CHANGE OF SCHEDULE

Any time changes must be by mutual consent of the Head Coaches,building principals, and District Athletic Directors. Any datechanges after initial D.E.C. approval must be approved by DistrictExecutive Committee.

XIV. ALL DISTRICT TEAM SELECTION METHOD

1. The team that finished the regular season in the final place of thedistrict standings calls a meeting for the Wednesday afterDistrict Certification. {The results will be submitted to the KISDathletic office and will be released only when district teams havecompleted post-season play).

2. Coaches nominate all players for 1st and 2nd team all district.3. Coaches' vote: a coach cannot vote for his/her own players.

Coach of the Year is selected by the coaches.4. All-District girls’ teams will consist of a Most Valuable Player,

Offensive Player of the Year, Defensive Player of the Year as wellas a group of 8 players unless changes are agreed upon by allcoaches.

District 19-A A AAA A Softball Policies2018-2019

I. METHOD OF DETERMINING DISTRICT CHAMPION AND TIE-BREAKER

A. Method of Determining District Championship

Each team shall play every other team in the district twice. At the end of the season, the team with the highestpercentage of district wins will be champion, next highest percentage of district wins will be runner up; nexthighest will be third place, etc.

If two or more teams are tied for first place, co-champions, or tri-champions will be declared.

B. Method of Determining Playoff Representatives

The top four teams with the highest winning percentage as described above will advance to the playoffs. Theseteams will be ranked as Champion (1st), Runnerup (2nd), Third, and Fourth places. If teams are tied for a playoffposition refer to policy C .

C. Ties Policy

If two or more teams are tied for a playoff representative position after ranking by winning percentage (pointtotals in soccer), the following methods will be used.

Method 1 - Two teams are tied

One team wins both contests- If one team won both contests against the other team the winning team willreceive the higher rank

Teams split the two contests- If both teams each won one contest against the other the following methods ofbreaking the tie will be followed:

Option A - Coaches may place teams in Playoff ranking, if mutually agreed upon by both Head Coaches. (Ex.Team A and Team B finished tied for the 2nd and 3rd playoff positions. Team A and B Head Coaches agree thatTeam A will be 2nd ranked and Team B will be in 3rd ranked)

Teams split the two contests- continued

If there is no mutual agreement on the ranking of the teams by Option A the coaches may choose Option todetermine ranking.

Option B- Coaches may flip a coin to determine playoff ranking, if mutually agreed upon by both HeadCoaches. The winner of the flip will receive the right to choose which of the playoff rankings they will receive.(Ex. Team A and Team B finished tied for the 2nd and 3rd playoff positions. Team A wins the flip. Team Achooses to receive the 3rd ranking. Team B would receive the 2nd ranking.)

If there is no mutual agreement on using Option B to determine ranking, then a playoff game will be scheduled.

Playoff Contest - The details of the playoff game (date, time, site, officials, etc.) will follow the UIL guidelinefor single playoff contests. The winner of the contest will be awarded the higher seed.

Method 2 - Three or more team are tied

Step One - Contests among the teams that are tied will be looked at as if it were a "Mini-District." The teamwithin that group who has the highest winning percentage will be given the highest rank.

- If a two way tie e ists for the top ranking after ranking the teams by percentage, then Method 1 will be used todetermine the top ranked team.

Step Two- Once a team is awarded the highest rank and removed from the "Mini-District" pool, the tie breakingprocess will start anew using Methods #1 or #2 above.

Step Three-If after ranking the teams in a "Mini-District" format a tie exists between three or more teams thefollowing methods of breaking the tie will be followed:

Option C - Coaches may place teams in Playoff ranking, if mutually agreed upon by all Head Coaches.(Ex.Team A, Team B, and team C finished tied for the 1st, 2nd, and 3rd playoff rankings. All Coaches agree thatTeam A gets the 1st ranking, Team B gets the 3 rd ranking, and Team C gets the 2nd ranking)

If there is no mutual agreement on the ranking of the teams by Option C the coaches may choose Option Dto determine ranking.

Option D- Coaches may have a random selection process such as flipping coins or drawing lots todetermine playoff ranking, if mutually agreed upon by all Head Coaches. The winner of the random processwill receive the right to choose which of the playoff rankings they will receive. (Ex. Team A ,Team B, andTeam C finished tied for the 2nd, 3rd, and 4th playoff rankings after looking at the Mini- DistrictRankings . Team A wins the random selection process. Team A chooses to receive the 3rd ranking. TeamB and team C would also be ranked by the chosen random selection process.

If there is no mutual agreement on using Option D to determine ranking, then a series of single eliminationplayoff games will be scheduled.

Playoff Contest-The details of the playoff games (date, time, site, officials, etc.) will follow the U.I.L.guidelines for single playoff contests.

Three team Playoff-In a three team playoff scenario one team will receive a bye using a random selectionprocess. A maximum of two contests will be played to determine playoff rankings. (Ex. Teams A, B, & C aretied. Team A receives the bye. Team B & C will play a contest to determine a winner. The loser of the contestbetween B & C has the right to the third choice of playoff rankings. However, if there are only two playoffspots available, then the loser of B and C will be eliminated from playoff seeding.

The winner of the game between B & C and team A will then have the Choice of Option A or Option B. Ifthere is no mutual agreement then the winner of the playoff contest between the winner of B & C and team Awill have the first choice of playoff ranking. The loser will have the second choice of playoff ranking.

Four team Playoff - In a four team playoff scenario, teams will be matched using a random selection method.There will be a maximum two rounds (four contests) to determine playoff rankings. The first round contestsshould be at similar times. The winners of the first contests and the losers of the first contests will be matchedin second round contests. Both the winners and losers may chose Option A or Option B to determine choices ofplayoff rankings. If no mutual agreement can be reached the winners of the contests in the second round willhave the higher choices of playoff rankings.(ex. Teams A, B, C, & D are tied. Team A plays team B. Team Cplays team D. Teams A & C win the first round contests. Team A & C will be matched against each other andTeams B & D will be matched against each other in the second round. The winner of the contest between A &C will have the first choice of playoff ranking. The loser of the contest between A & C will have the secondchoice of playoff ranking. The winner of the contest between B & D will have the third choice of playoffranking. The loser of the contest between B & D has the right to the fourth choice of playoff rankings. Secondround contests that will not determine a playoff ranking will not be played.

Five or more team Playoff -If five or more teams are tied for a playoff position a random selection process willbe used to reduce the number of teams remaining to four. Once the four teams have been established the tiebreaking process will return to Step Three in “Method Two

II. SCHEDULES OF GAMESA. JV games will not be allowed to start a new inning if they are within 20 minutes of the start time of a

varsity game. Game times will be 4:30 or 6:15 depending on site and whether single game ordoubleheader.

III. MAKE-UP CANCELLED GAMESA. Varsity games are to be made up on the first available playing date. Junior Varsity games are to be

IV. DISTRICT 19-6A GAMES CALLED BEFORE COMPLETION

A. If a district 19-6A varsity game is called at any point of the game, tied or untied, the game will beconsidered “suspended” and resumed, unless the run rule has been achieved, from the point ofsuspension on the next playable date

V. GAME LIMITATIONS AND RUN RULESA. All district games will consist of seven innings unless the run rule is invoked. A fifteen (15) run rule

the selection committee shall be the head coach of the 7th place team. The coaches will meet on amutually agreed upon date after the end of the regular season. (2nd Wednesday after districtcertification)

DISTRICT 19-6A BASEBALL POLICIES2019

DEC Approved

I. METHOD OF DETERMINING DISTRICT BASEBALL CHAMPIONSIn accordance with UIL regulations, the first, second, third, and fourth place teamswill represent the district in the state play-offs.They shall be determined as follows:A. Teams with the best won-loss percentage will be declared the first, second,

third, and fourth place teams considering all district games in a doubleround-robin schedule.

B. For ties see Method for Determining Champion below.

II. SCHEDULED GAMES (Schedule Below)A. Varsity afternoon games will begin at 6:00 pm. Sub-varsity games will begin at

4:00 pm and :30 min after 1st game. The first sub-varsity game (usually thesophomore and/or Junior Varsity B teams) will have a 2 hour and 15 minutetime limit. No inning shall start after the 2 hour and 15 minute limit time expires.In any game following a first game, no inning shall begin after 10:00 p.m. on aschool night (i.e. Monday). The sub-varsity games will be played on Mondaynight and Friday night opposite site of the varsity games.

A round-robin schedule will be played.

Changing of scheduled date must be by the 19-6A District Chairman. The athleticoffice of the home team involved will contact all other district schools.

III. RAINED OUT GAMES / MAKE-UPS / TESTINGAll games must be played as scheduled, unless the game is rained out. Rained outgames are to be made up on the first available playing date. Saturday is included as aplaying day for make-up games.

The home team must contact the visiting team(s) by 2:00 pm on the rescheduled gamedate to advise that opponent if the field is not playable.

District varsity games are generally scheduled on Tuesdays and Fridays. However,there will be no games scheduled on Good Friday, March 30 and will instead beplayed on Thursday, March 29. Good Friday could be used as a make-up date ifagreed upon and approved by 19-6A district administration and coaches involved.

Tuesday April 10th is an EOC testing day. Sub-varsity games played on April 9th willsplit sites with each game beginning @ 4:30 p.m.

IV. DISTRICT 19-6A GAMES CALLED BEFORE COMPLETION

V. TYPE OF BASEBALL TO BE USEDOnly the DIAMOND D-l Pro baseballs are to be used in district play.

VI. UMPIRESThe home team is responsible for obtaining at least two umpires for each game.

The secretary of the chapter of baseball umpires shall furnish a list of all availableumpires for District 19 6-A baseball games. In the event a scratched umpire isscheduled, every effort must be taken to obtain an acceptable umpire before playingthe game. If the game is canceled, it must be played on the next available playingdate.

VII. PLAYING REGULATIONSThe home team will furnish new game balls. The game ball being used must be aDIAMOND D-l Pro. The home team will take infield at 5:30 pm; the visiting teamwill take infield at 5:40 pm. Ten minutes will be used to finalize preparations on thefield.

The game will then be played in accordance with the National Alliance Edition Rules”published by the National Federation of State High School Athletic Association, except:A. Seven innings will constitute a complete game.B. Courtesy runners may be used in district games.C. At the end of the fifth inning or any inning thereafter, if a team has a lead of 10

runs or more, the game will be called complete.D. If a sub-varsity game is preceded by another sub-varsity game, the first sub¬

varsity game (usually the sophomore team) will have a 2 hour and 15 minutelimit. No inning shall start after the 2 hour and 15 minute limit time expires. Inany game following a first game, no inning shall begin after 10:00 p.m. on aschool night (i.e. Monday).

E. The home team must be notified 30 minutes prior to game-time if circumstancesprevent the visitors from being able to be at the venue on time.

F. All artificial noise-makers (air horns, bells, drums, etc.) are prohibited at all 19-6A baseball contests.

VIII. PITCH COUNT LIMITS

a. HIGH SCHOOL PITCHERS WILL BE LIMITED TO NO MORE THAN 110PITCHES PER DAY

Rest Chartb. High School Pitch Count (Grades 9 through 12):

i. 0-30 pitches 0 days restii. 31 -45 pitches 1 day restiii. 46-65 pitches 2 days restiv. 66-85 pitches 3 days restv. 86-110 pitches 4 days rest

• During regular season, pitch count total is determined after each singlegame appearance

• Only official game pitches will count, (not warm up pitches)

• Rest Chart Rest is defined as not using a pitcher in a contest.

• Rest days are counted for the full day regardless of appearance start time,(ex: Pitcher throws 95 or 97 pitches (this is based on pitch count limitselected) on Friday morning of tournament. Rest days are Sat, Sun, Mon,and Tues. He is eligible to pitch on Wednesday, not Tuesday night.).

• A pitcher will be allowed to complete current at-bat even if they hit pitchcount max during the at-bat, but must exit game as a pitcher after thathitter regardless of recording an out or number of outs in inning.

• There are no restrictions on allowing any game day pitcher (starter orreliever) from resuming play in the field after being removed as a pitcher,regardless of pitch count.

• There will be NO change to regulations in post-season play, (i.e.: noincrease in pitch count max or leeway in rest days)

c. Tournament or Series:

• In multi game series or tournaments, pitch count can be divided into separateappearances as long as combined total does not exceed appropriate pitch countmax. Days of rest will be determined by final pitch count of the series ortournament.

• (ex: In post season series, starter goes (X) innings for a total pitch count of (X)(amount not exceeding max count) in first game of 3 game series. That sameathlete can be used as short reliever in either of next 2 games of the same series,up to combined total pitch count max (85/110). At conclusion of secondappearance, combined total number of pitches will determine days of rest basedon chart.)

b. Back to Back Games due to postponement:• In the case of games that are rained out, and rescheduled on consecutive nights,

pitch counts will follow the series protocol.c. Double Header:

• In the case of a doubleheader, the second game will not serve as a rest day forpitchers who threw in the first game. However, pitch count max can be split upbetween both games and total pitches after second appearance will determine restday period.

• ****If pitcher is used twice in 3-day series, the rest day start period will beginafter the second appearance even if there was a day of rest in between.

d. Pitch Count Accountability and Reporting• UIL Pitching Regulations and procedures apply to all levels of play. (Junior High,

Freshman, JV, and Varsity)

• Each game will need an official pitch counter provided by the home team. Theofficial pitch counter will not be allowed to be in the dugout. Coaches/teamrepresentative will meet between innings to verify counts. Pitch counts will beverified at the conclusion of the game with a signature on a verification form.

• DEC will establish the means for the record of tracking pitches and the protocolfor game reporting for both pre-season and district play. DEC will maintainrecord of pitch counts and establish procedures accordingly

• The home team is responsible for getting the signed form to their District Chairwithin 48 hours of the end of the contest for filing.

• District Chairs are responsible for keeping the Certification and providing accessto those numbers when requested.

• In post season, official pitch counts MUST be entered in Max Preps after eachgame. The home team will provide the official pitch counter (the same as inregular season games).

• Should any dispute arise, the primary source for final pitch count will be theofficial scorebook/count of the home team

• Umpires will NOT have any kind of jurisdiction or involvement in pitch counte. Penalties

• Alleged violations of the Pitch Count Rule occurring during the regular seasonwill be handled by the District Executive Committee in accordance with section29 of the UIL Constitution and Contest Rules.

• Alleged violations of the Pitch Count Rule occurring during the post season willbe handled by the State Executive Committee in accordance with section 27 of theUIL Constitution and Contest Rules.

VIII. CHAMPIONSHIP TROPHIESEach school is responsible for purchasing its own championship trophy.

IX. COACHES ALL-DISTRICT TEAMThe all-district selection meeting will be held on the first Tuesday after DistrictCertification Date at TEA. The 5th place team will name the location and will alsochair the meeting.

METHOD OF DETERMINING CHAMPION & DISTRICT PLAYOFF REPRESENTATIVES

A. Method of Determining District ChampionshipEach team shall play every other team in the district twice. At the end of theseason, the team with the highest percentage of district wins will be champion; thenext highest percentage of district wins will be runner up; next highest will bethird place, etc.

B. Method of Determining Playoff RepresentativesThe top four teams with the highest winning percentage as described above willadvance to the playoffs. These teams will be ranked as Champion (1st), Runner-up(2nd), Third, and Fourth places. If teams are tied for a playoff position refer topolicy C .

C. Ties Policy

If two or more teams are tied for a playoff representative position after ranking bywinning percentage, the following methods will be used.

Method 1

Two teams are tied

One team wins both contests-If one team won both contests against the other team the winning teamwill receive the higher rank

Team split the two contests-If the both teams each won one contest against the other the followingmethods of breaking the tie will be followed:

Option A - Coaches may place teams in Playoff ranking, if mutuallyagreed upon by both Head Coaches. (Ex. Team A and Team B finishedtied for the 2nd and 3rd playoff positions. Team A and B Head Coachesagree that Team A will be 2nd ranked and Team B will be in 3rd ranked)

Teams split the t\\>o contests- contin ed

If there is no mutual agreement on the ranking of the teams by Option Athe coaches may choose Option B to determine ranking.

Option B- Coaches may flip a coin to determine playoff ranking, ifmutually agreed upon by both Head Coaches. The winner of the flip willreceive the right to choose which of the playoff rankings they will receive.(Ex. Team A and Team B finished tied for the 2nd and 3rd playoffpositions. Team A wins the flip. Team A chooses to receive the 3rdranking. Team B would receive the 2nd ranking.)

If there is no mutual agreement on using Option B to determine ranking,then a playoff game will be scheduled.

Playoff Contest-The details of the playoff game (date, time, site, officials,etc.) will follow the U.I.L. guidelines for single playoff contests. Thewinner of the contest will receive the right to choose which of the playoff

- If a two way tie exists for the top ranking after ranking the teams bypercentage, then Method 1 will be used to determine the top ranked team.

Step Two- Once a team is awarded the highest rank and removed from the "Mini-

District" pool, the tie breaking process will start anew using Methods #1or #2 above for the remaining teams.

Three or mo e teams are tied- continuedStep Three-If after ranking the teams in a "Mini-District" format a tie exists betweenthree or more teams the following methods of breaking the tie will befollowed:

Option C - Coaches may place teams in playoff ranking, if mutuallyagreed upon by all Head Coaches. (Ex. Team A, Team B, and team Cfinished tied for the 1st, 2nd, and 3rd playoff rankings. All Coaches agreethat Team A gets the 1st ranking, Team B gets the 3 rd ranking, and Team Cgets the 2nd ranking)

If there is no mutual agreement on the ranking of the teams by Option Cthe coaches may choose Option D to determine ranking.

Option D- Coaches may have a random selection process such as flippingcoins or drawing lots to determine playoff ranking, if mutually agreedupon by all Head Coaches. The winner of the random process will receivethe right to choose which of the playoff rankings they will receive. (Ex.Team A, Team B, and Team C finished tied for the 2nd, 3rd, and 4th playoffrankings after looking at the Mini- District Rankings . Team A wins therandom selection process. Team A chooses to receive the 3rd ranking.Team B and team C would also be ranked by the chosen random selectionprocess.

If there is no mutual agreement on using Option D to determine ranking,then a series of playoff games will be scheduled.

Four Team Playoff (If tie still exists after Mini-District ranking)-In a four team playoff scenario teams will be matched using arandom selection method. There will be a maximum two rounds(four contests) to determine playoff rankings. The first roundcontests should be at similar timesThe winners of the first contests and the losers of the first contestswill be matched in second round contests. Both the winners andlosers may chose Option A or Option B to determine choices ofplayoff rankings. If no mutual agreement can be reached thewinners of the contests in the second round will have the higherchoices of playoff rankings.(ex. Teams A, B, C, & D are tied.Team A plays team B. Team C plays team D. Teams A & C winthe first round contests. Team A & C will be matched against eachother and Teams B & D will be matched against each other in thesecond round. The winner of the contest between A & C will havethe first choice of playoff ranking. The loser of the contestbetween A & C will have the second choice of playoff ranking.The winner of the contest between B & D will have the thirdchoice of playoff ranking. The loser of the contest between B & Dhas the right to the fourth choice of playoff rankings. Secondround contests that will not determine a playoff ranking will not beplayed.

2018-19

PART A: SEEDING CRITERIA

Separation will be based upon

1. Head to head competition:

Wrestler with direct head to head gets top seed.

A. Head-to-head split (i.e. one win and one loss), higher seed goes to the wrestler

with last head-to-head victory.

B. Head-to-head with odd number of matches, higher seed goes to the wrestler

with more head-to-head victories.

C. A default (loss) will only count for seeding purposes if the match started andthen ended and will not count as a loss if the match was never started and thewrester defaulted out of the tournament.

If more than two wrestlers are involved in head-to-head and a triangle of death results (Ibeat you, you beat him/her, and he/she beat me) seeding will resort to points only for allwrestlers left in the bracket.

2. Points System:

The point system is based on three areas and defined specifically on the pages 2-4:

a. Record

b. Prestige

c. Caliber of Competition.

Each Head Coach is responsible for bringing accurate and verifiable breakdown of eachcategory for every wrestler entered in the varsity tournament.

Only official school sponsored competitions count toward record. This includes 8 tournamentspermitted by UIL and permitted weekday duals

Total wins divided by total bouts (Always round out to two decimal points)

15 divided by 20=75.00

12 divided by 17=70.59

You must have 8 bouts minimum to get full total. If not, subtract 8 points for each bout under 8ffom the total.

Example: 6-2 Record 6 divided by 8 = 75.00 - 32 (4 bouts shorts of 12 x 8 points) = 43.00

Results must be updated and verifiable.

Award bonus points for this wrestler's accomplishments in last year s UIL Regional or UIL

State Tournament.

If a wrestler has transferred from another State, TAPPS/SPC or UIL Texas 5A school, thewrestler shall receive Half the Out of State Caliber of Competition points as his or her Prestigepoints. (I.e. wrestler was State Champion last season in another state, the wrestler will receive

50 points under Criterion 2-this information is located in Criterion 3). It is the responsibility ofwrestler's coach to provide documentation. Previous year and only High School Prestige willbe considered and if an athlete is a freshman, no points will be awarded for this criterion.

Criterion 3 Caliber of Competition

Bonus points are awarded for competing against last year's champions and placers during this

year's season.

If a wrestler competes against a state or regional place finisher more than one time, that wrestler

will be awarded the highest points for each bout wrestled (i.e. If a wrestler competes against aregional champion 3 times, wins twice and loses once, that wrestler would get 30 + 30 + 3 = 63Caliber Points.

5A is considered same as Out of State for state placers and Regional Placers.

Notes;

1. A national prep school champion will be equal to the value of an out-of-state champion, etc. There is no point

equivalent for Te as Prep Place winners or TAPPS/SPC place winners.

2. For purposes of validation, documentation must be brought to the seeding meeting for all of your wrestlers'opponents who have out-of-state credentials. Out-of state points will not be awarded without proper validation.

PART B: POLICIES

1. All coaches will enter every competition weigh-in for every wrestler except forconsecutive day weigh-ins as part of the same competition.

2. All coaches must bring records (varsity matches only) to the seeding meeting on paper -one sheet per wrestler including: date, opponent, school, and result as well as all match bymatch back up documentation. Coaches must also bring the point system breakdown foreach individual wrestler for each criterion of the points system.

3. Other paper work that must be presented to the DEC;( these forms may be asked for 5 daysprior to the District Championships)

a. Alpha Master weigh in sheet for all possible wrestlers to be entered into the districttournament with the lowest weight class they can compete at for the tournament

b. Any other paperwork required by UIL weight management program

4. All coaches shall count Forfeits in district record.

5. All entries will be made at start of seeding meeting, and after that no changes can be made.

a. Seeding meeting will be conducted on Thursday February 7, 2019.b. In any event a participant does not weigh in or enter the tournament, brackets will

be reseeded prior to the start of the district tournament.

6. Separate Boys and Girls Coach of the Year Awards as well as separate Boys and Girls“Assistant Coach of the Year Awards will be presented.

7. For a rule to be changed there must be a simple majority among coaches to proceed.Policies are closed at spring policy meeting and only ‘unforeseen issues or changes in

UIL rules can be voted on later.

10. District Tou ament Director is the host head coach. The district schedule will be votedon by head coaches prior to the opening week of the season.

11 .There will be an All District Academic team announced at the conclusion of the season.

a. Criteria for All District Academic Team: Maintaining all A s or B s in all classesduring the 3rd and 4th 6 Weeks grading periods and be part of the district lineup.

PART C: DISTRICT TOURNAMENT SCORING

1. Six (6) places will be scored at the district meet with wrestle-backs possible for 4th place.The wrestle-back is for regional qualification only and will not change placement points inthe tournament team scoring.

2. A 4 man bracket will be used for 4 or less entrants in a weight class and an 8 man bracketwill be used for more than 4 entrants. A 16 man bracket will be used for more than 8entrants.

3. Byes will be given to the seeds, beginning with the #1 seed and proceeding in order ofdescending seed numbers as needed. Double bonus will be awarded for wins followingbyes throughout the tournament.

4. On the JV and Rookie Divisions, a true 2nd place match will be wrestled if the 3rd and 2ndplace finishers have not met; we will use matrix seeding and no advancement pointsawarded, and if there are only 3 in the weight class, a round-robin format will be used.Standard placement points will be awarded to each placer to determine the Boys JV, BoysRookie and Girls JV Team Champions.

X. MEET REGULATIONS

The meet will be governed by rules in UIL Handbook and the National Federation State High School AssociationsHandbook. During finals, the Announcer will announce swimmers before each event; he/she will announce the top eight(8) winners at the CONCLUSION OF EVERY FOURTH EVENT. The winning coach will present all 8 awards. Reminder: Onechampionship meet per swimmer/diver. Any swimmer/diver who competed in JV Districts is ineligible to compete inVarsity Districts. They may, however, compete in Regions/State as long as cleared under Varsity UIL eligibility roster.

a. Boys and Girls Relays will compete as timed finals on Saturday only with a format of all teams swimmingat one time in one heat

or disqualification according to the U.I.L. H ndbook. Spectator rules will be placed on the carts.

J. Coaches Responsibilities include:
