fatherhood and family support. I have written on these topics for academic and general audiences. My teaching expertise is in the area of constitutional law as it relates to land use, community development and strategies to promote social justice and community sustainability. Additionally, I instruct graduate students in the art and science of negotiation and mediation as it relates to community development and urban planning practice. I have consistently received strong evaluation from students regarding my instruction.

Director Innovation Center, Austin Labor Force Intermediary, Chicago, Illinois I was the first Director of the Innovation Center. The Innovation Center was housed within the Austin Labor Force Intermediary (ALFI), a non-profit, community-based organization. My responsibilities included conceptualizing and designing action-research projects that were to be implemented, tested, and evaluated within Chicago's Austin neighborhood.

Consultant Shorebank Advisory Services, Chicago, Illinois A Vice President of South Shore Bank who saw my potential and promise brought me into the Shorebank Corporation. I served as a consultant with Shorebank Advisory Services (SAS), the consulting arm of Shorebank Corporation, and the holding company for South Shore Bank. I provided consulting services on community development related issues and supported the design of community development plans and strategies.

Project Director Legal Assistance Foundation of Chicago, Chicago, Illinois As the first Project Director, I designed, implemented, and directed the activities of the Employment Discrimination Project. I supervised two project coordinators and a revolving part-time staff of six to twelve. I interfaced with two to four full-time staff attorneys. My job included evaluating employment discrimination in the Chicago metropolitan labor market, targeting employers involved in illegal employment practices, and seeking legal remedies against employers engaged in employment discrimination.

Fathers, Families and Healthy Communities (FFHC) works to engage fathers so that they improve outcomes for children, while working with mothers cooperatively and as co-equal partners. FFHC breaks new ground by using a community-based collaborative approach designed to encourage scalability, sustainability and positive outcomes for fathers, children and their families. The organization emphasizes the assets of men served by the demonstration.

Milwaukee Community Justice Intervention Program: Serving Young Adult Ex-offenders through Training and Service Learning

Applied to United States Department of Labor

The program is designed to strengthen the community through training and service learning for young adult ex-offenders ages 18 through 21 who have been involved in the juvenile justice system from the age of 14 or above and have never been convicted as an adult under Federal or State law. Training provided through this grant is expected to lead to credentials by in-demand community development industries within Milwaukee County, Wisconsin. The overall purpose of this project is to promote and provide service-learning opportunities aimed at reducing the potential for future recidivism, including adult charges; to provide training and educational interventions designed to improve career pathways and earning potential, and to develop community support and mentoring in the reintegration of 125 young adults in Milwaukee County.

Applied to University of Chicago for seed grant

There is growing recognition regarding the relationship between human development and community health. Prior research and public policies suggest that efforts designed to ameliorate poverty within geographic communities that do not include males as targets within familial and community intervention are increasingly characterized as failed attempts over time. This Network aims to employ state of art prevention science and community informed collaboration to address individual and group physical and mental health wellbeing among community males, particularly those are risk for incarceration.

The growth of African mayoral leadership has been one important and dominant feature of the evolving American urban landscape. The election of the first African-American mayor in 1967 in Cleveland, Ohio simultaneously created jubilation and high expectations. A discourse related to race, distributive policies and social justice marked the orientation of the first cohort of big-city Black mayors. Subsequent cohorts of Black mayors focused less on issues around race and racial injustice, and were far less likely to overtly speak about their views related to social injustice and inequity vis-à-vis their low-income African- American constituency. We have very little, if any, systematic knowledge about the predispositions, perceptions and attitudes of 21st-century African-American mayors with respect to community equity. This exploratory research project will survey 42 African-American mayors who are in leadership positions in cities with populations over 50,000. The survey will seek to identify any patterns and/or relational issues that help explicate the predispositions, perceptions and attitudes of the mayors with respect to community equity. Voices for Social Justice in Milwaukee Public Schools (MPS) System: What Communities of Color Think About School Reform Applied for 2010 Fromkin Research Grant and Lectureship A great deal of discussion has been had about mayoral takeover of the school system in an effort to save a system that is viewed as failing financially and failing in its primary mission of effectively delivering public education. Pundits and stakeholders have shared their opinions about the challenging nature of public education in the city of Milwaukee. Milwaukee Public School (MPS) officials have attempted to publicly respond to the growing level of criticism, the school board and teachers union have certainly made their views known, and state officials and legislators continue to make political pronouncements and politically posture around the difficult question about how to improve the educational outcomes for the overwhelmingly black and brown student population that MPS is charged to serve. What I find particularly fascinating, yet simultaneously disturbing is that the voices of the students and their families do not play a significant role in the discourse about MPS’ strategies to improve its performance. This research seeks to uncover, explores and understand those voices. Organizing Youth To Apply Urban Planning Concepts To Study Economic and/or Social Transformation in Milwaukee Neighborhoods Milwaukee Catholic Diocese Campaign for Human Development Grant The initiative being proposed will be used to support youth engagement by having high school students apply urban planning concepts to the study of

targeted Milwaukee communities that have experienced economic and/or social transformation. The students will be deploying Geographic Information Systems (GIS) – mapping software that links data to geography, game technology, and other computer-based vehicles in order to study, collect, and analysis data. The outcomes associated with the student work will then be shared with the community.

In response to the challenge under DRL/DR K-12 program, we seek to assure student access and opportunity to learn significant STEM content. Our objectives are to promote the following program objectives: (1) prepare students to understand and apply increasingly sophisticated content in STEM subjects; (2) help students learn STEM practices, modes of inquiry, and engineering design through hands-on and virtual laboratory experiences; and (3) provide substantive STEM learning activities that effectively serve a diverse student population.

21st Century Learning Project Applied to the Department of Public Instruction-Wisconsin

Working with FAST and SUPAR, this project looked at enhancing the learning outcomes among school students, by embedding the school within the community and making it a resource for the community through student and faculty activities. It also looked to identify community related projects and initiatives that would facilitate community and school interactions.

Creating Sustainable Policy Supports for Small Schools Applied to Technical Assistance and Leadership Center (TALC) a local intermediary of the Gates Foundation. Milwaukee, WI. Under this grant SUPAR leadership is interested in developing an advocacy program. In its efforts to develop the program, SUPAR leadership is very much interested in working in support of a Milwaukee small school network and working with other small school stakeholders. SUPAR would seek to bring its learnings, as well as the learnings of its collaborative partners to bear in order to identify administrative barriers, practice obstacles, and bureaucratic challenges that inhibit the innovations that charter schools are meant to create.

We received seed resources from the Technical Assistance and Leadership Center (TALC) located in Milwaukee, which was acting as the intermediary for the Bill and Melinda Gates Foundation that at the time was funding small school development in Milwaukee. We received a planning grant of $50,000 in 2006 and an implementation grant of $150,000 in 2007.

Municipal government power is premised on the state’s delegation of the police power. This course helps students understand the constitutional dimensions and limitations of local authority with respect to regulating land. As we examine an array of legal issues related to local governmental land use regulation we will seek to achieve three objectives. The first is to introduce students to important issues and key constitutional concepts within the area of land use law and provide students with an understanding of the essential legal precepts in the administration of land use. The second objective is to help students begin to think more concretely and systematically about the impact that land use authority has had and can have on the shaping of community life. The final objective of the course is to provide students with a framework for assessing the legal and ethical considerations related to governmental exercise of land use authority.

Since 1996 This course seeks to introduce students to negotiation theory and practice and the strategies supported by the praxis. The course consists of readings, simulated exercises, and a group project. Planners must have tools that help them create opportunities for building reciprocity, open communications, and cooperation among a broad array of stakeholders. In the absence of such tools, valuable professional advice is unable to be implemented in the face of community conflict, mistrust, and poor communications.

Developed 350 course titled, “Social Justice, Urban Planning and the New Multicultural America.”

I designed and initiated this course for approval. The course was approved in the Fall of 2010. It has been offered every semester since its approval. The course is cross-listed as satisfying the Communities and Cultures requirement and has a service learning option for students. The course draws from the student body from across the UWM campus. This course is the first course of its kind to be offered in the School of Architecture and Urban Planning.

Developed 655 course titled “Negotiation Theory and Practice for Urban Planners”.

I designed and initiated this course for approval. This course has been continuously offered every Spring semester since 1996. Students at the under-graduate and graduate level can enroll in this class. The coursework provides tools to students of urban planning to engage in community building exercises, conflict resolution and negotiating benefits and agreements between stakeholders in planning projects. This course is the first course of its kind to be offered in the School of Architecture and Urban Planning.

Developed a revised plan for the existing 702 course “Introduction to Planning Law”.

Revamped and re-titled the core law requirement for all MUP students. The “Introduction to Planning Law” (URBPLAN 702) explores in depth, the issues pertaining to the development and implementation of zoning codes and the legal and socio-political ramifications of land-use law and planning with attention to social justice and equity issues. Also, infused in 702 is a strong emphasis on constitutional issues related to land use controls including procedural and substantive due process and governmental authority.
