Heavy hearts didn’t weigh down SanMarcos as the Royals defeated Hueneme24-0 in the first home game since thepassing of former head coach JeffHesselmeyer.Andrew Thayer returned the games

opening kickoff 94 yards for the Royals’(1-3) first touchdown 10 seconds into thegame.“They (the players) were all very

focused and on point tonight,” SanMarcos head coach Dale Perizzolo said.“We talked about everything we wantedto accomplish this week; getting betterfrom last week and showing everybodywhat are team is really about and thatwe’re better than an 0-3 team.”Thayer finished the game with 199

return yards overall. Thayer got into theendzone on a punt return and a reverseplay, but both were called back becauseof penalties.“Andrew Thayer is such a good run-

ner,” Perizzolo said. “He gets that balland he can find the hole. He’s so quickon the outside and he pulls away fromguys.”“He has a nose to get into the endzone

on those kick returns and he’s a threat,”Perizzolo added.San Marcos ran the ball effectively

and kept possession of the ball for amajority of the game. Running backTommy Nelson ran the ball 24 times for151 yards and a touchdown for theRoyals.“Tommy did really well,” Perizzolo

said. “He ran the ball hard tonight andkept his feet pumping.”The run game was set up by a strong

performance by the San Marcos offen-sive line.“Our scheme, the guys (offensive line)

really did well tonight,” Perizzolo said.“They hit their blocks hard, kept theirfeet pumping and grinded it out.”

The offensive line is “typically under-sized” and the Royals had to change a lit-tle bit of their down blocks to go againstHueneme’s defense, Perizzolo said.Perizzolo still saw some things the

team needed to work on despite San

Marcos’ balanced attack.“We really have to work on punching

it in,” Perizzolo said. “We’ll get it inthere. We have a lot of guys that weren’tused to the varsity speed yet, a lot ofguys got their first time on the fieldtonight so they just have to get used tothe game speed and how hard those guyshit.”The home game marked the first of the

season and the first time the Royals hadplayed on the refurbished field. It wasalso the first home game for Perizzolocoaching at his alma mater.“Everybody’s been calling me all

week; all the alumni are congratulatingme,” Perizzolo said. “It’s a tremendousfeeling. The community is comingtogether on the passing of coach Hess

1. 11ORD-00000-00011, amending the text of Section 21-1, Definitions, Section 21-6, Discretionary Decision-Maker Jurisdiction and Designation, 21-71.4, Appeals, and add a new Division 13 titled “Certificates of Compliance and Conditional Certificates of Compliance” to, Chapter 21, Land Division, of the County Code.

If adopted this amendment will update the procedures regarding the accepting and processing of appeals, and add procedures that regulate the processing of applications for certificates of compliance and conditional certificates of compliance.

With the closest locations in Santa Maria and Ventura andthree strikes with the City of Santa Barbara, the retail companymight take a shot inside the fledgling city’s borders.Target representative Eddie Baeb wouldn’t confirm any

specifics on a Goleta plan, but did say the store has been pon-dering moving into the area.“Target has long been interested in having a store in the

Santa Barbara area, and we are actively pursuing opportunitiesthere,” Baeb said.Target has a cult-like following and enjoys a strong customer

fan base.Rachel Rose Saunders, Target enthusiast, said the store’s has

everything a one stop-shop should have from a pharmacy, gro-ceries, clothes, and gardening.“It’s a store I really like to shop in,” Saunders said. “And I

could take two hours and or walk around the whole day.”Saunders said Target carries much better product lines and

has a lot of smaller features such as the Dollar Section, maneu-verable kid carts, and nifty holiday displays.“If I go shopping on Valentine’s Day I know I can find pink

heart-glittered plates…for my everyday use,” Saunders said.A giant retailer with a loyal customer base could provide

steady sales tax revenue to the city, especially with its revenueneutrality agreements with the county expiring, along with ajobs boost.The Goleta saga started in March when Target approached

the city with a proposal to put in a store on the corner of LosCarneros Way and Hollister Avenue. City staff met with com-pany representatives to advise them about the developmentprocess, land use, and city policy.Target officials took the next step in August and filed an

application for a Planner Consultation. In a written statementPlanning and Environmental Services director Steve Chase saidthat gets the company started on putting together specificdetails for a project.The company also has purchasing options on the proposed

location, now occupied by the Goleta Valley Athletic Club.Thatcould put them on the road for submitting a proposal nearThanksgiving.“That is what a Planner Consultation is all about - clarifying

the rules of the road and estimating time and costs involved ina public planning process,” Chase said in a written statement.The Santa Barbara attempts failed in part because of con-

cerns about the location. The store proposed spot would havebeen near the airport, giving Santa Barbara the revenue streambut puts traffic and environmental complications on the city ofGoleta.The new location averts a few of these issues. The intersec-

tion of Los Carneros Way and Hollister Avenue doesn’t see asmuch traffic as the Fairview and Hollister Avenue light.Goleta mayor Margaret Connell cautioned that without an

actual proposal, it’s impossible to say what the city would do.Target could pull out despite the planning consultation.A proposal would also require a general plan amendment to

rezone the properties and realign the road.An item in the General Plan also requires that projects “big

box” stores—businesses that might draw heavy traffic from outof town—have to be looked at more closely.“There’s a lot of this kind of attention to be made before we

get to that point of saying this is right for us,” Connell said.Connell said she hasn’t been to a Target herself but is well

aware of its reputation among consumers.“When this project is looking like it’s going to move, we’re

going to hear from a lot of people,” Connell said.

Doing the Fed TwistThis week the Federal Reserve (Fed)

did what is called a “Twist.” What is it,why did they do it and what is it intend-ed to accomplish? The Fed has severalmain objectives being full employment, astable financial system and moderateinflation. They have certain “tools” attheir disposal that center around interestrate and money supply manipulation tohelp influence their economic objectives.The Fed owns assets and they decided

this week to sell some of their short termTreasury holdings (those that mature inless than three years) and buy longer term maturities. Keep inmind that the Fed previously lowered their main interest rate“tool” to nearly 0% a ways back – meaning they really can’tlower rates any further by traditional means. So by buyinglonger term government debt, they can lower interest ratesthrough this process (as they buy bonds, they increase theprices which in turn lowers the yields).But there is more. They have been trying to keep interest

rates low for mortgages by purchasing MBS paper (mortgageback securities) as well. This week they said that they plan toreinvest money coming from their MBS holdings back intothe same types of investments. This is a little different thanwhat many had predicted…thus indicating that they intend tocontinue their focus on “affordable” home loans.What does this all mean? The Fed is clearly more con-

cerned about the slow economic progress vs. inflation fears.And we believe that is probably the right thought pattern dueto stubbornly high unemployment and lack luster growth.How can the continued lowering of interest rates help?

They can support housing prices by making mortgage pay-ments more affordable. It can help those that have debt to refi-

nance to lower payments. For business-es that want to expand and need debt, itmakes the payments cheaper. They arehoping their actions will help promoteeconomic activity by lowering overallcosts and putting more money in thepockets of consumers.The downside to this is that if you

are in or near retirement, cash flowfrom investments is becoming increas-ing difficult to find. It is forcing peopleto cut into principal, modify theirlifestyle or assume more investment

risks. But if you have owned substantial positions in bonds sofar this year you are thrilled for the really nice gains they pro-vided.Going forward, if our interest rates are not competitive in

the world, then it can hurt our ability as a nation to attractcapital. This in turn could be an opposing force which increas-es interest rates, lowers our currency values in relation toother countries or a combination effect.But keep in mind that we are still the largest single econo-

my in the world which does afford us certain luxuries in thisarea not available to other countries. Additionally, many othercountries around the globe have “problems” of their own. Ifour currency does devalue, the real risk is clearly centered onenergy and the extra costs associated with importing it.Globally diversified portfolios may help offset this.How long can interest rates stay this low and inflation not

becomes a major problem? Japan is trying to figure thisout…an experiment 25 years in the making. Time will onlytell for us.

There was the year that it rained, which wasn’tquite a disaster, and then there was the year thatnone of the invitations went out, which came muchcloser to catastrophe. This year, however, with aweekend forecast in the mid 70s and all mail deliv-ered, the outlook appears pretty as a picture forArtWalk 2011 at the Santa Barbara Museum ofNatural History, 2559 Puesta del Sol.A tradition looked forward to eagerly by the

community for the last 23 years, the MuseumLeague’s annual celebration of art showcases morethan 200 artists on the museum grounds and in itsFleischmann Auditorium. “Every year, a scad ofnew art people come in,” said event co-chair PattiOttoboni, of the participating talent, whose work isall for sale. “We always get new artists but the core group isalways there.”Members of the Oak Group, founded by California land-

scape artist Ray Strong (1905-2006), are part of that contin-gent. With their images of nature a perfect complement to thesetting, the plein air “in the open air” painters are featured atthe ArtWalk every other year. Strolling alongside theMuseum’s Mission Creek, under the shady oaks, you canalmost imagine you’ve just stepped out of one of their paint-ings and continued walking, as you peruse the work of otherartists, displayed outdoors.“There’s a lot of jewelry in the outdoor show. Each year

there’s more and more,” Ottoboni said. “Painters, pottery,weaving, glass ... there’s lots of things like that.” There willalso be food and drinks for sale and musicians playing in theamphitheater.Most of the artists are local, since their work has to be

transported to the venue. Some familiar Montecito namesinclude Bud Bottoms, who has participated a number of timesand will have his work in the outdoor show, as well as PamelaLarsson-Toscher, Sophie Cooper, and Museum League mem-ber Jane Litchfield, whose work will be in the indoor show,

you have to make some hors d’oeuvres for thisevent,’” said Ottoboni, of the opening reception andhow she first got involved with the ArtWalk, whichshe co-chairs with Sue Adams.

The volunteer League members raise money for theMuseum of Natural History, the ArtWalk being its biggestevent. Generally, close to 3,000 people attend. According toOttoboni, throughout the last 50 years, the League has con-tributed more than $725,000 in support of exhibits.Approximately 75-percent comes from this summer show, and25-percent is awarded through grants.

Ottoboni has been volunteering with the league for severalyears, but notes that most members are new, and joined afterhearing about it by word-of-mouth. It’s the same for howmany people hear about the ArtWalk-- so tell your friends.The ArtWalk takes place from 10 a.m.-5 p.m. Saturday and

The Gevirtz Estate on East Valley Road turned into a kennelclub on Saturday as the DAWG Founders Fund took over thegrounds.Dogs, many adorned with costumes, and their owners mingled

on the lawn overlooking the ocean. Awards such as BestIndividual Costume and Irresistible Cuteness were given out, withprizes awarded by local restaurants.Camp Canine provided catering for dogs, offering many gour-

met and healthy treats. Attendees were also encouraged to take ascenic mile-long stroll with their companions through the woodsand gardens of the Gevirtz Estate. Proceeds of the event go to helpthe DAWG Founders Fund, which supports dog rescues and helpsprovide veterinary care and support for dogs to be adopted.
