Capacity building support to help councils in their community leadership role, which includes:
1. Provision of information and assistance for councils on effective ways of helping to increase support for would be quitters amongst:
a. Young people; b. Routine and manual workers.c. Those pregnant or likely to become pregnant;
2. Provision of information and assistance for councils on effective methods of helping to reduce the uptake of smoking amongst the young
3. As part of the above, specific focus on:a. Illicit tobacco, i.e. underage, counterfeit, and
non-.duty paid, illegal marketingb. Making linkages with wider health inequalities
agenda

A Community of Practice networkFace-to-face events and web-based tools whichfacilitate sharing of problems, what works, whatmight work, and lessons learnt:

Publication of guidance
1. Identifying, targeting and influencing routine and manual smokers and significance for health inequalities;
2. Communications and health messages to support and amplify national campaigns;
3. Tackling the demand and supply of illicit tobacco linkages with national action and on implementation and policing of national tobacco control Smoke free, sale, advertising and promotion regulations;
4. Reducing uptake of smoking among the young.

Peer support
• Targeted 25 councils will have access to peer support in addressing their specific priorities
• Will draw on Healthy Communities peers and Beacon Councils but full resources of PCH available
