MUMBAI In a move that would benefit public as well as private sector employees in Maharashtra, the state government is planning to bring down to 90 the num- ber of working days to avail paid holiday from the present 240 days. "An amendment would be made in the Factories Act, 1948, to reduce the number of working days to 90 for employees to avail paid holiday," an official in the Labour department said. The government has already decided to clear the decks for women employees to work in night shifts. Currently, under the Factories Act, women are not permitted to work between 7 pm and 6 am. The official said the Labour department is striv- ing to ease rules and per- missions required for easy conduct of business. Recently, it was decided to amend the Shop and Establishment Act, 1948 and allow shops to stay open seven days a week throughout the year. "One weekly off will be mandatory to workers. There would be minimum of nine working hours every day for the workers," an official said. The official said the CONTD. Air India passenger claims insect in onboard mealNEW DELHI

A passenger on board an Air India flight fromKathmandu reportedly found a "housefly" in the mealserved to him during the journey, but the airline said thatno sample of the food item was submitted to it for veri-fying the claim.

The incident took place yesterday on the airline'sflight from Kathmandu to Kolkata.

Air India said that since the aggrieved passenger didnot provide a sample of the "insect-ridden" food item toit for examination, it could not verify the claim.

"AI clarifies that the incident about an 'insect' in themeal was brought to our notice by a passenger of KTM-CCU flight. However, upon request to examine, thefood sample was not shared or returned to us for us toexamine or investigate. CBSE to come out with revised list ofAll India JEE on July 8NEW DELHI

CBSE has decided to come out with a revised list ofAll India JEE (Main) ranks on July 8 to put an end to theanxiety of the students who were left out of the coun-selling process for admission to IITs and NITs due to thetardiness of a few states to provide class XII scores to it.

The All India ranking list was declared on June 30 butsome states such as Telengana had failed to provide thescores by then, putting the academic career of thousandsof students of these states at stake.

"However, the board has decided to issue a revised liston July 8, 2015, to safeguard the interests of students,and as requested by the joint seat allocation authoritiesfor admissions," CBSE said in a statement.

The Joint Seat Allocation Authority is conducting thecounselling for admission to IITs, NITs and other cen-trally funded technical institutes.

CBSE said that despite several reminders, "default-ing" State boards including Telangana updated theinformation as late as July 3, "thus creating this situa-tion at the time of joint counselling for admission".

It also dismissed media reports, saying there was nodelay in declaration of the ranking list as claimed.

The ranking list was declared on July 8 last year andthe schedule for this year was July 5. The ranks weredeclared on June 30.

Delhi is not vying for being named the UNESCOWorld Heritage City this year but conservators feel "allis not lost" for the historic city and it maybe in the glob-al reckoning next year as the AAP government is push-ing for the coveted status.

The Centre had a few months ago decided to "pullout" the nomination of Delhi as the UNESCO WorldHeritage City, saying the prestigious tag, if granted, willput "lot of restrictions" on carrying out infrastructureworks in the national capital.

The World Heritage Committee, currently in sessionin Bonn in Germany is evaluating 38 nominations fromaround the globe for being inscribed into the heritagelist of the world body.

"Delhi may not be in the reckoning this year, but westill believe that all is not lost for Delhi. As, technically,it is not 'withdrawal' of the nomination, but a 'postpone-ment'.

So, next year, positively, we can again be in the race,but it all eventually depends how pro-active the Centrewill be on it," Convener, INTACH Delhi Chapter A G KMenon told PTI.

Menon led the team from INTACH's city chapter toprepare the "voluminous" nomination dossier sent bythe Centre in January last year. The Union Ministry ofCulture had sent the initial nomination to the UNESCOin 2012.

"As an NGO, we (INTACH) are trying to still pursuethe case, since we believe in it and the Delhi govern-ment too is pushing the case with the Centre, as we havebeen apprised. We met the Chief Secretary a few daysago, and though we haven't received any concrete assur-ance from their side, it's not a no either, so we are alsopositive," he said.

The Arvind Kejriwal-led AAP dispensation is verykeen on the city getting the heritage tag. During a meet-ing held at the Delhi Secretariat on June 3, Kejriwal hadexpressed "surprise" over the Modi government's moveto pull the city out of the race for the coveted tag.

He had also directed the Chief Secretary to approachthe External Affairs and Culture ministers to know theway forward. The Chief Secretary has reportedly writ-ten to the Centre, asking it to "reconsider" the decision.

"All factors seems to be in our favour, the only imped-iment now is the Centre," Menon claimed.

The 39th Session of the World Heritage Committeebegan on June 28 and will end on July 8, after which theresults would be announced.

A team from UNESCO had visited the city in Octoberto examine the heritage sites mentioned in the dossier.

The two areas listed in the dossier are Shahjahanabadin old Delhi which has Mughal-era heritage andLutyens' Bungalow Zone (LBZ) in New Delhi, part ofthe new imperial capital designed by Sir EdwinLandseer Lutyens and Sir Herbert Baker after the 1911Delhi Durbar.

Menon said, since, most of the groundwork and nec-essary inspection and examination has already beendone, now "it won't take much time, this time round."

"The structure of the feecharged for each coursealong with other funds likeinstitution developmentshould be posted on thewebsite," UGC said in acommunication to the VCscoinciding with the admis-sion season.

The move comes in thewake of spurt in com-plaints about institutesconcealing informationand misleading parents andtheir wards on tuition feeand other expenses.

The development alsocomes against the back-drop of several advocacygroups demanding trans-parency in deciding feestructure by professionalcolleges and other insti-tutes and also penalisinginstitutes who fail to do so.

"UGC desires that for thebenefit of the students whoseek admission in youresteemed university, col-leges, it would be appro-priate that all relevantinformation regarding yourinstitution should be dis-played on the website," itsaid.

UGC has also askedthem to display the profileof teachers, research out-put of the institution andplacement profile of thepass-outs of the institutes.

Institutes have beenasked to report back toUGC about the actiontaken in 15 days.

They have also beenasked to provide informa-tion on the departments,which have been recog-nised as centres of excel-lence by funding agencies,and scholarships available.

Details of students'grievance mechanism,research output and aca-demic calender are someof the other points high-lighted in the communica-tion that has to be postedon the website.

All student-centric facili-ties available at institu-tions, especially hostels,transport, all relevantapproval of statutory bod-

ies and name of nodal offi-cers for students facilita-tion services should alsobe provided on the web-site, it said.

Last week, the HRDMinistry had also encour-aged the students to visitthe 'know your college'portal, a single source plat-form to get information onmore than 10,500 collegeswhich conduct about14,000 programmes intechnical education.

The portal also covers35,000 colleges conduct-ing at least 20,000 pro-grammes in non-technicaleducation.

the efficiency," CWC offi-cials said.

CWC, functioning underthe Union Ministry ofWater Resources, RiverDevelopment and GangaRejuvenation, has close to900 HydrologicalObservation Sites spreadacross different riverbasins in the country.Officers at the site recordthe water level reading onthe gauge and communi-cate it to the DivisionalFlood Control Rooms.

As a result of the spike, the fre-quency of trains have also goneup, especially on the network'sbusiest lines, connecting NorthDelhi's Jahangirpuri to Gurgaon'sHUDA City Centre and Dwarka toNoida. ter Dayanidhi Maran was"evasive" during his ques-tioning by CBI in a case ofalleged abuse of his officein getting installed highcapacity BSNL lines at hisresidences to facilitatespeedy transmission ofprogrammes to a TV firmowned by his brother andcould be called again.

Highly-placed CBIsources claimed the 48-year-old Mr Maran, whoheld Telecom and IT port-folio in UPA-I from 2004to 2007, was "evasive onmany points" during his22-hour questioning overthree days beginning lastWednesday.

The sources said hisreplies to other points werebeing verified and he maybe called again for ques-tioning after the assess-ment has been completed.

Efforts to reach MrMaran for comments failedas he neither answeredtelephone calls nor repliedto text messages.

Mr Maran had toldreporters on Thursday out-side the CBI headquarters

that he had submitted doc-uments collected throughRTI from MTNL andBSNL which, he claimed,showed he had not violatedany norms or guidelines ofthe Telecom RegulatoryAuthority of India (TRAI).

CBI had registered acase naming Mr Maran,the then Chief GeneralManager (CGM), BSNL,K Bramhanathan and thenCGM of ChennaiTelephones MP Veluswamifor allegedly entering intoa criminal conspiracy andcausing a huge financialloss to the governmentexchequer.

In its FIR, CBI had saidover 323 high data capaci-

ty lines were installed atMr Maran's residences inChennai and Delhi, butsubsequent probe led todiscovery of over 770 suchlines.

The CBI began its probein 2011, nearly four yearsafter receiving complaintsthat a 'virtual' telephoneexchange had been config-ured at Mr Maran's housefor illicit use by Sun TVnetwork owned by hisbrother Kalanithi.

Sources said these linescould transmit hugeamounts of data but weretreated under service cate-gory and no bills wereallegedly raised between2004 and 2007.

He indicated the plan willbe set in motion once themembership drive, which isunderway, concludes. Party'sorganisational polls, whichwere to start last month, havebeen put on hold till furtherorders. At present, each partyMP and MLA is required topay one month's salary to theorganisation, while eachAICC member has to con-tribute Rs 600 annually tothe party coffer. A PCCmember has to contribute Rs300 to the state unit.

The new rule will make it

mandatory for all state unitsto distribute 50 per cent ofthe contributions received bythem to the district units.

Some 12 years back,Congress President SoniaGandhi had constitued acommittee on party'sfinances under ManmohanSingh when the party was inthe opposition at the Centre.

The committee, which hadfound the prevailing provi-sions concerning contribu-tions from active memberscumbersome and impracti-cal, had made several sug-

gestions. It had recommend-ed that every active membershall collect or contributedirectly to the PCC a sum ofRs 100 per year.

The panel had recommend-ed that the pattern of distri-bution of contributions beretained at 75 per cent forAICC, 12.5 per cent for PCCand the balance 12.5 per centto the DCCs.

As there were an estimated11 lakh active members atthat time, the party expectedto raise about Rs 11 crore ayear from them alone.

The Central StatisticsOffice (CSO) had adoptedthe new series of NationalAccounts with 2011-12 asbase year and subsequentlyrevised the GrossDomestic Product (GDP)growth rate to 6.9 per centin 2013-14 from 4.7 percent and 5.1 in 2012-13from 4.5 per cent.

It CSO has estimatedeconomic growth at 7.3 per

cent for 2014-15, slightlylower than its earlieradvance estimate of 7.4 percent.

In 2006, Chinese television broadcast adocumentary series titled ‘The Rise ofthe Great Powers’ (Daguo jueqi).

Produced by a group of eminent Chinesehistorians, the series took the country bystorm with its bold, impartial look at thereasons behind the rise and fall of nineworld powers in the modern era.

The broadcast, in hindsight, might havebeen the beginning of China’s move awayfrom Deng Xiaoping’s 24-character strat-egy that enjoined it to “…hide our capac-ities and bide our time; be good at main-taining a low profile; and never claimleadership.” The decades of economicreforms were beginning to show results.By the time the global financial crisis hadwrought its damage in the West, theCommunist Party of China (CPC) hadabandoned much of Deng’s advice.Today, this is evident in two very differentapproaches in Chinese foreign and securi-ty policies.

Territorial disputes

First, China has been assertive in terri-torial disputes. In the case of the maritimedisputes with Japan in the East China Seaand with a host of ASEAN nations in theSouth China Sea, incursions into territori-al waters of other countries has graduatedto clashes at sea with foreign vessels, andto permanent occupation of and construc-tion on disputed features. This assertion isthe result of the availability of vast eco-nomic resources and rapid military mod-ernisation.

It is also a deliberate challenge to com-monly understood interpretations of inter-national maritime law in practice, but alsoin official pronouncements by China andthrough writings by its scholars in inter-national publications. China has alsoattempted to adopt practices of other pow-ers such as the air defence identificationzone (ADIZ).

It is neither important that the argu-ments that Chinese officials and scholarsare making parrot national propagandanor that China might currently be unableto enforce ADIZ. The point is that it hasset itself up as a challenger to be takenseriously by setting precedents in mattersof international law. Meanwhile, anyexternal challenges to China’s actions

only serve to justify continued national-ism at home as well as increased militaryspending.

Beijing’s recent announcement thatsome of its land reclamation work in theSouth China Sea would be completed

soon should not lull anyone into thinkingthat Beijing is backing off from furtherprovocation. It only means that Chinacontinues to follow the opening part ofDeng’s dictum: ‘[o]bserve calmly; secureour position; cope with affairs calmly…’.

Indeed, it is illogical to expect a nationthat has blatantly violated the 2002Declaration on the Conduct of Partieswith ASEAN to change its spots.Military-related developments will con-tinue given how they are seen as intrinsicto sovereignty, and all activity will contin-ue to be termed as ‘legitimate, justifiedand reasonable’. Frequent statements willalso be thrown in on how these allowChina to better perform its internationalresponsibilities and obligations, such asmaritime search and rescue.

And yet, the telecast of Daguo jueqialso suggests that China is a power capa-ble of self-reflection and willing to learnfrom others. So, are China’s actions nowthe result of those lessons, and does itbelieve it can avoid the pitfalls that led tothe decline of the other major powers?

These questions are complicated by thefact that the U.S. remains the world’s solesuperpower and China remains deeplyinsecure on multiple fronts.

This brings us to China’s secondapproach.

China wishes to present an alternativeideology and model of development fromthat of the West. Indeed, one could arguethat for all rising powers it is not enoughto possess economic and military power,but also necessary to gain respect for amoral code that originates with oneself.This Chinese ‘moral code’ in simple termsis about every country having the right tochoose its own political and economicsystems.

As with all national moral codes, it isalso founded on a sense of national excep-tionalism. In the case of China, it isunable or unwilling to see how it can pos-sibly be at fault in its territorial claims.Having shown ‘respect’ for other coun-tries’ political regimes, China presumesthey must in turn respect the CPC’s ruleover China. However, since the CPC’sfoundational premise today is about help-ing the Chinese people ‘stand up’ andovercome the ‘century of humiliation’,there cannot be respect for the CPC’s rulewithout also respecting whatever sover-eignty claims it makes on China’s behalf.

Thus, it is easy for China to justify bul-lying its smaller neighbours who ‘disre-spect’ it by contesting its territorialclaims. Part of the power play is thisassertion of the legitimacy of the CPC inthe face of the American espousal of

democracy as a global virtue. This ‘anti-Americanism’ is what gives Chineseassertions of ‘Asia for Asians’ and objec-tions to American alliances in the regionan added edge.

And yet, the CPC’s China is also savvyenough to realise that its position of rela-tive weakness vis-à-vis the U.S. andimmediate inability to enforce its will inall cases means that it has to considerother options to break foreign distrust.Thus, under its ‘one belt, one road’ initia-tive China is offering economic largessein the form of aid and loans to financesorely needed infrastructure constructionin Asia and elsewhere. Thus, China’sexcess capital and infrastructure overca-pacity are now offered as carrots that helpdivide ASEAN and weaken oppositionwithin individual countries, even as thestick remains visible in the South ChinaSea.

There is no organised conspira-cy against NGOs. It is in thenature of power to exercise

greater control, and exempt itselffrom accountability.

The recent changes in the rulesgoverning foreign funding of NGOsunder the Foreign ContributionRegulation Act (FCRA) have beenwidely discussed. The last word on itwill perhaps never be written. TheUPA government initiated this andwe see some concrete changes now.Sifting through the bewildering rangeof issues discussed, a few stand out.First, there is a sharp polarisation onthe issue between the governmentand civil society, and even withincivil society. Second, the polarisationis based on lack of trust, bordering onfear, with each group highlightingfaults of the other. Behind all this arediffering ideas of India we all hold.

It is ironical that what is at stake isnot that important — a relativelysmall amount of money that does notsignificantly help or harm India. Thetotal FCRA funds coming in wasRs.11,546.29 crore for 2011-12, thelatest year for which the governmenthas put out figures. Of this, the fundsfor explicitly religious activities wereto the tune of Rs.270.83 crore;Rs.227.4 crore for maintenance ofpriests, and Rs.208.71 crore for reli-gious schools, together coming to6.12 per cent of total foreign funding.Similarly, those that are clearly iden-tifiable as lobbying advocacy, aware-ness building, and so on, are Rs.539crore for research and Rs. 241 crorefor awareness, or 6.76 per cent oftotal foreign funding. Even if allthese funds are used for anti-nationalactivities, what will we do if they aredomestically funded? The major usesof foreign funds are for rural devel-opment, education of the poor,health, and so on. Out of 22,702NGOs registered under FCRA,13,193 actually received grants, mak-ing it on average Rs.87.52 lakh perNGO that year. About 9,000 NGOshave rightly got their FCRA permis-

sions cancelled for not submittingaccounts or responding to repeatedreminders.

Meanwhile, there is a list of 109

international agencies that areexempt from the FCRA, consisting ofthe World Bank group, UN agencies,and so on. The World Bank fundingin 2013-14 was $5.2 billion or aboutRs.3.22 lakh crore. This funding goesto the government and not to anyNGO. Indian bureaucrats are amongthe largest beneficiaries of WorldBank and UN assignments at dollarsalaries that entitle them to life longpensions after five years of deputa-tion.

There are other foreign funds com-ing into India. In 2010, the RBIreported that FDI totalled $23.7 bil-lion or about Rs.1.40 lakh crore,about 12 times the FCRA funding.By 2014-15, this had gone up toRs.1.76 lakh crore. This is about 10per cent of the Central governmentbudget of about Rs.18 lakh crore.This would have been much higher

but for the global slowdown, as Indiagot $40 billion in 2008 before theglobal meltdown. We periodically seeannouncements of relaxation in FDIrules for various sectors like retail,

insurance, and so on.

In short, foreign funding of NGOsis dwarfed by other foreign moneycoming into India. Of this, theamount used for potentially question-able purposes is about 13 per cent.Let us look at another set of issues.All organisations working in societyneed to be transparent and account-able, including NGOs, whetherdomestically or foreign funded. TheRTI tries to do that for the govern-ment. But beyond the NGOs, corpo-rates and the government, there arepolitical parties and religious organi-sations.

The Supreme Court has admitted apetition saying that India’s two majorpolitical parties, the BJP and theCongress, receive illegal foreignfunding. Like other major democra-cies, India also does not permit polit-

ical parties to receive foreign fund-ing. But no notice has been issued bythe government to the political par-ties. One of the parties said they havereturned the money, and the matter

was laid to rest after that. Wouldother organisations, including thecorporate sector and the NGOs bepermitted to respond similarly? Thepolitical parties have also violated theRTI Act by refusing to comply withCIC orders.

Meanwhile, the MaharashtraGovernment has passed an ordinancethat an FIR cannot be filed againstlegislators and senior officers withoutprior approval to avoid frivolous alle-gations. But there is no protection forordinary citizens against harassmentwhether by the police, income tax orother authorities. The police investi-gate allegations against themselvesand give themselves a clean chit.There is no remedy for citizens whoneed some permission from the gov-ernment and there is no reply formonths or years. The government haspublicly used the phrase ‘tax terror-

ism,’ but has so far done nothing toprotect the citizen. It is well knownthat several religious organisationsand their affiliates receive foreignfunding. Those that indulge in anti-

national and subversive activities willnot be affected by the new FCRArules — their work is underground.

So we see a trend where govern-ment officers and elected representa-tives, political organisations andsome religious organisations andaffiliates are protected, but others areharassed. This is in line with some ofthe erstwhile Communist countries,such as Hungary and Russia, whichare also clamping down on NGOsgetting foreign funding. Interestinglythere is no such clampdown in theWest. Are we moving towards a freemarket economy along with totalitar-ian controls? The major reason that isoffered for these controls is thatsometimes NGOs indulge in activi-ties that are “detrimental to nationalinterest, likely to affect public inter-est, or likely to prejudicially affectthe security, scientific, strategic or

economic interest of the state.” Thiswas the classic language used by theBritish colonials in order to justifynew laws and regulations aimed atcurbing civil liberties. This is not tosay that no NGO ever does anythingwrong. If they break the law, theyshould be brought to book. There aremore than adequate laws to ensurethat this happens.

Blanket ban

There is no organised conspiracyhere. It is in the nature of power toexercise greater control, and exemptitself from accountability.Unfortunately, the Indian way ofdoing this has a colonial legacy — itis often through more red tape, lead-ing to petty corruption and harass-ment. For a handful of NGOs whomay be doing something wrong,about 13,000 are completely paral-ysed. It would be more honest if as anation we take a decision to ban allforeign funding.

Behind all this is the question of thekind of India we want to build. Theseclampdowns are really for that.Protest against economic policies isbecoming more and more embarrass-ing, with fallouts leading to politicalvictory or defeat. We have to find abalance between religious freedomand its misuse, accepting funds fromoverseas to aid in the economy butnot for civil society, and people’sinterests and corporate interests. Weneed to hold citizens as well as gov-ernments accountable, and save bothfrom needless harassment. Deepdown, there is mistrust between thedifferent ideas of India, with eachgroup trying to impose its worldview. Neither will succeed in the longrun. Equally disturbing is the lack oftrust between the people and the gov-ernment. The first task really is torebuild that trust.

The deportation in November 2014 of youngChristine Mehta who was researching human rightsfor Amnesty International (India) in Kashmir, raises

some troubling questions about the engagement of theworld’s largest democracy with research on human rights.The episode also raises concerns about how the govern-ment treats Persons of Indian Origin and OverseasCitizens of India who seek to test India’s track record onhuman rights with ground research. Government guide-lines for visa-seekers serve as useful indicators in showinghow far a government can go to protect its short-terminterests. Sadly, the guidelines are not very helpful when itcomes to defining what research is. The dictionary definesit as systematic investigation into and study of materialsand sources in order to establish facts and reach new con-clusions. The catch-all word used in visa guidelines refersto all kinds of research, without spelling out the specifics.What does one make of the rules, then? Do we concludefrom some recent actions of the government that while theauthorities are comfortable with medical research, they arenot so with research on human rights or environmentalissues — considering the manner in which some peoplehave been deported of late? The Central government hasbeen sensitive enough in the matter of sending fact-findingmissions to the Valley. Its unease with organisationsresearching the human rights track record is also well-chronicled. Ms. Mehta joins a list that includes film-mak-ers and journalists. Do we therefore conclude that the gov-ernment wants no news other than what it endorses, espe-cially from States blighted by insurgency and the Maoistmovement, and where the presence of the armed forces isan everyday reality? When India is on the informationhighway, it will be tough to suppress things for too long.India never tires of the sobriquet of the world’s largestdemocracy, but the robustness of a democracy is tested byits ability to take criticism. Unfortunately, the government,whether it is the UPA’s or the NDA’s, has displayed aprickly disposition when it comes to issues of humanrights, labour or environment. Governmental transgres-sions have been critiqued at home. Given the deep-rootedtradition of our democracy, external criticism should alsonot be construed as being inimical to India's interests. Itwas Amnesty that campaigned for the freedom of some ofthe stalwarts of the anti-Emergency movement who arenow with the BJP. It is the same organisation that contin-ues to look into the human rights track record of govern-ments in Kashmir, Chhattisgarh and Manipur. And evenmore ironical is that some of those who criticise Ms.Mehta’s deportation now were at the helm when anAmerican broadcaster was deported for allegedly over-stepping in Kashmir. India needs to re-set its tolerance lev-els, now.

"He has given over 200 pages of informa-tion to the STF about Vyapam... I have got toknow this from someone... I won't make thename public since everyone's life is in dan-ger," said Sudheer Tiwari, the president of thelocal unit of the Indian Medical Association.

Dr Sharma had taken over as dean of theNS Medical College only two months ago.The earlier dean, Dr DK Sakalle was foundburnt to death at his home exactly a year ago.

Police sources said whiskey and some med-icines were found near Dr Sharma's bed. ButDipendra Pathak, the Joint Commissioner ofPolice, said they were yet to find any evi-dence of foul play. "We are waiting for thepost mortem," he said, which will be conduct-ed after Dr Sharma's son arrives in the capi-tal.

At least 33 people who were either witness-es or accused in the scam have died over thelast five years, leading to a demand for a CBIinquiry by the opposition. A journalist whoworked for the India Today Group and wasreporting on the scam, died yesterday.

Madhya Pradesh Chief Minister ShivrajSingh Chouhan, ruling out a probe by the CBIinto the Vyapam scam and related deaths,today said the High Court is already monitor-ing the probe and the state government has norole in it.

The body of Ms Damor, who had alleged-ly used fraudulent means to clear PMT examin 2010, was found under mysterious circum-stances in 2012, on the railway tracks inUjjain.

"The journalist wanted to speak about mydaughter and examine some files. He evenwanted to get some of the papers photocopiedand kept those with him," he said.

The papers were related to the petition thefamily had filed in court calling for a CBIprobe into Namrata's death. The appeal hadbeen turned down. "Eyewitnesses said shehad apparently been killed before her bodywas placed on the tracks," her father said.

The journalist, Mr Damor said, wasabsolutely fine and they had a "peaceful con-versation". "But while sitting in the room hestarted frothing at the mouth... We rushed himto the hospital," said Mr Damor. He had beentaken to three hospitals, but the doctors hadnot been able to revive him.

Kailash Patidar, the doctor at the local civilhospital, said the young man had apparentlysuffered a heart attack. But this has been con-tested by Mr Singh's family, who said he hadno health problems.

At least 35 people, who were either wit-nesses or accused in the Vyapam scam, havedied over the last five years. This morning,the dean of a medical college in Jabalpur whowas helping with the investigation was founddead in his hotel room in Delhi.

A lawmaker can at present have a three-course lunch at the parliament canteen for amere Rs. 38. The canteens were much innews lately when Prime Minister NarendraModi walked into one of them for a simplevegetarian lunch.

The low prices at which lawmakers andother designated people can feed themselveshave not been revised since 2010 by anauthorized committee headed by TelanganaRashtra Samithi lawmaker Jithendra Reddy.

Mr Reddy was not available for comment.However, BJP lawmaker Arjun RamMeghwal told IANS: "The prices are revisedevery three-four years. We will discuss it inthe committee and the government can take adecision."

The subsidy has been in place since 1952.The canteen facilities are also availed of bythe Rajya Sabha secretariat, the Lok Sabhasecretariat and the media.

Privately, however, many lawmakers main-tain that the situation is much overrated. MrMeghwal said: "Some of the lawmakers stayalone, they have to eat when parliament is insession."

According to Mr Rajesh, the problem isthat most Indians think all lawmakers arevery rich.

"In the public mind, only one category oflawmakers are there, those who are very rich.Fifty percent of lawmakers are like that, butsome others like us are also there who are notrich," Mr Rajesh said, adding that outsideparliament, there are many more richer peo-ple, who get bigger subsidies. (A lawmaker'ssalary is Rs.50,000 per month plus otherperks.)

"There is a thinking that rates at the parlia-ment canteen are very cheap. But the fact isthat quality is also like that (nothing to writehome about)," he added.

Many lawmakers claimed they don't eat atthe parliament canteen at all.

"I only take lunch at the parliament can-teen. All my other meals are at home," MrRajesh said.

Maharashtra Could...decision would help in recruitment of more

workers and the shop owners will be able todo more business. A Government Resolution(GR) was issued in March this year.

"It has been made mandatory to providelicence for setting up of shops within sevendays of receiving application. If that does nothappen, the receipt of payment and acknowl-edgment of application will be considered aslicence," the official added.

Similarly, the contract licence will alsoneed to be given in seven days, failing whichthe payment receipt and acknowledgment ofapplication would be considered as licence.

The Labour department has decided to startself certification-cum-consolidated annualreturn scheme for boiler/economisers. Steam-boilers are needed to start machinery in facto-ries. Boilers require yearly inspection, whileeconomisers need inspection after two years.

"Earlier, factories had to apply to the stategovernment for yearly inspection. Now, com-panies with surface area of more than 1,000sq meter will have boiler operation engineers,who will carry out self certification in theprescribed format and submit the report to theLabour department," the official said.

It said the government should do away withthe affiliation system as it dissuades collegesfrom innovating and "encourages non-seriousplayers to enter 'education market'" as thesystem has rendered universities as mere con-troller of examinations.

"In its place, we should rather have a sys-tem where educational institutions have thelatitude to craft their own academic pro-grammes, develop appropriate curricula andalso grant degrees," the Board said.

This, it said, must be coupled with the set-ting up of a robust accreditation system runby professional bodies where accreditationoccurs at the level of individual academicprogrammes rather than at institutional level.

The Board's views on regulatory mecha-nism and its suggestion that the educationalinstitutes be given more autonomy may bewelcomed by many, especially in the acade-mia.

The views of the Board were communicat-ed to the Ministry barely weeks after theHindutva body held a conference, which wasattended by HRD Minister Smriti Irani andher ministerial colleagues where RSSGeneral Secretary Krishna Gopal had pitchedfor an overhaul of the education system withassimilation of Hindu thoughts.

Among its more debatable demands are thatAyurveda, Siddha and other indigenous med-ical systems be included in an "integrated syl-labus" for medicine.

It has also called for major changes in allfields of higher studies, ranging from socialsciences to humanities, medicine and scienceand technology, besides introduction of valueeducation so these can become a "differentia-tor" between "Bhartiya" and other educationsystems.

"India is yet to achieve targets as set forthby Tarapore Committee for initiating theCapital Account Convertibility and anyattempt to do it now will be in violation of theReport," the resolution said.

Discussing the details 9to5Mac,which got its hands on the prototypelogic board of the iPhones 6 models,says that the logic board sports a newNFC chip labelled as NXP 66VP2,which is an upgrade from currentmodel's NXP 65V10 NFC chip.However, it remains to be seen whatchanges does it bring in the handsetfor end users. Addressing students ofthe Jaypee Institute ofInformation Technology(JIIT) during a convoca-tion ceremony in Noida,

the home minister said:"As the home minister ofthe country, I don't havecontrol on many of thecyber-crimes here as theserver is located else-where."

"In order to check grow-ing cyber-crime, we mustdevelop cyber-infrastruc-ture," he emphasised.

Echoing Prime MinisterNarendra Modi's call forbuilding I-ways (informa-tion highways), the minis-ter said: "We need high-ways, roads, but we alsoneed I-ways in our coun-try."

"Our neighbour Chinahas shown us how we canchallenge Google bydeveloping its own operat-

ing systems," he added.

Talking about the ongo-ing Digital India Weeklaunched by PrimeMinister Narendra Modion July 1, the home minis-ter said: "Our governmentis not only promoting digi-tal governance but I amconfident that India willsoon reinforce its digitaldominance in the world."

Urging the students touse education in a con-structive manner, Singhsaid: "Education whileused in a constructive wayis always beneficial tosociety but when abused itmay prove dangerous."

Referring to new mani-festations of terrorism, hepointed out that all mili-

tants are not illiterate.

"Some of them (mili-tants) are highly qualifiedand technically sophisticat-ed. This is a clear exampleof how technology can beabused for creating troublein society," the ministersaid.

Mr. Wala said his team hasalternative options, if the talkswith the government fail to mate-rialise.

“We want to go for an existingfacility, preferably. Instead of fac-ing bureaucratic challenges likelocating land, raising money andgetting permissions. It is betterthat we cut short the long process.We want to build the academy thisyear,” he said.

Mr. Wala said in the next 45days, a space will be finalised forthe establishment of the academy,which will work towards develop-ing and popularising kabaddi inthe state.

“Once we have a space locked

up, Arjuna awardee Ramesh sir,and Suresh sir will work with thedirectors. We will put perhaps sixqualified coaches. We are tryingto pick coaches who play,” hesaid.

The kabaddi team owner furthersaid, “One of the key activities ofthe academy will be to approachschools to include kabaddi in itscurriculum, and to build passionamong children. We will alsointroduce the fun element, may bethe touch-kabaddi format,” hesaid.

“Yet another intention of settingup the academy is to provide rightdietary support and physiqueinputs. We believe that quality ofplayers emerging will be muchhigher than what it is today. Thiswill help draw talent into the mainkabaddi team - Bengaluru Bulls,”he said.

Another intention of establish-ing the academy is to build a sec-ond team for drafting talented andmatch- experienced players intoBengaluru Bulls, Wala said.

“We want to build the secondteam which will play tournamentsoutside the league. Playing

matches will give them matchexperience on regular basis. It

would be a bad idea to induct tal-ented players without match

experience. The academy willcater to this need,” he said.

“For doubles, the top 16 pairs will qualify and wehave to be in the top 13. Ideally we want to be in thetop 10. The qualifying process started this May andends next May. There are quite a few tournaments(left to qualify) but until the last moment anythingcan happen. It’s still a long way to go,” said theBengaluru-based player at a promotional event heretoday. “When we qualified for the Olympics the lasttime (2012, London), we had to wait till the Indianopen and had we lost in the quarters, we would nothave qualified,” recalled the 25-year-old Ashwini.

Currently Jwala and Ashwini, who complementeach other with their different areas of specialisationon the court, are ranked 13th in the world and theirfirst major outing is next month’s WorldChampionships in Jakarta, Indonesia where the pairwants to win a second medal, said Ashwini.

“I would love to win a medal at the WorldChampionships. Yes, we have won a medal (bronze)earlier (in 2011 to create history). And now Jwala andI are working towards winning another medal,” saidAshwini. Ashwini welcomed the reported appoint-ment of a specialised doubles coach, Malaysian TanKim, but said she wanted a separate camp for doublesplayers, to be held separately from those who playsingles.
