New school board candidate will challenge Mattox in District 3

Attorney John L. Lumpkins Jr. has decided to run for Goochland School Board in District 3.

The months-long haggling about the schools budget came to an end last week as the board of supervisors voted to approve just over $23 million for the county school system operating fund.

Goochland County Administrator Rebecca Dickson led the supervisors

through a presentation outlin-ing recent changes which made it possible for the county to increase the local transfer to the schools by $425,000.

That, along with other changes including increased state revenue, reduced health care premiums, a smaller VRS rate increase and the decision to use a forecast of 100 percent of sales taxes directed to schools resulted in the final number.

Some supervisors wanted to add more.

District 4 supervisor Malvern R. “Rudy” Butler proposed adding

Goochland County Administrator Rebecca Dickson announced Friday that two county departments have been combined, resulting in the elimination of three county positions.

As of April 7, the Buildings and Grounds Department has been

combined with the Department of Parks and Recreation under the supervision of Parks and Recreation Director Derek Stamey, Dickson told the Gazette.

It’s been years since Goochland High School has had its own literary magazine. No one seems to be quite sure when the last one was pub-lished.

But English teacher Emily Holloway and her staff of stu-dent writers, artists and editors

plan to put an end to that situa-tion with the first edition of The Quill, due out May 2.

They’ve already collected a good bit of material.

“We have a lot of pieces I’m really excited about,” said Holloway in a recent interview.

In her first year teaching English at GHS, Holloway hails from North Carolina. She got her B.S. in English Education

at NYU and her masters from the University of Mississippi. She taught English as a foreign language in Taipei, Taiwan for four years and for two years in Wadesboro, N.C., where she was the sponsor for the local high school’s literary magazine.

“It was my idea to get the magazine restarted,” said Holloway. “It’s important for the kids to get published.”

The staff, which meets every Wednesday, is still soliciting articles and will even accept anonymous pieces. Short sto-ries, poetry, art, cartoons and historical or government relat-ed articles are on the want list, although not every submission can be guaranteed publication.

Plans are to publish the magazine entirely in house, using the high schools bun-dling machine to bind it. It will run about 55 pages and sell for either $3 or $4 dollars.

Senior Jason Howell is con-tributing a science fiction story to The Quill. He is also a staff member.

“When I heard Ms. Holloway was doing a magazine I jumped right in,” he said.

Staff members Amber Miles and Nakia Richardson, both seniors, are also contributing. Miles with poetry and artwork and Richardson with more art.

Junior Kaitlynne Brightwell said she was glad to see the Quill coming to life.

“There was nothing at school that focused on liter-ary things,” she said. And to Brightwell it’s important for students to read contemporary work written by people their own age. “Teenagers need to read more things written by their peers, not just things by people who have died,” she said. She’s contributing short stories and a poem.

Advertisements for the Quill are running on the school’s in house TV Channel, News 2 and posters are hanging on school walls.

Money for the magazine will come from the activity fund, said Holloway, with the goal to pay those funds back and per-haps turn a profit.

Picking the name for the new magazine was solved by a fund raising contest, with donations to jars marked with prospective

names counting as votes. Other ideas for the moniker for the new magazine were, The Gooch Pooch, Bulldog Inklings and The Pawprint. The Quill won out and about $100 was raised in the process for a donation to the Goochland Free Clinic and Family Services.

The magazine will be avail-able at GHS, the Black Swan, Goochland Public Library and Goochland Free Clinic and Family Services, said Holloway.

Next year may see two to four editions of The Quill if the first edition is a success, said Holloway.

another $100,000 to the county transfer, taking the money from fund balance. District 1 Andrew Pryor backed him.

But that idea met oppo-sition.

“We’ve plowed that field before,” said District 5 supervisor James W. Eads. “It makes no sense.”

Butler’s motion died on a 2-2-1 vote, with Chairman William E. Quarles Jr. abstaining and supervisors Ned S. Creasey of District 3 and Eads voting nay.

In the end the changes amounted to a $795,000 increase in the schools operating budget over what the county had previously projected.

But it still did not match what the schools had asked for.

Schools had originally approved a $23,696,456 operating budget and sub-mitted it to the county.

Another new wrinkle was

that the county approved schools operating budget adds money to instruction and takes money out of Administration, Attendance and Health to the tune of not quite $200,000.

Other categories also saw reductions from the schools request.

Technology took a $114,000 hit.Pupil trans-portation and Operations and Maintenance were both reduced by more than $200,000 under “Option B,” as the adopted plan was designated.

Only instruction benefit-ed from the changes, receiv-ing an extra $100,000.

Goochland Education Parents Association (GEPA) Chairman Penny Palen said later in the week she was extremely disappointed.

“It’s like they said we’re going to cut your funding and tie your hands behind your back as well,” said Palen. “We’re talking about nurses and clerks here.”

School Board chairman Ivan Mattox was also disap-

pointed, calling the supervi-sors’ decision on the school budget “micromanaging.”

“It’s the last thing you should do when you’re oper-ating on limited funds,” said Mattox of the shifting of funds between categories.

Schools given new reporting requirements

Supervisors also adopted a resolution authorizing them to withhold $500,000 from the FY2012 schools budget if certain reporting requirements are not met by the school administra-tion.

Those requirements include quarterly financial projection reports from schools, more detailed line item reports of expendi-tures and projected rev-enues from all sources. The projections are to be submitted 20 days after the close of each quarter.

Also required in the FY2013 budget that will be presented sometime next January from the schools

are a detailed personnel listing showing how many employees in each job clas-sification in each category are funded in FY2012 as compared to FY2013 bud-get, how many of the posi-tions in each category are directly supported by State Standards of Quality fund-ing and details for each line item, including prior year actual expenditure com-pared to FY2012 adopted and FY2013 approved and itemized detail for expen-diture line items over $10,000.

Mattox said he thought there could be legal issues with appropriating money for schools and then not providing it.

“We have to issue con-tracts,” he explained, citing breach of contract possi-bilities if money were with-held if the new reporting requirements were not met.

Goochland School Superintendent Linda Underwood said the school division will provide the county with the informa-tion it has requested.

“Knowing in advance what types of information and in what format the county wants information will allow us to develop and maintain databases consis-tent with what the county has said it wants,” she said.

But finding ways to reduce the budget will be difficult, said Underwood.

“This is the third year we have made reductions and since we went to support services for our first reduc-tions, it is very challeng-ing to find ways to reduce those services even more. Increasing cost of fuel and the need to maintain aging facilities add to the chal-lenge,” said Underwood.

then worked as a police officer for Fairfax County for two years as a patrolman in the Mount Vernon District.

He began his law career in 1988 and currently is a part-ner in Lumpkins Spears, spe-cializing in estate, probate and small business law.

Lumpkins recalled a board of supervisors meeting in 2007 where plans to build a new elementary school were being discussed.

“I was scratching my head,” recalled Lumpkins. “The num-bers didn’t work; there was not enough revenue to cover expenses.”

It was then he said that he started to become concerned about the relations between the board of supervisors and the school board.

“I started to see tensions between the two boards,” said Lumpkins. His concerns have grown during the last two budget cycles.

Lumpkins said it’s obvious that the supervisors do not trust the school board and

with the recent budget have begun to micromanage the school board.

“This is not good for the schools,” said Lumpkins.

Openness and transparen-cy are essential said Lumpkins and if that is the case, the money will be there for the school system, he believes.

Lumpkins said although school board candidates run as independents, he plans on asking for the endorsement of the Goochland Republican Committee. Lumpkins said he also hopes to meet with the Goochland Education Parents

Association.He decried the tactics of

the current school board.“If you dig your heels in

with the board of supervisors you are going to lose,” he said of the just concluded budget process, which saw schools come up short of the money they requested.

Lumpkins said that he hoped to see the day when Goochland schools would draw more students from the eastern end of the county.

“The school board has to become part of the solution for the county,” said Lumpkins.

An economics and com-merce major, he is a graduate of Goochland High School and is the son of Mr. and Mrs. Glenn A. Carter of Manakin Sabot.

Budget adopted after another hearing on Tuckahoe Creek Service District

Goochland adopted its bud-get last week, but not before another public hearing on the Tuckahoe Creek Service District tax rates.

This gave practically a room-ful of opponents the opportu-nity once again to have at the increase to 31 cents of the TCSD ad valorem tax rates.

A presentation by Finance Director John Wack showing that because of the decline in assessments a typical homeown-er in the TCSD would still pay less in taxes than in previous

years despite the ad valorem tax increase was dismissed as “smoke and mirrors” by Dan Zoden, who maintained that the tax increase was “just a bandaid. We’re not getting anywhere close to paying this off,” said Zoden.

Deane R. Dubansky, who lives in Kinloch, rose and rattled off a rapid fire list of questions about the origin of the district, including asking who was the initial drafter of the bond, did the county attorney approve the bond and what the total debt is, and are the board of supervisors voting records on the bond avail-able, among other questions.

Close to another dozen

speakers rose to rail against the ad valorem tax, many voicing the now familiar refrain that the county as a whole would have to take responsibility for paying off the TCSD debt, rather than depending on the district’s land-owners alone.

“I’m scared to death as to what is going to happen to us as individuals and as a county,” said David Love. “When word gets out about what’s going on out here, it’s really going to be a rural county.”

Steve Thomas of Kinloch warned that “everybody in Virginia is going to know that this county has a major prob-

lem with taxes and it’s going to affect what happens, not just in Kinloch, it’s going to affect everything in this county,” and warned the supervisors that they were “about to ruin the business of this county.”

One gentleman suggested asking Henrico County to buy the system.

In the end the ad valorem tax increase was passed 4-1, with supervisor Malvern R. “Rudy” Butler voting against.

The board also approved maintaining the current 53 cent county-wide real estate tax rate and also approved an increase in water and sewer rates.

an office assistant and a maintenance laborer, said Dickson.

“The functions of the two departments overlap in many ways so this arrange-ment should create opera-tional efficiencies as well as allow us to provide bet-ter service to our customers both internal and external,” she said.

Dickson said the coun-ty has also eliminated the human resource coordinator position “but will be creat-ing a new Human Resource position that is focused on

safety and risk manage-ment responsibilities, staff training and employee rela-tions.”

County employees had gathered for a meeting in the gymnasium in the Parks and Recreation building Thursday morning to hear about the changes, which Dickson had alluded to at the Board of Supervisors meeting last Tuesday eve-ning.

Thursday was the last day on the job for the employees whose positions were elimi-nated, although they will be paid through July 1, said Dickson. The county hopes to advertise for the new

Human Resource Director within the next week or two, with a goal of filling the new position by mid June.

Dickson said the reor-ganization resulted in sav-ings which will be redirect-ed primarily to economic development efforts.

Do the people of Goochland know the hiring and firing princi-ples in the administration offices?

I was raised in Goochland. My mother has worked in Goochland for over 20 years as a public ser-vant. Last week she was one of five locals who were fired. She was told it was a downsizing move though her office position will be filled by someone else.

After talking to several com-munity members she suspects the actual reason she was one of the chosen few is simply because her benefits cost the county more as an older individual.

Yet in that same county office, full-time benefits are issued to its part-time employees. My mother is a kind lady with two years to retirement who loves

Goochland county and felt moved to contribute her customer skills in the town she calls home. As these

Like an exhausted marathon runner straggling across the finish line, the county last week ended the FY2012 budget process.

Or maybe that description bet-ter fits the state of those observing the process. Perhaps the supervisors, agency heads and county and school administration have an abundance of energy left over.

But I doubt it.Now comes the process of get-

ting back to work and performing the business of the county and the schools with the money allocated.

It seems such a laborious process but then again undoubtedly there is much more to it than meets the eye. And wasn’t there talk not too long ago of introducing a two-year budget cycle?

One thing is clear though. Next year’s budget cycle is likely to be somewhat different, if only because the composition of the two boards will have changed. With a least one new supervisor assured (Jim Eads is not running) and one new school board member (Max Cisne has all but said he will not run again) and the possibility of other new members as a result of contested races, perhaps next year things will be more pleas-ant.

Let’s hope the supervisors and school board members, whoever they may be, will be able to forge a more amicable relationship as they work together. They seemed to have had a mighty hard time this year. And although the alarming increase in gasoline prices does not bode well,

perhaps the economy will finally turn the corner.

We can only hope.

Spring brings color to the rescue

But if the budget process was a tiring one, just taking a walk outside can be enough to rejuvenate one’s spirits, espe-cially on a day like last Sunday. A leisurely stroll in my neighborhood was a boon as I noticed the abundance of color and enjoyed the pleasant spring weather.

In my neck of the woods people seem to like camellias, one of my favorite flowering shrubs. Although many were just past the peak of their bloom, they still presented a cheerful spectacle. Daffodils are mostly done for, but tulips were abun-dant and a bright patch of pansies offered restorative balm to eyeballs tired from the computer screen. Azaleas everywhere seem poised to burst out into full color and dogwood and other flowering trees added to the palette of hues.

I returned to the house in a far better frame of mind, reminded that despite the difficulties brought on by hard times, nature and the changing seasons still abide outside and above all human travail. It’s enough to make an old rose gardener pick up his spade and once again do battle with the aphids, Japanese Beetles and assorted fungi that conspire to thwart the perfect hybrid tea bloom each year.

There’ll be a budget again next year, but thank goodness also a spring.

low paid public servants are fired, sent into the recession a year or two before retirement with no more health benefits, I wonder how it is that the county can hire a new (out-of-town) fire chief for $83,000 a year plus benefits.

Many public servants take a low-paying job with the govern-ment because they know their benefits will provide for them late in life. Whose beliefs or ethics do these administrative “representa-tives” portray?

Are there no local Goochlanders qualified to fill these roles? I find that hard to believe. I went to school with hun-dreds of smart, hard-working, qualified loving Goochlanders who actually want what’s best for the county and not what’s best for their resumé.

Would Ms. Dickson and other six figure representatives and supervisors consider making what other public servants make? I think that would be much more rewarding to the local community than firing their own while offer-ing attractive salaries and benefits to people who do not know or love Goochland like we do.

Is this the economic rede-velopment plan the people of Goochland want? Is this the fiscal acumen Ms. Dickson brings us from Chesterfield? Or are the people of Goochland unaware of that this is the “quality of life” she had in mind when she relocated and brought her external, non-native workforce with her?

Heard one good TCSD proposal

In listening to public com-ments regarding the TCSD tax, I only heard one proposal to move this issue forward. That involved trying to engage Henrico County to partner with us. This speaker also pro-

vided a menu of reasons for both parties to jointly engage in this activity. Though the county-wide implications of our inability to service this debt appeared to be obvious to all, the use of a band aid approach the board of supervisors is considering will only delay the inevitable.

As to the other public com-ments on this issue, to hear the speakers, the board of supervisors are either cunning cads or inept, a most difficult conflation of behaviors. I also found it interesting that many of the speakers who are directly impacted seemed to suggest that answering their ques-tions about how the county got in this situation could be informed by their experience and expertise.

Of course the fact that they find themselves in this situa-tion suggests that either that they were mislead (i.e. inad-equate disclosure) or that they were guilty of not exercising due diligence. I in general, lack patience for folks who complain and ask others to take respon-sibility to which, in one way or another we all are party to. As to our apparent inability to reiniti-ate the financing of this project, I take heart in how the Federal government recently dispensed with standards of contract law and bondholders etc. all took haircuts (saving the country

from the economic precipice).I think that some discrete

pressure from the county to the people holding the financ-ing agreement might get them to reconsider if they faced the prospect of having to eat a lot of pipe.

Let’s spruce up Goochland!

In the past couple weeks there have been a couple letters from concerned citizens regarding the litter along our local roads. Despite public awareness campaigns, anti-litter signage, youth education, and fines; lit-ter continues to be a perennial problem in any locality. Litter has certainly increased on our roads this year, which may be due in part to an exception-ally windy winter and spring. Since many people in the county dispose of their trash at the convenience centers, the simple action of ensuring that your trash cans or bags are tied down before leaving the house can easily reduce unintentional littering.

The county implements anti-litter and recycling activi-

ties at the local level through a small grant received from the Department of Environmental Quality. Our grant comes from the Litter Control and Recycling Trust Fund, which is composed of annual litter taxes on manufacturers, wholesal-ers, distributors, or retailers of consumer products and excise taxes on soft drinks, beer, and wine coolers. The Goochland Anti-litter and Recycling Council (GARC) implements many litter and recycling proj-ects using these grant funds and volunteers.

In honor of Earth Day on April 22, let’s get out this month and spruce up Goochland. GARC has plenty of orange trash bags, litter grabbers, safe-ty vests and signs for roadway clean ups.

Call me at 556-5850 if you need any litter pick up supplies. You can choose a roadway seg-ment or just clean up the road-side in front of your house. If you are interested in a longer term commitment, consider VDOT’s Adopt-a-Highway program (call 752-5511 for more information). Together we can keep Goochland Clean and Green!

Bulldogs down Caroline and Orange

The Goochland baseball team fought off a steady drizzle and a pesky Orange squad to claim a 5-4 victory over the vis-iting Hornets on Friday night. It was the Bulldogs’ second win of the week.

Days earlier, Goochland defeated Caroline 13-10 in a game that they made harder than it had to be.

Pitcher Austin Goyne got his first win of the season for the Bulldogs. “He’s pitched well enough to get other wins, but we haven’t backed him up offensively,” Goochland head coach Wes Farkas said. “He threw a solid five innings to get the win against Caroline.”

With Farkas taking a few days off to be with his new daughter, assistant coach Dan Summitt assumed managerial duties for the Caroline game.

The Bulldogs took a six-run lead after four innings, but couldn’t hold off a hard charg-ing Caroline team.

“After falling behind 2-0, we took advantage of some of their mistakes and came back to take the lead,” Summitt said. “From that point, we settled in and went up 13-4.”

contest a game. “We made a few mistakes

and let them back in the game, but that’s high school baseball,” Summitt added.

On Friday night, Wes McGuire took the mound against Orange and pitched a complete game to get the vic-tory.

“I don’t think Wes had his best stuff today, but he pitched well enough to keep us in the game until our guys picked it up and came back,” Farkas said.

In the bottom of the sixth inning with the score tied at four and no outs, J.T. Puff stretched a single to a double. Mcguire helped his own cause

by bunting Poff to third then Puff scored on a Dylan Dolan sacrifice to give the Bulldogs a one run advantage.

The Hornets tried to mount a comeback in the final inning, but McGuire closed the door, upping the Bulldogs record to 4-3, 2-3 in the Jefferson District.

“I thought both pitch-ers pitched well today and we made some plays in the field when we needed them,” Farkas said. The coach was also pleased with the way his team scored the winning run.

“Both of our go ahead runs were manufactured and scored on sacrifices,” he said. “That improves our ability to win the

close games and builds team character.”

Goochland currently finds itself in a heap of schools in the Jefferson District who trail league leading William Monroe.

“Right now, there are a bunch of teams grouped together in the district, so the race is still pretty much wide open,” Farkas said. “It’s so early and I know we have the talent. We get on a roll and we can win the whole thing. It’s a matter of who gets the momentum.”

Orange coach Brian Rasnick said the loss was disap-pointing, especially after such a stellar performance from his pitcher, Zach Reininger. The

hurler pitched seven complete innings and added a home run and three RBIs at the plate.

“Zach was great but our defense let us down,” Rasnick said. “This was a tough loss because the district is so close that any chance you have to get a win on the road, you need to take advantage of.”

Rasnick said close isn’t good enough to get a win in the district. “Goochland made the plays in the later innings and deserved the win. It’s a position we’ve been in before. The Indians captured their second victory over the young Bulldogs, 9-1 on Monday night in Goochland.

Powhatan got off to an early start, scoring four in the sec-ond inning and padding that

lead throughout the remaining stanzas.

Goochland couldn’t get moving offensively and a pow-erful group of Powhatan bats took advantage of several mis-cues to secure the win.

“I thought we didn’t play up to our potential today,” said Goochland Coach Amy Henneberger. “We are capable

of playing much better. When you play a team like Powhatan, all aspects of your game must be sharp, and we didn’t have that today.”

The Indians put the game out of reach in the fourth inning when Katelynn Garrett hit a two RBI inside the park home run.

Powhatan added another

run in the fourth for a 7-0 lead.

Indians’ hurler Rachael Walters was overpowering for five innings and the Bulldogs had trouble catching up with her pitches. “I thought we controlled the game with our pitching today,” said Powhatan Coach Marie Crump.

Crump felt her team came

up with key hits when they needed them. “Offensively, I thought we had a couple of good innings where we hit strong and made good con-tact,” she said.

Despite the No. 7 ranking, the Indians are still a work in progress. “It’s one of those

You win some and you lose some.

That’s exactly what the Goochland’s girls soccer team did last week, recording a 7-0 win over Nottoway and drop-ping a one-sided 5-0 decision to visiting Orange.

Coach Tom Reid felt the Bulldogs looked relaxed against Nottoway, and the win bol-stered the young team’s con-fidence.

“The Nottoway game was fun for the girls and everyone who was on the bench got to play,” Reid said. “The game let the girls know that they can win and sports are fun to play. As always, when we get a lead many of the team members get to play.”

On the other hand, the Hornets were just too strong for Goochland and utilized a healthy dose of speed to sub-

games where you are looking to get better,” Crump said. “I thought we made a couple of base running mistakes, but we’re young and will get bet-ter.”

When it comes to sum-ming up her opponent, Crump noted something that may please the Goochland squad. “They are an improved team from the last time we played,” she said.

Freshman Katlyn Jones got the start for the Bulldogs and went five innings.

Henneberger felt her team didn’t put their best foot forward against the Indians. “I’m disappointed with the outcome,” she said. “We can hit a lot better and we can play defense better than we did today. We let a lot of balls drop in between the infield

and outfield. That killed us.”

due the Bulldogs. “The Orange team had great speed and skill in areas where we are not quite as proficient,” Reid said. “The

girls often become frustrated and this shows in their faces and actions. We try to encour-age them to improve their

speed and skills in every game and practice.”

Whether it was a drastic change in weather conditions or the physical challenge of games on consecutive days, the Bulldogs couldn’t dent a stubborn Orange defense and dropped a 5-0 decision.

“Back-to-back games are tough as most people need time to rest and recover from a tough game,” Reid said. “I do not think that fatigue was a factor but the change in temperature could have been, especially quick up and downs of several degrees.”

Hornet coach Lindsey Jones was pleased with her team’s performance. “I thought we started off a little rocky at the beginning, but we picked up speed and momentum as the first half progressed,” she said. “That really helped us during the second half and we carried that momentum over.”

Orange has concentrated

on increasing the speed aspect of their game during practice, and that work paid off against the Bulldogs. “We’ve worked hard to improve our speed, because we played too slow in some earlier matches,” Jones said.

Alexa Eclipse had two goals for the Hornets, one of them coming on a free kick from about 35 yards out.

“Alexa is a great team play-er,” Jones said. “She has lovely tracks and beautiful control of the ball and we can always depend on her to get it in the goal.”

Reid pointed out that the Bulldogs would continue to work on making the small improvements that make a difference between wins and losses.

“As a team we are not play-ing as well together as we had hoped for by this time in the season,” he said. “They will continue to improve and we

can surprise some of the other teams. We need to improve our vision of the field and become better passers.”

The Bulldog coach is encouraged by the play of some of his younger players.

“Freshmen that have stepped up are Rebecca McCann, Mesa Willis, and Jessie Short as a keeper,” Reid said. “Others are improving from week to week and are developing a more positive mental attitude of the game.”

It was the best of both worlds.

While one dedicated Henrico County public servant was ending a near-ly five-decade career with the Police Department, another was accepting the command reins after years of dedicated

service.

Outgoing Henrico County Police Chief Col. Henry W. Stanley officially handed over the command to new chief Lt. Col. Doug Middleton at a change of command ceremony held last week in the plaza at the Western Government Center in Henrico.

Stanley began his career in 1962 as

a patrol officer and rose through the ranks to assume the chief’s position in 1995. One day away from his last day on the job, Stanley told the group he approaches retirement with mixed emotions.

“I’m very excited about retiring,” Stanley said.” In fact, I’ve just about

Henrico County Public Schools (HCPS) the 2011 Virginia Healthy Business of the Year at an April 5 awards luncheon at the Newport News Marriott at City Center. Virginia Secretary of Health and Human Resources Dr. Bill Hazel presented the award during the second Reducing Tobacco Use National Conference co-sponsored by Prevention Connections and the Virginia Foundation for Healthy Youth.

Henrico County Public Schools was recognized for its exceptional health and wellness services and its commit-ment to smoke-free workplaces. HCPS Supervisor of School Health Jessica Dawson and Administrator of Social Work Services Jan Parrish accepted the award for the school system.

“Prevention Connections commends Henrico County Public Schools for providing a healthy, smoke-free envi-ronment and for its progressive, inno-vative health and wellness programs,” says Prevention Connections Chairman Danny Saggese.

“I am proud to represent Henrico County Public Schools and appreciate that our administration, school board, and leaders value the whole child and the relationship between health and education,” says HCPS Supervisor of

School Health Jessica Dawson. “Our efforts are guided by our School Health Advisory Board, and we implement the Coordinated School Health Framework to meet the needs of our students and staff.”

All Henrico County school buildings and grounds are smoke-free, except for small, optional designated smoking areas for employees that are out of sight of students. HCPS employees are not permitted to use tobacco products in the presence of students.

The school system’s Coordinated Health Program provides health and wellness services to approximately 7,000 staff members and 47,000 students. It includes a wide array of programs and initiatives, including:

• The HCPS Wellness Policy: Created in 2006, it ensures that nutrition and activity are enforced beyond the stan-dard practices as regulated by the federal and state government. All sodas except diet sodas have been eliminated from School Nutrition Service’s student vend-ing machines along with high-calorie and high-fat snacks.

• HCPS… Let’s Walk!: A twice-yearly walking program, provides a safe, half-mile walking route and pedometers for

counted the hours. It’s mixed emotions. I’m sure the phones won’t ring at night anymore; at least that’s what I hope. But those are the things I will miss because I’m really concerned about every officer in the division of police,” he added.

Stanley said he’s handing over the command to capable hands in the form of Lt. Col. Middleton. “I’m sure Col. Middleton will lead you into the future. I hope you will continue to do what you’ve done in the past and that’s continue to serve the citizens of Henrico County in the best possible way,” Stanley told the assembled ranks.

Middleton began his career with Henrico in 1972, after a distinguished military career that included service in Vietnam as an aviator and radio opera-tor. The Hermitage graduate received two bronze stars among other awards for his service.

Middleton was selected after an extensive national search and chosen from 37 candidates rep-resenting 18 states.

“It’s awesome to see the crowd here today and it’s also won-derful to assume command of such a wonderful organization,” Middleton said after accept-ing the department’s colors. He credited Stanley for laying the groundwork that will make his

job easier. “I think it’s fair to say that Col. Stanley has lived the path of righteousness that has brought us to this point,” Middleton said. “Your focus on not only how our organization grows in terms of its ability to accomplish its mission, but your focus on the four ways that indi-viduals grow, mentally, physi-cally socially and spiritually, has made us the organization that we are today.”

County Manager Virgil R. Hazelett commended Stanley on his many years of service and presented a plaque of appre-ciation from the county. “I think everyone knows who you are and what you are and what you mean to this community,” Hazelett said. “I can think of no greater thing to say to you except

well done, good and faithful ser-vant,” he added.

Middleton said Stanley’s almost 50 years of service left a positive mark on the department and the community.

“You have left me with a championship team not only in the leadership and organization, but in the men and women who serve here.”

Stanley said he’s not sure what he’ll do with all the spare time, but for now, he’s just glad to have a minute to catch his breath. “Basically, I’ve been tied to the job so long that my wife and I have thought about doing a lot of things,” Stanley said. “But, it will be nice to get up in the morning and be able to decide what we’ll do that day.”

After considerable discussion based on the current economic conditions affecting public and private funding, The Cultural Arts Center at Glen Allen has postponed The Virginia Traditions & Tunes festival originally scheduled for Saturday, May 28 and Sunday, May 29.

“Once the economy turns around we

plan to add the festival back into our program line up,” said K Alferio, Center president. Prior to this decision, The Center had received enthusiastic support from performers as well as members of the arts community. Alferio continued by saying, “We remain dedicated to pro-ducing this event and strongly believe it will attract thousands of attendees and become a signature event for the com-munity as well as the Commonwealth.”

The development office is currently seeking sponsorships so the festival can be rescheduled as soon as possible.

The art exhibition, Folkways…Master Artists of Virginia, featuring Virginia tra-ditions through unique arts forms and skills that was the visual arts program of the event is still being showcased. The exhibition opens on May 12 and contin-ues through July 10, 2011. Works from

Virginia folk artists including Wayne Henderson, guitar; Walter Messick, dulcimer; Ganell Marshall, corn shuck dolls; Elton Williams, steel drum set; Clyde Jenkins, white oak baskets; and Randal Eller, fiddle and mandolin will be on display. An opening reception will be held on May 12 from 7-9pm.

The Cultural Arts Center at Glen Allen is dedicated to inspiring creativity and

stimulating the senses through music, dance, art and theatre. The Center is a private, non-profit organization, man-aged and maintained by The Cultural Arts Center at Glen Allen Foundation and Board of Directors. Cultural Arts Center postpones festival
