The way Consultrans understands the consultancy services provided to its clients is by putting together the vision of the different specialists in order to achieve a holistic view of every project we undertake. One of our core areas of expertise, which we also implement in all our projects, is the organization and project management of large multidisciplinary teams. In particular, we have been responsible for the organization and project management of railway projects from its concept and feasibility stages to the latter stages of detailed design and procurement of services.

Feasibility Studies for High Speed Rail Lines

Feasibility studies require strong technical backgrounds on key areas of transportation and the use of economic and financial analysis tools. These feasibility studies are an essential tool to help in the decision making process of public bodies in transport schemes and particularly in high speed rail lines. Consultrans develops these feasibility studies which cover the following aspects:

Project Management. Multidisciplinary Teams

Functionality description of the project (functional description of the rail line, investments, residual value, life, etc).

Evaluation of the demand (passenger and freight) served by the new railway line (with / without infrastructure).

The implementation of a new railway infrastructure for combined traffics (passenger & freight) requires technical capacity to solve different problems in the rail corridor operations. Consultrans has drawn up a technical Plan to develop UIC passenger and freight corridors.

Technical Assistance for Railway Infrastructure Implementation (Passenger & Freight)

Amongst others, the following aspects are significant for the train operational planning:

Maximum axle load. Rolling stock Length of trains (passenger and

Passenger and Freigth Railway Studies

Taking advantage of the opportunities presented by the liberalization of the railway sector, particularly in goods transport and in the future in passenger transport, Consultrans provides consultancy services to public administrations and other organizations together with private companies designing the best strategies to be put in place in order to take part in the new framework of a liberalized railway market.

Improve traffic operation and timetabling to allow increases in capacity, co-ordination of services and reduction in costs.

To develop rolling stock and infrastructure standards based around a market-differentiated railway optimized for heavy freight, light freight or passenger travel.

Technical Assistance for the Achievement of Railway Operator Status by Private Companies

Our experience in the rail transport sector has allowed us the opportunity of working with private companies in preparing all the necessary documents to achieve the requirement to be able to operate as a rail transport company in the Spanish rail network. This includes the preparation of Business Plans and Financial studies for the company together with all the technical requirements regarding safety, security and training for rail personnel. We also provide advise in the preparation of Safety Management Plans and Systems.

Accesibility and Modelling Studies for Train Stations and Public Transport Interchanges

The experience of Consultrans in the microsimulation of the behavior of passengers and traffic and its interaction can be applied to particular scenarios such as train stations and public transport interchanges. This allows the establishment of passenger desire lines and their interaction with trains at stations which in turn provides a good analysis tool for safety and evacuation procedures and the detection of problem areas relating to people with mobility impairments.

Passenger and Freight Demand Studies

One of the core areas of expertise of Consultrans is the diagnosis and analysis of the potential demand that the implementation of new transport infrastructure and services can serve, together with the alterations in transport patterns when such a new offer gets implemented. Training Plans for Railway Personnel

Consultrans has put in place a series of qualification programmes for railway personnel under a specific classification in order to undertake periodical checks of their abilities to undertake their duties. These programmes are oriented to the training of drivers, maintenance personnel, signage personnel, etc.

The qualification and training programme includes, amongst others the following:

General objectives. Material and facilities in use.

General profile of the trainer and number of trainers needed.

Profile of personnel to be trained in each course.

Number and content of tests to be prepared.

Operations Programme

The operations programme describes the services to be provided together with the personnel needs to comply with it. The Operations programme will be coordinated in accordance with the global design of the system (railway line, communications and signalling system). The contents of the plans developed by Consultrans include at least the following:

Operations outline Freight and passenger services definition Characteristics of services System operation Management and update of the operation

Grid of commercial times and total times by type of train service proposed (passenger / freight) and how to provide it with the rolling stock and compositions available

Calendar with types of day (week day / weekend day), frequency, distance travelled by trains

of day, type of train services, train-kilometers, etc.

These minimum contents will allow the development of the following outputs: speed, slots, travel times, number of trains by direction, sizing up of rolling stock, which are, in turn, dependant on the global design of the system; type of rail, signalling and communications systems used, traction network, etc. With all this information we can establish:

Railway Maintenance Plans

A Maintenance plan has to be based on safe operation principles that allow the compliance with the compromises established with passengers and administration. In order to achieve this efficient Maintenance Programmes are key. The general Maintenance programme to be incorporated to the management of a rail service has four different types of maintenance (routine, predictive, preventive and corrective) that must assure the best conditions of use. The overall goal must be “Zero Breakdowns”. The Maintenance plan develops the systems for: rolling stock, fixed infrastructure, rail infrastructure, electrification, signalling and communication systems, maintenance of depots and stations, amongst others.

Quality Management Plan

The aim of the Quality Management Plan is that the new rail service is provided to a high quality standard in terms of reliability, availability, safety, punctuality, commercial image and efficiency, and that it can be compared with other services at a global level. In order to achieve this, it is necessary to develop and implement a series of procedures to ensure at the start of the service the continuous improvement of its quality both in the operation and maintenance of rolling stock and infrastructure. Consultrans developes a Quality Management Plan for the rail service, with a series of corrective actions to be put in place as and when the Quality of the services falls under certain levels and a quality plan during operations.

Environmental Management Plan

Consultrans develops an environmental plan that takes account of the protection of the Environment and Natural Resources. In particular of non renewable energies. The Plan includes not only all the legal requirements of Environmental Law and Government Policy but also the training of all personnel in the Environmental Policy of the Company, as they are providing a public service on behalf of the administration. An Environmental Management system is established that includes the main activities of passenger and freight transport but also strategic processes such as maintenance, operations management, human resources and direction, developing strategies for dealing with environmental issues on a global scale.

Safety Plan

The Safety Plan is essential in order to guarantee that in all phases (design, construction, operation…), that all actors involved (clients, personnel, subcontractors…) and all elements (rolling stock, infrastructure, operations…) are working towards an Integral Safety System with a business plan in which Health and Safety at Work is at the same level as other business priorities. The activities to be developed will need infrastructure, buildings and equipment which will have a take in the complexity and size of the problems related to fires and other emergencies. Consultrans develops under the Safety Plan the implementation of other sub-plans:

International Railway Projects

HIGH SPEED LINE MAKKAH-MADINAH in Saudi Arabia: Consultrans conceived, led and coordinated the Spanish Consortium project that was awarded the High speed Train between Makkah and Madinah. This € 6,376 million project is the largest Spanish engineering project. Consultrans led the preparation of the technical and economical bid of the Spanish consortium for the design and construction of track and systems, the supply of 35 trains and the operation and maintenance of the line for 12 years. Consultrans studies demand and fares, is in charge of the Environmental Management and Health and Safety as well as contract management and design and construction supervision of workshops.

PROJECT OF HOFUF: Supporting Saudi Railway Administration (SRO) in the bidding process for the Duplication of the existing line "Main Line 2" between Dammam and Riyadh. The functions include the analysis of the current situation, existing conditions, study of all solutions for infrastructure and crossing structures, services affected, modeling of railway line in ISTRAM / Ispol, valuation, etc ... Writing the Bidding Project with the above elements, and preparation of technical specifications of the international competition.

CENTRAL BI-OCEANIC RAILWAY CORRIDOR (CFBC) in Bolivia. The Strategic Study aims to identify and propose a feasibility study and engineering analysis, , considering technical, economic, financial, legal, regulatory, geopolitical, institutional nature, aspects of the project in order to allow the Government of Bolivia to successfully run with it’s neighbors country partners the implementation of the CFBC.

International Railway Projects

Backup Operation Control Centre (BOCC) and Operation Control Centre (OCC) Buildings for the Haramain High Speed Railway between Makkah and Madinah (HHSR): Backup Operation Control Centre (BOCC) and Operation Control Centre (OCC) are multidisciplinary centres where different tasks are carried out in areas directly related to railway operation, abnormalities management, planning, maintenance, training and other activities. The BOCC building is located closer to the new KAEC Station and consists of five buildings of one storey each one with a total of 4.500 m2 while the OCC building is located in the city of Jeddah and consists of five storeys building with 2.500 m2 each one: total of 12.500 m2. Assistance tendering Process to Renfe Arabia in the bid process to the Madinah Depot Work of the HHSR (Haramain High Speed Railways). Package 1. In Madinah Depot are located the Heavy maintenance and Quick maintenance workshops where the rolling stock maintenance will be realized, the tracks for trains circulating, train stabling areas, painting and washing facilities, and all facilities necessary for the correct operation of Depot. Madinah Depot The construction process of Madinah Depot is performed in different stages, being Consultrans responsible for the technical assistance in the tendering process to RENFE Arabia. In the first stage of construction are carried out the following activities: Earthworks Drainage Utilities .

International Railway Projects

Preliminary and Detailed Design Madinah Depot and Workshops for the Haramain High Speed Railway between Makah and Madinah (HHSR): Consultrans is part of Spanish Consortium (ASC) formed for the design and construction of the High Speed Railway between Makkah and Madinah, being responsible for the Madinah Depot design among other activities. The project design has taken place in several stages: Concept design, preliminary design and Detailed Design, and all of these complying with the international and KSA standards required. It should be noted that the Madinah Depot is the largest maintenance facility in the High Speed Railway, being besides important because in this workshop will be assembled and tested the railway rolling stock units. The content of the project and design activities developed are summarized as follows:
