¿Por qué ciertos sectores sociales y áreas territoriales son tan proclives a caer en un estado de desastre?¿Por qué no pueden responder a los desastres?¿Es que fueron diseñadas para el desastre?

Cuando se trata de desastres naturales, ciertos grupos de nuestra sociedad, son más afectados que otros. Estos son victimas de un gran número de factores interactuantes, que terminan por derrotarlos, dada su vulnerabilidad.

Es una formula mortal que combina geografía, problemas sociales, malos estándares de cierta edificación, fragilidad de redes de comunicación, mala infraestructura vial, un falso supuesto estado de desarrollo, una soberbia constructiva, una falta de humildad frente a la naturaleza, mala respuesta y falta de protocolos de emergencia y el olvido paulatino que se habita en condiciones telúricas extremas.

Es el escenario perfecto para un evento desastroso.

¿De que se compone?¿Qué elementos lo definen?¿Cómo es el sistema trágico que desencadena un desastre?

Por un lado, la tectónica, las áreas de riesgo telúrico, las zonas inundables, la edificación precaria y deficiente, la carencia cultural frente a un terremoto/tsunami, las áreas deforestadas, el hacinamiento de la población, la falta de planificación estratégica en los asentamientos humanos, la vulnerabilidad extrema de los sistemas de comunicación, la falta de pluralidad de redes, la fragilidad de la infraestructura vial y sus puntos nodales críticos, la degradación medioambiental y la pobreza; aparecen todos, como factores de campo en la formula del diseño de un desastre.

¿Cuál de ellos actúa primero?

¿Cómo actúan estos factores entre si?

¿Cuáles se potencian y/o se anulan a la hora del desastre?

Por otro lado, la falta de protocolos de acción en el evento de un desastre, la falta de organización de estamentos de mitigación y administración del desesperado momento, la falta de capacidad de reacción y liderazgo en la situación critica, la falta de capacidad de resiliencia frente a la multitud de solicitaciones simultaneas de planos de decisión coordinada, superpuesta y conjunta, la falta de garantía de cuidado en servicio de salud critica de la población, la falta de garantía de comunicación, conectividad y redes, la falta de institucionalidad y seguridad publica, la falta de garantía de servicios públicos básicos, la falta de capacidad de respuesta medida temporalmente para un caso desastroso; aparecen todos, como factores de caso en la formula del diseño de un desastre.

“It’s one of those things that feed on each other”… es una de esas cosas, que se alimenta de si misma…

Son todos ellos, de caso o de campo, (y otros particulares para cada caso y campo), lo que definen la vulnerabilidad de un asentamiento humano.

Hemos recibido la mayor demostración posible, de que somos una sociedad nacional vulnerable.

Hoy, vivimos en un alto estado de vulnerabilidad.

Es como si hubiéramos estado diseñando para el desastre.

La respuesta que propongamos a partir de esta realidad aumentada por los eventos telúricos y marítimos del reciente 27.02.2010, deberá incluir estas dos esferas de acción, de caso y de campo, antes expuestas.

Se requiere una articulación virtuosa de todos estos factores, en una renovada formula clave.

La reconstrucción de las áreas en que el desastre se manifestó de mayor manera, serán una prueba de nuestra capacidad estratégica de diseño arquitectónico apropiado.

Esta es una oportunidad para demostrar de lo que somos capaces.

Salir adelante en este momento, positiva y propositivamente, será la garantía de que este no es nuestro peor desastre, sino nuestro mejor momento.

The year 2007 marked the first time in history when over half of the world's population lived in urban areas.El año 2007 marcó la primera vez en la historia de la humanidad, en cuando más de la mitad de la población mundial pasó a vivir en zonas urbanas.

Since urbanization is ongoing, this means that most people will live apart from where their food is grown, and are dependent on vast and complex infrastructures for their livelihoods.Dado que la urbanización está en curso dinámico, esto significa que la mayoría de la población vivirá separada de donde se generan y cultivan sus alimentos, y dependen de una vasta y compleja infraestructura para asegurar su subsistencia.

While the dynamic interaction between humans and climate is not new, the scale of the interaction has reached unprecedented proportions.Mientras que la interacción dinámica entre los seres humanos y el clima no es nueva, la magnitud de la interacción ha alcanzado proporciones sin precedentes.

00. ChileControl Risks: High risk in at least one category and region.Terremotos / Tsunami’s, 1939 / 1960 / 1985 / 2005 / 2007 / 2008 / 2010. Terremoto de Tarapacá, 2005 / 2007. Tsunami de Aysen 2007 y 2010. Desplazamiento de Tierra en Concepción, 2005 / 2006. Aluvión Camino a Farellones 2009. Erupción de Volcan en Chaitén, 2008.



01. LiberiaControl Risks: High risk in at least one category and region.In the summer of 2003, Liberia's 14-year civil war was brought to a close with a peacekeeping agreement and the exile of Charles Taylor, the former president. But there are still some 15,000 U.N. peacekeepers stationed throughout the country. Crime is a major problem, with theft, sexual assault and murder common.

02. AfghanistanControl Risks: Extreme security, terrorism and travel risk.Travelers face the ongoing threat of kidnapping and assassination in Afghanistan, especially outside of Kabul. Former Taliban and al-Qaida operatives remain at large, and attacks with improvised explosive devices are on the rise. Large areas of the country are heavily land-mined or strewn with unexploded ordnance.

03. SomaliaControl Risks: Extreme security and travel risk.The U.S. doesn't have an embassy in Somalia, putting American citizens who travel there out of reach of U.S. assistance. Somalia's federal government recently retook control of much of the country from the Union of Islamic Courts, but this could mean less stability ahead, not more. Interclan fighting and attacks on foreigners are frequent, as are abductions.

04. SudanControl Risks: High risk in at least one category and region.The western region of Darfur remains the most dangerous part of the country for locals and foreigners alike, with ongoing violence between government-backed militias, government troops and local insurgent groups. Large areas of the south, however, also see fighting between local militias. Sporadic terrorist attacks in Sudan have been aimed at U.S. and Western targets, and kidnappings are common.

05. LebanonControl Risks: High risk in at least one category and region.Hostilities with Israel ended last August, but political tensions within Lebanon have been on the rise. The armed Shiite group Hezbollah (also a political party in Lebanon) maintains a strong presence in many areas, and other extremist groups are active in Tripoli, Sidon and Palestinian refugee camps. In the south, the danger of encountering land mines and unexploded ordnance is significant.

06. IraqControl Risks: Extreme security, terrorism and travel risk.No region of Iraq is safe for visitors, not even Baghdadâ€™s well-fortified Green Zone. The U.S.-led occupation has not tamed the insurgency, which is most concentrated in the central region that stretches from Tikrit in the north to Hillah in the south. Various criminal gangs and international terrorists are also active in Iraq and civilians die daily in attacks.

07. ChadControl Risks: High risk in at least one category and region.Another new addition to our list, Chad is experiencing both tensions between the government and rebel groups, and interethnic fighting in the east, where the country borders the Darfur region of Sudan. The U.S. State Department reports an increase in the amount of highway banditry across the country and some harassment of American citizens at government roadway checkpoints.

08. HaitiControl Risks: High security and travel risk.There is no effective police force in Haiti, where the State Department calls the danger of kidnappings â€œchronic and growing.â€ �General elections in February 2006 brought about some political stability, aided by the presence of 8,000 U.N. peacekeeping troops. But violence persists, says Control Risks, thanks in part to the proliferation of firearms, an inefficient judiciary and police corruption.

09. BurundiControl Risks: High security and travel risk; extreme security and travel risk in provinces of Cibitoke, Bubanza and Bujumbura Rural.Because of poor security, few foreign workers remain in Burundi. A civil war that began in 1993 is ongoing, with rebel factions engaging in intense fighting with government forces. The parties agreed to a September 2006 ceasefire, but many of its provisions have not been implemented, and the rebels remain able to attack the capital, Bujumbura.

10. PakistanControl Risks: High security and terrorism risk; extreme security and travel risk in tribal areas bordering Afghanistan.Domestic Islamic extremist groups, most of which are tied to al-Qaida, pose a serious risk to foreign companies and their workers. Car bombs, gun and grenade attacks and suicide bombings are aimed at Western targets, domestic politicians and local religious minorities and have frequently killed civilians. The capital, Islamabad, and tribal areas bordering Afghanistan are particularly dangerous.

- CÃ´te dâ IvoireControl Risks: High security and travel risk; extreme security and travel risk in rebel-held north and near western border.Though a 2002 uprising supposedly ended in 2003, the north of the country remains under the control of armed rebels, and sporadic fighting has taken place in Abidjan, the commercial capital. The overall security situation remains potentially volatile, according to the State Department. Control Risks says that the rebellion exacerbated a rise in violent crime, including carjackings and armed robbery.

- Democratic Republic of CongoControl Risks: High security and travel risk; extreme security and travel risk in northeast.The civil war has ended and the country held presidential elections last year, but dangers persist. Crime levels are high in the main cities, and strife continues in certain regions, especially the northeastern Ituri district and the provinces of North and South Kivu. U.N. observer forces, located around the country, are unable to prevent pillaging, carjackings, murders, rapes and kidnappings.

- Sri LankaControl Risks: Extreme security and travel risk and a high terrorism risk in Tamil-majority north and east; medium security, terrorism and travel risk in remainder of country.Lush tropical beauty once made Sri Lanka a popular holiday destination, but a ceasefire between the government and the separatist Tamil Tigers broke down last year, making the country a new addition to our danger list. While foreigners are not directly targeted, the risk of becoming collateral damage is rising in the north and northeast.
