The talmlato(l returns ller~:·tiuder <·mhrnee tl1e opernt.ions of both the Board nnd the State Hivers and \Vater SHpply Cmnmission in so t~u· as the latter relate to the acquisition and disposal of irrigable land dnri11g the last six months.
It is noteworth.Y tlwt during' tile past year the Bo:ud',; purchases of dry fiuming htnd has heen eontined to the ~Ioylm Estate of :C,417 acres, and the ratification of provisional Hgreelllents under ~edions 6 nnd ll, amounting to 11/)})8 acres. The area pnrehased fo1· irrigntion nmmmted to 29,111 aeres, or a grand total of 43,2'2ti :1cres, as eomparPd with fJ9,HR'1 nnes purehnsPd during tiH:' rn·cvions year. Opportunity has heen tak(:'IJ to dispose of the l:wrl alrt>:Hly on hand, and a greater am(mnt of attention has been dt>voted to thl~ aff:Jir~ of the e~tates already established. Under the provisions of S<:•etion 81, Aet 222~1, thl' Board has been able to satisfactorilv dis1wse of a eonsiderahle :H'(•a ef t:<'n•al-oTowino' laud hv allowirw the free use
~~ t""l ':""" ..., e for £allowing'. An extensive nr..:~a ha,; also heen leased f(H· a term at a rental sufficient to provide interest on the capital value.
Land suitable f(n· dnining ami mixed farmiBg' eoutinues to he moderatelv . .._. '"' "" well applied for, hut the fnllin~ oft' in regard to applications ~cnernlly has heen fe1t by the Board in tilt> same mnHm~r as by private laud-owners.
The Board is sn.tistied thnt the :wailnhle land sti1l on its hnnds is of sufi:Jcientlv good quality am] reasnnahle price to insure its ready (lisposnl when the demand fdr cereal-growing land improves 11ext antnmn.
It is encouraging· to note that in regard to estates purchased for clerks' and workmen's homes, the demand hns heen exceptional1y active, and t;he Tooronga and Pender's Grove Estat(:S have heen al!!wst wholly di:-;posed of. Township lots in country estates offered at anetiou have nlso brought satisfactory prices.
Table 3c, whi(·lt appem·s for the first time in the Bu:ml's Annual Report, sets out the Jinantial position of lessees on <~neh e:o;tate. The total amount of arrears due on land and advane<'s hv eloser settlement lesseps a11wunts to £1.'l(i.789 15s. 5d. Against this must be .,;et "thE~ value of' the permanent nml substantial il,nprovementR dteeted hy lessees at their own eost, amo11nting to over £50U,000, which is considered in the whole to he ample seturity tor the amotlnt suspended.
lt is noticeable that the tendency to accumulate arrears oceurs during the <~arly years of :-;ettlement, or at the period when ;,;ettlPrs are being called upon for a disbursement of their C<lpital in the erection of buildings, fencing, water stornge, &c.
In regard to the adv~mces made to Crown tenants and closer settlement lessees, it is desired to point ont the considerable increa~e over the amount adv:mced during the past twelve months in the former ease. Cmwn tenant~ in all part of the State have nrniled theJlliit>lves of this provision of the Act, and the Board has used every precaution to insure that tlw security against whieh the advnnce is made is of a permanent and substantinl character.
The value of the wire uetting supplied under the \Virc Netting Act shows an increase of 57 per cent. oYer tiH.' correspondiug amount; for the previous year, the figures heing £~,709 in 1911-12 and £U,69:2 in 1H12-10. The concession nllowed to land-owners whose properties adjoin unoecnpied Crown lanlls accounts in some measure for the increase. The BoarJ lws noted with approval that nn inereasing number of its own lessees have added to the value of their holdings in this direction.
The operations under ;:;ettions o aml 11 dming the past year show that the Board submitted offt•rs fm· tlw pmehase of 11,:-lt\2 :H:rt·s, of which 1 1,6!!8 acres were purchased at a ~ross cost of £72,7:21 ~ls. 5d., anu the n·ndors of 2,6~)4 acres refused the Board's offer. It is desireJ to emphasize the fiu·t that a considerable number of eases submitted under these sections of the Aet do not possess the essentials fol' successful setth·ment. I11 many eas~·s the proposed su hdivisions reduce the l10l(ling lwlow what may be (~OJJsidvn·d <1 iiving· at·ea. and in other instances the relca:-~e of a mortg-age nppt'm's to he the prime reason for snle. No effm·t has been spared tu inve-.;tigate every nt::;e on it:-; UJC'I'its, and when the Board has declined to reconllliCJHl the provisional ngn•euJc>nt it m:1y be tal\en for granted that some insm·nwuutahle (lhjeetion exists. 1\otwith;;tanding the e:wtion exercised, and the fact that the pnrelwse price in the mnjori1y of enses mu; n reduction on the price suhmitt<>d in the provisional agTeement, tll(' Bo;n·d has to report arrears to the amount of £4,751 is. 2d. hy pnrehasers undt'l' ~t:dion.'< {) nnd 1 i, mHl has abo had several prope1'tit>s thrown hack on it.-; !Jnnd,.:; Within t)H• nrst two years.
The Hoard has spat·t>d no eJl(wt to widdy :ulvertise available lands, and a commission is paid to agents introduei!lg sntishwtory purchasers.
