Gives M&E system designers some basic tools for developing and conducting training on the M&E

system.

GETTING STARTEDOVERVIEW

•Everybody involved in implementation should receive training on the system. •CARE’s approach to M&E system design for value chain projects ensures that those responsible for implementing and using the system are familiar with its design, intent and focus. •This approach reduces some of the pressures on the training team but does not eliminate the need for training and ongoing capacity building.

staff to gather information on outcomes and impacts can result in serious

compromises to the validity of information – resulting in complete

invalidation in some cases.

TRAINING DOES NOT GUARANTEE SKILLED TRAINEES

NEED TO MONITOR TRAINING EFFECTIVENESS

FORMAL INFORMAL

Occurs during routine interactions with project management and staff, implementing partners, and other people responsible for implementing the M&E system.

Consists of planned and periodic methods for observing the implementation of the M&E system, discussion of implementation issues with implementers, review and analysis of M&E information, etc.

Additional training will depend on results of effectiveness monitoring.

The project needs a supplementary training plan for any in-service M&E training.

COMMON PITFALLS•Projects do not provide adequate training to persons

responsible for M&E.•Projects limit M&E training to the M&E staff – excluding other management, staff members or implementing partners.•Projects focus on technical skills training and ignore important human skills.•Projects focus narrowly on information gathering and ignore other M&E features and processes, such as data management and analysis.•Projects offer a single training at the launch of the M&E system and do not provide in-service training or training to new hires.•Projects do not monitor the implementation of the M&E system and/or make adjustments in light of observed shortcomings.
