Kuala Lumpur International Financial District
The Kuala Lumpur International Financial District (KLIFD) is a key enabler to
strengthen the position of Kuala Lumpur as the global financial city of
choice. KLIFD will leverage on Malaysia’s leadership in global Islamic
finance to cement her position in the world of international finance. KLIFD
aims to bring together leading financial institutions and top global
companies to create a catalytic pool of world class players. 1 Malaysia
Development Berhad (1MDB) is the Master Developer for KLIFD and the
Client.
Durianê Managing Director, Ir. Yau is one of the design team member has
been to design a power (and cooling) infrastructure that operates at full
capacity. The design team has to plan the power distribution
infrastructure based upon previous project experience on similar projects
built in similar climates in order to obtain overall building, neighborhood,
and district demands.

KL Gateway
KL GATEWAY is a Green Vertical Township, nestled in the heart of the
bustling city and centred between Kuala Lumpur, Petaling Jaya and
Bangsar. Surrounded by the necessities of life that encompasses
residences, retail shopping, an array of F&B outlets and corporate suites,
this integrated development has direct access to the Federal Highway,
Kerinchi Link as well as the Universiti LRT Station.
There are three stages in this project and consists of completing all
necessary work as GBI Facilitator to achieve the project’s sustainability
and GBI rating (Gold) aspirations in accordance with the scope of
service identified in this fee proposal. Building Energy Intensity (BEI)
Calculations and any Simulation or Modeling such as air change
effectiveness, Energy, Daylighting, Thermal Comfort, etc are included to
fulfil GBI Gold Rating requirement.
The three stages of works are as follows:

Ir. Yau (YCF) has a total of 12 years working experience mainly in a large and
reputable Consultant Firm & Data Centre Design & Built Specialist. His
exposure includes mainly large scale Electrical System design for various
types of buildings, plants & aviation industries & data centres. His
experiences include design, implementation and contracting for Electrical
Building Services of various types of buildings from specialised buildings such
as hangars & data centres to highrise buildings, both locally and overseas.
YCF is also an Uptime Instituted Accredited Tier Designer (ATD) and has also
certified Malaysia’s First Ever Tier III Data Centre in Shah Alam
YCF has and is still playing an extensively active role in the The Institution of
Engineers, Malaysia, the primary organization encompassing the
professionals in engineering in Malaysia. He is currently the IEM Excomm
Member & IEM Council Member for the session. He has been involved in IEM
since 2001, rising from just a young engineer volunteer to now the senior

Ir. Lee Cheng Pay had dedicated his career to Engineering
Consultancy for the last five years upon his graduation in University
Malaysia. When he was a very young engineer in two medium scales
Consultancy Firm, he had established his technical skills in various
projects by having vast exposure in many large scales Electrical System.
He had involved himself in various types of industries including
Residential, Factories, Shopping Complex, Data Centre, Government
Project, Office Building, Renewable Energy Plant, Institutional Building,
Theme Park, Airport and Hospital.
One of the most interesting things for him has been meeting various
people in the engineering fraternity thru The Institution of Engineers,
Malaysia. Ir. Lee is someone active, active in the engineering
community. He was previously contributing his effort in the Young
Engineers Section, IEM, served form Volunteer until the Hon. Secretary/
Treasurer of the section. He had risen from a Young Engineer and now,
the youngest Council Member of the Institution.
He loves to contribute to the Engineering fraternity. That is another one
goal of him. He is also appointed as member of curriculum review on
the contents of Master of Science (Renewable Energy) in University
Malaya and also a member of Industrial Advisory Panel for the School
of Engineering and the Built Environment of SEGi University. He is also
involving himself in Working Group on MS 1979 Revision.

Mah possesses a Bachelor Degree in Electrical Engineering from University of
Malaya in 2008 and Master of Engineering Management in 2010. He was
registered as Associate ASEAN Engineer with the ASEAN Federation of
Engineering Organisation (AFEO) in year 2010.
Mah has been working as an electrical consulting engineer within the
construction industry for the past 5 years. His responsibility is to design
electrical system for new development such as high-rise residential buildings,
bunglos, office towers, commercial shoplots, hotels, factories, highway,
treatment plants and etc. His roles also cover project management,
contract matters, site supervision, meetings and etc.
Other than work, Mah is also an active member in The Institution of
Engineers, Malaysia (IEM). He is the Immediate-Past Chairman of Young
Engineers Section. His responsibility is to drive the section in organizing various
activities ranging from technical to social & community. He is confident that
with the determination of current committee, IEM G&S-YES will grow stronger
and become an outstanding young organisation in Malaysia. Mah is also a

Engr. Rocky H.T. Wong graduated as an electrical engineer from the University of
Malaya in 1965 and served some 16 years with the National Electricity Board (NEB)
~ forerunner to TNB; before resigning to venture into the Private Sector as a
Consulting Engineer in 1980. He is associated with the Electricity Supply Industry for
the past 45 years.

Engr. Rocky H.T. Wong is the current Head Commissioner of AFEO’s ASEAN
Engineers Register (AER) and a founding Fellow of the ASEAN Academy of
Engineering & Technology (AAET) and Engr. Wong is BEM’s representative at
selected MITI fora dealing with services matters for FTA’s.
Engr. Rocky H T Wong is a Fellow of the IEM, and Hon. Fellow of AFEO-ASEAN
Engineer and Hon. Fellow (TEEAM). Engr. Rocky H T Wong is the Chairman of IEM
Pro ETI Bureau, the IEM export readiness club to motivate IEM Members to export
integrated engineering services. He is also the Chairman of the BEM’s NMC-
Working Group on trade-in-services. Engr. Wong represents IEM at NAPSEC and at
dialogues with MITI, MDTCA etc.
Engr. Rocky H T Wong was Malaysia's representative to Geneva, at the closure of
the Uruguay Round early 90’s concluding the GATS, which forms a part of the WTO.
He was the representative from the private sector in the Malaysian delegation for
activities at AFTA's EEMRA; now being operationalised by the EEEJSC. Engr. Wong is
a member of BEM’s MC operationalising Malaysia PRA’s Register for ACPE’s &
RFPE’s.
Engr. Wong writes and speaks extensively on the topic of globalisation and related
issues. His S.E.T./ E.T.I. interests centre on environmental, power and energy on
which he is also a resource person in certain C&C outreach programmes for
engineers and technologists.
Engr. Wong’s 45 years’ experience in the environmental, power and energy
engineering sectors; among the many other aspects, include and deal with:-
• Planning, construction, operation and maintenance of power station’s high
voltage (66kV & 132kV) and extra high voltage (275kV) switchyards; main-
intake & distribution substations, switching stations, overhead lines,
underground & submarine cables, and other special electrical installations &
facilities ~ of voltages ranging from L.V. to 275kV.
• System planning studies and projects’ identification & scoping, including
design philosophy & sizing the system planting up and upgrading of electrical
networks: both for public utilities and for “with-in fence” private distribution
networks.
• Promotion, development and the implementation of BOT power links, IPP’s &
other CUF’s: besides engineering; other aspects concerning business modeling
and O&M manual writing would be part of the services delivered.

• “Green & Clean” energy projects such as CHP plants, DCS; and as on ESCo,
promoted the 5th Fuel Policy (since 1998) to have Energy Efficiency (EE) on the
Demand Side, and Renewable Energy (RE) on the Supply Side; also served as a
resource person to S.T. to publicize the EE issues.
• The direction and management of Environmental Impact Assessment (EIA), &
Emergency Response Plan studies forming & part of the feasibility study for
many projects under supervision.
• Forensic engineering investigations into electrical incidents, faults, trippings &
other abnormalities; and served as an expert witness in two arbitration cases.
• Electrical standards development ~ serving as the Chairperson of SIRIM’s TC10
on “Electrical installation, protection & insulation practices”; and in the
capacity as both the Chair and the project specific outsourced resource-
person to a joint project collaborated among Standards Malaysia (previously
known as “DSM”) and ST to popularise MS IEC 60364 ~ Electrical Installations in
Buildings; developed as SIRIM Standards:
a) Guide to MS IEC 60364 (which doubles up as a training tool for
practicioners) and
b) Code of Practice on Electrical Installations in Buildings which is the
mandatory Malaysian Standards underpinning ST’s 2008 Technical
Regulations on the same subject, and forming a part of Malaysia’s
regulatory regime on electrical safety.
• Engr. Wong has also been a member of SIRIM’s TC8, since its formation in 2000 –
dealing with Power Quality (P.Q.) as part of EMC Standards : important
technical standards for the ICT era of technologies.
• IEM, BEM, TEEAM and other bodies’ outreach programmes by way of seminars,
workshops & other forms of C&C development initiatives for skills-upscaling of
graduate & practising electrical engineers; including PDP Course on COE for all
BEM registered graduate engineers.
• Mentoring young electrical engineers who aspire to be corporate members of
the IEM and wish to be BEM registered Professional Engineering, i.e. PEng’s and
perhaps be licensed ECP’s.

Ir. Yong graduated from University of Auckland in 1970 with a Bachelor of
Engineering (Mechanical). Soon after his graduation, we carried out his duty
as an engineer in Auckland with a large consulting firm in Auckland,
Kingston, Reynold, Thom and Allardice. He was then returned to work in
Singapore with another British consulting firm Preece Cardew and Rider
(SEA) as a mechanical services engineer in 1972.
He obtained his Professional Engineer Status in 1973 and went to Penang to
work with a Malaysian consulting firm, Juantara Konsultant as a senior
mechanical engineer in 1974. In 1976, Ir. Yong return to work in Kuala Lumpur
with an American Firm name Stangley Consultants as a Chief Mechanical
Engineer responsible for projects such as Club Med, Tanjong Jara Hotel
Resort Development and 36 Storey MAS HQ.
In 1978, Ir. Yong decided to start his own consulting firm with two partners
offering M&E and C&S services. Few projects carried out under his firm are
Rothman and Dutch Baby Factory Expansion, UDA Redevelopment Project
in Bangsar, Wisma Punca Emas Shopping Centre, Wisma UMNO Serembanm
Rasah Jaya Housing Project etc.
Ir. Yong also holds others position such as partner in YF Perunding, Director of
TY Perunding, Director of REKA Professional Centre and Alternate Director of
Menang Development.
Ir. Yong currently play an active role in SELSET New Zealand Centre, a
company he started in 2001 to promote Malaysia New Zealand Bi-Lateral
trade and investment, free education and career counselling service for
students in local Malaysian and New Zealand Institution of Higher Learning.

Throughout the years, Ir. Yong holds important positions in various societies
such as The Secretary General of Malaysian Services Provider Confederation
(MSPC) (2011/2012/2013), Member of Event and Entertainment Sub-
Committee at Royal Lake Club (RLC) (2010/2011/2012), Member of
Membership Sub-Committee at Kelab Golf Subang Negara (KGNS)
(2009/2010, 2013/2014), Hon Secretary (2009) and Hon Treasurer (2010/2011)
of The Confederation of Science and Technology of Malaysia (COSTAM),
Deputy Chairman of The Yong Association for Selangor and Wilayah
Persekutuan (2013/2015).

Our services are characterized by our company’s values and objectives,

Renewable Energy
In general, the consultancy services provided are:
a. Provide detailed Electrical Design for Transmission Line and Power
Supply Connection To TNB Grid, Schematic Diagram and
Calculation for the above services;
b. To present periodically for site inspection during the construction
progress of the works;
c. Liaison with TNB, SEDA, ST for authority submissions;
d. Power System Studies (PSS) follow up with relevant TNB officers to
finalise the detail design for the interconnection points including
TNB requirements for breaker short circuit rating, protection relays,
etc.;
e. Prepare detail BQ, detail design drawings & specifications for
quotation calling purpose;
f. Assist in the quotation evaluation (technical) only and provide
recommendation to the client;
g. Provide design of transformer actual capacity after taking into
consideration of all inverters loads and switching philosophy if any;
h. Design LV single line diagram including breaker sizes, protection
relays and earthing requirement;
i. Design 11KV single line diagram including breaker ratings,
protection relays, reverse power meter and earthing system;
j. Design tariff metering;
k. Design infrastructure related like manhole and underground
ducting for underground cable road crossing after the Owner's
indoor 11KV switchgear and before entering TNB sub-station;
l. Proper coordination plan for all interconnection overhead
transmission lines whether any possibility to share common
concrete pole to save cost;
m. Provide value engineering of existing approved design in the PSS
report and will propose and negotiate with TNB for reduce
equipment and connection cost.
n. Liaison with appointed contractor for works carried out at site.
